Choose an AI governance framework by starting with the outcome your organization needs: adaptable risk-management guidance, a formal AI management system, or clearer oversight for the governing body. NIST AI RMF 1.0 is voluntary and flexible; ISO/IEC 42001:2023 sets requirements for an AI management system; ISO/IEC 38507:2022 focuses on governing-body and executive oversight. ISO/IEC 23894:2023 can add AI-specific risk-management guidance. The right choice depends on your AI exposure, assurance obligations, risk appetite, and ability to maintain the evidence and oversight the framework requires.

How should executives choose an AI governance framework?

Choose the framework that supports the assurance outcome you actually need, then test whether your organization can operate it. A standard or framework will not govern AI by itself: leaders still need to set risk appetite, assign decision rights, monitor systems, and require evidence that controls are working.

Begin by deciding whether your priority is a shared way to assess AI risks, a repeatable management system, stronger board-level oversight, or some combination. Then match that priority to the framework’s purpose and your company’s exposure. Treat the framework as the organizing layer for governance—not as a substitute for applicable laws, regulator guidance, contracts, or sector requirements.

Start with the assurance outcome

  • Common risk language and adaptable practices: consider NIST AI RMF 1.0, which is voluntary, non-sector-specific, and use-case agnostic.
  • A structured AI management system: consider ISO/IEC 42001:2023, which specifies requirements for establishing, implementing, maintaining, and continually improving an AI management system.
  • Guidance for board and executive oversight: consider ISO/IEC 38507:2022, which is directed at governing bodies and executive managers governing organizational AI use.
  • AI-specific risk-management guidance: consider ISO/IEC 23894:2023 to help integrate AI risk management into AI-related activities.

These options address related but distinct needs. An organization may use a management-system standard as its organizing structure and use risk guidance to shape assessments and controls; it should not assume one document automatically satisfies every internal, contractual, or regulatory obligation.

What is the difference between NIST AI RMF and ISO/IEC 42001?

NIST AI RMF is adaptable risk-management guidance; ISO/IEC 42001 is a requirements-based standard for an AI management system. The first gives organizations a flexible way to organize risk work, while the second provides a formal system structure that can support documented implementation and possible certification.

Framework or standard Primary purpose Assurance orientation Best suited to
NIST AI RMF 1.0 Voluntary, non-sector-specific, use-case-agnostic guidance to incorporate trustworthiness considerations into AI design, development, use, and evaluation. Internal risk decisions and practices tailored to organizational context. Organizations seeking a flexible risk-management foundation without starting from a prescriptive management-system requirement.
ISO/IEC 42001:2023 Requirements for establishing, implementing, maintaining, and continually improving an AI management system. Structured management-system evidence; certification may be relevant to an organization’s assurance goals. Organizations that want a formal, repeatable system and can support its documented operation.
ISO/IEC 38507:2022 Guidance for governing bodies and executive managers overseeing organizational AI use. Board and executive oversight, including leadership awareness and risk appetite. Organizations that need to clarify how the governing body directs and oversees AI use.
ISO/IEC 23894:2023 Guidance on integrating AI risk management into AI-related activities. Risk-management integration rather than a standalone certification objective in this comparison. Organizations looking to make risk processes more specific to AI-related work.

The distinction matters when executives ask what “adopting a framework” will prove. NIST AI RMF can help create consistent practices, but its voluntary guidance does not itself create a certification outcome. ISO/IEC 42001 specifies management-system requirements and may support certification, but certification should not be described as proof that every AI use is safe, lawful, or appropriate. The evidence you need depends on the assurance question being asked.

How the NIST AI RMF is organized

The NIST AI RMF Core is organized around four functions: Govern, Map, Measure, and Manage. The NIST Playbook offers suggested actions for achieving the Core’s outcomes and allows organizations to tailor those suggestions to their context. That flexibility helps teams adapt practices to different use cases, but it also means leaders must make deliberate choices about scope, owners, and evidence rather than treating the Playbook as a fixed implementation checklist.

What the ISO options add

ISO/IEC 42001:2023 is the option in this set that explicitly specifies requirements for an AI management system. ISO/IEC 38507:2022 addresses the governance role of the governing body. ISO/IEC 23894:2023 focuses on bringing AI risk management into AI-related activities. These can complement one another conceptually, but executives should verify the scope and obligations relevant to their organization before deciding how to combine them.

What should executives look for before selecting one?

Look for a fit between the framework’s purpose and the organization’s actual AI portfolio, assurance needs, and operating capacity. A framework that looks comprehensive on paper can fail if no executive has authority to accept risk, teams cannot produce evidence, or monitoring stops when a system is deployed.

1. Executive ownership and decision rights

Identify the executive accountable for the AI portfolio and specify who can accept residual risk. NIST’s Govern guidance says senior leadership and C-suite members in organizations with an AI portfolio should maintain awareness of AI risks, affirm organizational risk appetite, and be responsible for managing those risks. In practice, this means the framework should define who approves a use case, who can pause or restrict it, who handles escalations, and who reports material issues to the governing body.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

2. Risk appetite and escalation thresholds

Risk appetite must be translated into decisions teams can apply. Set criteria for when a system needs additional review, when a risk may be accepted, when mitigation is required, and when deployment should not proceed. The exact thresholds will vary by organization; they should reflect the system’s purpose, affected people, data sensitivity, autonomy, and operating context rather than a single generic score.

3. Scope across the AI lifecycle

Check whether the governance approach covers the full scope of your AI exposure: systems being designed or developed, tools purchased from suppliers, internal uses, data, human oversight, and post-deployment monitoring. A policy limited to model procurement or initial approval can miss risks that emerge when the system is integrated into a workflow or its use changes.

4. Evidence and assurance expectations

Be explicit about what records the organization must retain to show how it made decisions and managed risk. The needed evidence may include the rationale for approval, ownership, assessment results, exceptions, monitoring, and response to issues. The organization’s assurance goal—internal consistency, customer confidence, management-system evidence, or certification—should determine how formal and auditable that evidence model needs to be.

5. Integration and capability burden

Assess whether AI governance can fit into existing enterprise risk, security, privacy, quality, and compliance systems. Also estimate the capabilities needed to sustain it: trained people, suitable tooling, documentation, audit readiness, and ongoing training. A framework is not operationally suitable if the organization cannot staff the roles or maintain the processes it approves.

Which framework fits a regulated business?

A regulated business should select a framework as an internal governance foundation, then map its obligations separately. The framework choice alone does not establish regulatory compliance: applicable laws, regulator guidance, contracts, and sector standards may impose requirements that need to be translated into controls and evidence.

For a regulated organization that needs adaptable risk analysis across varied use cases, NIST AI RMF can provide a flexible base. If it needs a formal AI management-system structure, ISO/IEC 42001 may be a better base. If the main gap is governing-body oversight, ISO/IEC 38507 is directly aimed at that governance layer. ISO/IEC 23894 may help connect AI-specific risk management to the organization’s activities.

Do not decide solely from the label “regulated.” Two organizations in regulated sectors can have different systems, data, jurisdictions, and contractual commitments. Inventory those obligations and exposures first, then check whether the selected approach can generate the reviews, approvals, monitoring, escalation, and records required in each case.

Do we need AI governance certification?

No organization should pursue certification simply because it has adopted an AI framework. Certification is relevant when an external assurance outcome is valuable to customers, partners, internal stakeholders, or the organization’s governance objectives—and when the organization is prepared to operate the management system behind it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

ISO/IEC 42001 is a requirements-based AI management-system standard and may be associated with certification. NIST AI RMF is voluntary guidance, not a management-system certification requirement. Before committing to a certification path, executives should establish what the certification would cover, which organizational scope is intended, what evidence and audit readiness are required, and whether the result answers a real assurance need. Certification should not be represented as a universal guarantee about the safety or compliance of every AI system.

How can an executive team make the decision?

Use a staged decision rather than choosing a framework based on familiarity or a vendor presentation. A short, evidence-based pilot can reveal whether the governance model is workable before it becomes enterprise policy.

  1. Define the outcome. Decide whether the priority is a common risk language, regulatory readiness, customer assurance, certification, or more consistent operating discipline. Record the primary outcome and any secondary ones.
  2. Inventory AI exposure. List relevant use cases and systems, the people affected, data sensitivity, autonomy, suppliers, geography, and sector. Include systems already in use as well as planned deployments.
  3. Select a base layer. Choose NIST AI RMF for adaptable risk guidance, ISO/IEC 42001 for a management-system structure, or ISO/IEC 38507 for governing-body oversight. Add ISO/IEC 23894 where AI-specific risk-management integration is useful.
  4. Map obligations. Identify the laws, regulator guidance, contracts, and sector standards that apply to the organization and its use cases. Assign an owner to translate each obligation into governance requirements and evidence.
  5. Assign operating mechanics. Name the accountable executive, risk-acceptance authority, escalation thresholds, review gates, incident-response responsibilities, and reporting metrics. Define how decisions move between product, technical, risk, legal, and executive teams.
  6. Pilot on representative systems. Test the approach on more than one type of use case, including a high-impact or regulated system where relevant. Track gaps, decision delays, workload, missing skills, and whether teams can produce the evidence leaders need.
  7. Approve and maintain the system. Approve a versioned policy set, budget, training plan, evidence model, and review cadence. Set a process for revisiting them as AI use, obligations, or organizational risk appetite changes.

What to measure in the pilot

Measure whether the process can make good decisions, not only whether teams completed forms. Useful pilot questions include:

  • Can teams identify the accountable owner and risk-acceptance authority for each use case?
  • Can reviewers see the use case’s intended purpose, affected people, data sensitivity, supplier dependencies, and operating context?
  • Are approval gates and escalation criteria clear enough to produce consistent decisions?
  • Can the organization monitor deployed systems and route issues to someone empowered to act?
  • Can the team produce the evidence required for its stated assurance outcome without unsustainable manual effort?
  • Are the needed skills, tools, training, and cross-functional responsibilities available?

If the pilot uncovers unclear ownership or unmanageable documentation demands, adjust the operating model before expanding it. The framework should make risk decisions more consistent and accountable; a larger paper trail alone is not a successful governance outcome.

What are the common selection mistakes?

The most costly mistakes are choosing for appearance rather than operational fit, or treating framework adoption as the end of governance work.

  • Choosing a framework before defining the outcome: teams may spend effort on controls that do not answer the assurance question executives or customers actually have.
  • Confusing guidance with requirements: NIST AI RMF and ISO/IEC 42001 have different forms and levels of prescription. Do not present voluntary guidance as a certification standard or requirements-based standard as a guarantee of results.
  • Assuming a framework replaces obligations: laws, regulator guidance, contracts, and sector standards still need to be mapped to the organization’s situation.
  • Leaving accountability vague: committees can advise, but the organization still needs a named executive owner and explicit risk-acceptance authority.
  • Stopping at deployment approval: changes in use, new data, supplier changes, or post-deployment behavior can require monitoring and review.
  • Underestimating capability costs: documentation, training, tooling, skills, and audit readiness require time and budget; a framework without capacity becomes a paper policy.
  • Rolling out everywhere without a pilot: a representative pilot can surface workload and governance gaps before they become embedded across the portfolio.

How should the framework be approved and kept current?

Executive approval should establish the framework’s scope and authority, not merely endorse a policy document. Approve a versioned set of policies and procedures alongside the budget, training plan, evidence model, and review cadence needed to run them.

Define who can revise the policy, who signs off on material changes, and how the organization communicates updates to teams and suppliers. Set reporting that gives executives visibility into the AI portfolio, material risks, unresolved exceptions, incidents, and whether required reviews and monitoring are occurring. Review the governance system when the portfolio, obligations, or risk appetite changes, as well as on the planned cadence.

The practical test is whether decision-makers can explain what AI is being used for, who owns each material risk, how the organization decides what is acceptable, and what happens when monitoring finds a problem. Select the framework that helps answer those questions with the level of structure and assurance your organization needs—and can sustain.

Frequently Asked Questions

Can a company use NIST AI RMF and ISO/IEC 42001 together?

Yes. They address different needs: one is adaptable risk-management guidance and the other specifies AI management-system requirements. If combining them, define which process or record serves each purpose so teams do not create duplicate reviews or conflicting approval paths.

Does adopting ISO/IEC 42001 make every AI system compliant?

No. A management-system standard does not, by itself, establish that every system meets every applicable legal, contractual, or sector obligation. Organizations still need to identify their obligations and evaluate systems within their specific scope and context.

Who should own AI governance in an organization?

An accountable executive should own the governance system, with decision rights and risk-acceptance authority clearly assigned. Technical, legal, privacy, security, and business teams can contribute reviews, but responsibility should not disappear into a committee.

How often should an executive team review its AI governance framework?

Set a review cadence as part of the approved governance system, and revisit it when the AI portfolio, relevant obligations, or organizational risk appetite changes. The appropriate interval is organization-specific; the key is to define an owner and a trigger for review.
