Choose a production AI API by how it behaves under your real workload, not by a demo response or the lowest list price. Measure successful-task rate, p50/p95 latency, quota headroom, cost per successful task, feature compatibility, data controls and recovery time. Then qualify a second provider and test failover before the first incident.

Rate limits are multidimensional, and a 429 can mean temporary throttling, exhausted credits, a spend cap or a quota that requires administrative action. Safe systems classify the error, honor Retry-After, use bounded jittered retries and route only compatible requests to a tested fallback.

How should I define the workload and SLO before choosing an AI API?

Write down the traffic, quality and recovery requirements first. Without a workload definition, quota comparisons and price estimates are misleading because token mix, burstiness and retries determine the capacity you actually need.

Record the traffic shape

  • Request volume by hour, including normal rate, peak rate and the largest short burst.
  • Input and output token distributions, not just an average. Keep at least p50, p95 and a high-end tail for long prompts or generated documents.
  • Concurrency, streaming use, timeout budget and the percentage of requests that call tools or return structured output.
  • Regions in which users and data must remain, plus any requirement for regional failover.
  • Data classifications such as public, internal, personal or regulated information, and the retention and training controls required for each class.

Turn requirements into measurable SLOs

Define a success as a completed task that passes your application validation and quality checks, not merely an HTTP 200. Set a target for successful-task rate, p50 and p95 latency, timeout rate, stream-interruption rate and a recovery-time objective for provider incidents. Allocate an error budget so a small amount of failure is explicit rather than silently consumed by retries.

Build a replayable evaluation set

Collect representative prompts, expected tool schemas, safety-sensitive cases and difficult long-context examples. Replay the same set against each candidate, then run a canary with production-shaped traffic. Keep the set versioned so model, SDK, quota or policy changes can be evaluated against the same baseline.

Which reliability metrics should I track in production?

Track reliability by error class and by model, region and endpoint. Aggregate availability hides whether failures come from your network, validation, a policy refusal or a provider quota.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Successful-task rate: completed and validated tasks divided by attempted tasks.
  • Latency: p50, p95 and p99 from request start to usable output; record time to first token separately for streams.
  • Timeout and stream-interruption rate: distinguish client timeouts from upstream cancellations and broken connections.
  • Error-class rate: separate temporary throttling, exhausted credits, spend caps, provider 5xx responses, client errors, network failures, validation failures and policy refusals.
  • Quota headroom: remaining requests and tokens against the active limit during normal and peak periods.
  • Retry volume: attempts per original request, added latency and the proportion of traffic generated by retries.
  • Fallback share and recovery time: how often another model or provider serves traffic and how long it takes to return to the primary path.
  • Cost per successful task: include failed attempts, retries, fallback calls and any fixed platform charges in the numerator.

Break every metric down by workload class. A provider can look reliable overall while long-context jobs, streaming requests or a single region fail disproportionately.

How do AI API rate limits work?

Rate limits restrict access over a time period and usually operate on more than one dimension. Requests per minute (RPM) and tokens per minute (TPM) can both be enforced; some services also expose requests or tokens per day. A request can fit the RPM limit and still fail because its token budget is exhausted.

Check every scope

Confirm whether a limit applies to the organization, project, account, model, endpoint or region. A limit shown in a general pricing page may not be the limit attached to your production project. Treat displayed values as account-, model-, region- and endpoint-dependent until you verify them in the production console.

Provider-specific examples

OpenAI’s 2026 documentation lists these standard examples for the Astra, Sol and Terra model families. They are volatile account and model examples, not a promise for every customer:

Verify the current values for your account and selected model before sizing capacity. OpenAI documentation also describes organization and project scope and may expose remaining and reset information in response headers, along with Retry-After when a delay is required.

Amazon Web Services states that Amazon Bedrock inference is controlled by token quotas. Bedrock uses separate per-model allocations for the bedrock-runtime and bedrock-mantle interfaces, so moving an integration between them does not automatically give you the same capacity. Google’s managed generative-AI platform publishes quotas and system limits that likewise need to be checked for the project, model and region you will operate.

Convert limits into usable capacity

Estimate both dimensions for each workload class. If a request consumes 2,000 input and output tokens on average, a 1,000,000 TPM ceiling is a theoretical 500 requests per minute before overhead; a long-tail request can consume the remaining budget faster. Reserve headroom for bursts, retries and changes in token distribution instead of running at the published ceiling.

What happens when I hit an AI API rate limit?

First classify the response; do not automatically retry every 429. Temporary throttling is recoverable, while exhausted credits, spend caps and hard usage quotas require an account or billing change.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Distinguish recoverable from administrative failures

  • Temporary throttling: the service is protecting a short-term request or token window. A delayed retry may succeed.
  • Overload or transient server failure: a 503 or equivalent may recover after a short wait, but repeated attempts can worsen congestion.
  • Exhausted credits or spend limit: retries consume time and may never succeed until billing or a project limit changes.
  • Daily or monthly quota exhausted: route according to policy or wait for the documented reset; do not create an unbounded retry loop.
  • Invalid request, authentication, permission or policy refusal: fix the request, credentials or handling path rather than retrying the same payload.

Use the provider’s error code and message, response headers and account telemetry together. HTTP status alone is not enough to decide whether a retry is safe.

Honor server timing and bound your retries

  1. Read Retry-After and wait at least that long. It is a server minimum, not a guarantee that the next attempt will succeed.
  2. If no delay is supplied for a temporary condition, use exponential backoff with random jitter so synchronized workers do not retry together.
  3. Set both a maximum attempt count and a wall-clock retry deadline. Return a controlled failure or invoke the fallback when either budget is reached.
  4. Propagate cancellation and deadlines through queues and worker processes so a request does not keep retrying after the user or upstream job has timed out.
  5. Inspect SDK defaults. An SDK that retries automatically plus application-level retries can multiply traffic and exhaust the same quota you are trying to recover.

Record the original request ID, each attempt, the delay selected, the final error class and the model that eventually served the task. This makes a quota incident diagnosable rather than a sequence of unexplained 429s.

Should I use exponential backoff or switch providers?

Use backoff for a bounded, temporary event; switch traffic when the failure is persistent, administrative or outside your SLO. The decision should be driven by error classification and remaining recovery time, not by the number 429 alone.

Stay on the primary path when

  • The provider identifies a short-lived throttle or overload condition.
  • Retry-After fits inside the request’s latency budget.
  • Quota headroom is returning and retries are not increasing the error rate.
  • The fallback would lose a required capability, such as a tool schema, modality or context length.

Fail over when

  • Credits, spend caps or hard quotas are exhausted and cannot recover within the task deadline.
  • Retries have reached their attempt or wall-clock limits.
  • An incident affects the primary region or endpoint and your secondary path meets the task’s minimum quality and safety requirements.
  • Observed p95 latency, successful-task error rate or recovery time breaches the SLO for a sustained window.

Use a circuit breaker to stop sending new work to a failing route, with a controlled half-open probe to test recovery. Keep queues bounded; otherwise a fallback can be overwhelmed by a backlog created during the outage.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How do I build a fallback when an LLM is down?

A fallback is an application design, not merely a second API key. It must preserve the request contract, make quality trade-offs explicit and be warm enough to accept the traffic it may receive.

Create a capability matrix

For every candidate model, record context length, input and output modalities, tool calling, structured-output guarantees, safety behavior, streaming support, latency distribution, regional availability and data controls. Mark each production request with the minimum capabilities it needs. Route only requests that the fallback can actually execute; otherwise return a clear, recoverable error or a human-review path.

Preserve identity and state

Give each logical task an idempotency key and carry it across retries and providers. Store the normalized prompt, tool results, model decisions and validation state so a second provider does not accidentally repeat a side effect. Trace the model and provider actually used, including every fallback hop, in your request logs and user-visible audit record where appropriate.

Separate refusal fallback from outage failover

Anthropic documents a server-side fallback list and SDK middleware for safety refusals, with up to three named fallback models. Its documentation also states that rate-limit, overload and server errors are returned as-is. Therefore, an Anthropic refusal chain does not replace application-level handling for throttling or provider outages: implement a separate circuit breaker, retry policy and provider-level route for those cases.

Choose a degradation policy

  • Equivalent model: use when quality and tool behavior must remain nearly unchanged and the second provider has sufficient capacity.
  • Lower-cost or lower-latency model: use for non-critical summaries, classification or queued work when a small quality reduction is acceptable.
  • Deferred execution: queue work and notify the user when no qualified model is available within the SLO.
  • Human or deterministic path: use for regulated, high-impact or side-effecting tasks when model behavior cannot be validated safely.

Warm the fallback deliberately

Keep credentials, network paths, quotas and observability working in the secondary environment. Send low-rate canary traffic and periodically exercise the full request contract. A fallback that has never handled real authentication, token sizes or tool payloads is not operational redundancy.

Which API has the best reliability and quotas?

There is no universal winner. The best API is the one that meets your workload’s quality and latency SLO with recoverable limits, acceptable data governance and a tested route when it fails.

Compare providers on the same workload

Run identical prompts, token distributions, concurrency and regional conditions. For each provider, record:

  • Successful-task rate by error class and workload type.
  • p50, p95 and p99 latency, including first-token and completion timing for streams.
  • Cost per successful task after failed attempts, retries and fallback calls.
  • Quality against your evaluation set, including tool-call validity and structured-output parse rate.
  • Quota dimensions, scope, observed headroom and the documented process for requesting increases.
  • Feature compatibility, regional availability, data retention and training controls.
  • Observability quality, request identifiers, response headers and incident communication.
  • Portability cost: how much prompt, schema or orchestration work is required to move a task elsewhere.
  • Recovery time in controlled fault tests and the provider’s incident history for your required regions.

A cheaper model that times out or triggers repeated retries can have a higher cost per successful task than a more expensive, steadier model. Compare the complete path to a validated result, not the token price in isolation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use a weighted decision record

Assign weights to reliability, quality, latency, cost, governance and portability based on business impact. Keep raw measurements beside the score so a later model or quota change can be audited. Do not let a single benchmark or a vendor’s headline quota decide the purchase.

What production controls keep the choice reliable?

Operational controls turn a one-time selection into a maintainable service.

  • Alerts: page on successful-task error rate, temporary-throttle rate, remaining quota, retry volume, spend and fallback share. Set warning thresholds before the hard limit.
  • Dashboards: show traffic, token use and latency by provider, model, endpoint, region and workload class.
  • Budget guards: enforce per-project and per-tenant spend limits, with an explicit emergency route for approved increases.
  • Load tests: replay peak concurrency and burst patterns without sending uncontrolled traffic to a production account.
  • Change management: rerun the evaluation after model, SDK, quota, region or policy changes. Pin versions where possible and review automatic SDK retry behavior during upgrades.
  • Runbooks: document how to identify each error class, who can raise a quota, how to open the circuit breaker and how to drain or replay queued work.
  • Security: keep provider keys in a secret manager, scope them by project, rotate them and redact prompts and outputs that contain sensitive data.

What is a practical selection process?

Use a staged process that exposes failure modes before a full migration.

  1. Week 1 — Specify: freeze the workload profile, SLOs, data classes, regions, minimum capabilities and fallback quality threshold.
  2. Week 2 — Evaluate: run the replayable set against at least two qualified providers and candidate models under normal and burst conditions.
  3. Week 3 — Integrate: implement classified errors, bounded retries, idempotency, tracing, circuit breaking and a capability-aware router.
  4. Week 4 — Prove recovery: exercise throttling, 5xx responses, timeouts, exhausted quotas and a regional outage in a controlled environment. Measure recovery time and cost per successful task.
  5. Before general release: canary a small share, verify alert thresholds and confirm the secondary provider can accept the planned failover load.

Keep the decision record and evaluation data with the service. Re-run it whenever a model, SDK, quota, policy or regional deployment changes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What is the bottom-line decision?

Select the API that gives your specific workload the best combination of validated quality, stable p95 latency, quota headroom, governance and recoverability. Treat limits as multidimensional and account-specific, classify every 429 before retrying, honor server timing with bounded jittered backoff, and maintain a capability-tested fallback that is warm enough to use. Reliability is the behavior you measure and rehearse, not a number printed on a plan page.

Frequently Asked Questions

Can I determine capacity from requests per minute alone?

No. Token consumption can exhaust a TPM quota while RPM remains available, especially for long prompts or large outputs. Model both dimensions with your observed token distribution and include burst, retry and tail-length headroom.

How much traffic should a secondary provider be able to handle?

Size it for the largest credible failover slice, not merely routine background traffic. Decide which workloads are critical, set a degradation order for the rest, and verify the secondary quota and latency under that planned load.

Should a fallback receive the entire conversation history?

Only when its context window, data policy and cost are acceptable. A safer router can pass a minimized, validated state representation and required tool results, while retaining the full transcript in your controlled store for audit and replay.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What should I review after an SDK upgrade?

Check automatic retry defaults, timeout behavior, streaming handling, request serialization and error-code mapping. Run the same throttling and outage tests because an SDK change can alter traffic volume even when your application code is unchanged.
