You cannot establish fair treatment of workers from a cloud provider’s supplier code or a modern-slavery statement alone. A defensible check traces the people and companies that build, equip, operate, secure, clean and maintain the provider’s infrastructure; tests the provider’s labor standards and flow-down requirements; and looks for evidence that risk assessments, worker channels, monitoring, corrective action and remediation actually operate. Public disclosures are useful but incomplete and self-reported. Use the workflow below to define the service boundary, collect primary documents, question the provider about evidence and limits, and record unresolved risks separately from proven controls.
What does labor and supply-chain compliance mean for a cloud service?
For a cloud customer, labor compliance is the provider’s management of human-rights risks in the work and supply chains that make the service possible. That includes more than the provider’s own employees. Relevant exposure can sit in data-center land acquisition, construction, equipment manufacturing, server installation, facilities operations, security, cleaning, maintenance, staffing agencies and subcontracted work. Microsoft describes suppliers supporting data-center servers as well as suppliers supporting data-center land acquisition, construction and operations in its supply-chain disclosure (Microsoft supply-chain integrity).

“Compliance” therefore has several layers. A supplier code states expectations; a contract can make those expectations binding; due diligence identifies and prioritizes risks; monitoring tests whether controls operate; worker voice can reveal harms that desk reviews miss; and remediation addresses impacts when they occur. A policy, an audit or a certification is evidence of a process, not proof that every worker is safe or fairly treated.
How do I define the cloud supply-chain boundary?
Start with the exact service, region and operating model you are buying. Name the workloads and locations, then map the work that enables them. Ask the provider to identify which supplier tiers are included in its assessment and where visibility stops.

Include infrastructure and services that are easy to overlook
- Data-center land acquisition, permitting, construction and fit-out.
- Servers, networking equipment, storage, power systems and other hardware supplied to the data center.
- Operations and maintenance, including electrical, mechanical and building-management work.
- Security, reception, catering, cleaning, waste handling, transport and temporary staffing.
- Subcontractors and lower-tier suppliers used by the provider’s direct suppliers.
The technology ecosystem extends beyond a single contractual chain. A BSR/Global Network Initiative ecosystem map (published in September 2022 and labeled a work in progress) is useful for identifying interdependent relationships that can affect the human-rights context (Human Rights Due Diligence Across the Technology Ecosystem). Treat that map as a scoping aid, not a current inventory of any provider.
Record the boundary in writing. For example: “Object-storage service in region X, including the provider’s data center, hardware supply, construction contractors, facilities services and subcontractors; visibility requested through the first supplier tier and any known high-risk lower tiers.” This prevents a provider from answering a broad question with a narrow program description.
Which documents should I collect first?
Use the provider’s own primary publications before relying on summaries. Download the version and reporting year you reviewed so that a later policy change does not erase the evidence trail.
- Supplier code of conduct: the labor rules suppliers are expected to follow.
- Human-rights or supply-chain due-diligence policy: governance, risk methods and escalation.
- Modern-slavery or forced-labor statement: where published or required, including the reporting period and covered entities.
- Supplier-risk and monitoring description: how suppliers are selected for reviews, audits or other controls.
- Grievance, complaint and whistleblowing information: access routes, confidentiality and anti-retaliation protections.
- Remediation and effectiveness reporting: corrective actions, recurring findings, outcomes and unresolved risks.
- Scope disclosures: supplier categories, geographies, worker groups, tiers and known visibility limits.
The UK Home Office’s December 2025 practical guide lists organizational structure and supply chains, policies, risk assessment, due diligence and remediation, training, and monitoring and evaluation as useful statement content (Transparency in supply chains: a practical guide). A statement that merely repeats a policy without describing operation, findings or results leaves the most important questions unanswered.
What should a supplier code say about workers?
Read the code as a set of testable requirements, not as a values statement. Look for clear rules covering the workers most likely to be hidden in contracting chains.
Forced labor and recruitment
- Employment must be freely chosen, with no forced, bonded, indentured or prison labor.
- Workers must be able to leave employment under lawful notice conditions without coercion.
- Suppliers should not retain passports, identity documents or other personal papers as a condition of work.
- Workers should not pay recruitment fees. Google’s Supplier Code says suppliers must not require workers to pay such fees and expects repayment when fees were paid (Google Supplier Code of Conduct).
Conditions, equality and voice
- Rules should address wages, working hours, overtime, rest and legally required benefits.
- Health and safety controls should cover the workplace and the equipment or tasks involved.
- Discrimination, harassment and retaliation should be prohibited, with a way to report concerns safely.
- Coverage should include temporary, migrant, student, contract and subcontracted workers, not only direct employees. Google’s current code expressly includes these groups in its worker protections.
Check whether the code applies to goods and services suppliers and whether it reaches contractors and sub-tier suppliers. Google says its suppliers are expected to require their own suppliers and contractors to comply. Microsoft says directly contracted suppliers are contractually bound and that expectations must cascade through their contracts. Those flow-down statements show intended reach; request evidence that the cascade is used in the service and geography you are buying.

Google’s code states: “Suppliers will cooperate with any information requests or audits we may initiate to confirm Suppliers’ compliance with the Code and accurately disclose requested information in a timely manner.” This is a supplier expectation in section 1.2, not independent evidence that compliance exists.
How can I tell whether due diligence is actually operating?
Look for a repeatable cycle that connects risk identification to prevention, worker input, action and results. A list of audits without findings or follow-up is not enough.
1. Risk identification and prioritization
Ask how the provider identifies heightened risks by activity, geography, supplier type and worker group. Construction, migrant labor, recruitment intermediaries and outsourced facilities work may require different controls. The OECD describes risk scoping and prioritization as a way to focus deeper assessment on impacts that are likely and severe (OECD Responsible Business Outlook 2026).
2. Prevention and leverage
Determine how requirements enter supplier contracts, purchase orders and onboarding. Ask what happens when a supplier has weak controls: additional training, a corrective-action plan, increased monitoring, commercial leverage or escalation. Immediate termination can remove a supplier but may also leave workers without wages or support; the Home Office guide warns against knee-jerk responses that could cause further harm.

3. Worker and stakeholder engagement
A credible program seeks information from affected workers, trade unions, suppliers and other stakeholders, rather than relying only on management interviews. Ask whether temporary and migrant workers can participate confidentially, whether interpreters or independent channels are available, and how retaliation risk is addressed. The Home Office guide recommends meaningful engagement and a victim-centered approach when abuse is found.
4. Monitoring and investigation
Find out whether the provider uses announced or unannounced audits, document review, worker interviews, grievance data, site visits or other methods. Ask how it validates supplier-provided records and how it handles incomplete or conflicting information. An audit count has little meaning without its scope, worker access, findings and follow-up.

- [Dont Hesite to Order] 24 hours customer services and professional technology team are standing by
5. Corrective action, remediation and effectiveness
Ask for the process after a finding: who owns the action, how deadlines are set, how workers are protected during the response, and how closure is verified. Remediation should address the people harmed, not only the supplier’s paperwork. Look for outcome measures, repeat findings, unresolved cases and lessons fed back into supplier selection. A provider that reports only that audits occurred has not demonstrated that conditions improved.
What questions should procurement ask the provider?
Send questions that force a specific answer about your service, rather than asking whether the provider “supports ethical sourcing.” Request a written response and preserve any attachments or scope limitations.
- Which supplier categories and tiers supporting this cloud service are included in your labor-risk assessment?
- Which data-center activities, equipment categories, facilities services and geographies are covered, and where is visibility limited?
- How do you identify heightened risks by activity, geography and worker group?
- How do you hear directly from workers, including temporary, migrant, contract and subcontracted workers?
- What confidential complaint channels are available, who investigates, and how are complainants protected from retaliation?
- How do audits or other monitoring produce corrective action, remediation and follow-up on repeat findings?
- What evidence can you disclose about outcomes, unresolved risks and the effectiveness of controls?
- How do contracts require direct suppliers to pass labor requirements to contractors and lower tiers?
- What assurance should a customer not infer from your code, certifications, audit totals or the absence of public allegations?
Classify each answer as one of four evidence levels: a public commitment; a defined process; evidence that the process ran; or evidence that worker outcomes improved. This prevents a polished policy from receiving the same weight as verified remediation.
How should I compare two cloud providers?
Use identical questions, the same service boundary and the same reporting period. Record missing information as an evidence gap rather than assuming that silence means either compliance or misconduct.
| Comparison axis | Evidence to compare |
|---|---|
| Scope and traceability | Supplier types, tiers, locations and cloud-infrastructure activities included; disclosed visibility limits |
| Labor standards | Coverage of forced labor, recruitment fees, document retention, working conditions and protections for vulnerable or contracted workers |
| Risk assessment | How risks are prioritized by severity, activity, geography and worker group |
| Worker voice | Worker engagement, independent complaint access, confidentiality and retaliation safeguards |
| Monitoring and response | Monitoring approach, corrective action, remediation and follow-up on repeated findings |
| Transparency and accountability | Public reporting on outcomes, governance ownership and how requirements bind or flow down to suppliers |
Do not let strong policy language compensate for absent implementation evidence. Conversely, treat limited public reporting as a limitation on what you can verify, not automatic proof that no diligence occurs. A fair comparison may conclude that one provider discloses more while both providers’ underlying performance remains uncertain.
What do public disclosure statistics really show?
Broad disclosure data provides context, not a cloud-provider pass or fail rate. In its 2026 analysis of large listed companies generally, the OECD reported the following indicators:

| Indicator | Share reported by large listed companies | How to interpret it |
|---|---|---|
| Use environmental criteria to select suppliers | 47% | An indicator of supplier expectations, not a complete measure of due diligence |
| Use human-rights criteria to select suppliers | 48% | An indicator of supplier expectations, not a complete measure of due diligence |
| Disclose salient human-rights issues | 7% | Reporting on actual impacts is uncommon |
| Disclose outcomes of supplier monitoring | 6% | Outcome reporting remains rare |
These percentages are not cloud-sector prevalence estimates and do not show that a particular provider does or does not protect workers. They explain why a provider’s willingness to disclose salient issues, monitoring outcomes and unresolved risks is informative, while still not conclusive.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How do legal requirements affect the review?
Separate the general diligence method from the law that applies to a particular organization. OECD guidance offers a broad, risk-based framework; statutes have their own jurisdiction, entity scope, thresholds, reporting year and definitions. The UK Home Office guide is specifically relevant to reporting under section 54 of the UK Modern Slavery Act. It does not create universal duties for every provider or buyer.
For a concrete procurement, confirm the provider’s legal entity, where it operates, which entities are in your contract, the relevant reporting period and the current law in each jurisdiction. A statement can satisfy a reporting requirement while still giving customers little evidence about lower-tier suppliers or worker outcomes. Conversely, a provider may conduct diligence without publishing every detail. Record the legal conclusion and the evidence conclusion separately.
What should I do when the provider identifies abuse?
Ask for a victim-centered response, not just a supplier-removal decision. The provider should explain how it protects affected workers, stops ongoing harm, investigates the cause, provides or cooperates in remedy, and verifies that retaliation does not follow. The UK Home Office guide recommends meaningful engagement and cautions that a knee-jerk exit can cause further harm.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Request the category and location of the impact, with personal data protected.
- Ask whether workers can access remedy independently of the supplier’s management.
- Clarify the corrective-action owner, milestones and method for checking completion.
- Ask how the provider handles repeat findings and unresolved cases.
- Confirm what information can be shared with customers and what confidentiality limits apply.
Do not demand worker-identifying details that could expose people to retaliation. The useful evidence is the provider’s process, safeguards, decisions and outcomes.
How can I document a procurement decision?
Create a short evidence register for each provider and service. Keep the document title, publication date, covered entities, geographic and supplier scope, claims made, supporting evidence, gaps and follow-up questions. Mark whether each item is a commitment, a process description, process-operation evidence or an outcome.
Best Value
Before approval, require an explicit disposition for every material gap: obtain a contractual commitment, accept the uncertainty with an owner and review date, seek an alternative service boundary, or escalate the risk. This makes the decision auditable without pretending that public documents can prove conditions at every worksite.
What are the most common review mistakes?
- Treating a code as proof: a code states expectations; it does not show supplier behavior.
- Counting audits: totals without scope, worker access, findings and remediation do not establish effectiveness.
- Checking only direct employees: temporary, migrant, contract and subcontracted workers can face distinct risks.
- Ignoring lower tiers: direct-supplier contracts may not reveal labor conditions in subcontractors or raw-material chains.
- Equating no allegation with no harm: silence may reflect limited reporting or grievance access.
- Using unmatched comparisons: comparing one provider’s global policy with another’s single-region program produces a misleading result.
- Assuming one law applies everywhere: reporting duties depend on jurisdiction, entity and threshold.
- Exiting without a remedy plan: ending a relationship can worsen workers’ position if safeguards and remedy are not considered.
What is a defensible conclusion?
A defensible conclusion states what the provider covers, what controls it describes, what evidence shows those controls operated, and what remains unverifiable. For example: “The provider’s code prohibits forced labor and recruitment fees and requires flow-down to contractors. Its published materials describe risk assessment and monitoring, but disclose limited lower-tier coverage and no service-specific remediation outcomes. We will seek contractual scope confirmation and review unresolved findings before renewal.”
This wording is stronger than calling the provider “compliant” on the basis of a policy. It gives decision-makers a clear account of worker protections, evidence quality, uncertainty and the next control needed.
Frequently Asked Questions
Can a supplier code of conduct prove that workers are treated fairly?
No. It records the provider’s expectations and may create contractual leverage, but it does not independently verify conditions. Look for worker access, monitoring findings, corrective action and remediation outcomes tied to the relevant suppliers and locations.
Is an external audit enough to satisfy cloud supply-chain due diligence?
No. An audit is one input whose value depends on scope, methodology, worker participation and follow-up. It should be combined with risk prioritization, confidential grievance channels and evidence that corrective actions improved conditions.
What if a provider will not disclose supplier names?
Ask for non-identifying alternatives: supplier categories, tiers, locations, risk methodology, monitoring coverage, findings by theme and remediation results. Confidentiality may limit names, but it should not prevent the provider from explaining scope, outcomes and visibility gaps.
Does the UK modern-slavery statement requirement apply to every cloud customer?
No. Section 54 reporting context depends on the organization, jurisdiction, entity structure and applicable thresholds. Confirm the current legal requirements for the specific provider and buyer rather than treating the UK guidance as a universal duty.
