Windows AI features are not automatically responsible for stutter or lower frame rates. The reliable way to find out is a controlled A/B test: run the same game scene with one feature enabled and disabled, restart the game between runs, and compare frame rates and frame-time consistency alongside GPU, CPU, memory, storage and NPU activity.
Copilot+ components are designed to run local workloads on dedicated hardware such as an NPU, but an “AI” label does not identify which resource is busy. A feature can coincide with a graphics-setting change, a CPU or memory spike, or a short background task. The procedure below separates those possibilities using Windows’ built-in monitoring and per-game graphics controls.

1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsWhat should you measure before blaming an AI feature?
Measure the game and the system at the same time. Average FPS alone can hide brief stalls, so record frame-time consistency or 1% lows as well. A feature is a credible cause only when its state changes at the same time as a repeatable change in frame pacing or another resource signal.
| Signal | What to record | What it can reveal |
|---|---|---|
| Frame rate | Average FPS for each run | A broad performance change |
| Frame pacing | Frame-time graph, variance or 1% lows | Short stalls that an average FPS number can conceal |
| GPU | Utilization, clock speed and temperature | Graphics load, power-limit behavior or a display-mode effect |
| CPU | Total utilization and, when available, per-process activity | Background contention or a CPU-bound game |
| Memory | System RAM and video memory (VRAM) | Paging or texture-memory pressure |
| NPU | Utilization while the feature is active | Whether a supported local AI workload is reaching the neural processor |
On devices with an NPU, Microsoft says Task Manager can display NPU resource usage. The exact engine labels depend on the Windows build and hardware driver, so record the value that your system exposes rather than assuming every AI operation appears there. A GPU overlay can add FPS, clock speed, temperature and other live counters; NVIDIA’s official overlay uses Alt+R by default to show or hide its performance panel.

How do I set up a fair enabled-versus-disabled test?
Change one variable at a time. A reproducible route and identical graphics settings matter more than a long benchmark, because they prevent normal scene variation from being mistaken for an AI effect.
- Choose a repeatable workload. Use a built-in benchmark, a fixed save point, or a 60-to-120-second route that you can follow closely. Avoid comparing a quiet interior scene with a crowded outdoor area.
- Freeze the test conditions. Keep resolution, quality preset, frame cap, power mode, display mode, graphics driver version and background applications unchanged. Do not install updates or start downloads between runs.
- Document the baseline. Write down the Windows version, game version, driver version, display mode, resolution, quality preset and frame cap. Note whether Windows Game Mode is active, because it affects how Recall handles game video on supported platforms.
- Close or pause the suspected feature. Use that feature’s own pause or disable control. For Recall, record whether snapshots are merely paused, the feature is disabled, or Recall has been removed; these states are useful separate comparisons.
- Restart the game. Restarting clears cached state and makes the first run in each condition more comparable. Load the same save or benchmark point.
- Run the route and capture telemetry. Record average FPS, frame-time behavior, GPU utilization, GPU clock and temperature, CPU utilization, RAM, VRAM and NPU utilization. Capture the same interval each time.
- Repeat the disabled state. Make at least two runs with the feature disabled. If the results vary widely, make additional runs until normal run-to-run variation is clear.
- Enable only the suspected feature. Do not change a graphics option at the same time. Restart the game again, repeat the same route and make at least two enabled-state runs.
- Compare distributions, not a single peak. Look at the spread of FPS and frame times in each state. A one-time high or low reading is not evidence of causation.
If you change a Windows graphics option during troubleshooting, restart the game after each change and repeat the same route. Otherwise, you cannot tell whether the AI feature or the graphics switch altered the result.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →How can I see NPU, CPU, GPU and memory activity in Windows?
Use Task Manager for Windows resource activity and a game overlay for frame and graphics counters. Keep the monitor visible on a second display or capture it with the same recording method in both conditions.
Task Manager NPU view
Open Task Manager and use its performance views to select the NPU when your Windows build and driver expose one. Watch for activity while the game is idle, while the feature performs an action, and during the exact route used for the A/B test. Record whether the activity is continuous or appears only in short bursts.
NPU activity by itself does not prove an FPS loss. If NPU usage rises but GPU and CPU behavior and frame times remain unchanged, the workload is probably isolated from the rendering path. Conversely, a busy CPU, rising memory use or storage activity that lines up with a frame-time spike points to contention elsewhere.

GPU overlay
Use a GPU performance overlay to display FPS, clocks, temperature and utilization. NVIDIA’s official overlay can be toggled with Alt+R by default. Keep its layout and sampling settings identical for every run. A falling GPU clock or utilization change with little NPU activity often indicates a graphics, power or presentation setting rather than the AI workload itself.
Frame-time evidence
Focus on the shape of the frame-time graph. A stable average with repeated tall spikes is a stutter problem even if the headline FPS number looks acceptable. Record the timing of each spike and compare it with NPU bursts, CPU utilization, memory pressure or a feature action.
Could Recall be responsible for stutter, and how do I isolate it?
Recall is opt-in and processes periodic snapshots locally, so it can be tested independently from other Windows AI components. Pause or disable snapshots, restart the game, and repeat the route; then, if necessary, test with Recall removed to separate its background processing from the rest of the system.
Microsoft’s current requirements for Recall are a Copilot+ PC with a 40 TOPS NPU, 16 GB of RAM and 256 GB of storage. Enabling Recall and automatic snapshot saving requires 50 GB of free space; automatic saving pauses when free space falls below 25 GB.
| Recall detail | Current requirement or behavior |
|---|---|
| Neural hardware | 40 TOPS NPU |
| System memory | 16 GB RAM |
| Storage capacity | 256 GB |
| Free space to enable automatic snapshots | 50 GB |
| Automatic snapshot threshold | Saving pauses below 25 GB free space |
| Privacy controls | Snapshots can be paused, deleted or disabled |
Recall saves periodic images of the active screen and analyzes them locally. Microsoft states that it does not save game video when Game Mode is active on platforms that support it. Because that behavior depends on Game Mode support, record the Game Mode state instead of assuming that every PC handles game capture identically.

Three useful Recall comparisons
- Paused snapshots versus active snapshots: tests whether ongoing snapshot processing coincides with the frame-time change.
- Recall disabled versus another Windows AI feature enabled: shows whether the problem follows Recall specifically or the broader system configuration.
- Game Mode on versus off, where supported: checks whether the game-video handling path changes the observation.
How do Copilot+ AI workloads use the NPU, GPU and CPU?
Copilot+ components run local workloads on dedicated hardware such as the NPU. Microsoft describes local execution as a way to reduce cloud dependence and latency, while its Windows AI API documentation identifies whether supported workloads use an NPU, GPU or CPU on a particular device.
That hardware split explains why an AI feature can be active without reducing rendering performance: an NPU workload may run concurrently while the GPU continues drawing the game. It also explains why the same feature can behave differently on another PC whose API path falls back to the GPU or CPU. Use telemetry to identify the path on your machine rather than inferring it from the feature name.
Which Windows graphics settings can help isolate the cause?
Windows provides per-game controls that let you separate AI behavior from presentation and GPU-selection effects. Open Settings > System > Display > Graphics, select the game, and test one option at a time.
GPU preference
Check the per-game GPU preference and confirm that the game is using the intended adapter. A change in GPU utilization or clock speed after correcting the preference can look like an AI-related improvement even though the AI feature never changed.

Auto HDR
Auto HDR can also be disabled per game from the same Graphics settings area. Test it separately from windowed-game optimization; changing both at once removes the ability to identify which presentation path changed frame pacing.
Exclusive fullscreen versus borderless
Run the same scene in exclusive fullscreen and in borderless or windowed mode when the game supports both. If the stutter exists only in one mode, prioritize the presentation settings above before attributing it to NPU activity.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How do I interpret the results?
Use the pattern across repeated runs, not a single counter. The combinations below point to different next steps.
| Observed pattern | Most likely direction | Next test |
|---|---|---|
| NPU activity changes, while GPU and CPU behavior and frame times remain stable | The AI workload is probably isolated from rendering | Repeat with the feature paused during its active operation to confirm timing |
| GPU utilization or clock speed changes, with NPU near idle | Graphics, power or presentation settings | Check per-game GPU preference, display mode, windowed-game optimization and Auto HDR |
| CPU utilization spikes at the same moments as frame-time spikes | Background processing or CPU contention | Identify the process in Task Manager and repeat with that activity paused |
| RAM, VRAM or storage pressure rises with stutter | Memory or paging contention | Reduce competing applications and repeat without changing the game preset |
| Only borderless or windowed mode shows the change | Frame-presentation path | Test Windows 11 Optimizations for windowed games and Auto HDR separately |
| One run changes but repeats do not | Normal measurement noise or a one-time event | Make more identical runs before drawing a conclusion |
There is no official universal FPS-penalty percentage for Windows AI features. The defensible conclusion is specific to your game, route, Windows build, driver, display mode and feature state.
What are the most common testing mistakes?
- Comparing different scenes: use a fixed route or benchmark and the same camera path.
- Changing several settings together: alter only the AI feature, then test graphics switches in separate runs.
- Skipping a game restart: restart after enabling, disabling or pausing the feature and after every Graphics-setting change.
- Watching only average FPS: include frame-time consistency and 1% lows so short stalls are visible.
- Assuming NPU activity equals a slowdown: correlate NPU counters with frame-time changes and GPU or CPU behavior.
- Ignoring Game Mode: record its state when testing Recall because Microsoft’s game-video behavior depends on supported Game Mode platforms.
- Testing during updates or downloads: background storage and network work can create spikes unrelated to AI.
- Overlooking free storage: Recall’s automatic snapshot saving requires 50 GB free and pauses below 25 GB, so storage state can change the feature’s behavior.
What should I do if the results point to an AI-related background task?
First reproduce the result with the feature paused, then with it disabled, keeping every other condition fixed. If the stutter disappears only in the disabled state, capture the telemetry showing the coincident NPU, CPU, memory or storage activity and keep the feature disabled while you test updates or configuration changes.
Best Value
If pausing snapshots removes the effect but disabling another AI component does not, treat Recall’s periodic processing as the isolated variable. If neither pause nor disable changes the frame-time pattern, return to GPU preference, windowed presentation, Auto HDR, power mode and ordinary background applications rather than continuing to blame the AI label.
What is the practical conclusion?
AI features affect game performance only when their workload or a related system setting contends with the game’s rendering path. A repeatable A/B test, NPU and Task Manager telemetry, a GPU overlay, and Windows’ per-game Graphics controls can show whether the limiting resource is the NPU, GPU, CPU, memory, storage or presentation pipeline. Make the comparison on your own game and configuration; broad claims about a fixed FPS cost are not supported.
Frequently Asked Questions
Can I run this test on a PC without a Copilot+ NPU?
Yes. You can still compare the feature states and record FPS, frame times, GPU, CPU, RAM and VRAM. If Task Manager has no NPU entry, omit that counter rather than treating its absence as proof that no background work occurred.
What information should I save so someone else can reproduce my result?
Keep the game and Windows versions, graphics-driver version, resolution, quality preset, frame cap, display mode, power mode, Game Mode state and the exact route or benchmark description. Save the telemetry from each run with a timestamp and identify whether the feature was enabled, paused or disabled.
Can a storage spike cause stutter even when average FPS is unchanged?
Yes. A short storage or paging event may create isolated long frames without moving the average much. Compare the frame-time graph with RAM, VRAM and storage activity at the moment of each spike.
How can I distinguish a one-time AI action from continuous background processing?
Watch telemetry while the system is idle, trigger the AI action once, and then repeat the game route without triggering it. Activity that appears only during the action suggests a short burst; activity that continues during the route is more consistent with background processing.
