A secure approval process authorizes a specific AI use in a specific environment—not a model in the abstract. Before launch, document the task, users, affected people, data, model and version, integrations, fallback, and risk tier; verify the supplier and its dependencies; test the complete integrated system; and have an accountable risk owner make a recorded go/no-go decision. Approval should include enforceable conditions, monitoring, and a trigger for reassessment when the provider, model, data, integration, or use changes.
NIST AI Risk Management Framework (AI RMF) materials are voluntary, rights-preserving, non-sector-specific guidance. They can structure your workflow, but legal duties and decision authority still depend on your industry, location, data, and the consequences of the use.

What does a secure approval process for a third-party AI model include?
Use a gated lifecycle with six stages: intake, risk tiering, supplier evidence, integrated testing, conditional authorization, and continuous monitoring. Each gate should produce an artifact that a reviewer can inspect later, with an owner and a date.
- Intake and scope: describe the intended task, users, affected parties, data, deployment, model identity, integrations, and fallback.
- Tier and assign reviewers: set review depth from sensitivity, impact, exposure, and uncertainty; appoint a decision owner.
- Collect supplier evidence: examine documentation, controls, testing, provenance, contracts, changes, incidents, and subcontractors.
- Test the intended deployment: test the integrated system against written acceptance criteria, including misuse and failure behavior.
- Decide and impose conditions: record a go/no-go decision, residual risk acceptance, restrictions, and required controls.
- Monitor, respond, and renew: watch for changes, incidents, drift, and scope expansion; reassess or suspend when tolerance is exceeded.
This structure reflects NIST supply-chain guidance. Its Govern function says, “Policies and procedures are in place to address AI risks and benefits arising from third-party software and data and other supply chain issues.” NIST AI RMF Playbook: Govern also emphasizes that responsibilities and escalation paths must be explicit.

How do I define the AI use before reviewing a supplier?
Start with a business sponsor’s written intake. Approval cannot be meaningful until reviewers know what the system will do, who can rely on it, and what happens when it is wrong.
Capture the use case and affected people
- State the business problem and why an AI system is appropriate instead of a simpler rule, search tool, or human process.
- Name intended users, administrators, downstream decision-makers, and people affected by outputs, including people who never interact with the system.
- Classify the use as experimentation, internal operational use, customer-facing service, or support for a high-impact decision.
- Describe the decision or action the output can influence. Specify whether a human must review, override, or approve it.
Map data and deployment
- List input, retrieval, training, feedback, and logging data categories. Mark personal, confidential, regulated, proprietary, and security-sensitive data.
- Identify the model or service, exact version or release identifier, API or software package, hosting location, and every integration point.
- Inventory libraries, datasets, plugins, foundation models, hosting providers, monitoring services, and other third-party components.
- Describe network paths, identity controls, retention, deletion, geographic processing, and whether data leaves your controlled environment.
- Define a fallback process that can continue safely if the model is unavailable, degraded, or withdrawn.
Require the sponsor to state what the model is not allowed to do. A narrowly written purpose and prohibited-use list make later monitoring possible and prevent an informal expansion of scope.
How should I tier risk and choose reviewers?
Review depth should rise with potential harm, data sensitivity, autonomy, external exposure, and uncertainty about the supplier or system. NIST allows organizations to tailor methods to their resources, risk profile, and use case; a small internal assistant does not need the same gate as an automated eligibility decision.
Set practical risk tiers
- Lower-risk assistance: reversible, internal drafting or search where users can readily verify outputs and no sensitive data is processed.
- Moderate-risk operations: systems handling confidential information, making recommendations that affect customers or employees, or operating through external APIs.
- High-impact or high-exposure use: systems that influence access to essential services, safety, employment, finance, healthcare, legal rights, or public-facing decisions; systems with broad data access or autonomous actions.
These labels are organizational controls, not legal classifications. Map them to your sector rules and local requirements before deployment.
Assign independent review and decision rights
Include security, privacy, procurement, legal, model-risk or AI-governance, and the business owner as the use warrants. Name one person or committee with authority to accept residual risk. Where practical, separate evidence review from risk acceptance so the person who wants the capability cannot unilaterally waive unresolved concerns.
Define escalation thresholds in advance: missing evidence, unacceptable test results, inability to constrain data, unresolved supplier incidents, or a use that exceeds the approved purpose should stop the workflow rather than become informal exceptions.

System and model documentation
- System description, architecture, model and component versions, intended uses, prohibited uses, known limitations, and applicable model or system cards.
- Training and fine-tuning data provenance, licensing or usage rights, data quality controls, and documentation of feedback or reinforcement processes.
- Validation and test results, evaluation methods, performance by relevant subgroup or condition, robustness findings, and known failure modes.
- User instructions, administration guidance, rate limits, supported integrations, and requirements for safe human oversight.
Security, privacy, and resilience evidence
- Security architecture, identity and access controls, encryption, vulnerability management, secure development, penetration or independent test reports, and remediation status.
- Privacy controls covering collection, retention, deletion, secondary use, training on customer data, cross-border transfers, and data-subprocessor access.
- Availability objectives, backup and recovery arrangements, disaster recovery testing, capacity limits, and service-support commitments.
- Incident, breach, and vulnerability notification timelines; severity definitions; customer communication channels; and post-incident reporting.
Supply-chain and corporate information
- Names and roles of subcontractors, hosting providers, model suppliers, data providers, and other material dependencies.
- Release schedules, change-management procedures, deprecation policy, version pinning, rollback options, and advance notice for material changes.
- Ownership, control, influence, and operating jurisdictions where these affect legal, security, continuity, or geopolitical risk.
- Audit, assessment, evidence-access, and termination rights in contracts, including cooperation with your investigations and regulator requests.
NIST describes due diligence as “the investigative process of researching all available, pertinent information about a given supplier or product so that informed decisions can be made on new acquisitions or existing systems.” The definition appears in NIST SP 1326, published July 8, 2026.

How do I evaluate a model’s supply chain?
Trace the system beyond the brand on the purchase order. A hosted assistant may rely on a foundation model, retrieval index, data broker, cloud region, safety filter, logging service, and support subcontractor. Any of those can change the risk profile.
Build a component inventory
- Record each model, API, library, dataset, hosting service, connector, and monitoring component with owner, version, source, and data flows.
- Mark which components are critical to confidentiality, integrity, availability, or a regulated decision.
- Link each component to supplier evidence, contract terms, support contacts, and a replacement or fallback plan.
- Review the provider’s release and dependency process. Require notice when a material component, location, model, or data practice changes.
Evaluate provenance and transparency, foundational cyber practices, resilience, supply-chain tiers, and foreign ownership, control, or influence where relevant to your threat model. If a provider cannot identify a material dependency or will not explain change handling, preserve that uncertainty in the risk record and consider restricting the use.

How should I test the actual integrated AI system?
Test the system you will operate, with your prompts, retrieval sources, permissions, interfaces, users, and safeguards. A vendor benchmark or model card can inform your plan but cannot replace local acceptance testing.
Write acceptance criteria first
For each material risk, define a measurable pass condition, test method, owner, and remediation threshold. Criteria may cover accuracy and reliability for the intended task, privacy leakage, security control effectiveness, resilience under load or dependency failure, response time, human-review requirements, and safe handling of uncertainty.
Exercise normal and adverse paths
- Use representative, approved data and include edge cases, ambiguous inputs, rare conditions, and known difficult populations.
- Probe prompt injection, data exfiltration, unauthorized tool use, insecure output handling, and attempts to bypass user or administrator controls.
- Test malformed, missing, stale, or conflicting source data; verify that the system signals uncertainty instead of inventing an answer.
- Simulate provider outage, throttling, corrupted retrieval, expired credentials, dependency compromise, and rollback to the fallback process.
- Assess subgroup performance and use-specific harms rather than relying on a single overall accuracy figure. Decide what level and type of bias is acceptable for this use, who sets that threshold, and what action follows a breach.
- Confirm that logs capture prompts, outputs, tool calls, model version, user or service identity, approvals, and policy decisions without collecting unnecessary sensitive content.
Document boundaries and residual risk
Record conditions under which results do not generalize, such as language, domain, geography, data age, or unusual inputs. State what a human must verify and how the system fails safely. Re-test after material changes to prompts, retrieval data, model version, permissions, or integrations.
NIST’s Map guidance calls for internal controls for third-party AI technologies to be identified and documented: “Internal risk controls for components of the AI system including third-party AI technologies are identified and documented.” See the NIST AI RMF Playbook: Map.

Who makes the go/no-go decision?
A named risk owner with authority to accept residual risk should make the authorization decision, based on the evidence and test record. NIST’s risk-management authorization model places the risk determination with a senior official; adapt the title to your organization, but do not leave the decision to an unnamed working group.
Use a decision record
The record should identify:
- Exact model or service, provider, release or version, environment, and integration.
- Approved purpose, users, affected parties, data boundaries, geographic scope, and prohibited uses.
- Acceptance-test results, open findings, known limitations, and residual risks.
- Required controls, human-oversight rules, access groups, logging, retention, and fallback.
- Contractual obligations for changes, incidents, audits, evidence access, and cooperation.
- Named business, security, privacy, and operational owners; exceptions and their expiry dates.
- Decision outcome, rationale, authorization date, next review date, and conditions that automatically suspend approval.
Choose among three outcomes
- Approve: evidence and testing meet criteria, and controls are operating.
- Approve with conditions: residual risk is tolerable only with specified limits, compensating controls, deadlines, or restricted users and data.
- Reject or defer: evidence, testing, contractual rights, or safe-failure capability is insufficient. State what must change for reconsideration.
Do not describe approval as certification or a guarantee of security. It is an accountable decision that the documented residual risk is acceptable for a defined use at a defined time.

What conditions belong in an approval?
Conditional approval turns a general permission into an enforceable operating boundary. Put each condition in policy, configuration, training, contract, or a combination of them, and assign someone to verify it.
Operational controls
- Allowlisted users, roles, tools, domains, and data classes; deny-by-default access for new groups.
- Human review before external publication, customer action, employment decision, financial transaction, safety action, or other consequential step.
- Prompt, output, tool-call, and version logging with access controls, retention limits, and an audit process.
- Input redaction, tenant isolation, encryption, secrets protection, rate limits, and network egress restrictions.
- User instructions that explain limitations, prohibited inputs, verification duties, escalation, and how to report a harmful result.
Supplier and change controls
- Advance notice for model, dependency, data-use, location, interface, or terms changes that could affect risk.
- Incident and vulnerability reporting deadlines, investigation cooperation, corrective-action updates, and evidence access.
- Version pinning where feasible, staged rollout, pre-production regression testing, and rollback or provider-switch procedures.
- Termination, deletion, export, and transition assistance so you can remove data and continue essential operations.
Exceptions should name the approver, reason, compensating control, start and end date, and evidence that the exception was closed. A permanent exception is a policy change and should return through governance.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsHow do I monitor an approved model?
Approval remains valid only while the use, system, supplier, and controls stay within the authorized boundary. Set signals and owners before launch, then connect them to action thresholds.
Monitor four change classes
- Provider and model: releases, deprecations, new dependencies, changed safety behavior, updated terms, ownership changes, advisories, and incidents.
- Data and integration: new sources, changed retention or residency, permission expansion, altered retrieval indexes, prompt changes, and tool additions.
- Performance and harm: accuracy or reliability drift, subgroup disparities, hallucination reports, privacy events, security alerts, user complaints, and near misses.
- Use and governance: activity outside approved purpose, untrained users, control failures, overdue mitigations, and changes in legal or business context.
Define response and renewal
- Route alerts to a named operational owner and risk owner with severity and response-time targets.
- Contain the issue by limiting users, data, tools, traffic, or model version; preserve logs and evidence.
- Notify affected stakeholders, investigate supplier and internal causes, and activate fallback or rollback when needed.
- Record corrective actions, test them, and decide whether to restore, restrict, suspend, or revoke authorization.
- Reassess after any material model, provider, data, integration, or use-case change, and at the scheduled review date even if no incident occurred.
Keep the approved-provider inventory, component inventory, decision record, test results, exceptions, and incident history synchronized. An outdated register can make an apparently approved system impossible to audit.
What should a supplier comparison cover?
Compare evidence and lifecycle risk, not marketing claims or a single benchmark. The following dimensions support a like-for-like review when current information is available.
| Comparison area | Questions for the evidence review |
|---|---|
| Provenance and transparency | Can the supplier identify model, data, components, intended uses, limitations, and material dependencies? |
| Security and independent testing | Which controls, assessments, vulnerability processes, and remediation records support the security claims? |
| Privacy and data use | What is collected, retained, shared, transferred, or used for training, and how can customers control or delete it? |
| Updates and change notice | How are releases, deprecations, safety changes, dependencies, and terms communicated, tested, and rolled back? |
| Resilience and support | What availability, recovery, capacity, support, and outage-communication commitments apply? |
| Audit and incident rights | Can you obtain evidence, investigate events, receive timely notifications, and require corrective action? |
| Deployment and data location | Which hosting, isolation, network, residency, and access options fit the approved data and threat model? |
| Documented limitations | Are failure modes, unsupported contexts, evaluation methods, and human-oversight requirements clear? |
| Lifecycle risk | Can you exit, export or delete data, replace the component, and maintain the fallback if the service changes or ends? |
Do not rank providers without current, comparable evidence for the same use and operating conditions. A supplier with extensive documentation may still fail your local acceptance tests; a technically strong model may be unsuitable when contractual or data controls are inadequate.

Approving a model instead of a use
A model that is acceptable for internal drafting may be unsafe for an automated decision. Tie every authorization to purpose, users, data, environment, and affected parties.
Accepting documentation as testing
Vendor material describes a general system. It cannot demonstrate safe behavior with your retrieval corpus, prompts, permissions, interfaces, and fallback. Run local tests and retain the inputs, outputs, versions, and evaluator decisions.

Ignoring missing evidence
Unanswered questions about training data, subcontractors, incident history, or change control are uncertainties that belong in the risk record. Escalate them, restrict the deployment, or defer approval rather than filling the gap with assumptions.
Making approval permanent
Model behavior, dependencies, data flows, and users change. Set review dates and material-change triggers, and make suspension technically possible.
Leaving ownership ambiguous
When no one can accept residual risk or order a shutdown, teams continue operating through warning signs. Name a decision owner, an operational owner, an incident lead, and a fallback owner before launch.
Overlooking safe failure
An accurate system can still create harm when it is unavailable, manipulated, or uncertain. Test degraded modes, human escalation, rollback, and communications, not only normal outputs.
How can a small organization implement this without a large governance office?
Use proportional controls while preserving the same decision logic. A small team can combine roles, but it should not omit evidence, testing, or accountability.
- Create a one-page intake form with purpose, users, data, model/version, integrations, exposure, fallback, and sponsor.
- Use a simple tier rule based on sensitive data, external exposure, autonomy, and potential impact; require a senior owner for the highest tier.
- Maintain a component and approved-provider register in a controlled repository with version history.
- Request a standard evidence bundle and mark each item verified, conditional, or unresolved.
- Run a documented test set in a staging environment, including misuse, privacy, outage, and subgroup checks relevant to the use.
- Issue an authorization with restrictions, owners, review date, and suspension triggers.
- Review provider notices, incidents, logs, and performance on a cadence appropriate to the tier; record every material change.
Use templates to make the process repeatable, not to bypass judgment. If the organization cannot monitor or withdraw a system, it is not ready to approve that deployment.
Is NIST AI RMF a legal requirement for this process?
NIST AI RMF 1.0 and its Playbook are voluntary, rights-preserving, non-sector-specific, and use-case-agnostic. They provide adaptable governance language and practices, not a universal certification or a promise that a compliant process satisfies every law.
Check the rules that apply to your geography, industry, employment or consumer decisions, privacy obligations, security commitments, records requirements, and procurement terms. Document why your controls are proportionate to the use and identify any mandatory assessment, notice, human-review, or retention duties separately from your internal approval.
Best Value
What should happen when approval is denied or suspended?
Do not simply delete the request. Preserve the decision record, evidence gaps, test failures, and conditions for reconsideration so a future proposal can address them.
- Stop new access and disable automated actions when the risk exceeds tolerance or a critical control fails.
- Move users to the documented fallback and communicate the change to affected teams.
- Preserve relevant logs, prompts, outputs, configurations, supplier notices, and incident evidence.
- Assign corrective actions with owners and deadlines; require retesting before restoration.
- Close, renew, or revoke the authorization explicitly, and update the approved-provider and component inventories.
A clear suspension path is part of secure design: it prevents an emergency from becoming an improvised governance decision.
What is the practical standard for approval?
Approve only when the organization can explain the use, trace the supply chain, verify controls, test the integrated system, contain failures, and identify who accepts the remaining risk. Attach conditions that are enforceable in technology, process, and contract; then keep the authorization under review. If any of those capabilities is missing, narrow the use, add safeguards, or defer the decision.
Frequently Asked Questions
How often should an approved third-party AI model be reassessed?
Use both a scheduled review and event-driven triggers. Reassess immediately after a material change to the model, provider, dependency, data flow, integration, user population, or purpose, and after a serious incident or unexplained performance drift.
What if a vendor will not disclose training data or subcontractors?
Treat the limitation as unresolved supply-chain risk, not as evidence that the risk is low. You can narrow data and permissions, require independent assurance or contractual protections, seek a substitute, or decline the use when the uncertainty exceeds your tolerance.
Can a model be approved for testing before production authorization?
Yes, but create a separate sandbox authorization with synthetic or low-sensitivity data, isolated credentials, no consequential actions, and a time limit. Production access, sensitive data, and external outputs should require the full evidence, testing, and risk-acceptance gate.
