Choose a data center provider by matching a documented workload to a verified service, location, operating model and contract—not by picking the biggest network, the highest Tier label or the lowest advertised price. Start with a one-page workload brief, eliminate candidates that fail residency, recovery, capacity or compliance requirements, then send the survivors identical questions and score only evidence you can verify. Compare the full-term cost of cloud, colocation, managed hosting and hybrid designs, including connectivity, support, growth and exit charges. The right provider is the one whose exact facility or service SKU can meet your latency, availability, RTO, RPO, security and capacity needs in enforceable terms.

What should be in a data-center workload brief?

A one-page brief turns a vague procurement exercise into measurable requirements. Write it before talking to providers, and separate hard disqualifiers from preferences so a persuasive sales presentation cannot blur a mandatory condition.

Record the workload and business impact

  • Application criticality and the business cost of an outage.
  • User locations, partner locations and latency-sensitive transactions.
  • Data classes, retention rules and contractual or legal residency boundaries.
  • Availability target, recovery time objective (RTO) and recovery point objective (RPO).
  • Required cloud services, customer-owned hardware, rack count, or a combination.
  • Sustained and peak power, capacity, rack density and expected growth.
  • Network endpoints, bandwidth patterns, private-connectivity requirements and carrier preferences.
  • Compliance obligations, audit rights and restrictions on subcontractors or support locations.
  • Internal staffing, remote-hands needs, launch date, migration window and budget.

State the measurement period for every target. For example, “99.99% monthly service availability measured at the application endpoint” is actionable; “high uptime” is not. Identify which requirements are gates—such as a required jurisdiction or a maximum RTO—and which are negotiable preferences.

Which service model fits the workload: cloud, colocation, managed hosting or hybrid?

Cloud suits workloads that benefit from on-demand capacity and managed services. Colocation suits organizations that need control of customer-owned hardware, specialized configurations or predictable facility resources. Managed hosting can reduce day-to-day infrastructure work when a provider operates the servers for you. Hybrid designs place each component where its latency, control, regulatory and elasticity needs are best met.

Model Best fit Questions to resolve Responsibility that often remains with you
Public cloud Variable demand, rapid provisioning and managed compute, storage, databases or security services. Are the required services, hardware generations and quotas available in the eligible regions? What are transfer and support charges? Architecture, configuration, data protection, service-level composition, failover and often operating-system or application operations.
Colocation Customer-owned equipment, specialized appliances, predictable power and physical control. Can the proposed hall deliver the required kW and rack density? Which network paths, remote-hands services and maintenance rules apply? Hardware lifecycle, operating systems, many network and backup functions, monitoring, spares and on-site or remote-hands coordination.
Managed hosting Known server configurations where the provider is expected to patch, monitor and operate more of the stack. What is included in management, what changes require approval, and how are custom configurations and incidents handled? Application behavior, data governance, acceptance testing and any services outside the managed scope.
Hybrid Latency-sensitive or regulated components in a selected site, with cloud elasticity for variable or less-sensitive workloads. Can the links, identity, monitoring and failover work across environments without violating residency or recovery targets? Integration, end-to-end observability, data consistency, cross-environment security and coordinated recovery.

Write a responsibility matrix covering hardware, operating systems, networking, backups, monitoring, incident response and recovery testing. A provider can advertise a managed service while leaving a critical control in your hands; the matrix exposes that boundary before you sign.

How do I choose a region or facility?

Shortlist locations using user latency, legal and contractual residency, support access, hazard exposure, utility availability and physical separation from the primary site. A provider’s broad regional footprint does not prove that the required service, capacity or certification exists at the specific facility or cloud region you would use.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Measure user and system latency

Map users, APIs, payment systems, partners and data feeds. Test representative transactions from the actual access networks, not only from a provider’s central point of presence. Include latency between application tiers, databases, backup targets and security services; a fast user path can still fail if an inter-tier link is distant or congested.

Confirm residency and support boundaries

Ask where production data, replicas, backups, logs, support access and encryption keys are stored or processed. Request the exact legal entity, region, facility and service SKU in scope. Confirm whether support personnel can access systems from another country and whether that conflicts with your contracts or regulations.

Evaluate hazards and utility conditions

Review flood, wildfire, storm, seismic, grid and water risks, plus the local utility’s reliability and the facility’s fuel and maintenance arrangements. For disaster recovery, the secondary site must be separated from the primary site by more than a convenient network path; assess shared hazards, utility dependencies and common suppliers.

Understand availability zones and regional design

Microsoft describes Azure availability zones as separated groups of datacenters with independent power, cooling and networking. They are typically several kilometers apart and usually within 100 kilometers of one another. That separation can reduce a single-facility failure, but it does not automatically provide protection from a regional hazard or make an application zone-resilient; the service and your architecture must both support it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How should I compare availability, SLAs and recovery?

Define an SLO for the workload, translate it into architecture and monitoring, and then put measurable commitments and remedies in the contract. An advertised facility figure is not the same as an end-to-end application guarantee.

Separate SLO, SLA and provider claims

  • SLO: your engineering target, such as an availability percentage, latency threshold or recovery time.
  • SLA: the provider’s contractual measurement, exclusions, service credits and other remedies.
  • Provider claim: a statement that may be useful evidence but is not binding until the agreement says exactly what is measured.

Microsoft’s current Service Assurance documentation states that “Microsoft datacenters provide 99.999% availability to meet customer SLAs and service needs.” Treat that as Microsoft’s stated datacenter-availability claim, not a universal guarantee for every workload, service or region. Your application can still fail because of configuration, dependencies, a zonal service, a bad deployment or an unprotected data path.

Ask colocation operators for facility-level evidence

  • Power and cooling diagrams for the exact facility and hall.
  • Redundancy design, maintenance procedures, generator and UPS testing, and failover behavior.
  • Incident history, downtime definitions, maintenance notice rules and exclusions.
  • How availability is measured, who can audit the measurement and what remedies apply.

Confirm whether the SLA covers the delivery point, your cabinet, a cross-connect, a managed service or only a building-level condition. A credit that does not pay for your consequential loss may still be useful, but it should not be mistaken for recovery protection.

Check cloud service scope and your failover duties

For each cloud service, determine whether it is zonal, zone-redundant or regional. Check whether replication, backups, DNS changes, application failover and data reconciliation are your responsibility. Microsoft’s mission-critical guidance recommends at least three deployment regions for scenarios targeting an SLO greater than or equal to 99.99%, subject to residency, service availability, RTO/RPO and budget. That is architectural guidance for a particular target, not a rule that every application needs three regions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Test recovery rather than accepting a diagram

Run representative failure scenarios before signing or before production acceptance: loss of a zone, loss of a network path, database restoration, credential compromise and a full site or region outage. Record observed RTO and RPO, the people who performed each action, required approvals and any manual step that could delay recovery.

What power, cooling and capacity questions matter in colocation?

Evaluate deliverable capacity at your proposed delivery point, not the facility’s marketing total. A hall may have substantial headline capacity while the available row, cage or cabinet cannot support your load or density.

Verify power availability

  • Customer-available kW at the delivery point, including voltage, phase and circuit options.
  • Whether the quoted amount is reserved now, merely planned, or dependent on an upgrade.
  • Rack-density limits, per-circuit limits and the policy for sustained versus peak draw.
  • Utility feeds, UPS topology, generator capacity, fuel autonomy and test schedules.
  • Metering, alert thresholds, overage treatment and who pays for electrical upgrades.

Verify cooling and physical deployment

Ask for the cooling method, operating envelope, inlet-temperature and humidity limits, airflow arrangement and monitoring. Confirm that high-density equipment can be installed in the specific promised location; a facility may support liquid or high-density cooling in one hall but not in the row offered to you. Require a written remedy if the provider cannot deliver the density or environmental conditions specified.

Check inventory and expansion dates

Request current available capacity, capacity already reserved for other customers and committed expansion milestones. Distinguish “available now” from “expected after construction.” Tie delivery dates and acceptance tests to the order form, with a right to cancel or re-source if a milestone slips.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How do I compare cloud services and regions fairly?

Build a service-and-region matrix for every candidate. Map the required compute, storage, database, network and security functions to an eligible region, then test the exact configuration rather than comparing product names.

  • Confirm service availability, quotas, instance or hardware generations and regional feature differences.
  • Price inter-zone, inter-region and internet transfer; these can materially change a multi-region design.
  • Check support tiers, response targets, maintenance practices and escalation paths.
  • Review residency boundaries for primary data, replicas, backups, logs and support access.
  • Assess roadmap risk: a service that is preview-only, capacity-constrained or absent from your target region may not be a dependable foundation.

Run a representative workload and failure test. Compare equivalent configurations over the expected term, including committed-use discounts or minimums only when you can realistically consume them. List prices alone cannot show the cost of redundancy, data transfer, support or idle capacity.

What connectivity and interconnection evidence should I request?

Connectivity is part of the platform, not an afterthought. Require a diagram and a responsibility assignment for every link between users, carriers, facilities, cloud services and your own network.

For colocation

  • Current carrier list and the carriers that can physically serve the exact building, hall and cage.
  • Physically diverse entrances and evidence that “diverse” routes do not share a conduit, meet-me room or street trench.
  • Cross-connect installation prices, recurring charges and provisioning lead times.
  • Cloud on-ramps, private-line options, port speeds and redundancy choices.
  • Demarcation points, testing responsibilities and the process for a failed cross-connect.

For cloud

  • Private-connectivity options, port and circuit lead times, and the number of independent paths available.
  • Egress and other transfer charges under normal traffic and during a recovery event.
  • Latency to users, partners, colocation sites and backup targets.
  • Operational work required to route, monitor and fail over redundant links.

Ask for the physical and logical path, not just a diagram showing two lines. A pair of virtual connections can still share a facility, provider edge or local loop.

How do I verify security and compliance claims?

Match controls to the workload and verify the exact scope. A provider-wide certification logo does not prove that the proposed facility, service and assessment period are covered.

Physical controls

Review access zones, badge and biometric procedures, visitor handling, escort rules, camera retention, delivery screening, cage security, media storage and destruction. Ask how emergency access is logged and how quickly access can be revoked.

Cyber and operational controls

Evaluate identity administration, privileged access, vulnerability management, logging, encryption, key management, incident response, backup protection and network segmentation. Determine whether the provider or you owns each control and who supplies evidence to auditors.

Evidence to retain

Request current independent reports or certifications and record the exact facility, service, assessment period, exceptions and customer-access rights. If a report covers only a parent organization or a different region, mark the proposed service as unresolved until the provider supplies a valid scope statement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What operations and support should be in the comparison?

Operational quality determines how quickly a small problem becomes an outage. Compare the people, processes and response commitments behind the infrastructure.

  • Staffing coverage by time zone, language and escalation level.
  • Maintenance windows, change-approval controls and advance-notice periods.
  • Incident response targets, communication channels, update frequency and root-cause reporting.
  • Remote-hands scope, minimum increments, rates, authorization rules and after-hours coverage.
  • Who owns monitoring, patching, backups, failover tests, hardware replacement and recovery exercises.
  • Customer references for workloads with similar density, compliance and recovery requirements.
  • Deployment readiness date, acceptance criteria, test evidence and the process for rejecting incomplete work.

Put each task in a responsibility matrix with an owner, response target, hand-off condition and price. “24/7 support” is not enough unless you know whether it means a staffed engineer, a ticket queue or an automated alert.

What does colocation or cloud really cost?

There is no fair universal price ranking across providers. Total cost depends on the exact site, service mix, utilization, redundancy, term and growth pattern. Build a full-term model and label every assumption.

Colocation cost categories

  • One-time installation, cage or cabinet build, deposits and migration labor.
  • Recurring cabinet, cage, floor-space or power charges.
  • Metered or committed bandwidth, cross-connects, carrier circuits and cloud on-ramps.
  • Remote-hands work, security services, monitoring and managed operations.
  • Hardware purchase, spares, maintenance contracts, shipping, storage and disposal.
  • Power or density upgrades, expansion work and charges for exceeding a committed level.

Cloud cost categories

  • Compute, storage, databases, managed services and reserved or committed capacity.
  • Inter-zone, inter-region and internet transfer, including recovery traffic.
  • Load balancing, public addresses, observability, security services and support tiers.
  • Engineering and operations labor for architecture, patching, backups, testing and incident response.
  • Migration, data extraction, parallel operation and eventual exit costs.

Normalize the model

Use the same forecast period for every candidate. Model sustained use, peak use, growth, idle capacity, overages, annual escalators, minimum commitments, renewal terms and a recovery event. Show one-time costs separately from recurring and usage-based costs. For colocation, price the delivered kW and required density; for cloud, price the equivalent capacity and redundancy. Include the cost of a second site or region when the RTO and RPO require it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Because no independent cross-provider statistic fairly ranks uptime, price or total cost, treat provider-specific figures as claims to verify for the exact site, service and contract period. Do not let an attractive estimate hide unresolved capacity, transfer or exit charges.

How do I run an evidence-led RFP?

Send every shortlisted candidate the same written questions and require documentary evidence for material claims. Ask for the exact facility, hall, region and service SKU proposed, not a generic portfolio description.

  1. Issue the workload brief. State hard gates, preferences, target dates, capacity, latency, residency, RTO, RPO and compliance scope.
  2. Request a written response. Require architecture diagrams, responsibility matrices, price schedules, service descriptions and proposed contract language.
  3. Ask the same evidence questions. Require capacity available now, capacity reserved, committed expansion dates, availability measurement, maintenance exclusions, independent reports, network paths, delivery lead times, operational ownership and every charge.
  4. Validate the physical or logical scope. Confirm the exact facility, hall, region, service SKU, assessment period and support boundary.
  5. Test representative workloads. Measure latency, throughput, provisioning, failure behavior, backup restoration and recovery actions.
  6. Record confidence. Classify each answer as contractual, independently evidenced, provider-stated or unresolved.
  7. Negotiate remedies. Cover missed SLAs, delayed deployment, capacity shortfall, chronic failure, audit access and termination assistance.

Useful RFP questions include:

  • What exact facility, hall, region and service SKU are proposed?
  • What capacity is available now, what is reserved, and what expansion date is committed?
  • How are availability, downtime, maintenance and exclusions measured?
  • Which independent reports or certifications cover this exact service and period?
  • What are the physical and logical network paths, cloud on-ramps and delivery lead times?
  • Who performs each operational task, at what response time and price?
  • What are all recurring, one-time, usage-based, escalation and exit charges?
  • What happens after a missed SLA, delayed deployment, capacity shortfall or chronic failure?

How should I score and select the final provider?

Use hard gates first, then score the candidates that pass. Keep evidence confidence as a separate field so an unsupported claim cannot outweigh a documented commitment.

Set disqualifying gates

  • Residency or legal restrictions.
  • Mandatory cloud services or hardware capability.
  • Minimum RTO and RPO.
  • Required power, cooling, rack density or network capacity.
  • Compliance scope and audit rights.
  • Unacceptable hazards, shared dependencies or support boundaries.

Score the survivors

Score workload fit, resilience, connectivity, security, operations, growth, total cost and exit risk. Use a written scale and record the evidence behind every score. A candidate that is slightly cheaper but unresolved on recovery or capacity should not outrank one with a higher verified capability.

Select the provider whose written, tested capability satisfies the workload at an acceptable total risk and full-term cost. A larger footprint, higher Tier label or lower headline price is not sufficient by itself.

What must the contract and acceptance plan say?

Reconcile the proposal with the master agreement, service description and SLA. Do not leave material promises in a presentation or an email.

  • Exact facility, hall, region, service SKU, capacity, density and delivery date.
  • Availability measurement, maintenance windows, exclusions, notice rules and remedies.
  • Support coverage, escalation paths, response targets, remote-hands scope and rates.
  • Power, bandwidth, cross-connect, storage, transfer, usage, escalation and minimum-commitment charges.
  • Audit access, report scope, incident communications and root-cause deadlines.
  • Growth reservations, expansion milestones and a remedy for capacity shortfall.
  • Renewal, suspension, chronic-failure termination, data return, equipment removal and termination assistance.

Define acceptance tests before deployment: capacity and environmental readings, network failover, access procedures, backup restoration, monitoring alerts, incident contacts and recovery exercises. Pay or begin the committed term only when the agreed evidence exists.

What are the most common selection mistakes?

Choosing a footprint instead of a service

A provider may operate in a region but lack your required database, hardware generation, certification or available capacity there. Verify the exact service and location.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Treating a facility rating as an application guarantee

Redundant power does not protect an unreplicated database or a single-zone application. Map each dependency and test the failure path.

Ignoring deliverable density

Headline megawatts do not prove that your proposed row can support high-density equipment. Obtain hall-level power and cooling evidence.

Underpricing connectivity and recovery

Transfer, cross-connect, private-line, backup and emergency traffic charges can dominate a design that looked inexpensive on compute or cabinet fees.

Leaving ownership ambiguous

Unassigned monitoring, patching, backups or failover tasks become outage delays. Put an owner and response target beside every control.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Accepting unverifiable compliance language

Request the report scope, period, exceptions and customer-access rights. Mark anything else unresolved rather than awarding full credit.

Signing before proving exit

Model data extraction, equipment removal, parallel operation and termination assistance before committing to a long term. A low entry price can be expensive if the exit path is impractical.

Frequently Asked Questions

How early should I begin a data-center provider selection?

Start when the workload brief can state capacity, latency, residency and recovery targets, not when deployment is imminent. Allow time for facility or region validation, connectivity lead times, workload testing, contract negotiation and an acceptance window before the launch date.

How can I prove that a disaster-recovery site is truly independent?

Ask providers to disclose shared utilities, buildings, meet-me rooms, carrier routes, cloud control planes and common support dependencies. Compare hazard maps and utility feeds for both sites, then test a failure that removes the primary site rather than only restarting a server.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What should I keep in the procurement record after selection?

Retain the workload brief, every candidate response, diagrams, test results, evidence-scope statements, price model, scoring rationale and the signed responsibility matrix. Version the documents so later expansions can be checked against the assumptions used to choose the provider.

When should a hybrid design be reconsidered?

Revisit it when data-transfer volume, latency, residency rules, operational staffing or recovery dependencies change materially. A hybrid architecture can lose its benefit if cross-environment traffic, duplicated tooling or coordinated failover becomes more complex than operating in one model.
