To audit an AI agent or connected app, trace the complete authorization chain rather than relying on the permissions shown in its chat or administration screen. Inventory every agent identity, OAuth client, plugin, tool, token, role, data store and downstream service; calculate the effective access created by their combination; remove unused or unnecessarily broad grants; and test that revocation actually stops calls. The finished review should show who owns each grant, why it exists, which resources and data it can reach, which operations it can perform, how high-impact actions are approved, and when the access expires or will be reviewed.

What exactly should an AI-agent permission audit cover?

An audit covers identity, authorization, execution and evidence across the entire workflow. A typical chain is an orchestrator invoking a tool, which presents a token to a downstream service. The agent interface may display only one role or consent screen while inherited group membership, delegated user authority, app-only permissions, token scopes and tool capabilities combine to produce much broader access.

Microsoft’s least-privilege guidance puts the ownership requirement plainly: “Use a unique, dedicated agent identity with a named owner/sponsor and approver.” AWS Prescriptive Guidance recommends OAuth 2.0 or 2.1 for remote tools, together with least privilege and operational controls. OWASP’s corresponding rule is: “Start from deny and allow explicitly.” Treat those as design requirements for the audit, not as optional hardening.

  • Principals: agent identities, service accounts, human users acting through delegation, OAuth clients and app registrations.
  • Connectors: SaaS applications, plugins, MCP servers, APIs, webhooks and other tools.
  • Credentials: access tokens, refresh tokens, API keys, certificates and secrets.
  • Authorization: direct grants, group and role inheritance, delegated scopes, app-only scopes and downstream roles.
  • Execution context: tenant, subscription, workspace, site, repository, deployment environment and network location.
  • Evidence: consent records, configuration versions, tool calls, downstream decisions, approvals and revocation tests.

The audit is incomplete if it examines only the model prompt, an individual app’s consent page or the agent’s visible tool list. Permission prompts can be manipulated by an unsafe or compromised agent, so they are not a security boundary. Enforce boundaries in identity systems, tool gateways, downstream services and runtime isolation.

How do I build a complete inventory of agents and connected apps?

Start with a register that has one row for every principal, integration and credential. Ask application owners, identity administrators, platform teams and data owners for exports rather than relying on a single console. Include dormant and development deployments: an unused integration with a valid refresh token is still an active path.

Inventory item Record for each item Why it matters
Agent or orchestrator Unique identity, named owner or sponsor, approver, environment, tenant and business purpose Establishes accountability and separates production, test and personal contexts
Connected application or OAuth client Client identity, redirect URIs, delegated and app-only scopes, audience, issuer and consent owner Reveals grants that may not be visible in the agent interface
Tool, plugin or MCP server Tool name, exact actions, reachable resources, authentication method and downstream service Shows what the agent can actually cause, not merely what it can describe
Token, key or certificate Principal, scope, lifetime, storage location, rotation owner and invalidation method Identifies persistent credentials and the steps needed to cut them off
Role and group membership Direct role, inherited groups, delegated user authority and app-only role assignments Captures privilege accumulated outside the integration’s own settings
Data store and downstream service Resource boundary, data classification, supported operations and reauthorization behavior Lets you compare declared purpose with actual end-to-end capability

Give every row a review date or expiry date. If an owner, purpose or environment cannot be identified, mark the access for remediation rather than allowing it to become a permanent exception. Record whether the grant is production, staging or development; a test token pointing at production data deserves the same scrutiny as a production token.

How do I map an agent’s effective access?

Map each workflow from the orchestrator through every tool and downstream service, then combine all grants that can apply at each hop. The result is the agent’s effective access, which can be wider than any single role or token.

  1. Draw the call path. Write the sequence as orchestrator → tool or plugin → API gateway → downstream service → data store. Add human approval or just-in-time elevation points where they exist.
  2. Attach identities to each hop. Note whether a call uses the dedicated agent identity, a delegated user token, an app-only token, a shared service account or a token exchange.
  3. Collect every source of authority. Include direct grants, group and role inheritance, delegated user permissions, app-only permissions, token scopes, tool capabilities and downstream service roles.
  4. Calculate the aggregate. For each resource, ask what the combined grants permit. Several narrow permissions can form a broad end-to-end capability when one tool reads identifiers and another uses them to modify a separate system.
  5. Compare calls with purpose. Review representative and high-impact workflows against the approved business purpose. A declared read-only task should not require a write-capable identity merely because a connector exposes one.
  6. Check downstream enforcement. Confirm that every service revalidates the token’s issuer, audience, subject, expiry and relevant claims instead of trusting a claim passed from an upstream agent.

Keep the map version-controlled. A permission review should be repeatable after a model change, connector update or deployment move, and reviewers should be able to see which rule or grant produced each effective capability.

Which boundaries should each permission have?

Describe every grant in three dimensions: resource, data and operation. A permission is least-privilege only when all three are no broader than the approved task.

Boundary Questions to answer Examples of a narrow grant
Resource Which tenant, subscription, workspace, site or repository can the identity reach? One workspace or repository instead of an entire organization
Data Which collections, labels or sensitivity classes can it see? Support tickets tagged for a specific queue rather than every customer record
Operation Can it read, write, export, delete or administer? Read-only retrieval without export, deletion or role administration

Document the boundary in plain language as well as in the provider’s scope names. A reviewer should be able to tell whether a token can read one repository, export an entire tenant or change another user’s role without decoding an unfamiliar permission string.

How do I find excessive or reducible permissions?

Separate unused permissions from reducible permissions. Unused permissions create unnecessary horizontal exposure to additional resources. Reducible permissions create vertical exposure because the same task could run with a lower privilege level.

  • Unused: remove a scope that produces no legitimate calls during the approved workflow and has no documented recovery purpose.
  • Reducible: replace a broad scope with the smallest equivalent. Microsoft’s example distinguishes unused Calendars.Read from needed Files.Read, and contrasts reducible User.ReadWrite.All with sufficient User.Read.
  • Misaligned: remove a permission that is technically exercised but outside the approved business purpose, such as a support agent reading unrelated financial records.
  • Duplicated: remove overlapping grants when one role or token already supplies the required operation.
  • Environment leakage: split development and production identities when a test integration can reach production data or actions.

Use call logs and provider access reports to validate that a permission is unused; do not infer usage from a name alone. Before removal, check whether it is needed for a documented break-glass or recovery workflow, then test the workflow with the narrower grant. Record the old and new scopes, the approver and the rollback method.

How should I design task-based roles and tool allowlists?

Begin with deny-by-default and add only the named tools and exact actions required for a defined task. Avoid a single general-purpose agent identity that can browse, modify and administer every connected system.

Separate evidence gathering from remediation

Create a read-oriented role for discovery and evidence collection, and a separate write-capable role for approved remediation. The read role should not inherit delete, export, purchasing, deployment or privilege-management actions. If the workflow needs both phases, require an explicit transition instead of leaving the write capability available throughout the conversation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Allowlist actions, not just tools

A tool name is too coarse when it exposes many methods. Allowlist the exact operation and resource pattern, such as retrieving records from a specified collection, rather than granting a connector unrestricted API access. Validate arguments against a schema before the call so that a natural-language request cannot silently add a different tenant, resource or operation.

Constrain data movement

Set boundaries for what the tool may return, export or pass to another tool. Data minimization reduces the impact of a prompt injection or an accidental broad query even when the identity is otherwise valid. Do not let a read tool become an export pipeline merely because its response can be forwarded to a second connector.

Use separate identities for separate risk

Keep read-only and write identities distinct, as OWASP recommends. Use a unique principal for each agent or workflow with a named owner, sponsor and approver; shared credentials make attribution and revocation ambiguous. Treat a model, plugin or remote tool as untrusted until its calls, schemas and isolation controls are verified.

Which actions require approval or just-in-time elevation?

Put destructive or high-impact operations behind fresh human approval or time-limited elevation. The approval should be tied to the exact action, resource and scope, not to a broad statement such as “let the agent manage the system.”

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Deleting records, files, environments or accounts
  • Exporting sensitive or bulk data
  • Purchasing, transferring funds or committing other financial actions
  • Deploying code or changing production configuration
  • Changing privileges, group membership, authentication settings or tenant policy
  • Performing bulk updates or moving data across tenant boundaries

Use just-in-time elevation when a task genuinely needs a higher role. Set a short lifetime, a specific resource and an explicit expiration; return to the baseline role immediately afterward. Log the approver, reason, requested scope, granted scope, start and end time, action result and correlation ID so an investigator can distinguish an authorized exception from an unexpected escalation.

How should I review OAuth permissions and credentials?

Prefer standard OAuth 2.0 or 2.1 for remote tools, with narrowly scoped, short-lived or task-scoped tokens. Review both the initial access token and the refresh-token path: a short access-token lifetime does not help if an unprotected refresh token can mint new tokens indefinitely.

  1. Validate the client. Check the registered redirect URIs, client identity, issuer and intended audience. Remove unused redirect destinations and clients.
  2. Review scopes. Separate delegated user scopes from app-only scopes, and compare each with the task’s resource, data and operation boundaries.
  3. Check token lifetime and storage. Record access-token and refresh-token lifetimes, storage locations, encryption controls and the owner responsible for rotation.
  4. Confirm consent. Require explicit consent for sensitive data and retain who approved it, for which purpose and in which tenant or environment.
  5. Test claim validation. Verify that each downstream service checks issuer, audience, subject, expiry and scope or role claims rather than trusting upstream assertions.
  6. Rotate and revoke. Test normal key rotation, emergency invalidation and refresh-token revocation, including what happens to tokens already issued to downstream tools.

Avoid shared secrets. If an integration cannot support a dedicated identity, scoped credentials and a documented revocation path, treat that as a design risk requiring compensating controls or replacement.

What should an audit log capture?

Logs must let an investigator reconstruct who or what acted, under which authority, against which resource and how the call moved downstream. Capture events at the orchestrator, tool gateway and downstream service, then correlate them rather than keeping isolated records.

Field What to record
Actor Agent identity and, when applicable, the human user on whose behalf it acted
Authority Role, effective scope, delegated or app-only status and any just-in-time elevation
Action Tool, exact operation, request outcome and relevant validation result
Target Tenant, workspace, repository, record set or other resource boundary
Time and linkage Timestamp and a correlation ID carried through every downstream hop
Result Success, denial, error, partial completion and any rollback or recovery action

Monitor for unusual scope expansion, bulk access, repeated authorization failures and anomalous sequences of tools. A single permitted call may look harmless while a rapid read–export–delete sequence reveals abuse. Alerting should include enough context for the owner to revoke or constrain the correct identity without disabling unrelated applications.

How do I test revocation, isolation and recovery?

Do not mark an audit complete until you have demonstrated that disablement and credential invalidation stop the entire chain. Perform the test in a controlled environment first, then confirm the same enforcement in production.

  1. Disable the agent. Turn off the agent or orchestrator identity and verify that new requests fail.
  2. Revoke grants. Remove OAuth consent, delegated grants, app-only roles and group or role membership associated with the workflow.
  3. Invalidate tokens. Revoke access and refresh tokens and confirm that cached credentials cannot continue calling a downstream service.
  4. Rotate keys. Replace API keys, certificates and other credentials, then search for old values still accepted by tools or gateways.
  5. Probe every hop. Attempt a call through the orchestrator, each tool and each downstream service. Every layer should reject the disabled or expired authority rather than relying on an upstream denial.
  6. Test isolation. Confirm that filesystem, network, secret and tool access is constrained by operating-system or platform sandboxing. Prompts alone are not isolation.
  7. Recover safely. Restore the minimum required grants, verify normal workflows, and document rollback steps, evidence and responsible owners.

Include failure cases such as a lost owner, an unreachable identity provider, a partially rotated key or a downstream service that caches authorization. The recovery record should identify which systems were checked and the timestamp at which access was proven to be blocked.

When should permissions be reviewed again?

Assign a review cadence to every grant and trigger an immediate review when any material part of the workflow changes. At minimum, reassess after a change to the workflow, tool set, data classification, tenant boundary, model, deployment environment or ownership.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Workflow change: a new action, data flow or downstream service can alter effective access.
  • Tool or model change: a connector update may add methods or change argument behavior.
  • Data change: a dataset may move into a more sensitive classification or a broader tenant boundary.
  • Deployment change: moving from a sandbox to production can expose different resources and secrets.
  • Ownership change: a departing sponsor or team requires reassignment, approval and token review.
  • Incident or anomaly: unusual scope expansion, failed authorization or an unexpected tool sequence warrants an out-of-cycle audit.

Set an owner and next review date on each grant, not only on the agent as a whole. Version the permission rules and retain the previous version so reviewers can identify what changed and why.

How can I compare two agents or connected apps?

Compare the controls that determine effective access, not marketing labels or the number of permissions displayed in a dashboard.

Comparison axis Stronger control Risk signal
Identity model Unique principal with a named owner, sponsor and approver Shared credential or unclear ownership
Permission granularity Separate resource, data and operation scopes Organization-wide or all-purpose access
Authorization mode Delegated and app-only access reviewed separately App-only authority used where user delegation would suffice
Tool control Default deny with named tools and exact actions Unrestricted plugin or remote-server capability
High-impact actions Fresh approval or time-limited just-in-time elevation Delete, export or administration available continuously
Downstream security Each service revalidates token claims and scope Downstream trust in an upstream assertion
Observability Actor, owner or on-behalf-of user, scope, tool, resource, result and correlation ID Only a generic application log
Revocation Disablement, token invalidation and key rotation tested end to end No proven way to stop cached or downstream credentials
Isolation Filesystem, network, secret and tool sandboxing Prompt instructions treated as the only boundary
Tenant handling Explicit tenant or workspace allowlist and cross-tenant checks Ambiguous or inherited tenant reach
Review discipline Versioned rules, named owner and change-triggered review Permanent grants with no expiry or review date

What should be on the final permission-audit checklist?

Use the following checklist as the sign-off record. Each item should have an owner and evidence, such as a configuration export, access report, approval record, log sample or revocation-test result.

  • Every agent, app, plugin, tool, OAuth client, service account, token, role and downstream service is inventoried.
  • Each identity has a named owner or sponsor, an approver, a business purpose, an environment and a review or expiry date.
  • The full orchestrator-to-downstream call path is documented.
  • Effective access combines direct grants, inheritance, delegated authority, app-only roles, token scopes and tool capabilities.
  • Every permission has explicit resource, data and operation boundaries.
  • Unused, duplicated, misaligned and reducible permissions are removed or replaced.
  • Tools and exact actions are allowlisted from a deny-by-default baseline.
  • Read-only and write identities are separated where practical.
  • Delete, export, purchasing, deployment, privilege changes, bulk updates and cross-tenant movement require fresh approval or time-limited elevation.
  • OAuth redirect URIs, scopes, issuer, audience, token lifetime, refresh-token handling and downstream claim validation are checked.
  • Logs identify the actor, owner or on-behalf-of user, role, effective scope, tool, action, resource, timestamp, result and correlation ID.
  • Monitoring detects unusual scope expansion, bulk access, failed authorization and anomalous tool sequences.
  • Disablement, grant revocation, token invalidation, key rotation, membership removal, downstream enforcement, sandboxing and recovery have been tested.
  • Rules are version-controlled and a review is scheduled for changes to the workflow, tools, data, tenant, model, environment or ownership.

A passing audit therefore means more than a clean consent screen. It means the agent has only the authority needed for its approved task, high-impact actions are deliberately gated, every downstream service enforces the boundary, and the organization has proved that access can be removed and safely restored.

Frequently Asked Questions

Can an approval prompt protect a system from a manipulated agent?

No. A prompt is an interaction aid, not an authorization boundary. Enforce the decision in the identity provider, tool gateway and downstream service, and require the approval to name the exact action, resource, scope and expiration.

How should a small team prioritize its first permission review?

Start with identities that can delete, export, administer, deploy, purchase or cross a tenant boundary. Next review app-only grants, shared credentials and long-lived refresh tokens, because a compromise of any one can affect many users or systems.

What evidence should be retained after a just-in-time approval?

Keep the approver identity, business reason, requested and granted scopes, target resource, start and expiry times, action result and correlation ID. Link that record to the corresponding tool and downstream log events so the exception can be reconstructed later.

Should refresh tokens be reviewed separately from access tokens?

Yes. Treat a refresh token as a persistent credential: inventory where it is stored, who can use it, how it is rotated and how it is revoked. Confirm that disabling the agent or removing consent prevents the refresh token from creating usable access tokens.
