Choose a cloud provider by tracing the entire workload—not just its database—through six controls: where data is stored and processed; where metadata, telemetry, logs and backups reside; who can administer or support the service; who controls encryption keys; which legal and ownership regime governs the provider and its supply chain; and whether the system can survive an outage or be moved elsewhere. An EU-labeled region proves a location claim, but it does not automatically prove operational or legal sovereignty. Compare evidence for the exact services you will deploy, then contractually require that boundary and continuously test for configuration drift.

What is the difference between EU data residency and data sovereignty?

Data residency is a location requirement: the service stores or processes information in a defined geography. Data sovereignty is broader. It asks which jurisdiction can compel access, who owns and controls the provider, where operational records and metadata are kept, which personnel can reach systems, how encryption keys are governed, and whether the customer can keep operating or exit if a dependency changes.

Define the geography before comparing products. “EU” might mean the 27 European Union member states, the wider European Economic Area, EU plus EFTA countries, or one named country. A regulated workload may require Germany, France or another specific member state rather than an EU-wide boundary. Put the definition in the architecture decision, data-processing agreement and service order.

The European Commission’s Cloud and AI Development Act describes four assurance levels:

  1. Level 1: data is processed and stored on infrastructure located in the Union.
  2. Level 2: the provider is independent from third countries and offers software-supply-chain transparency.
  3. Level 3: ownership and control are in the EU, with additional personnel criteria.
  4. Level 4: the software supply chain is fully transparent and there is no third-country interference.

These levels are useful as a procurement vocabulary. They do not turn a provider’s regional marketing label into an automatic certification for every service. Ask which level your risk profile needs and what evidence supports it.

Which requirements should a sovereignty-ready cloud design satisfy?

Use the following six dimensions as a gate. A provider that is strong on storage location but weak on support access or exit rights may still fail your requirement.

1. Storage and processing location

List every place plaintext or recoverable data can exist: primary disks, object replicas, caches, temporary files, message queues, snapshots and disaster-recovery copies. Verify the location for each service, availability zone and failover mode. Do not infer a service boundary from the region in which its front end is deployed.

2. Metadata, telemetry, logs and backups

Resource names, identifiers, role definitions, permissions, labels, audit records, prompts, vector indexes, monitoring data and support tickets can reveal sensitive information even when application data stays in Europe. Global control-plane services may process some of these records outside the workload region. Require a documented treatment for each class, including retention and deletion.

3. Operator and support access

Find out where administrators and support engineers are located, how privileged access is approved, whether a partner can operate the service, what emergency access permits, and how every session is logged. A support case can contain production data, configuration exports or personal information, so include ticket systems and remote troubleshooting in the boundary.

4. Encryption-key control

Compare provider-managed keys with customer-managed keys, external key-management services, hardware security modules and confidential-computing features. Establish who can create, rotate, disable and recover keys, and whether provider personnel can decrypt content during support or service operations. Key custody does not replace a location or personnel control, but it can limit the impact of an unauthorized access request.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

5. Legal, ownership and supply-chain independence

Review the provider’s ownership, governing law, subcontractors and software dependencies. Ask whether non-EU entities can direct operations or compel disclosure, and how the provider would notify you of a material control change. Software bills of materials, reproducible build information and transparent subcontractor lists are stronger evidence than a “sovereign” product name alone.

6. Resilience and portability

Test whether the design continues during loss of external connectivity, whether backups and failover remain inside the approved boundary, and how applications and data can be exported. Portability includes identity, key material, infrastructure definitions, logs and retention obligations—not only a database dump.

How do AWS, Azure and Google Cloud differ for sovereign EU workloads?

All three providers offer EU location options, but their sovereignty mechanisms and evidence differ by service. The following comparison is a starting point; the verification column is part of your due diligence, not a claim that a control applies universally.

Provider option Documented controls Best fit Verify before purchase
AWS European Sovereign Cloud Physically and logically separate from existing regions; located wholly in the EU; day-to-day control by EU-resident personnel; designed to continue during a connectivity interruption; customer-created metadata such as roles, permissions, resource labels and configurations kept in the EU. Workloads needing the strongest documented separation from the global AWS environment and EU operational control. Service availability, region and backup design, support escalation, certification scope and contractual exceptions.
Microsoft Sovereign Public Cloud with EU Data Boundary EU Data Boundary, operational oversight, customer-controlled encryption, confidential computing and policy-as-code guardrails. Microsoft advises denying deployments outside approved boundaries, disabling unapproved geo-replication, pinning backups and monitoring workspaces, and selecting regional or DataZone AI deployments when geography must be constrained. Organizations standardized on Azure or Microsoft 365 that can enforce policy guardrails across cloud and AI workloads. Services in scope, global-service and telemetry handling, Advanced Data Residency coverage for the required Microsoft 365 workloads, and operator-access evidence.
Google Cloud sovereign controls and partner boundaries Configurable EU data boundary; support routing to EU persons and locations; administrative-access visibility; policy-driven approvals; custom encryption and key-management options; partner-operated boundaries for France, Germany and Italy; dedicated partner-operated infrastructure for stricter isolation. Buyers needing explicit access conditions, external key control or a national partner boundary. Partner governance, product coverage, residual global metadata or control-plane dependencies, personnel-location guarantees and audit evidence.

Do not treat the table as a ranking. The right choice depends on the exact services, assurance level and operating model in your contract.

What does AWS offer beyond an ordinary EU region?

A normal EU landing zone gives you regional placement, but the AWS European Sovereign Cloud is designed as a separate environment. AWS describes it as physically and logically separate from existing regions, wholly located in the EU and controlled day to day by EU-resident personnel. It is also designed to keep operating during a connectivity interruption rather than relying on constant links to the global AWS environment.

A notable control is the treatment of customer-created metadata. Roles, permissions, resource labels and configurations are intended to remain in the EU, addressing a common blind spot in which the payload is regional but the control-plane records are global. That distinction matters for identity reviews, incident response and deletion requests.

Before selecting it, build a service inventory. Confirm that every compute, storage, database, security, analytics and AI service you need is available in the sovereign environment and that its backup and cross-region behavior meet your boundary. Obtain the support-escalation path and determine whether an exceptional access process could involve personnel or systems outside the EU. Finally, make sure certifications and contractual commitments cover the edition and services you will actually run.

How should Azure be configured for EU sovereignty?

Microsoft’s Sovereign Public Cloud combines Azure capabilities with the EU Data Boundary, operational oversight, customer-controlled encryption, confidential computing and policy-as-code guardrails. It is a control framework, not a single switch. Your deployment policies must prevent a developer or managed service from silently creating a dependency outside the approved geography.

  1. Define allowed locations: create a policy that denies resources outside your approved EU or national regions, including managed identities and dependent services.
  2. Constrain replication: disable unapproved geo-replication and check every database, storage account and backup vault for automatic secondary locations.
  3. Pin operational data: place monitoring workspaces, diagnostic logs and security archives in approved regions; verify retention and export destinations.
  4. Choose the AI boundary: use a regional or DataZone AI deployment when prompts, responses or training artifacts must remain within the required geography.
  5. Review global services: document control-plane, directory, billing and support paths that may not share the application region.

If your organization uses Microsoft 365, check whether Advanced Data Residency covers each workload and tenant configuration you require; coverage is not automatically identical across products. Ask for evidence of operator access controls and for the contractual treatment of telemetry and exceptions.

When is Google Cloud a better fit for a sovereign boundary?

Google Cloud provides configurable sovereign controls and partner-operated boundaries. Its documented controls include routing support to EU persons and locations, visibility into administrative access, policy-driven approvals, and customer or external key-management options. Partner boundaries are described for France, Germany and Italy, while dedicated partner-operated infrastructure is intended for stricter isolation.

This model can suit a buyer that needs a named-country boundary or wants approval before privileged administrative actions. External key control can also provide a practical separation between the provider’s operations and the customer’s ability to decrypt data.

Request a product-by-product coverage matrix. Confirm whether a partner operates the entire service or only infrastructure, which party employs support staff, and what happens to global metadata, billing records and control-plane dependencies. For a national boundary, ensure that failover and support escalation do not silently move the workload to another country. Preserve the provider’s administrative-access reports and approval records as audit evidence.

How do you map every data path before choosing a provider?

Start with a data-flow diagram that includes people and systems, not only network arrows. Use this sequence for each workload:

  1. Classify the content. Separate personal data, health or financial records, trade secrets, credentials, prompts, model outputs and operational metadata. Assign a retention period and the legal purpose for each class.
  2. List processing components. Include front ends, APIs, databases, queues, object storage, caches, search indexes, vector stores, model endpoints, build systems and security tools.
  3. Trace copies. Add replicas, snapshots, temporary disks, backup vaults, disaster-recovery sites, exports to analytics and copies in support tickets.
  4. Trace control data. Record resource names, tenant identifiers, identity roles, policies, labels, audit logs, telemetry, billing data and configuration states. Ask where each is stored and processed.
  5. Trace human access. Map employees, contractors, provider support and incident responders. Record their location, approval mechanism and session logging.
  6. Mark external dependencies. Include identity providers, key managers, DNS, content-delivery networks, observability tools and software repositories. A regional application can still depend on a global service.
  7. Test failure paths. Simulate a region outage, loss of external connectivity, revoked key, provider support incident and restoration from backup. Verify that the recovery path remains inside the approved boundary.

Microsoft specifically warns that global services and telemetry may need separate treatment. Apply that warning to every provider: a green region selector is not a complete data-flow inventory.

How should operator access and encryption keys be assessed?

Ask the provider to answer these questions in writing and tie the answers to the named services:

  • Which countries may host support, security and site-reliability personnel?
  • Can a non-EU entity approve, direct or technically execute an administrative action?
  • Is privileged access just-in-time, individually attributable and recorded?
  • Can you view access logs and receive alerts for exceptional or emergency access?
  • Can provider personnel access plaintext, or is customer-held or external key material required?
  • Where are key backups, recovery shares and hardware security modules located?
  • Can confidential-computing controls protect data while it is being processed, and what workloads support them?

Compare provider-managed keys, customer-managed keys and external key management against your threat model. A customer-managed key may still be operated through a global control plane; verify the location and personnel rules for key administration separately. Key rotation, revocation and recovery must be tested before production, because an unavailable key can turn a sovereignty control into an outage.

How does the service model change your responsibility?

Residency must be validated at the layer you consume. In infrastructure as a service, you retain more responsibility for operating systems, agents, encryption, backups and application configuration. Platform as a service shifts more layers to the provider, so you must scrutinize the platform’s telemetry, maintenance and support paths. Software as a service shifts most operational control to the provider and therefore requires the strongest contractual and service-specific evidence.

For every managed product, request a shared-responsibility statement that names the residency of provider-operated layers. Confirm whether a “regional” feature uses a global identity, billing, abuse-prevention or support service. Document which controls you implement and which the provider promises; an auditor should be able to trace each requirement to an owner.

What evidence should procurement require?

Make sovereignty a pass/fail gate before price or feature scoring. Require current documents for the exact edition and region, then validate them during a technical proof of concept.

Control area Evidence to request Acceptance test
Location Service-specific processing and storage statement, region list and failover behavior. Deploy a test workload, inspect locations and restore from backup without leaving the boundary.
Metadata and telemetry Control-plane, logging, monitoring, billing and support-data locations; retention rules. Generate logs and support artifacts, then verify their storage and deletion.
Operator access Personnel-location commitments, access approval procedure, session logs and emergency-access rules. Review a sample access record and confirm that escalation follows the contract.
Keys Key-management architecture, HSM location, rotation and recovery procedure. Rotate or revoke a test key and prove that unauthorized decryption fails.
Independence Ownership, governing law, subcontractor and supply-chain disclosures. Map dependencies and document notification and termination rights for control changes.
Resilience and exit Connectivity-isolation design, recovery objectives, export formats and deletion commitments. Run an outage exercise and export an application, data, keys and logs to a second environment.

Put exceptions in the contract rather than relying on a product webpage. Include a process that detects configuration drift, notifies you of service-boundary changes and preserves evidence for audits.

What common mistakes undermine an EU sovereignty claim?

Assuming an EU region settles the question

Regional placement addresses one dimension. It does not establish EU personnel, ownership, metadata handling, key custody or supply-chain independence.

Ignoring backups and failover

Automatic replication can move data to a second geography or a global backup service. Disable defaults that conflict with your boundary and test restoration, not just backup creation.

Forgetting logs and support tickets

Diagnostic output, prompt text, resource labels and ticket attachments may contain regulated data. Classify them and restrict destinations like any other data store.

Allowing unrestricted developer choices

A single policy exception can create a cross-border dependency. Use policy-as-code, deny-by-default location rules and continuous detection of drift.

Overlooking exit dependencies

Proprietary identities, key formats, managed databases and provider-specific AI artifacts can make an apparently portable design difficult to move. Keep export procedures and recovery credentials tested while the service is healthy.

Which provider should you choose for a specific workload?

Choose the option whose documented controls match the strictest requirement, not the one with the broadest region list.

  • Need a separately operated EU environment and EU-resident day-to-day control: evaluate the AWS European Sovereign Cloud first, then verify service coverage and contractual exceptions.
  • Already standardized on Azure and able to enforce guardrails: assess Sovereign Public Cloud, EU Data Boundary, policy-as-code, customer-controlled encryption and regional or DataZone AI settings together.
  • Need a named-country partner boundary or explicit administrative approvals: assess Google’s France, Germany or Italy partner-operated options and confirm partner governance and product coverage.
  • Need the highest assurance level: map your controls to the European Commission’s four levels, then require evidence for ownership, personnel, software supply chain and non-interference rather than accepting a location statement.
  • Need multi-cloud portability: standardize identity, encryption, infrastructure definitions, logging and export formats, and rehearse a move before committing regulated data.

The final decision should be a signed boundary statement covering data, metadata, operators, keys, legal control, resilience and exit. Reassess it whenever you add a service, change a region, enable replication or accept a support exception.

Frequently Asked Questions

Does storing data in an EU data center make a service GDPR-compliant?

No. Location is only one element of compliance. You still need a lawful processing basis, appropriate contracts, access controls, retention and deletion procedures, and a review of transfers involving support, telemetry or subcontractors.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can a cloud provider outside Europe operate an EU-sovereign workload?

Possibly, but the answer depends on the sovereignty level you require. Examine ownership, governing law, personnel, technical control and supply-chain dependence; an EU facility operated or directed from a third country may satisfy residency while failing a higher sovereignty requirement.

How often should a sovereignty boundary be revalidated?

Revalidate after every material architecture or service change and on a scheduled basis tied to your risk program. Cloud providers can add regions, change support procedures or introduce global dependencies, so retain dated service statements, access evidence and configuration scans.

What should a disaster-recovery exercise prove for regulated cloud data?

It should demonstrate that failover, backup restoration, key recovery, identity administration and support escalation all remain within the approved geography and personnel rules. Record the time to recover, evidence produced and any manual exception so the exercise tests governance as well as technology.
