Choose a VPN by examining what it records, which traffic it encrypts, how it handles DNS requests, and what happens when the tunnel fails. A VPN can move trust away from your ISP or a public Wi‑Fi operator, but it moves that trust to the VPN company instead. The provider may be able to intercept traffic from your device, and a VPN does not make you anonymous: websites can still identify you through logins, cookies, browser fingerprinting, and information you submit. The strongest choice is therefore not the service with the boldest “military-grade” slogan, but one with a specific data-retention policy, clearly documented protocols, tested leak and failure behavior, limited permissions, and credible evidence for the exact app and version you will use.
What does a VPN protect, and what does it leave exposed?
A consumer VPN creates an encrypted connection from your device to a VPN server, then sends internet traffic onward from that server. This can prevent a local network operator or your ISP from seeing some destinations or traffic contents, depending on the app’s configuration and the encryption it actually applies. The VPN operator becomes an important intermediary that may be able to observe or handle the traffic.

The Federal Trade Commission (FTC) warns that a VPN app can potentially intercept all of a device’s internet traffic. Its consumer guidance also says, “A VPN app generally isn’t going to make you entirely anonymous.” That distinction should guide every comparison: privacy is about reducing who can observe particular network activity, while anonymity would mean that sites and services cannot link activity to you at all.
- What a VPN may hide: Depending on routing and encryption, a Wi‑Fi operator or ISP may have less visibility into the sites or services you reach and the contents exchanged over the protected connection.
- What the VPN provider may see: The provider operates the server and may handle connection metadata, DNS requests, account details, and traffic that the app does not encrypt or route through the tunnel.
- What websites can still learn: Signing in, entering personal information, accepting cookies, or presenting a distinctive browser fingerprint can identify you even when your public IP address belongs to a VPN server.
- What a VPN cannot fix: It cannot make a fraudulent website legitimate, remove malware, or turn an account-based service into an anonymous one.
Start with the specific threat you are addressing. If your concern is a hotel or café network, inspect tunnel and failure behavior. If your concern is ISP visibility, inspect routing, encryption, and DNS handling. If your concern is website tracking, a VPN addresses only one signal—the network path—and should not be treated as a complete anti-tracking system.

How should I evaluate a VPN’s “no-logs” claim?
“No logs” has no useful meaning until the provider defines which records are excluded, which records remain, and how long each category is retained. Read the policy for separate statements about browsing activity, connection metadata, account and billing information, crash reports, and feature-use telemetry.
Separate the data categories
| Data category | Questions to ask | Why it matters |
|---|---|---|
| Browsing or traffic activity | Does the provider record destinations, URLs, content, or the services accessed through the tunnel? | This is the information most people assume “no logs” excludes, but the policy should say so explicitly. |
| Connection metadata | Are timestamps, assigned IP addresses, source IP addresses, session duration, bandwidth, or server selection retained? | Metadata can reveal patterns even when page contents are not stored. |
| DNS data | Are DNS queries stored, associated with an account, or sent to a third-party resolver? | DNS records can expose the domains a device asked to resolve. |
| Account and billing records | What identity, payment, support, or fraud-prevention information is required, and how long is it kept? | A service can avoid browsing logs while still holding identifying account records. |
| Diagnostics and crash reports | Do error reports contain IP addresses, device identifiers, app version, or connection details? | Reliability data may be collected for legitimate purposes but still deserves a clear scope and retention period. |
| Feature-use telemetry | Does the provider measure which settings or features are used, and can that data be linked to an account? | Usage analytics are different from browsing logs, yet the distinction should be visible to customers. |
Look for plain language that identifies purpose and retention, not only a headline promise. Mozilla, for example, says its VPN does not log browsing data while acknowledging collection of some technical reliability and feature-use information. That is a provider-specific statement, not proof that other VPNs follow the same practice.
What counts as meaningful corroboration?
An independent audit can add evidence, but its scope matters. Check who performed it, what systems or time period were examined, whether the review covered infrastructure or only a policy document, and whether important exclusions were listed. Open-source client code can make some app behavior inspectable, yet client code does not automatically reveal what a provider’s servers retain. Treat audits and open-source claims as evidence about a defined scope, not as a blanket certification of every privacy claim.
Also inspect the provider’s permissions and sharing language. The FTC notes that some VPN apps request unexpected privileges and that some apps share data with third parties. A policy that is precise about logs but vague about advertising, analytics, or data-sharing partners still leaves a significant privacy question unanswered.
Which encryption and VPN protocols should I look for?
Do not infer complete protection from the word “VPN.” The FTC cautions that some VPN apps encrypt only certain traffic—or may not encrypt information at all. Verify what the particular app encrypts, which protocols it supports, and how those protocols are configured and maintained.
Understand the protocol claim
NIST describes IPsec as “a widely used network layer security control for protecting communications” in SP 800-77 Rev. 1 (2020). That description establishes what IPsec is designed to do, not that every consumer app using an IPsec label is configured safely. Ask whether the app uses a modern, maintained implementation, whether encryption is enabled by default, and whether split tunneling or per-app rules leave some traffic outside the tunnel.

- Which protocol is selected by default on each operating system?
- Can the app fall back to another protocol when a connection is blocked or unstable?
- Does the fallback preserve the same encryption and routing guarantees?
- Are local-network devices, IPv4, IPv6, and app traffic all covered, or are there stated exceptions?
- Can users disable split tunneling when they need every connection to use the tunnel?
NIST’s implementation guidance is useful for understanding network-layer controls, but a standards reference is not an independent test of a named provider. The practical question is whether the app’s documented configuration matches the traffic you need protected.
Check for partial protection
Some applications can connect outside a VPN tunnel by design. Examples include a browser excluded through split tunneling, a separate streaming app, or traffic generated before the tunnel finishes connecting. If your objective is to protect all device traffic on an untrusted network, identify and disable exclusions you do not need, and verify behavior during startup and reconnection.
How do DNS leaks happen, and how should I assess DNS privacy?
DNS translates a domain name into an address. A VPN can route those queries through the tunnel or use an encrypted DNS connection, but either choice requires checking which resolver receives the request and whether failures cause a fallback to the local network.

Distinguish DoH, DoT, DoQ, and a VPN tunnel
NIST SP 800-81 Rev. 3 (2026) discusses DNS-over-HTTPS (DoH), DNS-over-TLS (DoT), and DNS-over-QUIC (DoQ). These protocols encrypt transport between a client and a recursive DNS resolver. They do not, by themselves, prove that a VPN routes all traffic correctly or that the resolver keeps no logs.
| Mechanism | What it protects | What it does not establish |
|---|---|---|
| VPN-routed DNS | Sends DNS requests through the VPN path when the app and operating system are configured to do so. | That every application uses the tunnel, or that the VPN provider retains no DNS records. |
| DoH | Encrypts DNS transport inside HTTPS to a recursive resolver. | That other traffic is protected, or that the resolver’s data-retention policy is acceptable. |
| DoT | Encrypts DNS transport using TLS to a recursive resolver. | That the VPN tunnel is active or that applications cannot select another resolver. |
| DoQ | Encrypts DNS transport over QUIC to a recursive resolver. | That deployment is available on every operating system or app; support varies. |
NIST notes that application and operating-system support can constrain encrypted-DNS deployment. It also explains that applications using encrypted DNS may bypass the resolver configured locally. That can be useful for privacy, but it complicates troubleshooting: a device may have several DNS paths depending on the app.
Questions to put to a provider
- Which resolver handles queries while the VPN is connected?
- Are IPv6 and IPv4 DNS requests treated consistently?
- Does the app block or reroute DNS requests that try to leave through the local network?
- What happens to DNS when the tunnel drops, the device wakes, or the app reconnects?
- Can individual applications bypass the VPN by using their own encrypted-DNS setting?
A provider’s documentation can describe intended behavior, but it is not a leak test. Verify on each device and operating system you intend to use, especially after app or operating-system updates.
What should happen if the VPN connection fails?
A privacy-focused service should document a network lock or kill-switch feature that blocks traffic when the encrypted tunnel disconnects. The feature is valuable only if it works in the modes and on the devices you use, so treat documentation as a requirement to verify rather than proof of effectiveness.

Review the failure cases
- Startup: Is traffic blocked until the tunnel is established, or can applications connect briefly through the ordinary network?
- Unexpected disconnect: Does the network lock stop existing connections and new ones, or only prevent new connections?
- Sleep and wake: Does the lock remain active when a laptop or phone resumes?
- Server changes: Is traffic blocked while the app switches servers, or does it temporarily use the local connection?
- App exclusions: Do split-tunneled applications continue outside the lock by design?
- Local-network access: Can you still reach printers or routers, and does that exception affect the protection you expect?
Use the provider’s own instructions to enable the lock, then test with a controlled sequence: connect, confirm the tunnel, disable the network or force a disconnect, attempt a new web request, and reconnect. Repeat after reboot and sleep. Do not claim that a named service prevents leaks unless you have current evidence for the exact app and platform.
Do I need a VPN on public Wi‑Fi?
Not automatically. The FTC says that most websites now use encryption and that public Wi‑Fi connections are usually safe. HTTPS protects the connection between your browser and a website, while a VPN protects a different network segment by sending traffic through the VPN provider.
That does not make every hotspot harmless. Confirm that the browser shows HTTPS and the correct domain, avoid entering credentials into a site that looks suspicious, and remember that HTTPS cannot make a fraudulent website trustworthy. A VPN can reduce what the hotspot operator sees, but it still leaves the VPN provider as an intermediary and does not protect you from phishing, account compromise, or tracking by a site you log into.
Use a VPN on public Wi‑Fi when you have a specific reason to limit the network operator’s visibility or when your organization requires one. Do not treat the VPN as a substitute for HTTPS, software updates, multifactor authentication, or careful checking of the site you are visiting.

How do I compare VPN providers without trusting marketing language?
Put each candidate through the same evidence checklist. A provider that cannot answer a basic question about routing, retention, or failure behavior should not receive your traffic merely because its advertisement uses stronger privacy language.
| Comparison area | Evidence to seek | Warning sign |
|---|---|---|
| Logging | Definitions for browsing activity, metadata, DNS, diagnostics, feature use, account data, and retention periods. | Only “zero logs” appears, with no categories, purposes, or time limits. |
| Encryption | Protocols, defaults, supported platforms, routing scope, and documented exceptions. | “Military-grade” language without technical details about what is encrypted. |
| DNS | Resolver identity, tunnel routing, IPv6 behavior, encrypted-DNS interaction, and disconnect handling. | No explanation of where DNS queries go or what happens during failure. |
| Failure protection | A network-lock or kill-switch design, platform limitations, and instructions for verification. | A feature name is listed without behavior, limitations, or test guidance. |
| Permissions and sharing | Requested device permissions, analytics partners, advertising disclosures, and support-data handling. | Unexpected privileges or vague third-party sharing language. |
| Independent evidence | Audit scope, assessor, date, systems examined, and unresolved limitations; open-source code where relevant. | A badge or “audited” claim with no report scope or date. |
Keep the region and product edition in your notes. A desktop app, mobile app, browser extension, and router configuration may have different permissions and routing behavior. An audit of one component should not be presented as evidence about every component.
What is a practical step-by-step way to choose a VPN?
- Define the traffic you need to protect. List the devices, applications, IPv4 or IPv6 connections, and networks involved. Decide whether you need all traffic covered or only selected applications.
- Read the full privacy policy. Record the provider’s wording for browsing data, connection metadata, DNS, diagnostics, feature use, account records, and retention. Note any third-party sharing.
- Map the tunnel. Confirm which protocol is used by default, whether split tunneling is enabled, and what traffic can bypass the tunnel.
- Trace DNS handling. Find the configured resolver, determine whether queries are routed through the tunnel or protected with DoH, DoT, or DoQ, and check IPv4 and IPv6 behavior.
- Inspect permissions. On every platform you will use, review the permissions requested by the app and whether they match its stated function.
- Verify failure protection. Enable the documented network lock, disconnect the tunnel, and confirm that new traffic cannot escape. Repeat after sleep, reboot, and server changes.
- Check independent evidence. Read the actual audit or assessment scope and date. Distinguish provider statements from findings made by an outside assessor.
- Recheck after changes. Revisit settings after app updates, operating-system updates, or a change in protocol defaults. Privacy behavior can vary by version and platform.
Which common VPN claims should make me cautious?
“No logs” means no data of any kind
A provider can avoid storing browsing history while retaining account, billing, diagnostics, or feature-use data. The meaningful question is which categories are excluded and for how long, not whether a slogan contains the word “zero.”

“Encrypted DNS equals a VPN”
DoH, DoT, and DoQ protect DNS transport to a resolver. They do not encrypt all application traffic, guarantee tunnel routing, or establish that a resolver keeps no records.
“A VPN makes me anonymous”
Websites can connect activity to an account, cookie, browser fingerprint, or information entered in a form. The FTC explicitly cautions that a VPN app is not an anonymity guarantee.
“Public Wi‑Fi always exposes passwords”
The FTC’s 2023 guidance says most websites now use encryption and public Wi‑Fi is usually safe. HTTPS remains essential, and a VPN addresses a different part of the connection.
“An audit proves everything”
An audit is meaningful only within its stated scope, systems, dates, and methods. A review of a client application does not automatically establish what server infrastructure logs, and a past assessment may not describe the current release.
What can a VPN never guarantee?
No VPN can promise that every observer sees nothing. The provider can become capable of handling traffic that your ISP or local network previously handled. Websites can continue tracking you through authentication, cookies, browser characteristics, and information you provide. A VPN also cannot certify that a website is honest, prevent you from downloading malware, or replace secure account practices.

Whether it does so depends on the app’s encryption, routing, DNS behavior, permissions, and failure handling—not on the product category’s name alone.
Frequently asked questions
Can my VPN provider see the websites I visit?
It may be able to observe connection and DNS information, and potentially traffic that the app does not encrypt or route through the tunnel. Whether it stores that information depends on the provider’s definitions, systems, and retention practices, so read those details rather than assuming a universal answer.
Best Value
Is a free VPN automatically unsafe?
Price alone does not establish how an app handles data. Evaluate permissions, third-party sharing, encryption coverage, logging definitions, and independent evidence in exactly the same way you would for a paid service.
Should I use encrypted DNS when I already use a VPN?
It can be complementary, but it may change which resolver receives requests and can bypass a locally configured resolver. Check how the VPN app and each operating system handle DoH, DoT, or DoQ so you do not mistake encrypted DNS for proof that all traffic uses the VPN.
Can a VPN stop websites from tracking my account?
No. A site can still associate activity with a login, cookie, browser fingerprint, or information entered into a form. A VPN changes the network path; it does not erase identifiers that the site already controls.
What should I do if a VPN disconnects during a sensitive session?
Use a documented network-lock feature and verify that it blocks traffic during a forced disconnect. If you have not confirmed the feature on your device, stop the sensitive activity, reconnect the tunnel, and check the app’s status before continuing.
