Choose an AI consulting firm by comparing evidence, not slogans. Give every candidate the same written brief describing the business problem, intended users, countries, data, decision impact and measurable success criteria. Then test each proposal against six areas: EU AI Act competence, technical delivery, data protection and security, governance evidence, business change and contract protections. Require named staff, comparable European references, an architecture and integration plan, evaluation tests, lifecycle monitoring and an itemised price.
For any system used in Europe, ask the firm to classify the system under the EU AI Act and state whether your company will be a provider, deployer or both. A company that commissions, integrates or significantly modifies an AI system can acquire provider duties, so selecting a consultant is also a responsibility and contract-design decision.

What should I define before I contact an AI consulting firm?
Write a short problem statement before requesting proposals. Risk, architecture and cost cannot be assessed sensibly until a firm understands what the system is intended to do and who may be affected.
Describe the use case and intended purpose
State the business decision or workflow to be improved, the users, the people affected by outputs, and what the system must not do. “Use AI to improve HR” is too vague; “rank applicants for a specified role, with a human making the final decision” gives consultants something they can evaluate. Intended purpose is also central to EU AI Act risk classification.

List countries, data and operating context
Identify every country in which the system will be developed, hosted or used, and whether it will process employee, customer, health, financial, biometric or other sensitive information. Include data sources, retention expectations, cross-border transfers, existing identity systems and any sector rules. Ask for a data-flow diagram rather than accepting a statement that data will remain “secure.”
Set measurable acceptance criteria
Define the outcome that would justify deployment: a decision-quality threshold, maximum response time, error rate, review time, availability target or reduction in manual work. Separate a pilot objective from a production objective. Require the consultant to explain how each metric will be measured, on which test set and by whom.

State constraints and ownership assumptions
Record your deadline, budget process, preferred cloud or on-premises environment, required languages, accessibility needs, procurement rules and internal skills. Say whether you expect advisory work, a working pilot, a production integration or a managed service. This prevents an “AI strategy” proposal from being compared with an engineering delivery proposal as if they were the same thing.
Which capabilities should I compare?
Score all firms against the same brief. A polished presentation is not evidence that a team can operate a reliable, compliant system.
| Comparison area | Evidence to require | Questions to ask |
|---|---|---|
| EU AI Act competence | Risk-classification method, provider/deployer analysis, compliance plan and awareness of staged dates | What is the intended purpose? Which risk category applies? Which obligations fall on us, the consultant and the model provider? |
| Technical delivery | Reference architecture, model-selection rationale, integration assumptions, evaluation design, monitoring and rollback plan | How will you test quality, reliability, latency, security and failure recovery before release? |
| Data protection and security | Data map, lawful-use analysis, minimisation plan, access controls, residency, retention, incident process and subcontractor list | Where does data go, who can access it, how long is it retained and how are incidents reported? |
| Governance evidence | Anonymised risk register, system or model documentation, test records, human-oversight design and audit trail | What artifacts will we own at each milestone, and can an auditor reproduce your decisions? |
| Business delivery | Sector references, change-management plan, training, adoption measures and total-cost view | How will users be trained, monitored and supported after launch? |
| Commercial protection | Milestones, acceptance tests, IP terms, liability, warranties, change control, support, exit and portability | What happens if the model, supplier or regulation changes, or if we need to change consultants? |
How does the EU AI Act affect the choice?
The AI Act uses a risk-based framework. A proposal should therefore begin with the system’s purpose and impact, not with a preferred model or product. The Council of the European Union describes four risk categories; the obligations differ substantially between them.
Confirm whether you are a provider, deployer or both
Ask the consultant to inventory every AI system in scope and identify your role for each one. A deployer uses an AI system under its authority. A provider develops a system or places it on the market. Belgian FPS Economy guidance says a company that designs, develops, commissions, integrates or significantly modifies an AI system can be a provider. Your contract should not assume that buying software automatically leaves all legal responsibility with the vendor.

Request a written risk-classification record
The record should state the intended purpose, users, affected people, data, deployment countries, applicable exceptions and the reasoning for the selected category. It should identify prohibited-practice concerns, transparency duties, high-risk controls and any general-purpose AI dependencies. Require the firm to identify assumptions and the event that would trigger a reclassification.
Know what high-risk evidence looks like
For a high-risk system, expect work covering risk management, data quality, documentation and traceability, transparency, human oversight, accuracy, cybersecurity and robustness. The regulation also requires relevant providers to maintain a quality-management system, technical documentation and logs, and to complete the applicable conformity assessment before placing the system on the market or putting it into service. A consultant may prepare evidence, but do not assume it is an independent conformity-assessment body or legal certifier unless that role is expressly qualified and contracted.
Put dates and update responsibility in writing
The European Commission reports that Article 50 transparency obligations apply from 2 August 2026. Its enforcement framework gives several provisions enforcement powers from 2 August 2026, while some high-risk rules have later application dates, including 2 December 2027 for certain Annex III areas and 2 August 2028 for high-risk systems embedded in regulated products. Dates and official interpretations can change; require a dated compliance baseline, a named owner for updates and a contract mechanism for regulatory change.
What should I ask about a general-purpose AI model?
If a proposal uses a third-party general-purpose AI model, treat the model supplier as a material dependency. The consultant should disclose the model and service version, hosting location, data flows, retention policy, subprocessors, service-level commitments and an exit path.

Demand downstream documentation
Article 53 requires technical documentation and information for downstream providers, including details needed to understand capabilities and limitations. Ask how that information will reach your team and how it will be updated when the model changes. A screenshot of a model name is not a version-control plan.
Check copyright and training-content transparency
Commission guidance says GPAI providers must maintain a copyright policy and publish a sufficiently detailed summary of training content. Ask the consultant to identify the model provider’s published materials, explain how your prompts and uploaded data are treated, and flag restrictions on using outputs in your industry.

Plan for systemic-risk models
Models with systemic risk face additional expectations around evaluation, risk assessment, incident reporting and cybersecurity. Your proposal should say whether the selected model falls into that category and what evidence the consultant will monitor. Include a fallback model or a safe degradation mode so a provider outage or model withdrawal does not halt a critical process.
What evidence should each firm provide?
Use the same evidence request and give candidates a deadline. Redacted material is acceptable, but vague assurances are not.
- Two or three comparable European references, with contactable clients and a description of the delivered system, scope and outcome.
- A sample anonymised risk register, evaluation plan, system or model documentation and incident process.
- Names, roles and availability of delivery, privacy and security leads, including every material subcontractor.
- A written method for data mapping, privacy review, security testing, bias or performance testing and human-oversight design.
- A lifecycle plan covering updates, monitoring, incidents, retraining, rollback and decommissioning.
- A clear statement of what the firm will not do, such as legal certification, independent conformity assessment or production operation, unless it is qualified and contracted for that role.
How can I compare proposals fairly?
Issue one statement of work, one question set and one pricing template. Score written evidence before holding presentation meetings, then verify the highest-impact claims with references.
Use a weighted decision sheet
Choose weights that reflect your risk. A regulated, customer-facing decision system should give more weight to compliance evidence, security and validation than to workshop quality. A low-impact internal assistant may weight integration speed and adoption more heavily. Record the reason for every weight so a charismatic presenter cannot quietly change the decision criteria.
Separate mandatory gates from scored strengths
Make some requirements pass/fail: an identified security lead, acceptance tests, data-processing terms, audit access, source and configuration access, and a workable exit plan. Score differentiators such as sector experience, technical options and training quality only after a firm passes the gates.
Test the delivery plan, not just the final demo
Ask each candidate to walk through a failure: an evaluation shows a material error disparity, a model provider changes its terms, a prompt-injection incident occurs or an integration cannot meet latency targets. Compare who is notified, who decides whether to pause the system, what evidence is preserved and who pays for remediation.

How much AI consulting do I need versus an implementation partner?
Consulting is most valuable when the problem, risk, operating model or architecture is uncertain. An implementation partner is needed when requirements are sufficiently clear to build, integrate, test and operate a system. Many projects need both, but the responsibilities must be separated.
Use advisory consulting when
- You have several candidate use cases and need prioritisation based on value, feasibility and risk.
- You need an inventory, AI Act classification, data map, governance model or target architecture before procurement.
- Internal teams can build but need independent validation, security testing or procurement support.
Use implementation capability when
- You have an approved use case and require production integration, identity controls, monitoring, deployment automation and user support.
- The work involves substantial data engineering, model evaluation, software testing or operational on-call coverage.
- You need documented rollback, retraining, incident response and decommissioning rather than a one-off strategy report.
Use a staged engagement when uncertainty is high
Contract discovery with explicit outputs first: intended purpose, risk record, data flows, architecture options, evaluation plan and a go/no-go decision. Make the build phase a separate milestone with acceptance tests. This avoids paying for an oversized implementation before the use case and obligations are understood.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What must the contract say?
Translate every promise into an owned deliverable, a test and a remedy. Public-sector procurement guidance highlights contractual safeguards, bias, testing and validation, transparency and skills as practical concerns; the same discipline protects a private business.
Define milestones and acceptance
For each milestone, specify the artifact, test data, pass threshold, reviewer, deadline and correction period. Include performance, security, privacy and human-oversight tests, not only a feature demonstration. State what happens if a test fails and whether payment is withheld.
Allocate regulatory and operational responsibilities
Name the party responsible for risk classification, documentation, data quality, security, human oversight, monitoring, incident response, updates and regulatory-change analysis. State who communicates with authorities and who can pause production. Do not leave “compliance” as an undefined shared obligation.
Protect portability and auditability
Require access to source code, prompts, configurations, model and system versions, logs, evaluation results, documentation and infrastructure definitions needed to change suppliers. Define export formats, retention periods and assistance during an orderly exit. Include audit access, confidentiality, subcontractor approval, insurance, liability caps, intellectual-property ownership and rights to reuse pre-existing components.
Best Value
Cover change, suspension and termination
Set a process for model updates, new subprocessors, changed hosting regions, material performance drift and new legal requirements. Reserve the right to suspend a system after a serious incident or failed monitoring check. Specify transition support, data deletion or return and the fate of open remediation work when the contract ends.
What are warning signs of a weak AI consultancy?
- It promises “AI transformation” without a defined use case, measurable outcome or acceptance criteria.
- It refuses to name the people who will deliver the work or hides subcontractors until after signature.
- It cannot explain provider versus deployer roles or gives a universal AI Act answer without examining intended purpose.
- It presents a model brand before discussing data flows, security, evaluation and exit.
- It offers a demo but no test protocol, logs, rollback procedure or monitoring owner.
- It claims to provide legal certification or conformity assessment without identifying its qualification and contractual scope.
- Its price excludes data preparation, integration, security testing, training, support, model usage, change requests or decommissioning.
- It will not provide comparable references, sample documentation or a written statement of limitations.
How do I run a practical selection process?
A short, evidence-led process is usually more reliable than a long series of sales meetings.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Write the brief. Capture purpose, users, countries, data, decision impact, constraints, success measures and desired deliverables.
- Screen for conflicts and capability. Check relevant European references, named staff, security and privacy competence, subcontractors and any claim to perform regulated assessments.
- Issue identical questions. Request the same architecture, risk, evaluation, governance, lifecycle and commercial information from every firm.
- Run a technical and compliance workshop. Ask candidates to classify the use case, draw data flows and explain a failure and rollback scenario.
- Verify evidence. Speak with references about what was delivered, what went wrong, response times and whether the client retained usable documentation.
- Score and negotiate. Apply your pre-set gates and weights, then negotiate milestones, ownership, acceptance, liability, support and exit before selecting a preferred bidder.
- Start with a controlled milestone. Make discovery or a pilot produce the artifacts needed to decide whether production deployment is justified.
What should I remember when making the final decision?
Select the firm that can show how its work will be tested, governed and operated after launch, not the firm with the broadest promise. Your brief should produce a traceable chain from intended purpose to risk classification, architecture, data controls, evaluation evidence, human oversight, monitoring and contract ownership. For a European deployment, put the compliance baseline and its update date in the contract, and preserve a practical route to replace the consultant or model provider.
Frequently Asked Questions
Can an AI consultant make my company compliant with the EU AI Act?
A consultant can help classify systems, create documentation, design controls and prepare evidence, but “compliant” is not a transferable product label. Your company may still be the provider or deployer, and an independent conformity-assessment role may require a separately qualified body. The contract should identify exactly which obligations and artifacts the firm accepts.
What is the difference between an AI strategy report and an implementation engagement?
A strategy report normally produces prioritisation, target architecture, governance recommendations and a roadmap. Implementation adds engineering, integration, testing, deployment, monitoring, user training and operational support. Ask for separate milestones so you do not pay for production work before the use case and controls are approved.
Should we allow a consultant to use our data to improve its model?
Only after the data purpose, legal basis, retention, access, location, subprocessors and deletion process are documented and approved. For sensitive or regulated data, require a specific contractual prohibition or tightly defined exception rather than relying on a general confidentiality clause. The same review should cover prompts, uploaded files, logs and evaluation datasets.
How do we change consultants without losing the AI system?
Require exportable source code, prompts, configurations, model and system versions, logs, test results, documentation and infrastructure definitions. Define usable formats, transition assistance, access during disputes and deletion or return of data at termination. An exit plan is also a test of whether the proposed architecture is genuinely portable.
What should happen if the model performs worse after launch?
Set monitoring thresholds and a named decision-maker before deployment. The lifecycle plan should define alerting, investigation, human review, rollback to a known version or safe manual process, incident reporting and criteria for retraining or retirement. Acceptance should include these operational tests, not only pre-launch accuracy.
