A useful cloud security improvement plan is an iterative risk-management program, not a one-time checklist. Define the business scope and outcomes, inventory accounts, workloads, data and identities, map the cloud provider’s responsibilities against your own, document a NIST Cybersecurity Framework 2.0 Current Profile and Target Profile, prioritize the gaps, assign owners and deadlines, implement controls, and review the plan whenever the environment or risk changes.

What is a cloud security improvement plan?

A cloud security improvement plan is the operating roadmap for reducing cyber risk in cloud services. It connects business priorities to specific technical and management changes: for example, moving a privileged role behind phishing-resistant multifactor authentication, enforcing a secure storage baseline, expanding audit-log coverage, or proving that critical backups can be restored.

The plan should describe the starting condition, the desired condition, the work required to close the difference, and the evidence that proves the work is complete. It should cover people, process, architecture, configuration and operations rather than treating security as a collection of disconnected tools.

  • Scope: the accounts, subscriptions, business units, workloads, data and providers included.
  • Risk context: critical services, sensitive data, legal and contractual duties, recovery objectives and risk tolerance.
  • Current state: what controls exist and how consistently they operate.
  • Target state: the outcomes the organization needs to achieve.
  • Roadmap: sequenced actions with owners, dependencies, dates, effort and acceptance evidence.
  • Measurement: indicators that show both control coverage and operational results.

How do I set the scope and business outcomes?

Start with a bounded decision about what the first version of the plan will protect and what business result it must support. A plan that says “secure the cloud” cannot be assessed or funded; a plan that covers the payment platform in two production accounts, its customer data and its recovery environment can.

Choose a practical boundary

Use one of these boundaries, then expand deliberately:

  • Single workload: useful when a critical application has urgent exposure or a major migration is underway.
  • Account, subscription or project group: appropriate for a landing zone, production estate or newly acquired business.
  • Business unit: useful when ownership, regulatory obligations and risk tolerance differ by division.
  • Whole organization: suitable for an enterprise policy and governance program, but usually delivered through smaller implementation waves.

Record outcomes before selecting controls

Describe what the business needs to be able to do safely. Examples include maintaining availability of a customer-facing service, restricting access to regulated records, releasing code without bypassing security checks, or restoring a workload within a defined recovery objective. Record assumptions such as planned migrations, outsourced operations, inherited controls and accepted exceptions.

Capture the data classes, jurisdictions, regulatory and contractual requirements, recovery time and recovery point objectives, threat concerns, and the level of residual risk leadership is willing to accept. These decisions determine which gaps deserve priority and prevent a generic checklist from becoming the plan.

Who is responsible for cloud security?

Responsibility is shared, but it is not equal or interchangeable. The provider secures the infrastructure it operates; the customer remains accountable for choosing a suitable service, configuring it securely, deciding what data to place there and protecting the applications, identities and information it controls.

Map responsibility by service model

Service model Provider commonly operates Customer must still control
Infrastructure as a service Facilities, physical hardware and core cloud infrastructure Guest operating systems, patches, network rules, identities, applications, data, backups and configuration
Platform as a service Underlying infrastructure and much of the runtime platform Application code, data, authentication and authorization, secrets, service settings, logging choices and secure deployment
Software as a service Application infrastructure and most platform operations Service fit, tenant configuration, users and roles, data decisions, integrations, retention and incident procedures

The exact boundary varies by service. For each service, write down who performs the task, who approves it, who must be consulted and who receives evidence. The National Cyber Security Centre’s guidance emphasizes that customers always retain responsibility for ensuring the service meets their security needs, configuring it securely and deciding which data to store.

Build a RACI matrix

Create a row for every material responsibility and columns for the cloud provider, internal security, platform engineering, application owners, data owners, operations, procurement and any managed-service provider. Include at least:

  • Account and subscription creation, separation and closure
  • Identity lifecycle, privileged access and emergency access
  • Operating-system and container patching
  • Network segmentation, ingress, egress and hybrid links
  • Encryption, key custody, secrets and certificate renewal
  • Application, API and infrastructure logging
  • Vulnerability management and security testing
  • Alert triage, incident response and provider notification
  • Backup, restore testing and disaster recovery
  • Evidence collection for audits and contractual commitments

Cloud.gov’s customer responsibilities provide a practical minimum: application logging, authentication and authorization, secrets and credentials, security testing and incident-response procedures. Treat an unknown or disputed owner as an open risk, not as a completed assignment.

How do I build a reliable cloud asset and data baseline?

Inventory first, assess second. You cannot prioritize an exposure if you do not know which account, workload, identity or data store is affected, who owns it or how important it is.

Inventory the environment

  • Organizations, accounts, subscriptions, projects and regions
  • Virtual networks, subnets, firewalls, routes, private links and internet gateways
  • Compute instances, containers, serverless functions, clusters and managed runtimes
  • Databases, object stores, queues, APIs, secrets stores and key-management systems
  • Human, machine and federated identities, privileged roles and service accounts
  • CI/CD systems, repositories, artifact stores and infrastructure-as-code pipelines
  • SaaS dependencies, third parties, managed-service providers and support channels
  • Backup vaults, replicas, recovery accounts and off-site locations

Add business context to every important asset

For each item, record an accountable owner, environment, region, data classification, business criticality, internet exposure, dependency relationships and recovery requirements. Link workloads to the services they depend on, such as an identity provider, payment processor, DNS service or private connection. Mark missing ownership, unknown data classification and unverified dependencies as risks that need remediation.

Reconcile at least three views: provider inventory, identity and access records, and application or business-service catalogs. Differences expose abandoned accounts, unmanaged resources and “shadow” services that a single discovery method will miss.

How do I use NIST CSF 2.0 to structure the plan?

Use NIST Cybersecurity Framework 2.0 as the common language for outcomes, not as a prescriptive product checklist. Create a Current Profile describing outcomes achieved today, a Target Profile describing outcomes required for the agreed scope, and an action plan that closes the differences.

Create the Current Profile

Gather policies, architecture diagrams, asset and data inventories, incident records, audit findings, risk registers, contracts and operational evidence. For each relevant CSF outcome, record whether it is achieved, partly achieved, inconsistent, unknown or not applicable. Note the evidence and the accountable owner; a policy without operating proof should not be counted as fully implemented.

Define the Target Profile

Set the target from business outcomes, threat scenarios, regulatory duties and risk tolerance. A critical service may require stronger identity assurance, tighter segmentation, tested recovery and faster detection than a low-impact development environment. NIST’s framework deliberately does not prescribe how outcomes must be achieved, so the target can use native controls, third-party capabilities, process changes or managed services.

Analyze the gap

Compare each Current Profile outcome with its target. Describe the gap in operational terms: “production database activity is not centrally logged and cannot be correlated with identity events,” rather than “logging maturity is low.” Record affected assets, the plausible risk scenario, existing compensating controls and the residual risk if the gap remains.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The documented NIST sequence is to scope the profile, collect organizational information, create the profile, analyze Current-to-Target gaps, create a prioritized action plan, implement it and update the profile. Treat the profiles as living records that change with architecture, threats, providers, regulations and business priorities.

Which control areas belong in a cloud security improvement plan?

Cover connected control areas together. Identity, configuration, logging, response and recovery are dependent: a strong detection tool cannot compensate for unknown assets, unowned identities or an untested restore process.

Governance, roles and education

Define policy ownership, exception approval, risk acceptance, security education, architecture review and escalation paths. Give platform and application teams usable standards, reference architectures and guardrails rather than relying on informal advice.

Asset inventory and data protection

Enforce ownership tags, data classification, retention and deletion rules. Restrict public exposure, use private connectivity where appropriate, and monitor for accidental sharing or anomalous data movement. Include SaaS repositories and third-party data flows, not only infrastructure that appears in a provider console.

Identity and privileged access

Centralize workforce identity, remove dormant accounts, require multifactor authentication for privileged access, separate administration from ordinary use and limit permissions to the task. Control machine identities, rotate credentials and keys, review emergency access and record approvals for privilege elevation. Separation of duties should prevent one person or workload from both changing a control and approving its exception.

Network and hybrid connectivity

Design segmentation around workload trust boundaries and data sensitivity. Restrict ingress and egress, remove broad management access from the public internet, govern peering and private links, and monitor traffic between cloud, on-premises and third-party environments. Document the intended flows so a firewall rule can be evaluated against an architecture rather than a guess.

Secure configuration and vulnerability management

Define hardened baselines for accounts, operating systems, containers, databases, storage, network services and orchestration platforms. Detect drift continuously, patch according to risk and exposure, and make exceptions time-limited. Scan infrastructure-as-code and images before deployment, then verify the running environment because a compliant template can be changed after release.

Application, API and DevSecOps security

Protect source repositories, build agents, artifacts and deployment credentials. Add code, dependency, secret and infrastructure checks to the delivery pipeline; test APIs for authentication, authorization, input handling and abuse; and require review for high-risk production changes. Build a safe rollback path so security fixes do not create pressure to bypass controls.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Encryption, secrets and data-loss controls

Specify when data must be encrypted in transit and at rest, who controls keys, how keys are rotated and how access is logged. Store credentials in a managed secrets system rather than code or tickets, restrict retrieval by workload identity and revoke compromised secrets quickly. Align data-loss prevention rules with classification and business workflows so important transfers are blocked or investigated without disabling legitimate work.

Logging, detection and incident response

Centralize control-plane, identity, network, application and data-access logs in a protected location. Define retention, time synchronization, access controls and tamper protection. Map high-value scenarios to detections, assign alert owners, document triage and containment playbooks, and rehearse provider escalation. Logging coverage is not the same as useful detection: measure whether alerts are investigated and lead to timely action.

Backup, recovery and resilience

Separate backup credentials and accounts from production, protect backups from deletion or encryption by an attacker, and include configuration and key material where recovery requires them. Test restores for critical services, record actual recovery times, exercise regional or provider failure scenarios and fix dependencies that make a supposedly independent recovery environment fail with production.

Multi-cloud and provider oversight

Use a common control vocabulary while respecting differences in identity, networking, logging and configuration across providers. CISA recommends evaluating provider and third-party tools for holistic posture analysis across multiple cloud services. Include service-level evidence, breach notification, subcontractors, data residency, portability, exit plans and support access in provider reviews.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How do I prioritize cloud security gaps?

Prioritize by risk reduction and feasibility, not by the number of findings or the loudest dashboard. Address weaknesses that expose critical services, privileged identities or large portions of the environment before low-impact cosmetic issues.

Score the decision factors

  • Impact: possible harm to safety, confidentiality, integrity, availability, finances and trust.
  • Exposure: public reachability, dependency breadth, privilege and likelihood of exploitation.
  • Control leverage: how many assets or attack paths the change protects.
  • Obligation: legal, regulatory, contractual or board-mandated deadlines.
  • Effort and dependency: engineering work, migration risk, skills and prerequisite changes.
  • Evidence value: whether completion can be verified through configuration, testing or operational records.

Use a qualitative scale that matches your risk method; the available guidance does not establish universal numeric thresholds. Document why an item is urgent, scheduled later or accepted, and record residual risk after treatment.

Sequence quick wins and structural work

Quick wins can reduce exposure while larger designs are underway: remove unused privileges, enable required audit logs, close public storage exposure, enforce multifactor authentication for administrators and rotate exposed secrets. Structural work may include a landing-zone redesign, segmentation, centralized identity, policy-as-code guardrails or recovery architecture. Do not let easy tasks crowd out dependencies that make the long-term target achievable.

What should each roadmap action contain?

Every action should be specific enough for an owner to execute and for an independent reviewer to verify.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Roadmap field What to record
Gap and risk scenario The missing outcome, affected assets and plausible consequence
Current state Existing controls, coverage, exceptions and evidence
Target state The measurable outcome required for the agreed scope
Control or engineering change Configuration, architecture, process, training or service decision
Accountable owner One person or team with authority to deliver and accept the result
Dependencies Identity, networking, data, procurement, migration or change-window prerequisites
Effort and cost category People, licensing, implementation, operations and potential migration cost
Due date and milestones Sequenced delivery points, not only a final date
Acceptance evidence Configuration export, test result, restore record, alert exercise or approved procedure
Residual risk and exception What remains, who accepts it and when it will be reconsidered

Use dependencies to prevent contradictory work. For example, expanding centralized logging before defining retention, access and cost ownership can create an expensive archive that no responder can use; changing network routes before documenting required application flows can cause avoidable outages.

How should I compare native controls, third-party tools and managed services?

Compare options against the responsibility you need covered, not the feature count. A native control may integrate deeply with one provider; a third-party platform may normalize several clouds; a managed service may supply scarce skills but requires clear accountability and oversight.

Comparison axis Questions to ask
Responsibility coverage Which customer tasks become easier, and which remain yours?
Identity integration Does it use existing workforce and workload identities, approvals and least-privilege patterns?
Multi-cloud reach Does it cover the providers, regions, SaaS services and versions actually in scope?
Policy and baseline depth Can you express organization-specific requirements and exceptions?
Logging and detection Does it feed the response workflow with context, evidence and usable alerts?
Automation and safety Can remediation be tested, approved, rolled back and limited by blast radius?
Regulatory evidence Will it produce records an auditor or customer can understand?
Resilience What happens if the tool or provider is unavailable during an incident?
Operating cost and skills What expertise, tuning, support and ongoing administration are required?
Data residency and lock-in Where does telemetry go, and how difficult is it to export or replace the service?

Delegating a suitable responsibility to a more managed service can reduce operational burden, but it does not transfer the customer’s decisions about service fit, secure configuration or data. Put those decisions and evidence requirements into contracts and operating procedures.

Which metrics show that the plan is working?

Use a small set of measures tied to risk outcomes. Set baselines and targets for your organization; neither generic checklists nor the cited guidance provides universal numeric thresholds.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Inventory coverage: proportion of cloud accounts, workloads, data stores and identities with an owner and classification.
  • Secure-baseline compliance: percentage of in-scope resources meeting approved configuration standards, with aging of exceptions.
  • Privileged-access protection: coverage of multifactor authentication, just-in-time elevation, access reviews and dormant-account removal.
  • Critical-vulnerability aging: time from validated finding to mitigation or approved exception.
  • Logging coverage: percentage of critical control-plane, identity, network, application and data events collected and usable for detection.
  • Detection operations: alert triage, containment and recovery times for defined scenarios.
  • Recovery assurance: backup success, restore-test success, actual recovery time and unresolved recovery dependencies.
  • Roadmap delivery: overdue actions, accepted residual risk and evidence accepted by the accountable owner.

Pair coverage measures with outcome measures. Ninety-nine percent of resources configured to a baseline is not reassuring if the remaining one percent contains the payment database, and a large log volume is not useful if responders cannot triage an alert.

How often should the plan be reviewed?

Monitor operational signals continuously where practical, conduct scheduled reviews, and perform a formal risk review at least quarterly. Update the profiles and roadmap after material architecture, provider, threat, regulatory or business changes.

Use a workable cadence

  • Continuous or daily: monitor high-risk configuration drift, identity events, exposed services, backup failures and critical alerts.
  • Weekly: review alerts, open incidents, urgent vulnerabilities and overdue remediation.
  • Monthly: update dependencies, ownership, exception aging and roadmap delivery.
  • Quarterly: reassess risk, review the Current-to-Target gap, test selected response or recovery scenarios and obtain leadership decisions on residual risk.
  • Annually: refresh policies, architecture assumptions, supplier evidence and security documentation, including the system security plan where one is required.

These intervals are an example of the cadence described by Cloud.gov, not a universal rule. Increase the frequency for a rapidly changing or highly exposed environment, and trigger an immediate review after a serious incident, major migration, provider change, new regulation or significant business acquisition.

What common mistakes weaken a cloud security plan?

The following failure modes are preventable when the plan is treated as an operating system for risk rather than a document delivered to an auditor.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Starting with products: buying posture or detection software before defining scope, owners and target outcomes creates noisy findings without accountability.
  • Assuming the provider owns configuration: infrastructure security does not make customer identities, data settings, patches or application controls secure.
  • Counting policy as implementation: a written requirement without configuration evidence, testing or operating records is an intention, not a control.
  • Ignoring non-production environments: development accounts, build systems and test data often provide an easier path to production credentials.
  • Leaving unknown ownership unresolved: an unowned resource can remain exposed through multiple review cycles.
  • Automating destructive remediation immediately: test in a limited scope, add approvals and rollback, and account for dependencies before changing production.
  • Measuring only percentages: aggregate compliance can conceal a high-impact exception; report critical assets and residual risk separately.
  • Forgetting recovery: backups that have never been restored, or that share production credentials, do not provide reliable resilience.
  • Treating multi-cloud as one identical platform: normalize outcomes and evidence, but preserve provider-specific implementation details and failure modes.

What does a practical first 90 days look like?

A staged start creates evidence and momentum without pretending that enterprise transformation can finish in one quarter.

  1. Days 1–15: establish ownership and scope. Name the executive sponsor, security lead, platform lead, application and data owners. Select the first boundary, record business outcomes, requirements, recovery objectives and assumptions, and open the risk register.
  2. Days 16–30: build the baseline. Reconcile accounts, subscriptions, regions, identities, privileged roles, workloads, data stores, networks, third parties and backups. Assign owners and flag unknowns, public exposure and unsupported services.
  3. Days 31–45: map responsibility and current controls. Complete the service-by-service RACI, gather policies and evidence, and document Current Profile outcomes across governance, identity, configuration, data, network, workload, logging, response and recovery.
  4. Days 46–60: define the target and analyze gaps. Set Target Profile outcomes from business risk and obligations. Write risk scenarios, identify dependencies and estimate effort, cost category and residual risk.
  5. Days 61–75: deliver high-leverage actions. Remove unused privileged access, protect administrator accounts with multifactor authentication, close obvious public exposure, enable required logs and secure exposed secrets while structural designs proceed.
  6. Days 76–90: approve the roadmap and measures. Sequence landing-zone, segmentation, DevSecOps, detection and recovery work; assign dates and acceptance evidence; publish the dashboard; and schedule quarterly review and change-triggered updates.

The result should be a maintained set of profiles, a risk-ranked backlog and evidence of reduced exposure—not merely a presentation describing future intentions.

Frequently Asked Questions

Can a small company use NIST CSF 2.0 without a dedicated security team?

Yes. Start with a narrow workload or business service, use the framework’s outcomes as headings, and assign each action to an existing platform, application or operations owner. A managed provider can supply expertise, but the company must retain decisions about service fit, configuration and data.

How do I handle a cloud resource that has no known owner?

Quarantine or restrict high-risk exposure where doing so is safe, preserve evidence, and search billing, deployment and identity records for a responsible team. Set a short ownership deadline; if no owner is found, treat the resource as unauthorized and follow the organization’s retirement or exception process.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Should cloud security metrics be reported to executives or only to engineers?

Both audiences need different views. Engineers need actionable coverage, drift and aging details, while executives need trend lines for critical exposure, recovery assurance, overdue risk decisions and progress toward business outcomes.

What evidence should I request from a cloud provider or managed service?

Request current responsibility descriptions, independent assurance reports relevant to your obligations, incident-notification procedures, service availability and recovery information, subcontractor details, data-location commitments, access controls for support staff and evidence-export capabilities. Verify that the material maps to the services and regions you actually use.
