Choose a GPU cloud provider by first finding regions that can serve users quickly, then confirming that they can supply enough of the right hardware and run your model reliably. Compare candidates with the same model, serving stack, traffic and load test; measure p95 and p99 latency as well as cost per request. A provider’s advertised GPU speed or hourly rate cannot tell you how fast your service will be for your users.
What matters most when choosing a GPU cloud for inference?
Low latency is a property of the whole request path, not just the accelerator. A fast GPU in a distant region can lose to a slower GPU closer to users; either can perform poorly if requests queue, the model does not fit the serving stack, or the fleet cannot scale when demand rises.

Evaluate candidates against four requirements in order: a feasible region near your users, available capacity at the scale you need, compatibility with your model and runtime, and an acceptable all-in cost. Then verify the choice with a workload test. No provider-neutral, apples-to-apples p95 or p99 latency benchmark covering all providers is established here, so published hardware claims cannot substitute for your own measurements.
- Placement: Can the provider serve each important user geography from a suitable location?
- Capacity: Can you obtain the required accelerator now and expand or fail over when demand changes?
- Compatibility: Can your model, framework, drivers, quantization and serving configuration run on that hardware?
- Economics: What does a successful request cost after compute, networking, storage, idle capacity and interruptions are included?
How should I define “low latency” before comparing providers?
Write down the response-time target and the workload it applies to before looking at provider rankings. Specify who is making requests, what they send, how much concurrency to expect and what “fast enough” means at the tail of the distribution—not only for a typical request.

Describe the workload
Record the user geographies, request mix, model and revision, context length, expected concurrency, streaming behavior and peak traffic. A test with short prompts and one user does not establish performance for long contexts or a busy fleet. Keep these inputs consistent when comparing regions and providers.
Choose meaningful latency measurements
Track p50, p95 and p99 latency. The median describes a typical request; p95 and p99 expose slower experiences that can matter to users and service-level objectives. Break end-to-end time into network time, queue time, time to first token, token-generation time and cold-start time. For streaming responses, first-token delay and the pace of subsequent tokens describe different parts of the experience.
Also measure error rates and achieved throughput. A low latency figure from a lightly loaded system is not useful if it comes with a rising queue or failed requests at the expected peak. Decide whether the target applies to all requests or to a specified traffic and operating condition, and judge every candidate on the same basis.
How do I find a region close enough to my users?
Shortlist viable locations before comparing GPU specifications. Start with the regions that can serve your user geographies, then check whether the exact GPU type is actually available in a usable zone and whether you can obtain enough capacity.
- Map the user base. Identify the regions that account for meaningful traffic and the latency target for each.
- Check GPU availability by zone. Consult the provider’s current GPU availability information; regional presence alone does not establish that a specific accelerator is offered in every zone.
- Check quota and procurement constraints. Confirm whether your account can launch the quantity you need, whether approval is required, and whether a reservation or capacity commitment is possible.
- Measure from the user’s side. Deploy a test endpoint in each plausible location and send requests from representative user regions. Measure the complete request path, not only a cloud-region ping.
- Keep a fallback feasible. If the service has a strict availability or latency target, identify a second region—and, where practical, a second provider—that can actually run the workload.
Google Cloud’s GPU documentation shows that availability can differ by zone and warns that some accelerator types have limited capacity or may require account-team approval. That makes a published region list a starting point, not a guarantee of deployable capacity.

A 2025 CAST AI Kubernetes Cost Benchmark Report says GPU instances were available in 85% of AWS regions, 58% of Google Cloud regions and 76% of Azure regions. For H100 instances, it reports availability in 35% of AWS regions, 41% of Google Cloud regions and 47% of Azure regions. These are region-coverage figures from that report, not a promise that a particular account can obtain a GPU in a particular zone today; verify live availability and quota before making a decision.

Start with providers that have a plausible region and hardware option for your workload. Include a specialist cloud if its location, capacity or pricing is relevant, but test it on the same terms as a large cloud; provider category alone does not predict performance.
| Candidate | What the available evidence says | What to verify |
|---|---|---|
| AWS | CAST AI’s 2025 report gives AWS the broadest GPU-instance region coverage among AWS, Google Cloud and Azure in its comparison: 85%; H100 coverage is 35%. AWS also offers Inferentia2 for inference workloads that can use its Neuron software stack. | Exact GPU and zone, account quota, capacity, region-level latency, and model/runtime compatibility. For Inferentia2, validate Neuron support rather than assuming a CUDA-based deployment transfers unchanged. |

Google documents zone-level availability and on-demand, committed-use, sustained-use and Spot pricing mechanisms. | Current zone inventory and approval requirements, the full price for your region and configuration, and whether interruptions are acceptable if considering Spot. |
| Azure | CAST AI’s 2025 report says GPU instances were available in 76% of Azure regions and H100 in 47%. | Current accelerator and zone availability, quota, regional performance and the complete cost of your serving configuration. |
| DigitalOcean Gradient, Linode, OVHcloud, Vultr and Vast AI | DigitalOcean’s 2026 provider comparison places these services, AWS and other options in different roles. It is useful for building a broader shortlist, but its prices are indicative rather than a substitute for current provider quotes. | Current hardware, region, capacity, operating terms, support and full workload cost. Validate any listed price directly with the provider before procurement. |
The CAST AI percentages compare the share of each provider’s regions with GPU instances or H100 instances in that report. They do not measure p95 latency, total global capacity, quota approval speed or the odds that your specific deployment will be available. Treat them as context for investigating coverage, not as a latency or procurement ranking.
Should I use an inference accelerator instead of a GPU?
Consider an inference-specific accelerator when its software stack supports your model and serving requirements and a measured test meets your latency and cost targets. Do not compare a vendor’s best-case hardware figure directly with another provider’s result unless the workload and measurement conditions match.
AWS says Inferentia2 provides up to 4× higher throughput and up to 10× lower latency than first-generation Inferentia. Those are AWS’s comparative product claims, not a provider-neutral benchmark or a guaranteed improvement for every model. AWS describes Inferentia chips as designed to deliver high performance at the lowest cost in Amazon EC2 for deep-learning and generative-AI inference applications; treat that as the vendor’s positioning, not an independent result.

The key qualification is software compatibility: the model must work with AWS Neuron. Before choosing Inferentia2, validate conversion, runtime support and the serving configuration, then test the same request mix and target load you would use for GPU candidates. If the model or required operations do not work with the stack, the theoretical hardware advantage does not solve the deployment problem.
How do I compare GPU compatibility and performance fairly?
Use the same model revision and serving behavior for every candidate, and record the details needed to reproduce the test. Hardware names alone are not enough: driver and framework support, memory constraints and inference configuration can change what a deployment can run and how it performs.
Confirm the deployment fits
- Check CUDA and driver versions, framework support and the serving runtime for each GPU option.
- Confirm that the model and chosen quantization fit the available accelerator memory and preserve acceptable output quality.
- Test batching and tensor parallelism with the actual request mix; settings that increase throughput can also affect individual-request latency.
- Check autoscaling behavior, including how quickly new capacity becomes usable and whether cold starts affect the target.
Run an apples-to-apples bake-off
- Build one container image and pin the model revision and serving configuration.
- Deploy it in each candidate region after checking that the required hardware and quota are available.
- Warm each fleet, then replay representative traffic at realistic concurrency. Include the expected peak rather than relying on a lightly loaded test.
- Record p50, p95 and p99 latency, error rates, throughput, queueing, first-token time, token-generation time and cold-start behavior.
- Calculate cost per 1,000 requests or per million output tokens using the same workload definition for each candidate.
- Repeat at expected peak load and with the failover configuration, so the comparison includes the capacity the service must actually maintain.
Keep a record of the region, zone, accelerator, model and runtime versions, request distribution, concurrency, warm-up method and test period. Without those details, a performance result is difficult to interpret or reproduce after hardware availability changes.
What should the cost comparison include?
Compare the cost of serving the workload, not just the GPU’s hourly rate. A seemingly inexpensive accelerator may require more idle capacity, more host resources or a different operating pattern to meet the same latency target.

Google Cloud documents on-demand, committed-use, sustained-use and Spot pricing. Its current GPU pricing page says Spot prices provide 60–91% discounts for most machine types and GPUs. This is a stated discount range, not a guaranteed price for every accelerator, region or period. Spot is worth considering only when the serving architecture can tolerate interruption and recover without violating the service target. Check the applicable regional price and terms at the time you are budgeting.

Compare candidates using a consistent unit such as cost per 1,000 completed requests or per million output tokens, while keeping latency and error rates visible beside the cost. A low unit cost is not a win if it comes from a slower response, failed requests or a configuration that cannot sustain the required load.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How should I compare capacity, scale-out and failover?
Ask whether the provider can meet demand at the time and place you need it—not only whether the accelerator appears in a catalogue. Capacity constraints can outweigh differences in theoretical performance, especially when a service needs several machines or must expand quickly.
For every shortlisted configuration, check the current zone inventory, account quota, approval path and whether capacity can be reserved or committed. Find out how adding capacity behaves under load, and test the autoscaling configuration rather than assuming it will meet a tail-latency target. For a fallback region or provider, verify that the model and serving stack work there and that sufficient capacity can be obtained; a nominal failover location is not useful if it cannot take traffic.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteCompare candidates on nearest feasible region, p95 and p99 under load, GPU model and memory, quota and reservation lead time, scale-out and failover, software compatibility, egress and ancillary costs, pricing flexibility, and compliance or data-residency needs. Once a candidate passes the hard requirements, these factors help distinguish among otherwise viable choices.
What are the most common selection mistakes?
Most poor choices come from treating one number—GPU speed, regional coverage or hourly price—as if it represented the whole service. Avoid these errors before committing:
Best Value
- Choosing by theoretical performance alone. Measure from relevant user regions and include queueing and the serving stack.
- Assuming region coverage means available capacity. Check the exact zone, accelerator and account quota before building a plan around them.
- Using a median as the latency target. Track p95 and p99 under representative concurrency so slow requests are visible.
- Comparing unlike workloads. Keep model, revision, context length, request mix and test conditions consistent.
- Comparing GPU price with total bill. Include host resources, storage, load balancing, egress, idle capacity and pricing terms.
- Assuming an accelerator runs the existing stack unchanged. Validate framework, runtime and model support; Inferentia2, for example, requires validation against AWS Neuron.
- Using interruptible capacity without an interruption plan. A discount does not compensate for a serving architecture that cannot recover within its target.
- Testing only normal traffic. Repeat at expected peak and with the planned failover capacity.
Frequently Asked Questions
What does p99 latency mean for an AI inference API?
It is the latency at or below which 99% of measured requests completed in the test window; the slowest 1% took longer. The result depends on the measurement window and traffic mix, so it should be read alongside the request volume, errors and load conditions.
Should I colocate my application server and inference endpoint?
Keeping the application and inference service near one another can reduce the network portion of a request, but it does not establish end-user latency by itself. Measure the complete route from representative users, including the application tier and response path.
Recommended Free Tools
How long should a GPU inference bake-off run?
There is no single duration that applies to every workload. Run long enough to exercise representative request patterns and peak concurrency, observe tail latency and errors, and expose scaling or cold-start behavior; record the test window so results can be compared fairly.
Can a cloud provider guarantee my model’s p99 latency?
The material here does not establish a universal provider guarantee for model-level p99 latency. Ask what the provider’s service commitments actually cover, and distinguish infrastructure availability commitments from end-to-end inference response time.
