Yes—but an MCP server being local does not, by itself, make a code review private. A genuinely no-upload review keeps the repository, model inference, prompts, tool results, logs, telemetry, and any auxiliary services on systems you control. MCP only standardizes how an AI application connects to tools; it does not supply the reviewer or decide where inference runs. The practical design is a read-only server scoped to an explicit workspace, connected to a local model through a client whose network behavior is understood and restricted. This guide explains that architecture, the security boundaries to enforce, and the decisions you must document before calling a local MCP review “no SaaS.”

What does an MCP server actually do in a local code review?

An MCP server exposes tools and context to an MCP-capable AI application. In a code-review setup, those tools might read a selected diff, open files, list paths, or retrieve narrowly defined symbols. The client sends tool requests to the server, incorporates the returned content into a model conversation, and presents the model’s findings. MCP itself does not perform static analysis, choose findings, or determine whether the model is local.

That distinction matters because a local server and a private review are separate properties. The server can read files from your workstation while the client forwards their contents to a hosted model. Conversely, a local model can still expose source through verbose logs, crash reports, telemetry, plugins, or a command-execution tool. The OWASP MCP Fundamentals guidance describes MCP as a connection protocol rather than a reasoning engine.

Can an MCP server review code without uploading it?

It can, but only after you trace every data path. “No uploads” is true only when the model endpoint, MCP client, server, observability stack, and external tools all keep source content off hosted services. A local filesystem process is necessary for many designs, but it is not sufficient evidence of privacy.

Component Question to answer What a defensible no-upload setup requires
Repository Where are source files and diffs read? Local checkout or a storage system you control, with an explicit workspace boundary.
MCP server What can the server access? Allowlisted directories and the smallest tool set needed for review.
Client Where are prompts and tool results assembled? A client configured for local operation, with cloud synchronization and diagnostic sharing disabled where possible.
Model Where does inference occur? A local model runtime, or a private endpoint whose retention, training, and network terms you have verified. A hosted API is an upload.
Logs and telemetry Can source text enter diagnostics? Local, access-controlled logs with redaction; no automatic prompt, response, or tool-result export.
External tools Do linters, indexers, or plugins transmit content? Run them locally or inspect their network behavior and retention policy before including them.

Record these answers as part of the project’s threat model. If any component is unknown, describe the workflow as “local file access” rather than promising “no uploads.”

How should the repository boundary be enforced?

Make the server unable to open paths outside an explicit workspace, rather than relying on a prompt that asks the model to behave. The reference implementation published as @modelcontextprotocol/server-filesystem documents command-line allowlisted directories and separates read-only operations from writes. Its README is a useful example of scoped access, not a complete reviewer: Filesystem MCP Server README.

  1. Choose one review root. Use the checked-out repository or a temporary copy containing only the change under review. Do not start the server with a home directory, drive root, or parent folder that contains unrelated projects.
  2. Pass the root as an allowlist. An illustrative invocation is npx -y @modelcontextprotocol/server-filesystem /work/project. Replace the path with the real workspace and verify the client launches the process with that argument every time.
  3. Canonicalize paths. Resolve symbolic links, .. segments, and platform-specific separators before opening a file. Reject any resolved path that is not beneath the approved root.
  4. Exclude sensitive material. Deny environment files, credentials, private keys, build caches, and dependency directories unless a particular review requires them. An allowlist of files or extensions is safer than a broad recursive read.
  5. Test escape attempts. Try requests for a parent path, a symlink to another directory, and a hidden credential file. The server should return a controlled denial without revealing the file’s contents.

Do not imply that an MCP client’s system prompt enforces this boundary. The server must enforce it before any file operation.

Which tools are enough for a review-only server?

Start with read-only capabilities. A reviewer normally needs to list selected paths, read text, inspect a diff, and perhaps retrieve structured symbols. Every additional capability expands the consequences of a malicious prompt, compromised client, or unsafe tool argument.

Capability Review value Risk and control
Read a named file Lets the model inspect implementation details. Restrict the path to the workspace and cap file size.
List directory entries Provides repository orientation. Hide ignored and sensitive paths unless needed.
Read a selected diff Focuses findings on changed lines and nearby context. Generate the diff locally and treat its text as untrusted input.
Search text or symbols Finds call sites and definitions without dumping the whole tree. Limit result count, path scope, and regular-expression complexity.
Write files Can apply suggested fixes. Keep disabled for review; require a separate, explicit approval path if added.
Execute commands Can run tests or linters. Use a separate process, fixed command allowlist, resource limits, and a confirmation step. Never treat arbitrary model-generated shell text as safe.

The OWASP Secure MCP Development guidance recommends asking what a server can access, who can invoke each tool, and what each tool can do. Those questions should produce permissions in code, not merely documentation.

Should the review input be a diff or the entire repository?

A selected diff is usually the safer default because it reduces disclosure and gives the model a concrete change set. Whole-repository access can improve cross-file reasoning, but it increases token use, exposure, and the chance that unrelated secrets enter a prompt.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Input strategy Best for Trade-off
Patch plus nearby context Pull-request review, regressions, and style checks. May miss an existing caller or contract outside the patch.
Changed files only Medium-sized changes with clear ownership. Definitions imported from elsewhere may be unavailable.
Repository snapshot Large refactors and architecture-sensitive changes. Highest data exposure and model-context cost; requires stronger exclusion rules.
Semantic index queries Finding definitions, usages, and relationships on demand. Indexers add complexity and must be checked for network access and stale data.

Whichever strategy you choose, make it explicit in the review request. “Review this repository” is an unnecessarily broad instruction when “review this patch and the definitions it imports” is enough.

How do I connect the server, client, and local model?

The exact client configuration, programming language, runtime, model family, and model launcher are implementation-specific and were not established here. Do not present an unverified stack as the implementation behind the headline. Instead, validate the following sequence in your chosen tools.

  1. Run the model locally. Confirm that the inference process binds only to a local interface or to an endpoint whose privacy and retention behavior you control. Capture whether prompts, responses, and crash data are written to disk.
  2. Register the MCP server in the client. The client should start the server with the approved workspace argument and no broader directory. Keep the server identity and launch command under version control so a review uses a known configuration.
  3. Inspect the advertised tools. Confirm that only the intended read operations appear. If a client exposes tools automatically, disable write and shell tools for this profile.
  4. Send a harmless probe. Ask for a directory listing inside the workspace, then request a file outside it. The first should succeed; the second should be denied without a path disclosure.
  5. Run a bounded review. Supply a diff or selected files, request findings with file and line references, and require the model to distinguish observed evidence from assumptions.
  6. Check network and logs. During a review, inspect outbound connections and log files. A local inference claim is incomplete until you know what the client, model runtime, and plugins transmit.

This process also exposes a common failure: the MCP server is local, but the client’s default model, analytics, or update channel is hosted. Treat each network path as part of the review’s data-flow diagram.

What should the review output contain?

Use a stable, evidence-first format so findings can be checked by a human. A practical response schema contains the file path, line or range, severity, observed behavior, why it matters, and a concrete remediation. Ask the model to report “no finding” for a checked category rather than inventing a problem to fill space.

  • Location: repository-relative path and line range, never an absolute path that reveals the workstation.
  • Finding: the smallest statement supported by the code shown.
  • Impact: what could happen and under which condition.
  • Evidence: a short excerpt or call relationship, with secrets redacted.
  • Suggested fix: a change a developer can evaluate, not an automatically applied edit.
  • Confidence and limits: missing files, unrun tests, generated code, or assumptions that affect the conclusion.

Keep the server read-only while you establish trust in this format. If you later add editing, return proposed patches for approval rather than silently mutating the checkout.

What are the main security failure modes?

Most failures are permission and data-flow mistakes, not MCP protocol bugs. Model inputs, model outputs, tool arguments, and tool results should all be treated as untrusted.

Prompt injection in source files

A comment or documentation string can instruct the model to ignore the review or request a secret file. Mark repository text as data, keep tools narrowly scoped, and never grant a source file authority to change permissions.

Path traversal and symlink escapes

String-prefix checks are insufficient when paths are normalized differently across platforms. Resolve the final path, verify it is inside the approved root, and test links and alternate separators.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Accidental write or command execution

A “fix the issue” instruction can become a file mutation or shell command. Use separate profiles for review and remediation, require confirmation, and apply operating-system user, time, memory, and network limits to any executor.

  • Please Note: To reach 10Gbps speed, keep the cable under 3.3 ft. For USB A Male to USB C adapters, try flipping the USB C connector. USB C Male to USB A adapters support bidirectional 10Gbps transfer within 3.3 ft

Secret leakage through diagnostics

Debug logs often capture full tool arguments and results. Redact credentials before logging, set short retention, protect local log files, and disable remote telemetry unless its data handling is explicitly acceptable.

Stale or incomplete context

A model may flag a defect because a generated file, configuration, or call site was excluded. Require it to name missing context and let a human verify findings against the repository and tests.

How does this differ from a semantic local code-analysis server?

Semantic servers can complement a filesystem reviewer by answering navigation and relationship questions instead of returning raw text. Moderne documents a separate local MCP server for semantic search, navigation, refactoring, and recipe execution, but labels it experimental and notes that available tools can change with coding-agent updates: Moderne MCP server documentation.

That capability is not evidence that a basic review server provides semantic indexing, refactoring, or recipe execution. Decide whether you need those operations, then assess their index storage, update process, command permissions, and network behavior independently.

What should you document before calling the system “no SaaS”?

  • The MCP client and version, server launch command, and exact allowed directory.
  • The model runtime, model location, listening interfaces, and any downloaded or remote components.
  • Whether prompts, tool calls, outputs, traces, crash reports, and usage metrics are retained or transmitted.
  • Every tool enabled for the review profile, including plugins and indexers.
  • Whether the workflow reads a diff, selected files, or the entire checkout.
  • The operating-system account and filesystem permissions used by the server.
  • How findings are exported, who can read them, and how long they remain.

If you cannot answer one of these points, narrow the claim: say that repository access is local, not that the complete review is upload-free.

Frequently Asked Questions

Can I use a hosted model with a local MCP filesystem server?

Yes, technically, but the model request will contain whatever source text the client sends, so that workflow is not no-upload. Check the provider’s retention, training, region, and logging terms before treating it as acceptable for a particular repository.

Is read-only access enough to prevent prompt injection?

No. Read-only tools reduce the damage an injected instruction can cause, but the model can still produce misleading findings or attempt to read additional allowed files. Keep the workspace narrow and have a human validate recommendations.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How can I test that code is not leaving my machine?

Run a review with network monitoring enabled, inspect the client and model-runtime logs, and check for unexpected telemetry endpoints or subprocesses. Repeat after enabling plugins, indexers, updates, or crash reporting, since those components can introduce new paths.

Should I let the server run tests automatically?

Only in a separate execution profile with a fixed command allowlist, resource limits, restricted credentials, and an approval step. Tests can read files, access networks, generate artifacts, or execute build hooks, so they are materially different from read-only inspection.
