Build an AI business case by proving a specific workflow improvement, not by multiplying a vendor’s claimed time savings by an assumed hourly rate. Start with a business problem and accountable owner, record a baseline before changing the workflow, run a bounded pilot, measure operational and business outcomes, convert only the supported improvement into finance-approved value, and count every implementation and operating cost. Keep observed results separate from modeled estimates, disclose assumptions, and use a pre-agreed rule to scale, redesign or stop.
This method is more credible than an adoption score or a theoretical productivity claim because it shows what changed, whether the change mattered to the business, what it cost, and how confidently the result can be attributed to AI.

An AI business case needs to connect an AI-enabled workflow change to an outcome the organization values. The chain should be visible from end to end:
- Business problem: a costly delay, avoidable error, capacity constraint, customer issue, revenue opportunity or strategic priority.
- Workflow change: the precise work AI will assist, automate or reorganize.
- Measured improvement: a change in cycle time, cost, quality, throughput, customer outcome or another agreed metric.
- Business value: a finance-approved method for converting that improvement into money or a clearly documented strategic benefit.
- Full cost and decision: the investment required, expected payback, material risks and the threshold for scaling, revising or stopping.
Microsoft’s guidance describes this as establishing a credible connection between workflow improvement and business results rather than claiming that AI alone caused an outcome. The Australian National AI Centre makes the same distinction in practical terms: time saved has value only when the organization redirects it to useful work such as serving customers, improving quality or growing the business.

How do you choose the right problem and workflow?
Choose a workflow with a clear owner, a meaningful business outcome and data that can show whether the process improved. Do not begin with a model or a fashionable capability and search afterward for a benefit.
Name the accountable owner
Identify the person responsible for the workflow outcome, not merely the person sponsoring the technology. A sales leader may own selling capacity, a support leader may own resolution performance, and an operations leader may own processing time or rework. The owner should be able to approve the current-process description, provide access to the system of record and make a decision when the pilot ends.

Describe the current work
Document who performs each step, which systems contain the inputs and outputs, where handoffs occur, and where work waits or is repeated. State what AI will change: for example, producing a first draft, summarizing a record, suggesting a response or extracting information for a downstream process. A vague statement such as use AI to improve productivity is not a testable workflow.
Check whether the outcome is important enough
A good candidate affects a business priority and has enough volume or value to justify measurement. Microsoft identifies candidate workflows in sales, marketing, operations, customer support and leadership, including meeting summaries, follow-up drafts, proposal support, campaign briefs, reporting, document summaries, process analysis, ticket summaries, suggested responses and decision briefs. These are starting points, not proof of return; the organization’s own process, data, constraints and priorities determine suitability.
What baseline and target should you set before a pilot?
Set the baseline and success criteria before users receive the new capability. Use a consistent source and measurement method for the current state, the target and the pilot result.
Record the baseline
For the selected workflow, capture the current value, period, population and source. Examples include median or average cycle time, cost per transaction, error or rework rate, tickets resolved, selling hours, conversion or retention. Note exclusions such as unusual cases, seasonal periods or work handled outside the system of record.
Define a target and review period
Write the desired change, who is expected to achieve it and the period over which it will be reviewed. A target should be operationally observable: reducing time per case, increasing first-contact resolution, lowering rework or increasing completed capacity. If the business outcome will mature more slowly, name an early operational target and a later business target rather than treating the early signal as the final return.
Choose the comparison method
Describe how the pilot result will be compared with the baseline. Depending on the workflow, this may be a before-and-after period, a comparable group that does not receive the change, or another documented comparison. Record material dependencies such as staffing changes, policy changes, new data sources or other automation that could affect the result.
Which metrics show whether the workflow improved?
Use a small set of measures tied directly to the workflow and business objective. Retrieve them from the business system or report that already records the work whenever possible.

Efficiency and capacity
- Cycle time from intake to completion.
- Cost per task or transaction.
- Hours returned to the team.
- Throughput or capacity completed with the available staff.
Hours returned are not automatically financial value. The case must show what useful work receives the capacity and how that work is valued.
Quality and service
- Error, correction and rework rates.
- Resolution rate, escalation rate and time to resolution.
- Customer satisfaction or confidence measures where the workflow affects service.
Quality can create value by reducing rework, preventing defects or improving the customer experience. Measure the quality consequence alongside speed so a faster process that produces more errors cannot be counted as a success.
Revenue and customer outcomes
- Conversion or completion rate.
- Retention or renewal outcomes.
- Revenue-linked activity where the relationship to the workflow is sufficiently established.
Revenue and retention often need a longer observation period than an operational pilot. Do not treat an early change in activity as realized revenue unless the organization has an agreed conversion method.
Strategic and human outcomes
Some value appears as redesigned workflows, improved decision-making, employee confidence or satisfaction. The Australian National AI Centre includes quality, confidence, capacity, satisfaction and decision-making among possible ROI dimensions. Pair these signals with quantitative evidence and explain how qualitative feedback affects the decision; do not disguise an unpriced benefit as a precise financial return.
Leading versus lagging indicators
Leading indicators show whether the pilot is functioning early enough to adjust it, such as usage of the new step, completion of training, time in the changed task or the rate at which users accept and edit suggestions. Adoption proves that people are using a tool, not that the business improved. Lagging indicators confirm the outcome, such as rework, resolution, conversion or retention. Define both before launch.
How should you design an AI pilot?
A pilot should be small enough to control and large enough to reveal whether the workflow can produce repeatable value.
- Specify the change. Describe the AI-enabled step, users, data, permissions and human review required. State what remains unchanged.
- Choose the participants. Identify teams or roles, expected volume and any exclusion rules. Keep the participant definition stable enough to compare results.
- Set the observation window. Include a comparison period or method and account for material dependencies such as seasonality, staffing or policy changes.
- Instrument the work. Ensure the business system captures timestamps, outcomes, corrections, escalations or other fields needed for the measures. If the system cannot distinguish AI-assisted work, record that limitation before interpreting results.
- Train and support users. Include training, testing, change management and an escalation path. Track whether people can complete the workflow safely, not just whether they opened the tool.
- Review leading indicators. Adjust prompts, process steps, permissions or training while the pilot is running, without changing the success criteria silently.
- Assess lagging outcomes. At the end of the agreed period, compare the result with the baseline and document competing explanations.
A pilot that produces an inconclusive result has not necessarily failed. The baseline may be unstable, the instrumentation may be incomplete, the period may be too short, or the chosen workflow may not contain the bottleneck the intervention was intended to address.
How do you convert an operational improvement into financial value?
Use an explicit conversion method agreed with finance before the pilot. An operational result is not the same as a dollar result.
Start with the measured change
Calculate the difference using the same definition and source as the baseline. For example:

Measured capacity returned = baseline time per task − pilot time per task
Then multiply by completed volume only when the volume is measured and comparable. Do not multiply theoretical savings by an assumed utilization rate that the workflow never demonstrated.
Show how the capacity is redeployed
Time has value when people use it for useful work. Identify the destination activity, its owner and the evidence that the activity occurred. If the team simply has unassigned spare time, report the time reduction as an operational benefit rather than presenting it as realized revenue.
Apply a finance-approved rate or method
Finance may approve a contribution value per hour, a cost-avoidance method, a margin-based conversion or another approach appropriate to the organization. Record the rate, period, utilization assumption and exclusions in the business case. Keep the measured time or quality result separate from the modeled financial value.
Do not over-attribute
Other changes may contribute to an outcome: staffing, pricing, training, policy, seasonality, marketing or a different system release. Attribute only the portion the evidence can support. Microsoft Learn calls unsupported theoretical time savings the “time-savings trap” because the claim undermines credibility when the organization cannot show what happened to the time.

1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsWhat costs belong in the AI business case?
Count the full cost of the initiative, not just the visible subscription or consumption charge.
| Cost category | What to include | When it matters |
|---|---|---|
| Licenses and usage | Per-user licenses, consumption, model or service charges and any minimum commitments. | During the pilot and at the expected production volume. |
| Infrastructure and integration | Data connections, environments, security controls, monitoring and system changes. | When the workflow requires more than an off-the-shelf interface. |
| External support | Implementation, specialist advice, configuration or managed services. | When internal capability does not cover delivery or assurance. |
| Staff time | Training, testing, process design, change management and user support. | Before launch and while the new process stabilizes. |
| Data preparation | Cleaning, labeling, access work, documentation and source-system changes. | When data quality or availability limits the workflow. |
| Governance and oversight | Privacy, security, quality review, audit, policy work and ongoing human oversight. | Throughout operation, not only at approval. |
| Scaling investment | Additional capacity, integrations, training, controls and support needed after the pilot. | Before approving expansion. |
Separate one-time implementation costs from recurring costs. State which costs are included in the pilot calculation and which appear only in the scale case, so a short experiment does not look artificially inexpensive.
How do you calculate payback without overstating ROI?
Payback is the time required for approved value to cover the costs included in the decision. A simple expression is:
Payback period = total investment ÷ recurring monthly approved value
Use measured value where it exists and clearly labeled modeled value where it does not. If the benefit is seasonal, capacity-limited or dependent on future adoption, reflect that in the model instead of assuming the best observed week continues indefinitely.

Microsoft Adoption provides an illustration, not an independently verified outcome. It uses 40 sales representatives, baseline selling time of 11.5 hours per representative per week, a 90-day target of 14 hours and an illustrative actual result of 13.8 hours. The difference is 2.3 hours per representative per week, or 92 hours across the team each week.

| Illustrative input | Value |
|---|---|

| Baseline selling time | 11.5 hours per representative per week |
| 90-day target | 14 hours per representative per week |
| Illustrative actual | 13.8 hours per representative per week |
| Measured increase in the illustration | 2.3 hours per representative per week |

| Modeled annual contribution | $211,600 |
| Stated pilot costs | $18,000 |
| Modeled payback | Approximately one month |
The example explicitly says that more selling time is not itself revenue. Its annual contribution depends on the illustrative finance-approved value per hour and the 46-week assumption. It also does not prove that AI alone caused the increase. Treat these figures as a model to explain the mechanics, not as a benchmark or guarantee.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How can you make attribution credible?
Attribution is a confidence problem as much as a calculation problem. A credible case states what was observed, what was inferred and what remains uncertain.
- Observed: values directly recorded by the workflow system, such as elapsed time, completed volume, rework or resolution.
- Modeled: financial value calculated by applying an approved rate, utilization or working-period assumption to an observed change.
- Uncertain: effects that need a longer period, a stronger comparison or better instrumentation, including revenue or retention changes.
List other changes during the pilot and explain whether they could have affected the result. If the comparison is weak, reduce the confidence of the business case rather than presenting a precise attribution percentage that the data cannot support.
What risks should the business case address?
Include risks that could reduce value or make the measured result unsafe to use.
- Quality risk: incorrect or incomplete outputs create rework, customer harm or bad decisions. Use review rules, error sampling and escalation.
- Privacy and security risk: sensitive data may be exposed or handled outside approved controls. Document data access, retention and permitted use.
- Adoption risk: users may ignore, over-trust or work around the new step. Measure actual use and gather feedback about why the workflow is or is not being followed.
- Workflow risk: AI may accelerate a step that is not the real bottleneck, leaving the business outcome unchanged. Revisit the process map and target constraint.
- Cost risk: usage, support or governance costs may rise at production volume. Model recurring and scaling costs before expansion.
- Measurement risk: missing fields, inconsistent definitions or a short observation window can make the result inconclusive. Fix instrumentation or extend the review period before claiming a return.
When should you scale, redesign or stop?
Agree on the decision rule before results arrive so enthusiasm or disappointment does not rewrite the standard.
Scale
Scale when the outcome is repeatable, the workflow supports it, full costs are acceptable, risks have controls and the conversion assumptions are approved. Confirm that the scale plan includes additional investment for training, data, governance, support and capacity.
Redesign
Redesign when the pilot reveals a workflow bottleneck, weak data, poor adoption, unacceptable quality or an instrumentation gap. A redesign may change the process, user group, AI task or measurement method; document the change and establish a new baseline where necessary.
Stop
Stop when results do not support further investment, risks cannot be mitigated or the full cost exceeds the supported value. Stopping a weak use case protects the portfolio and leaves resources available for better-measured opportunities.
Handle an inconclusive result explicitly
An inconclusive result is a finding about evidence quality. It may indicate that the baseline, duration, comparison, workflow choice or data capture needs attention. Record that conclusion instead of labeling the pilot a success or failure without enough evidence.
Best Value
How should competing AI pilots be prioritized?
Compare options on the same decision axes rather than selecting the most impressive demonstration.
| Axis | Question to answer |
|---|---|
| Business importance | Which priority, customer outcome or constraint does the workflow affect? |
| Baseline quality | Can the current performance be measured consistently from a reliable source? |
| Expected workflow impact | What step changes, and can released capacity be redirected to useful work? |
| Full cost | What are the implementation, usage, people, data, governance and scaling costs? |
| Risk | What quality, privacy, security, adoption or operational failures are plausible? |
| Time to evidence | How soon can leading and lagging indicators show whether the change works? |
| Repeatability and scale | Could the result hold across users, periods or teams without unsupported assumptions? |
Impact-versus-effort prioritization is useful only when impact is tied to a measurable baseline and effort includes governance and ongoing operation, not just initial configuration.

What should an AI ROI worksheet contain?
A worksheet or scorecard should make every assumption auditable and keep the pilot result separate from the scale forecast.
- Workflow name, business problem, accountable owner and priority.
- Current process, AI-enabled change, participating users and dependencies.
- Baseline definition, source, period, population and exclusions.
- Target, review period, comparison method and success threshold.
- Leading indicators, lagging indicators and qualitative feedback method.
- Observed results with units, dates and data sources.
- Value-conversion method, finance-approved rate and every utilization or period assumption.
- One-time, recurring and scaling costs.
- Risk controls, unresolved limitations and confidence in attribution.
- Decision rule and final decision: scale, redesign, stop or gather better evidence.
Microsoft references an AI Leader ROI Worksheet and scorecard for this kind of documentation. The format matters less than whether another reviewer can reproduce the baseline, calculation and decision from the recorded inputs.
How should the result be presented to executives?
Lead with the business outcome and confidence, not the technology feature. A concise decision memo can follow this order:
- Decision requested: scale, redesign, stop or extend measurement.
- Workflow and owner: what changed and who is accountable.
- Evidence: baseline, target, actual result, source and comparison.
- Value: measured operational improvement and separately modeled financial value.
- Cost: pilot spend, recurring cost and scale investment.
- Risks and limitations: quality, privacy, security, adoption, attribution and evidence gaps.
- Next gate: the threshold, date or evidence required for the next decision.
State clearly when a figure is illustrative, modeled or not yet realized. There is no established general AI ROI percentage that can be applied across organizations; returns depend on workflow, baseline quality, reinvestment of capacity, cost structure and the strength of the evidence.
Frequently Asked Questions
Can an AI pilot work without a randomized control group?
Yes. A documented before-and-after comparison or a comparable non-pilot group can still provide useful evidence when the population, period and competing changes are recorded. The weaker the comparison, the more cautiously the business case should describe attribution.
What should you do when the current process has no reliable baseline?
Pause the ROI claim and instrument the workflow first. Define the metric, source and population, collect a consistent pre-change period, and then decide whether a pilot can be evaluated without reconstructing the baseline from memory.
Can a measured productivity gain be booked as revenue?
Not automatically. A gain becomes financial value only after the organization shows where the capacity is redirected and applies a finance-approved conversion method; otherwise report it as an operational improvement.
How do you forecast enterprise ROI from one successful team?
Treat the team result as evidence for a scale hypothesis, not an enterprise forecast. Recheck performance, adoption, cost and quality across additional users or periods, and include the investment needed to support the larger deployment.
