Build an AI strategy by starting with an enterprise priority, translating it into a measurable business outcome, and selecting initiatives that are valuable, feasible, and responsibly governed. For each initiative, record a baseline, a target, an accountable business owner, and a plan to measure results; then manage the work as a portfolio that can be adjusted as conditions change. That is what separates a strategy from a collection of disconnected AI experiments.

What is an AI strategy, and why should it start with business goals?

An AI strategy is a coordinated plan for using AI to advance organizational goals. It connects a vision to a prioritized portfolio of initiatives, the capabilities and operating model needed to deliver them, and a roadmap for putting them into practice. A list of tools or pilots, by itself, does not do that.

Starting with business goals helps leaders decide what AI should change before they decide what technology to use. For example, an organization might want to reduce the time needed to resolve a customer issue, improve the consistency of a review process, or expand the capacity of a team. Those outcomes can guide the choice of an AI initiative; naming a model or product first can steer planning toward a solution before the problem is clear.

Gartner’s August 28, 2026 article on data, analytics and AI strategy reports that approximately 40% to 50% of data and analytics leaders struggle to deliver measurable business results on a wide range of mission-critical priorities. That is a reported finding about the audience described by Gartner, not a rate that should be applied to every organization. It underscores the practical challenge: activity and investment do not automatically translate into measurable results.

What are the key steps in developing an AI strategy?

Move from enterprise ambition to measured outcomes through six connected steps: define the business result, establish its baseline and target, compare candidate initiatives, prioritize a portfolio and roadmap, assign accountability and governance, and review results so the plan can adapt.

  1. Name the business ambition. Choose an enterprise priority and state what should change for customers, operations, employees, or decision-making.
  2. Set a baseline and target. Define current performance, the desired result, the measurement period, and the person accountable for the outcome.
  3. Compare candidate use cases. Assess their expected value and strategic fit alongside data, technology, organizational readiness, effort, capability needs, and risk.
  4. Prioritize a portfolio and roadmap. Decide which initiatives to test, build, scale, pause, or stop, and sequence them according to ambition and readiness.
  5. Assign accountability and governance. Name owners and decision rights, and define oversight, controls, and monitoring appropriate to each use case.
  6. Review and adapt. Compare actual results with the baseline and target; optimize, expand, pause, or stop initiatives as warranted, and revisit priorities when conditions change.

The steps are connected, not a one-time approval sequence. If an initiative cannot be tied to a business result or measured against a credible starting point, clarify its purpose before treating it as a value-producing investment. If its intended outcome changes, its measures and governance may need to change too.

How do I turn an AI strategy into an executable plan?

Make each strategic priority actionable by translating it into a small set of owned initiatives, defined measures, and sequenced work. An executable plan makes clear what result each initiative serves, what must be ready before it advances, and who can make decisions when evidence or risks change.

Write an outcome statement

Use plain business language. A useful statement identifies the process or audience, the result to improve, and the time period in which it will be assessed. For example, an illustrative statement might be: “Reduce the time to prepare a specified internal report while maintaining its required quality, and evaluate the change over the next two quarters.” This is a planning example, not a claim that AI will produce that result.

Microsoft Learn describes outcome categories that can help leaders frame such statements: cost, speed, quality, capacity, experience, and new revenue. Select the category that matches the business priority. Avoid substituting an activity—such as launching a pilot—for the result the organization actually wants.

Specify the work and dependencies

For each candidate initiative, describe the work at a level that lets leaders assess delivery and readiness. Depending on the use case, this may include data availability and quality, technology integration, workforce skills, operating-model changes, governance, and engineering capability. These are planning dimensions, not a universal checklist in which every item carries equal weight.

Capture key dependencies in the roadmap. If an initiative depends on a data capability, an operating change, or a governance decision, make that dependency visible before promising a delivery date. Sequence work so that foundational capability investments support the initiatives that need them; do not assume that ambition alone means the organization is ready to scale.

Define decision points

Set moments when an initiative will be assessed against its intended result and readiness. At those points, decide whether to continue, make changes, expand, pause, or stop. The plan should make those choices possible, rather than treating continuation as the default simply because resources have already been committed.

How should success be measured?

Define a baseline and a target before claiming impact, and measure adoption separately from business value. Usage can show whether people engage with a solution; it cannot, on its own, establish that cost, speed, quality, capacity, experience, or revenue improved.

Microsoft Learn offers examples of adoption, value, and governance measures. They are options to match to a specific intended outcome—not universal KPIs. Each measure needs a business owner, a baseline, and a target that fits the organization and process.

Measurement area Example measures What the measure helps answer
Adoption Active users; adoption rate; share of a target process handled with AI Are the intended users or process using the solution?
Business value Cycle time; cost avoided; quality, error, or rework rate; capacity returned; customer or employee experience; revenue enabled Did the business result the initiative was intended to change improve?
Governance Share of AI systems registered, assigned an owner, and reviewed under the organization’s risk policy Are systems covered by the organization’s ownership and risk-review practices?

Choose measures that match the outcome statement. If the goal is to improve quality, a usage count is not the main outcome measure. If the goal is to return capacity, define how the organization will observe that change rather than assuming that faster task completion automatically produces a business benefit.

Record the measurement period and the owner alongside the baseline and target. Keep pilot measures distinct from production outcomes: a pilot can provide evidence about use or feasibility, but that does not by itself establish durable business value at scale. When comparing results over time, be clear about what is being measured and which process or population the measure covers.

How should competing AI use cases be prioritized?

Compare candidate initiatives across expected business value, strategic fit, readiness, effort, capability needs, and risk. Use these as decision aids, not as a supposedly universal scoring formula: Gartner and PwC’s cited guidance does not establish common weights or a single prioritization equation.

Decision axis Questions to ask Why it belongs in the comparison
Expected business value Which defined business outcome could change, and how will that change be measured? Connects the initiative to the result leadership wants rather than to activity alone.
Strategic fit Which enterprise priority does the initiative serve? Helps distinguish strategically relevant work from disconnected experimentation.
Data and technology readiness Are the required data and technology capabilities ready, or are there important gaps? Surfaces dependencies that may affect sequence and delivery.
Organizational readiness and effort What implementation effort, skills, and operating-model changes are needed? Prevents a promising idea from being treated as immediately executable without its supporting capabilities.
Risk and oversight What impact and risk does the use case present, and what oversight is appropriate? Brings governance requirements into prioritization instead of deferring them until after a scaling decision.

Use the comparison to make trade-offs visible. One initiative might offer a strong strategic fit but depend on capabilities that are not yet ready. Another may be easier to advance but less directly connected to an enterprise priority. The right sequence depends on the organization’s goals, readiness, and risk—not on a score that hides those judgments.

What belongs in an AI portfolio and roadmap?

A portfolio view shows what the organization is testing, building, scaling, pausing, or stopping; a roadmap shows how work is sequenced over time and which capabilities it depends on. Together, they let leaders consider individual initiatives alongside the investments and constraints that affect the wider strategy.

Include the information needed to make portfolio decisions: the business priority, intended outcome, baseline and target, owner, current stage, key readiness gaps, capability needs, governance considerations, and next decision point. This is a practical planning structure, not a prescribed template or a claim that every organization must use identical fields.

Plan for capability investments in data, technology, governance, skills, organization, and engineering. Gartner’s AI strategy guidance emphasizes aligning those capabilities with the gap between organizational ambition and current readiness. If several initiatives need the same capability, make that shared dependency visible; otherwise, separate plans can obscure a constraint that affects the portfolio as a whole.

Keep the portfolio active rather than treating the roadmap as a fixed promise. Business priorities, market conditions, risks, or readiness can change. Review those changes alongside performance evidence and update the sequence when doing so better serves the intended outcomes.

Who should own AI outcomes and governance?

Give each outcome a named business owner and make decision rights clear for performance, risk, and policy. Governance should be part of planning early enough to guide implementation, with oversight and monitoring matched to the impact and risk of the use case.

The business owner is accountable for the business result and should be able to explain how it will be measured. Other responsibilities may be distributed across the organization, but the plan should make clear who can decide whether performance is sufficient, who handles risk and policy decisions, and who monitors the initiative. Avoid leaving accountability as a general responsibility shared by everyone and owned by no one.

National AI Centre guidance from the Australian Government recommends aligning AI use to business goals, establishing governance early, managing risk, and strengthening oversight and accountability. The guidance supports bringing those considerations into strategy and delivery; it does not establish that one governance structure will suit every organization or use case.

For each initiative, consider the potential impact and risk, then define the oversight and controls that should apply. Record governance coverage in the portfolio, including whether a system is registered, has an owner, and has been reviewed under the organization’s risk policy. That makes governance status visible alongside business progress rather than an afterthought.

How should an AI strategy change as the business changes?

Review the strategy against actual outcomes and the conditions that shaped its priorities. Keep what is working, revise what is not, and update the portfolio when business priorities, market conditions, risk, or readiness change.

Gartner characterizes the relationship between business and AI strategy as bidirectional: business strategy shapes AI priorities, while AI opportunities can also inform business direction. That is a reason to keep the strategy flexible, not a reason to let technology possibilities replace business judgment. Michael Gabbard, a Senior Director Analyst at Gartner, put it this way: “Data and analytics (D&A) leaders need to be simultaneously intentional and flexible in their strategic planning.”

At a review, compare actual results with the original baseline and target, check whether adoption and business value are both understood, and revisit readiness and governance. Then decide whether each initiative should be optimized, expanded, paused, or stopped. The review should update priorities and sequencing where the evidence warrants it, rather than merely report activity.

How should data, analytics and AI strategy be aligned with business goals?

Align data, analytics and AI work by connecting capabilities and initiatives to enterprise priorities and measurable outcomes. Data and technology readiness matter because they affect what the organization can deliver, but they are part of the route to an outcome—not a substitute for defining one.

Gartner’s August 28, 2026 guidance on creating a data, analytics and AI strategy that delivers business value reports that approximately 40% to 50% of data and analytics leaders struggle to deliver measurable results on a wide range of mission-critical priorities. Keep that finding within its stated scope. Gartner’s point is also reflected in the planning sequence: begin with business priorities, define what success means, and connect the capabilities required to the work that can advance those priorities.

Why is flexibility important in data, analytics and AI strategic planning?

Flexibility lets the organization adapt its priorities and sequence when business conditions, risks, opportunities, or readiness change. Without it, the roadmap can preserve assumptions that no longer support the intended outcomes.

Flexibility does not mean changing goals without accountability. Keep the original baseline, target, and decision history clear so leaders can distinguish an intentional strategic change from an initiative that simply failed to meet its measures. When priorities change, make the effect on the portfolio and its capability needs explicit.

Frequently Asked Questions

Who should write an organization’s AI strategy?

The people who own enterprise priorities and business outcomes need to shape it, with input from the teams responsible for data, technology, governance, and delivery. A strategy written only by technical specialists can miss business decision rights; one written without delivery and risk expertise can overlook readiness and oversight needs.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What should an AI strategy document include?

At minimum, it should make the organization’s priorities, intended outcomes, portfolio choices, capability needs, accountability, governance, and review approach understandable to the people making decisions. It is more useful as a decision-making reference than as a catalog of AI terminology or aspirations.

Is an AI strategy the same as an AI roadmap?

No. The strategy explains what business outcomes AI should support and how the organization will make choices; the roadmap sequences initiatives and capability work to pursue those choices. A roadmap without strategic criteria can become a delivery schedule disconnected from business value.

How do you start if there is no reliable baseline yet?

First define what the intended outcome means operationally, then determine how the current process can be measured and who can validate that measure. Treat establishing a credible baseline as necessary planning work rather than making an impact claim from an unmeasured starting point.
