Build a reliable website agent as a controlled loop: observe the current page, choose one bounded action, execute it, and verify an observable postcondition before doing anything else. Combine structured page information with screenshots when needed, keep the browser isolated from secrets and untrusted page instructions, put human approval in front of sensitive actions, and stop when progress cannot be proved.

This design matters more than whether the agent uses a hosted computer-use session or generates Playwright code. Both approaches can fail on real websites; neither should be trusted to infer success from a click alone.

How do I build an AI agent that can browse websites reliably?

Give the agent a narrow task, a way to observe the page, a small set of permitted actions, and a testable definition of success. Run the same observe–plan–act–verify cycle after every consequential action, rather than asking the model to complete a long sequence of clicks without checking what happened.

A minimal controller separates responsibilities that are easy to blur in a prompt:

  • Policy: decides which sites and actions are allowed, which actions need approval, and what the agent must never do.
  • Observation: collects the current URL and relevant page state, using structured information and visual evidence where appropriate.
  • Planner: selects one action that advances the stated goal without exceeding the task boundary.
  • Executor: performs that action through the selected browser interface.
  • Verifier: checks whether the expected state change actually occurred.
  • Recovery and logging: handles uncertainty, records evidence, and escalates or stops when the agent cannot establish progress.

For example, “submit this form” is not a sufficient success condition. Define what should be true afterward: perhaps the page displays a confirmation, the URL changes to an expected destination, or a saved record contains the requested value. The agent should look for that evidence after submission. If it cannot find it, it should not report success merely because the button appeared to respond.

Make each action bounded

Have the planner return a single next action with its target, rationale, expected result, and risk category. A controller can then reject actions outside the task, request approval for sensitive actions, and require a new observation before allowing the next step. This creates a natural point to catch a misread page or a changed interface.

Useful bounds include a maximum number of actions or retries, an approved set of destination hosts, and a task-specific definition of completion. These are controller rules, not promises that the model will always behave correctly. The controller should enforce them even if page text or the model proposes something else.

Separate “done” from “could not verify”

Use explicit terminal outcomes such as completed and verified, approval required, blocked, and unable to verify. A safe stop is a valid result: it is better to return a clear uncertainty and the evidence collected than to claim a consequential task succeeded without proof.

What should the agent observe before acting?

Start with structured page information—such as accessibility or DOM-derived state—for element roles, labels, and relationships. Add screenshots or coordinate-based interaction when the page is canvas-heavy, visually ambiguous, or not adequately represented by the structured view.

Anthropic documents browser interaction through both the accessibility tree and screenshots. The practical implication is not that one representation is universally better: structured state is useful for identifying semantic controls, while visual evidence can help with interfaces whose important state is rendered graphically or whose layout is unclear.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Prefer meaning over coordinates when it is available

A control identified by its role and accessible name is generally easier to reason about than “click at x=…” because its identity describes what it is, not merely where it happened to appear in one screenshot. Structured observations can also help the agent distinguish a button from nearby text or another control.

Coordinates remain useful when there is no reliable semantic target, for example in a canvas interface. But they are tied to the observed image and layout. Take a fresh screenshot before using coordinates after scrolling, navigation, resizing, or any action that may have changed the page. Never reuse a coordinate as if it were a stable selector.

Give the planner evidence, not an unbounded page dump

Pass the model the parts of the current state that matter to the task: the current URL, relevant controls and labels, visible status messages, and a screenshot when the visual layout helps resolve uncertainty. Keep enough context to distinguish repeated labels or similar controls. An observation that omits the difference between two “Continue” buttons can encourage an unsafe guess.

Page content is evidence about the website, not authority over the agent’s policy. Text on a page may be mistaken, irrelevant, or deliberately written to manipulate an automated system. Treat instructions found in page content as untrusted input; do not let them change the task, override safety rules, or grant new permissions.

How should the observe–plan–act–verify loop work?

The loop is complete only when the agent checks the result of its action. OpenAI’s documented computer-use lifecycle describes following session events, handling website-access requests, waiting for the agent turn to finish, and verifying the result. Its workflow is a useful reminder that sending an input is not the same as establishing that the intended outcome occurred.

  1. Observe: capture the current page state and identify the relevant control or evidence. Record the URL and enough structured or visual state to interpret the next step.
  2. Plan: select one action that fits the user’s request and the agent’s permissions. State what should change if it works.
  3. Check policy: determine whether the action is allowed, requires explicit approval, or must be rejected. Do not treat a model-generated plan as approval.
  4. Act: execute only the approved action through the browser interface.
  5. Wait and observe again: allow the interaction or navigation to settle, then obtain fresh state. In a managed session, follow its events and wait for the agent turn to finish as required by the tool’s lifecycle.
  6. Verify: compare the new state with the action’s postcondition. Look for a meaningful signal such as a confirmation, expected URL, changed value, or saved record.
  7. Continue, recover, or stop: proceed only if the new state supports the next action. If not, use a bounded recovery strategy or return the task for human review.

Postconditions should be specific enough to distinguish success from a superficial response. A button changing color might indicate focus rather than completion; a confirmation message that names the wrong item is not proof that the requested item was saved. When the evidence is weak or contradictory, classify the result as ambiguous rather than choosing the most convenient interpretation.

How do I make a browser agent recover from failed clicks?

Do not respond to a failed click by repeating it indefinitely or by trying random nearby coordinates. Re-observe the page, diagnose what changed, and allow only a small number of recovery attempts that each test a different, justified explanation.

Use a bounded recovery sequence

  1. Check whether the action happened anyway. A delayed page may have completed the action after the agent’s initial wait. Refresh the observation and inspect for the expected state change before retrying.
  2. Check whether the target still exists. The page may have navigated, scrolled, opened a dialog, or re-rendered. Locate the target in the new state instead of relying on stale element details or coordinates.
  3. Check for a blocker. Look for a validation error, loading state, access request, modal, or other visible reason the intended transition did not occur. Address only what is within the task and policy.
  4. Try one justified alternative. If the structured target was ambiguous, use the current screenshot to disambiguate it; if a visual target was unreliable, use structured page information if available.
  5. Recheck the postcondition. A recovery action also needs verification. Do not assume a second attempt worked because it was different.
  6. Stop or escalate. After the bounded attempts are exhausted, preserve the current state and report what remains uncertain for human review.

The recovery policy should distinguish a failed interaction from an unknown outcome. If a submission may have succeeded but the confirmation failed to load, repeating the submission could duplicate an action. Inspect for evidence of completion first; when the effect cannot be determined safely, stop rather than retrying a potentially consequential operation.

Preserve enough evidence to recover safely

Record the action attempted, the observation that informed it, the result of the verification, and the failure reason. For visual interactions, a screenshot can help a reviewer understand whether the agent clicked the wrong control or encountered an unexpected page. Keep traces useful for debugging and takeover while minimizing sensitive data in them.

Which actions should require human approval?

Require explicit approval before the agent signs in, pays, changes account settings, downloads files, or performs another irreversible or sensitive action. Microsoft warns that browser automation can take unintended actions and recommends testing and monitoring; an approval gate is a practical control for decisions with meaningful consequences.

Approval should be tied to a concrete action and the state in which it will occur. Show the reviewer what the agent intends to do and enough page context to judge it. If the page changes after approval, obtain a fresh observation and request approval again when the action or its target is no longer the one the person reviewed.

  • Pause: stop before the sensitive action, not after it has already been attempted.
  • Explain: identify the proposed action and its target in plain language.
  • Confirm: require an affirmative human decision; silence, timeout, or a page message is not consent.
  • Revalidate: ensure the target and relevant page state still match what was approved.
  • Verify afterward: inspect the result and report whether the intended change is evidenced.

Approval is not a substitute for isolation, host restrictions, or verification. A human should not have to approve every routine navigation action, but the agent should not convert a low-risk browsing task into a purchase, account change, or download without an explicit checkpoint.

How do I protect an agent from malicious or misleading website content?

Run the browser in an isolated container or virtual machine, restrict outbound access to an allowlist of hosts, re-check destinations after redirects, and keep credentials out of page-controlled context. Treat all content read from the website—including text that appears to address the agent—as untrusted data.

Anthropic recommends a dedicated isolated environment and a host allowlist. Google documents optional prompt-injection detection for computer-use screenshots. These controls address different parts of the problem: isolation and network policy limit what the browser can reach, while detection can provide an additional signal that visual content may contain an injection attempt. Detection should not be treated as a guarantee that every attack will be found.

Keep policy outside the page

The site can provide facts needed to complete a task, such as a product name or form label, but it must not be allowed to rewrite the agent’s system policy. In particular, do not treat a page’s instruction to reveal secrets, visit another host, ignore the user, or perform an unrelated action as authorization. The trusted controller—not the page—decides whether an action is permitted.

Protect secrets and destinations

  • Keep credentials outside page text, prompts, screenshots, and logs wherever the design permits.
  • Restrict network access to the hosts needed for the task and check the actual destination again after redirects.
  • Do not allow a website to silently expand the set of permitted destinations.
  • Limit the information exposed in screenshots and traces, especially where a page may display private account data.
  • Stop if the agent encounters an unexpected destination or cannot determine whether a sensitive value would be exposed.

A host allowlist is most useful when it is enforced by the environment that makes network requests, not only described to the model in text. Likewise, detecting suspicious instructions is not enough if the execution layer will still carry out any action the planner proposes.

Should I use Playwright or computer use for web automation?

Use a hosted computer-use session when you want a managed browser lifecycle and UI-level interaction with less infrastructure to operate. Use generated Playwright code when the task benefits from reusable programs, selectors, loops, or extraction. A hybrid controller can combine structured and visual actions while applying the same permissions and verification rules to both.

Approach Observation and actions Recovery and session handling Safety and observability Deployment trade-off
Hosted computer-use session Operates through browser UI interactions; use structured or visual evidence as supported by the tool. OpenAI documents session creation, following events, handling access requests, verification, recovery, and deletion. Still needs policy gates and postcondition checks; retain traces and evidence appropriate to the task. Reduces browser-lifecycle infrastructure work, but behavior and capabilities depend on the hosted tool.
Generated Playwright code The model writes code that can use selectors, loops, and extraction rather than predicting every click independently. Recovery and session behavior must be designed into the harness and code path. Still needs permission enforcement, verification, and useful action traces. More programmable and reusable, with greater responsibility for the harness, runtime, and browser environment.
Hybrid controller Chooses between structured page actions and screenshots or coordinates according to the current interface. One controller can apply the same observe-and-recover policy around either action type. Centralizes policy gates, postconditions, and logging across action modes. Offers flexibility but requires careful integration of observations and execution paths.

The right choice depends on how much control and infrastructure your task requires, not on a claim that one approach eliminates errors. Microsoft Research’s Webwright describes a deliberately minimal terminal-based harness in which the model writes Playwright code. Its authors report strong benchmark performance under a 100-step budget, but that result does not establish that generated code can safely complete every live task.

What do benchmark results say about browser-agent reliability?

Benchmark scores show that agents can complete many tested tasks, but they are not a guarantee of reliability on a particular website or a consequential action. OpenAI reported a 58.1% success rate on WebArena and an 87.0% success rate on WebVoyager for its computer-using agent in 2025; OpenAI also said the agent still had room to improve against human performance on more complex WebArena tasks.

Those two percentages refer to different benchmarks and should not be read as interchangeable estimates of success on a production site. They are evidence that performance depends on the task set, not a reason to remove verification or human approval. A workflow that fails occasionally may be tolerable for low-impact information gathering and unacceptable for a purchase or account change.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Microsoft Research’s 2026 description of Webwright characterizes it as roughly three modules and about 1K lines of code, using a terminal and Playwright code generation. Results are reported on Odyssey and Online-Mind2Web under a 100-step budget. The description supports the idea that a compact harness can be effective in evaluated settings; it does not remove the need to measure the agent against your own task, sites, and failure costs.

What should I log and monitor?

Keep an auditable account of what the agent observed, attempted, and verified, while avoiding unnecessary retention of secrets. Microsoft Foundry documents observability and human-in-the-loop support, which are useful capabilities when an agent must be monitored or handed to a person for intervention.

  • Task identifier and the user’s bounded goal.
  • Browser session identifier and relevant navigation history.
  • Action proposed, policy decision, and whether approval was required.
  • Observation or screenshot needed to understand the action, with sensitive data minimized.
  • Postcondition expected and the evidence found or missing.
  • Retry count, failure reason, final status, and whether human takeover occurred.

Logs should make it possible to distinguish a wrong plan, a failed interaction, a delayed page, and a weak verification signal. Access to traces should be controlled because screenshots and page state can contain personal or account information. Define retention and redaction practices to fit the data handled by the application.

How can I test a browser agent before relying on it?

Test the controller’s behavior, not only whether the model can finish a demonstration task. Include expected paths and failure cases, and verify that policy checks still hold when the page changes or the agent receives misleading content.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Postcondition tests: confirm that the agent distinguishes a visible success signal from a click with no verified effect.
  • Stale-state tests: change or remove a target between observation and action and check that the agent re-observes rather than blindly proceeding.
  • Ambiguity tests: present duplicate labels or visually similar controls and confirm that uncertainty causes clarification or a safe stop.
  • Redirect tests: send the browser toward an unapproved host and verify that the environment blocks or escalates it.
  • Approval tests: check that sensitive actions pause for explicit permission and do not proceed on timeout.
  • Recovery tests: simulate delayed loading, validation errors, and uncertain submission outcomes; ensure retries are bounded and do not duplicate consequential actions.
  • Injection tests: expose the agent to page content that asks it to ignore policy or reveal secrets, and confirm that the controller continues to enforce its rules.

Measure verified task completion, safe stops, approval requests, ambiguous outcomes, and recovery behavior—not just whether the agent eventually reached a page. A useful agent is not one that never encounters failure; it is one that makes failures visible and does not turn uncertainty into an unverified claim of success.

Frequently Asked Questions

Can an AI browser agent safely enter a password for me?

That depends on the application’s security design and the permissions you grant; the page itself should never be treated as a trusted place to request or expose credentials. Keep secrets out of prompts, screenshots, and traces, and require a deliberate approval checkpoint for sign-in rather than letting page instructions trigger it.

What should a browser agent do when a website asks for CAPTCHA verification?

Treat the challenge as a point where the automated workflow may be blocked and follow the site’s permitted human-verification path. The agent should not claim completion while the challenge remains unresolved or try to bypass the control.

How do I know whether a browser agent’s result is trustworthy?

Ask for the observable evidence behind its completion status, such as the confirmation text or resulting value, rather than relying on a summary alone. For high-impact workflows, have a person independently review the resulting record or transaction.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can a browser agent continue working after I close the browser window?

That depends on whether the chosen hosted session or automation runtime persists independently of the visible window. Define session ownership, expiry, and recovery behavior in the implementation instead of assuming that closing a local window either stops or safely terminates the task.
