Choose a business remote-access VPN by mapping access needs first, then verifying protocol assurance, identity and MFA controls, endpoint checks, routing policy, operational ownership, and resilience. A VPN encrypts a connection to protected resources; it does not by itself decide whether a user, device, or destination should be trusted. The gateway is an exposed entry point, so a vulnerability or weak configuration can lead to credential theft, remote code execution, session compromise, or access to sensitive device data.

Use a requirements-led shortlist, test it with your real users and applications, and confirm current certifications, support, compatibility, capacity, and pricing directly with each supplier. The framework below reflects U.S., UK, and Australian government guidance current through 2025.

What should a business VPN protect?

Start with the systems employees must reach, not with a feature list. A remote-access VPN may connect a laptop to an entire corporate network, a single application, or a tightly defined service. Each design has different consequences for authorization, monitoring, bandwidth, and incident containment.

Classify users and privileges

Document separate groups for employees, contractors, administrators, vendors, and temporary workers. Ordinary staff access should not share the same policy as privileged administration or third-party support. Record whether each group connects occasionally, during defined shifts, or continuously.

For every group, list the applications, servers, network segments, and management interfaces it needs. Mark which destinations contain regulated, financial, production, industrial, or otherwise sensitive data. This inventory becomes the basis for role-based access and for deciding whether a broad network tunnel is justified.

Record device ownership and environment

Identify managed corporate endpoints, personally owned devices (BYOD), contractor equipment, mobile devices, and special-purpose systems. Note supported operating systems, native-client availability, patch levels, endpoint protection, disk encryption, and whether users travel through hotel or airport captive portals.

NIST SP 800-46 Rev. 2 (July 2016) treats telework, remote access, and BYOD as an organization-wide security problem involving all components, threats, and policy—not merely a gateway purchase. NIST’s publication record also lists a draft Revision 3, so verify the current status before citing the document as a current standard.

Turn obligations into requirements

List applicable privacy, sector, residency, retention, and audit obligations. Decide which events must be logged, how long records must be retained, where logs may be stored, and who can review them. Include legal and works-council requirements that affect monitoring of remote employees.

Which VPN protocols and architecture should you choose?

Prefer a product with clearly documented, standards-based protocols and an explicit account of negotiation and fallback behavior. NSA and CISA’s September 2021 guidance recommends standardized Internet Key Exchange/Internet Protocol Security (IKE/IPsec) VPNs validated against standardized security requirements. UK National Cyber Security Centre guidance recommends IPsec for interoperability and testing.

Architecture question What to verify Why it matters
Primary tunnel protocol Published protocol, cryptographic algorithms, implementation standards, and the exact product and version covered by any evaluation Independent assurance is meaningful only for the version and configuration actually deployed.
Fallback behavior What happens when preferred negotiation fails; whether the client silently switches to another protocol or mode Opaque fallback can undermine assurance and make incident analysis difficult.
TLS-based tunneling Whether the tunnel uses a documented, interoperable standard or a proprietary method The U.S. guidance warns about non-standard proprietary TLS tunneling; it does not establish that every TLS VPN is insecure.
Client and gateway interoperability Native clients, supported operating systems, certificate handling, and documented gateway compatibility Interoperability reduces deployment friction and avoids forcing unsupported software onto endpoints.

Ask suppliers to identify the exact standards, security profiles, and assurance scope rather than accepting labels such as “military grade.” Require a configuration guide that explains certificate validation, algorithm selection, tunnel rekeying, and failure behavior. UK government enterprise IT guidance describes IPsec as an open standard that can support interoperable clients and gateways, while TLS VPN encapsulation often varies by vendor.

What identity, MFA, and device controls are necessary?

MFA is a baseline, not the complete access decision. The gateway should evaluate the authorized user, the enrolled device, and the requested destination before granting access.

Integrate with the identity lifecycle

Use the organization’s identity provider (IdP) so joiners, movers, and leavers follow the same account process as other applications. Compare support for single sign-on, conditional access, group synchronization, delegated administration, and emergency break-glass accounts. Confirm how quickly a disabled account or revoked device loses access.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Compare MFA methods realistically

Require phishing-resistant MFA where the risk and platform support justify it. A physical FIDO2 security key may be suitable, but compatibility depends on the IdP, VPN client, operating system, enrollment flow, recovery process, and user policy. Confirm those details before standardizing on a particular key.

Use certificates and unique device identity

Ask whether the gateway can require a device certificate in addition to user authentication. Australian Cyber Security Centre guidance highlights hardware-protected certificate keys, unique per-device key material, and revocation. Determine where private keys are generated and stored, how they are renewed, and what happens when a device is lost, replaced, or suspected of compromise.

Enforce posture and authorization

Define the checks that must pass before full-featured access: supported operating-system version, security updates, disk encryption, endpoint detection, firewall state, and device-management enrollment. CISA’s TIC 3.0 remote-user use case (version 2.2, July 2025) calls for endpoint compliance checking and limiting traffic to authorized services.

Use role-based access control (RBAC) to map identity groups to destinations. Separate administrative accounts from daily-use accounts, require stronger controls for privileged paths, and make revocation testable rather than relying on a manual promise.

Should you use full tunneling, split tunneling, or narrower application access?

Routing is a policy decision. Only traffic routed through the VPN receives the tunnel’s protection and enterprise inspection. Choose the narrowest model that satisfies the threat model, application behavior, privacy obligations, and monitoring goals.

Routing model Benefits Costs and risks Good fit when
Full-device or forced tunneling Centralizes inspection, filtering, and logging; keeps more traffic under enterprise controls Consumes gateway and internet capacity; can increase latency; a gateway outage may leave users unable to work Policy requires enterprise inspection or devices handle sensitive data outside the office.
Split tunneling Directs only corporate destinations through the tunnel; reduces bandwidth and latency Internet traffic bypasses enterprise controls; local networks and applications can create additional attack paths The organization can protect endpoints and accepts the monitoring trade-off.
Application- or service-limited access Restricts exposure to named applications or services instead of a broad network segment Legacy protocols, discovery, or complex dependencies may not work; policy design is more involved Users need a small, well-defined set of modern applications.

Test DNS behavior, local-network access, video meetings, large file transfers, and applications that require peer-to-peer or broadcast discovery. NCSC guidance explains that forced VPN and full-device configurations have different trade-offs and recommends resilience testing because users may depend on the VPN to work.

Is a VPN or zero-trust network access better for remote employees?

Neither is universally superior. A VPN is often practical for legacy systems and broad network protocols; a narrower, identity-aware access architecture may reduce lateral movement when users need only a few applications.

Question VPN-oriented answer Narrower, zero-trust-style answer
What is being exposed? A network segment or routed set of services Individual applications or explicitly named services
What must the endpoint support? A VPN client, tunnel, and often network-level routing An agent, browser flow, or connector appropriate to each application
What are the legacy dependencies? Usually stronger for non-web protocols and internal discovery May require modernization or application-specific connectors
How is policy expressed? User, device, route, and destination rules at the gateway Per-application identity, device, and session policy
What should decide? Need for network-level connectivity, existing operations, and resilient gateways Need to minimize network exposure and enforce granular application authorization

Evaluate both against your application inventory, endpoint controls, identity integration, logging, and operating capability. A hybrid design can retain VPN access for systems that genuinely need it while placing modern applications behind narrower controls.

Who is responsible for patching, logging, and incident response?

Treat the gateway as a security-critical service with a named owner. NSA and CISA advise prompt application of patches and updates and recommend disabling features unrelated to VPN operation to reduce attack surface.

Operational area Questions to put in the design and contract
Vulnerability response Who watches advisories, rates exposure, tests emergency updates, and deploys patches? What is the escalation path for a zero-day?
Configuration hardening Who disables unused services, protects the management plane, reviews administrator roles, and records changes?
Authentication Who enforces MFA, rotates certificates, removes leavers, and handles lost devices or compromised accounts?
Logging and detection Which authentication, posture, routing, administrator, and configuration events are logged? Can the customer export them to its monitoring platform?
Incident response Who triages suspicious sessions, isolates the gateway, preserves evidence, communicates with affected users, and restores service?
Recovery Are configurations backed up securely? Can a secondary gateway be activated, and has restoration been exercised?

If a managed security or SaaS provider performs these functions, write the division of responsibility into the contract. The 2023 multi-agency remote-access software guide emphasizes incident-notification duties and customer visibility into monitoring and logs. Specify notification timeframes, evidence access, maintenance windows, data handling, subcontractors, and termination or migration assistance.

How should you compare shortlisted products?

Use a weighted scorecard that reflects your risks instead of counting marketing features. Require evidence for each score and mark an item “not stated” when the supplier has not documented it.

How do you run a safe VPN pilot?

A pilot should test policy and failure behavior, not just whether one laptop can connect. Keep a rollback path to the existing access method and use test accounts and non-production destinations first.

  1. Build a representative test group. Include ordinary users, administrators, contractors, BYOD if permitted, every supported operating system, and users in different locations.
  2. Configure the strongest intended controls. Enable MFA, certificate or device authentication where required, posture checks, RBAC, logging, and the planned routing mode. Do not pilot a permissive configuration and assume hardening will be effortless later.
  3. Exercise real workflows. Test each required application, file transfer, voice and video meeting, DNS lookup, printing or local-device dependency, and administrative task.
  4. Test denial and revocation. Disable a user, revoke a device certificate, fail a posture check, change a role, and attempt an unauthorized destination. Confirm that access stops promptly and that useful events reach monitoring.
  5. Measure capacity under realistic load. Generate the expected number of concurrent sessions and peak traffic, including authentication bursts after an outage. Record latency, reconnect behavior, gateway CPU or memory pressure, and user-visible errors.
  6. Simulate failures. Disconnect a gateway, identity provider, certificate service, DNS dependency, and internet path in turn. Verify secondary capacity, backup access, administrator procedures, and communications.
  7. Review evidence and decide. Resolve undocumented behavior, update the risk register, document exceptions, and obtain security and business-owner sign-off before expanding.

NCSC guidance recommends using the native client for the particular platform when possible. Native clients can simplify update and support responsibilities, but verify that they expose all required certificate, MFA, posture, and routing controls.

What resilience and backup access should a business require?

Users whose devices depend on the VPN may be largely unable to work during an outage. Design for failure rather than assuming a single gateway or cloud region will always be available.

  • Provide redundant gateways or service instances and document how clients select a healthy endpoint.
  • Protect the identity, certificate, DNS, and configuration services that the VPN depends on; redundancy at the gateway alone is insufficient.
  • Maintain a separately secured administrator path for emergency management that is not dependent on the failed tunnel.
  • Define a temporary, least-privilege fallback for critical staff without creating a permanent bypass.
  • Exercise failover and restoration with business owners and record the time, data, and user actions required.
  • Publish status and incident communication procedures so users do not repeatedly retry a failing service or accept unsafe workarounds.

No universal uptime threshold is established by the guidance cited here. Set availability and restoration objectives from the business impact of each application, then verify them through tests and service commitments.

What are the most common selection mistakes?

Choosing a consumer privacy service for enterprise access

A service designed to hide a person’s browsing location is not automatically a system for authenticating employees, enforcing device posture, segmenting applications, exporting audit logs, or integrating with an IdP. Match the product category to the access and accountability requirements.

Assuming MFA solves authorization

MFA proves control of an authenticator; it does not prove that the device is patched or that the user should reach a particular database. Combine user, device, destination, and role policy.

  • Check FIDO2 compatibility before purchase - Known limitations: ID Austria is not supported (requires FIDO2 Level 2). Windows Hello login only works with Windows Enterprise editions that support Entra ID, and NFC is NOT supported.

Accepting an undocumented fallback

Ask what happens when negotiation fails, a certificate is unavailable, or the client cannot reach the preferred gateway. A silent switch to an opaque proprietary mode should be treated as an assurance and troubleshooting concern.

Granting a whole network for one application

Broad routes increase the impact of a stolen credential or compromised endpoint. Start with the smallest destination set that supports the workflow and expand only with a recorded justification.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ignoring the management plane

A hardened data tunnel does not protect an exposed administration interface. Restrict management access, require strong administrator authentication, separate roles, patch promptly, and send configuration changes to an audit system.

Buying without an operating owner

Every gateway needs people who can patch it, review alerts, revoke access, restore configuration, and answer users during an outage. If that capability is outsourced, contract for the work and retain visibility into the evidence.

What should be in the procurement and deployment checklist?

  • Inventory of users, devices, applications, destinations, privileges, and regulatory obligations.
  • Decision on managed endpoints, BYOD boundaries, supported platforms, and native-client strategy.
  • Documented protocol, cryptography, standards, assurance scope, and fallback behavior.
  • IdP integration, MFA method, certificate lifecycle, posture checks, RBAC, and revocation tests.
  • Routing decision with documented reasons for full, split, or application-limited tunneling.
  • Gateway hardening, management-plane restrictions, patch ownership, and emergency-update procedure.
  • Log fields, retention, export format, alert ownership, and customer visibility if a provider operates the service.
  • Capacity model, redundancy, dependency mapping, failover, restoration, and emergency administrator access.
  • Pilot results covering real applications, denied access, lost devices, peak load, and outages.
  • Current quote, support scope, renewal terms, data handling, incident notification, and exit or migration plan.

The best choice is the product and operating model that can demonstrate these controls in your environment—not the one with the longest feature list.

Frequently Asked Questions

Can a business VPN replace endpoint security software?

No. The tunnel protects traffic between an endpoint and an access service, while endpoint security detects malware, enforces device policy, and supports investigation. A device that is already compromised can use a valid VPN session unless posture and authorization controls detect and limit it.

How often should a remote-access VPN configuration be reviewed?

Review it after major identity, network, application, or gateway changes and on a scheduled security cycle defined by your risk program. Also trigger an immediate review after a vulnerability advisory, incident, or failed resilience exercise.

What should employees do when the VPN is unavailable?

Use the documented status channel and approved fallback, not an unapproved remote-control tool or personal tunnel. The fallback should provide only the minimum access needed and should be disabled or reviewed after the incident.

Should contractors use the same VPN profile as employees?

Usually not. Give contractors separate identities, shorter access windows, narrower destinations, stronger sponsor approval, and a clear end date so their access can be revoked without affecting employee sessions.
