The best photo editor is the one that fits your actual files and privacy requirements, not the one with the longest feature list. Start by checking the camera RAW models, HEIC or WebP images, layered PSD or PSB projects, and delivery formats you use. Then verify whether the AI tools you want run locally or upload images, whether they require an account or credits, and whether the editor preserves layers, masks, text, metadata, and edit history.
A practical shortlist usually includes a full editor with cloud AI, a non-destructive editor with broad format support, and a local-first or open-source option. Test each with copies of your own files before committing: feature names and regional availability change, and “supports RAW” or “imports PSD” does not guarantee a perfect round trip.

What should you decide before comparing photo editors?
Write down your real workflow before looking at feature pages. The right choice depends on what you edit, where the files live, and what must remain editable after export.
List the files in your existing library
- Record the exact camera models and RAW extensions, such as CR3, NEF, ARW, RAF, ORF, or DNG. RAW support must be checked against the specific camera, not just a generic “RAW compatible” label.
- Include phone formats such as HEIC or HEIF, plus JPEG, PNG, WebP, TIFF, and OpenEXR if they appear in your workflow.
- Identify project files that contain layers, masks, adjustment layers, text, smart objects, effects, or alpha channels. A flattened export cannot replace an editable project.
- Note where originals are stored: a local drive, a network share, a cloud library, or removable media. Remote locations can change both privacy and performance requirements.
Define the finished file you must deliver
Decide whether the destination needs a layered project, a transparent PNG, a compact JPEG, a high-bit-depth TIFF, or another format. Delivery format and working format are different decisions: JPEG is convenient but lossy, PNG is lossless and supports transparency, and PSD or PSB is intended to retain Photoshop-specific editing features.

Set a privacy boundary
Ask which operations may leave the device. Ordinary adjustments can be local while an AI removal, expansion, or text-prompt edit is sent to a vendor’s servers. If cloud processing is unacceptable, an editor that makes AI optional or provides local tools may be a better fit even when its feature list is shorter.
How do AI features affect the choice?
AI is not one capability. Separate automatic corrections, retouching, generative changes, and catalog search, then check the connection, account, credit, file, and retention requirements for each tool.

Compare the AI task, not the marketing label

What does Photoshop’s AI Assisted Editor actually do?
Adobe’s current FAQ, updated September 29, 2026, describes AI Assisted Editor as a beta prompt-based mode in Photoshop desktop. It can be switched off in favor of Pro Editor. Adobe says the mode makes a flattened copy for prompt-based edits; the original Pro Editor file and its layers remain unaffected, and returning to Pro Editor places the result back as a new generative layer.
The same FAQ lists JPG, PNG, and WebP as upload types and JPG and PNG as download types for that AI Assisted Editor workflow. That is narrower than the formats a full editor may open. A camera RAW file, PSD, or TIFF may therefore need to be developed or converted before it can be sent to the prompt tool, and the conversion can change what remains editable.
Adobe says Photoshop generative AI features are cloud-based and require an active internet connection. The feature uses generative credits and is unavailable in some regions; beta behavior, credit rules, and eligibility can change, so check the current in-app terms before relying on it for a production deadline.
When is cloud AI acceptable?
Cloud AI can be reasonable for non-confidential images, rapid concept work, or a workflow where automatic generation is more valuable than offline control. Treat every upload as a separate data decision: determine what is transmitted, how long it is retained, whether it is used for product improvement, and which account or team members can access the result.
Which file formats and RAW cameras must an editor support?
“Supports RAW” is only useful after you confirm the camera model, operating-system version, and the actions you need: opening, developing, editing, exporting, and preserving metadata.

How do the documented examples differ?
Affinity’s product page describes non-destructive editing, RAW development, PSD import, layers, retouching, HDR, macros, and batch operations. These are vendor-described capabilities, not independent performance measurements. Its format table lists PSD, DNG, JPEG, PNG, TIFF, WebP, OpenEXR, and other types for opening or export, but the help page is older and directs readers to a separate supported-camera list. Check your camera and the current app version rather than assuming every RAW file is covered.
GIMP’s FAQ says RAW files are processed through plug-ins such as darktable or RawTherapee. Its developer format documentation describes DNG and RAW as routed through an external RAW developer rather than handled as a native internal format. That can be a strong local-control workflow, but it adds another application, configuration step, and possible source of color-management differences.
Photoshop uses PSD as its default project format. Adobe describes PSD as the format, alongside PSB, that retains all Photoshop features intact. This makes PSD or PSB appropriate when the document must return to Photoshop with its layers and effects, while JPEG, PNG, and TIFF serve different delivery or interchange purposes.
How can you test whether a project will survive a round trip?
Run a controlled test with a copy of a representative project before moving a working library. A successful import dialog is not proof that every feature survived.
- Choose a difficult sample. Include several layers, masks, text, adjustment layers, blend modes, transparency, embedded or linked assets, and the color profile you normally deliver.
- Open it in the candidate editor. Record warnings, missing fonts, substituted effects, changed color modes, and any layers that are flattened or rasterized.
- Make a harmless edit. Add a layer, adjust a mask, change text, and export back to the original project’s format if the application permits it.
- Reopen the result in the source application. Inspect layer order, masks, text editability, effects, dimensions, color, and transparency at 100 percent.
- Compare metadata and sidecars. Check camera, copyright, GPS, orientation, and capture-time fields, plus any separate adjustment files your RAW workflow uses.
- Document the boundary. Mark which features are safe to exchange and which require staying in one application’s native format. Keep the original untouched as your fallback.
Affinity states that it imports PSDs with layer fidelity, while Adobe says PSD retains Photoshop features such as layers and effects. Those statements describe intended support, not a guarantee for every effect or third-party plug-in. Your own sample file is the decisive test.
What privacy questions should you ask?
Privacy has four separate surfaces: processing, storage, metadata, and access. An editor can process pixels locally yet still leave caches or metadata on the device, while a cloud AI tool can have explicit controls that do not make the entire application local.
Local versus remote processing
- Find out whether ordinary adjustments, previews, thumbnails, and AI operations run on the device.
- Identify the exact actions that trigger an upload. “AI available” does not mean every edit is remote, and “desktop app” does not mean every feature is local.
- Check whether an account or continuous internet connection is required for activation, updates, fonts, libraries, or cloud documents.
Server analysis and model-training language
Adobe’s content-analysis FAQ says users control whether Adobe may analyze content processed or stored on Adobe servers to improve products and services, and that locally stored content is not analyzed for that purpose. The scope is specific: it addresses product-improvement analysis of server content, not every form of data collection or every Photoshop workflow.

Adobe also states: “We do not analyze your content to train generative AI models, unless you choose to submit content to the Adobe Stock marketplace.” Keep the Adobe Stock exception with that statement when evaluating the policy; do not turn it into a broader promise that no content is ever processed remotely.
Local traces and distribution source
GIMP’s privacy statement says: “GIMP, as a software and as a community of people, does not, in any way, collect, transmit, share or use any Personal Data.” The same policy notes that local logs, configuration files, caches, thumbnails, and recent-file information may persist; remote files produce normal network-connection data; image files can contain metadata; official packages may perform a weekly update check; and third-party stores or repackaged builds can have their own data practices. A local-first editor still requires sensible disk security and metadata review.
On-device photo analysis
Apple says Photos uses on-device machine learning for features such as scene classification and people and pet identification. Apple states, “Apple does not access your photos or videos, and does not use them for research and development,” and describes controls for limiting third-party app photo access and sharing metadata. This is Apple’s statement about Apple Photos; it should not be generalized to other editors, cloud libraries, or services.
Metadata and sharing controls
Before exporting, inspect GPS coordinates, device identifiers, copyright fields, face information, and editing history. Decide whether the recipient needs those fields. Also review operating-system permissions: an editor with full photo-library access can read more than the single file you intended to retouch.

Which editor fits common workflows?
You shoot camera RAW and finish in another application
Prioritize the supported-camera list, lens and color handling, and a reliable export to 16-bit TIFF, PSD, or another working format. If the editor sends RAW files directly to a prompt-based AI service, verify the service’s accepted upload types first; a JPEG conversion may discard the latitude you expected from RAW.
You exchange layered projects with clients or colleagues
Use PSD or the application’s native project format as the contract, then test a real sample containing masks, text, effects, and adjustment layers. Agree on which features may be flattened and who keeps the authoritative original. “Imports PSD” is not the same as “returns a pixel-identical, fully editable PSD.”

You edit confidential portraits, legal records, or unreleased products
Prefer local processing for sensitive operations, disable optional uploads where the application allows it, and verify that caches and thumbnails are stored on an encrypted device. If a cloud operation is unavoidable, obtain the relevant retention, access, and analysis terms before uploading.

You mainly publish web images
Check WebP, JPEG, and PNG export controls, including quality, transparency, color profile, and metadata removal. Keep a high-quality master separately; repeatedly opening and resaving a JPEG is a delivery workflow, not an archival strategy.
You want a low-account, local workflow
Inspect activation, update checks, plug-in downloads, crash reporting, and the source of the installer. GIMP’s policy illustrates why “no personal-data collection” and “no local traces” are different claims: local configuration, caches, thumbnails, and recent-file records can still exist.

- Platform: Confirm support for your operating system and whether the same project opens on every device you use.
- Hardware: High-resolution RAW development, large layered files, and local AI need adequate memory, storage, and graphics capability. A feature that technically runs may still be impractical on your machine.
- Skill level: Prompt tools reduce some manual work, while a local plug-in chain or advanced layer workflow demands more setup and learning.
- Cost model: Compare subscription, one-time purchase, optional AI credits, plug-ins, and cloud-storage charges using current vendor terms. The figures and plan names change, so do not rely on an old comparison.
- Account dependence: Separate a required sign-in from an optional cloud library or optional AI service. Test whether you can open and export existing projects during an outage.
- Accessibility and support: Check interface scaling, keyboard navigation, documentation, and whether the community or vendor supports your camera and plug-ins.
What is the safest selection process?
- Inventory your files. Record extensions, camera models, color profiles, layer features, and metadata that must survive.
- Make a privacy matrix. For each desired feature, mark local or remote processing, sign-in, internet, credits, retention, analysis, and sharing controls.
- Download only current installers. Confirm the edition, operating system, vendor source, and privacy terms; be cautious with repackaged builds.
- Run the RAW test. Open files from every important camera and export a master in the format your next application expects.
- Run the layered-project test. Import a representative PSD or native project, edit it, export it, and inspect the result in the source application.
- Run the AI test safely. Use a non-sensitive copy, note the connection and account requirements, record accepted formats, and check whether the result is a new layer or a flattened replacement.
- Run the delivery test. Export JPEG, PNG, TIFF, WebP, or another required format and inspect dimensions, transparency, profile, quality, and metadata.
- Choose a fallback. Keep originals and native projects outside any disposable cache or cloud-only library, and document the editor version and plug-ins needed to reopen them.
What commonly goes wrong, and how do you recover?
The AI tool rejects the image
Check the tool’s documented upload types rather than the full editor’s format list. Develop the RAW or open the TIFF in the main editor, save a high-quality working copy, and retain the untouched original; do not overwrite the only copy with a conversion made solely to satisfy an AI upload limit.
A PSD opens with missing or flattened features
Look for unsupported text engines, smart objects, effects, blend modes, or color settings. Reopen the original in the source application, flatten only a duplicate when necessary, and keep the source PSD or PSB as the authoritative file.

Colors or metadata change on export
Compare embedded profiles, bit depth, orientation, GPS, copyright, and capture time before and after export. Choose an explicit profile and metadata policy for each delivery format instead of assuming the editor will preserve every field.
The supposedly local editor leaves files behind
Inspect cache, thumbnail, recent-file, log, and temporary directories, then apply the operating system’s storage and account protections. Review the installer source and update behavior, especially when the application came from a third-party store or repackaged bundle.
A cloud feature stops working
Save a local project before starting a connected operation and keep a non-AI fallback for urgent work. Check internet access, sign-in status, regional eligibility, credit balance, and service terms; a beta feature can change without preserving the exact previous behavior.
How should you make the final choice?
Choose the editor that passes all three of your real tests: it opens the files you actually own, preserves the project structure you need to exchange, and keeps processing within your privacy boundary. Pick cloud AI only when its upload formats, connection, credits, regional availability, and data terms are acceptable. Pick a local-first workflow when control and offline access outweigh prompt-based convenience. Whichever editor wins, keep originals, verify one representative round trip, and recheck volatile feature and privacy terms after major updates.

Can I use more than one photo editor without creating duplicate originals?
Yes. Keep a read-only master library and create working copies or exported intermediates for each application. Record which editor owns the layered project so later changes do not fork into conflicting “final” files.
Does converting RAW to JPEG make it safe to upload to an AI tool?
Conversion changes the image data and can discard RAW latitude, camera metadata, and the ability to re-develop exposure. Export a high-quality working copy for the specific AI task while preserving the original RAW separately.
How often should I recheck an editor’s privacy and AI terms?
