Audit every way a file can be reached, contain access before deleting anything, and verify the result without credentials. Public exposure can come from a bucket or container setting, an object ACL, an IAM policy, a static-website endpoint, a signed URL, a CDN cache, or an older version that was assumed to be gone. A safe response therefore starts with an evidence-preserving inventory, not a mass deletion. After you identify the owner and business dependency for each item, apply the provider’s public-access control, remove or narrow the specific grant, and test from an unauthenticated network. If an asset must remain public, keep the storage origin private and deliver it through a controlled CDN or application layer.

What counts as a publicly exposed cloud-storage file?

A file is publicly exposed when an unauthenticated person on the internet can obtain it, or can obtain it with a link that was not intended to be broadly shared. Exposure is broader than a bucket labeled “public.” Check each layer below because fixing one layer does not automatically close the others.

Exposure layer Typical mechanism What to inspect
Bucket or container An account-wide or container-level anonymous-read setting Public-access flags, container anonymous-access mode, and organization guardrails
Object ACL A legacy read grant applied to one object or prefix Per-object ACLs, inherited permissions, and ACLs that remain enabled alongside IAM
IAM or resource policy A grant to allUsers, allAuthenticatedUsers, or another broad principal Allow statements, wildcard resources, conditions, and policy versions
Static website A website endpoint that serves objects directly from storage Website configuration, index/error documents, endpoint DNS aliases, and origin settings
Signed URL or token A bearer link that remains valid until its expiry or revocation mechanism is reached Expiry, scope, signing key, referrer leakage, logs, and copies in email or chat
CDN or proxy cache A previously public response remains cached after the origin is restricted Cache-Control lifetime, edge invalidation, alternate hostnames, and origin authentication
Old data copy Versioning, snapshots, soft-deleted blobs, backups, or replicated objects Object generations, recovery stores, lifecycle rules, and backup access policies

OWASP’s cloud-storage testing guidance treats public buckets and objects, overbroad IAM or ACL grants, weak signed URLs, and recoverable older versions as separate findings. Your inventory should therefore record the exact URL or endpoint, not just the storage resource name.

How should I prepare and preserve evidence before changing access?

Capture the state of the exposure before you alter permissions. This gives incident responders a defensible timeline and lets you restore a legitimate workload if a website or integration breaks.

  1. Define the scope. Record the cloud account, project, or subscription; region; bucket or container; object path or prefix; owner; data classification; and business purpose.
  2. Save the access state. Export bucket or container policies, object ACLs, public-access settings, static-website configuration, CDN origin settings, signed-URL parameters, versioning and retention settings, and relevant DNS names. Include timestamps and the identity that made the export.
  3. Preserve representative files and metadata. Copy the object, checksum, content type, size, generation or version identifier, and last-modified time into an evidence store with restricted write access. Do not overwrite the original while investigating.
  4. Export audit records first. Gather storage, identity, CDN, web-server, DNS, and security-monitoring logs covering the period in which the object could have been public. Log delivery can be delayed, so take another export after containment.
  5. Record dependencies. Ask the owner whether the file is used by a website, mobile app, software update process, data feed, analytics job, or customer download. Note the exact URL and expected audience for each approved use.
  6. Protect the evidence. Restrict who can alter or delete the evidence store, enable immutability or retention controls where available, and document every export and permission change. The UK National Cyber Security Centre says customers should have audit information sufficient to determine “how and when” incidents occurred and should protect audit data from modification or deletion.

Do not start by deleting a suspicious object. It may be evidence, subject to a legal or regulatory retention requirement, or still required by a legitimate workload. Restrict access first, obtain the data owner’s approval, and then quarantine or delete according to your retention policy.

How do I inventory every public path in a cloud account?

Use both provider-native inventory and an internet-facing test. The control plane can tell you what a policy says; an unauthenticated request tells you what an outsider can actually do.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What should I inspect in Amazon S3?

Use S3 Inventory to enumerate objects and focus on buckets that contain sensitive data, backups, exports, credentials, personal data, or internal documents. For each candidate bucket, inspect the bucket policy, object ACLs, Block Public Access status, and static-website configuration. Review CloudTrail for permission and website changes, including PutBucketAcl, PutObjectAcl, PutBucketPolicy, and PutBucketWebsite. Check both account-level and bucket-level Block Public Access because a permissive bucket policy can be neutralized by a higher-level block, while a missing block leaves a policy or ACL able to expose data.

List every hostname that can reach the bucket: the native REST endpoint, a website endpoint, CDN distributions, custom domains, and application proxies. A private bucket behind a CDN is only private if the CDN is the authorized origin reader and the bucket rejects direct anonymous requests.

What should I inspect in Google Cloud Storage?

Search IAM policies for the principals allUsers and allAuthenticatedUsers. Inspect object ACLs where ACLs are still applicable, managed-folder policies, and Cloud Asset Inventory results for every project and folder in scope. Google recommends identifying public resources before enforcing Public Access Prevention, because the enforcement can break an approved public website or download service.

What should I inspect in Azure Blob Storage?

Check the storage-account allowBlobPublicAccess property, each container’s anonymous-access setting, and the $web static-website container. Review shared access signature (SAS) links, stored access policies, network exposure, private endpoints, and any CDN or application hostname that fronts the account. A private container does not make a previously issued SAS harmless if the token remains valid and within scope.

Microsoft recommends setting allowBlobPublicAccess to false and disabling static-website hosting when it is not needed. Record the current settings before changing them so you can explain which control closed the path.

Which alternate paths are commonly missed?

  • DNS aliases that point directly to a storage website endpoint instead of the intended CDN.
  • Old CDN distributions, staging buckets, or test projects that still contain production data.
  • Object generations, snapshots, soft-deleted blobs, and backup copies with different policies.
  • Signed links embedded in documentation, issue trackers, email, chat, source code, or mobile apps.
  • Search-engine, browser, proxy, or edge caches that can serve an earlier public response.
  • Cross-account replication targets and data-transfer jobs that copied the object into another resource.

How do I decide whether a public file is intentional or accidental?

Classify each item with its owner and intended audience before remediation. “Public” may be an approved product requirement, an accidental policy grant, or a forgotten copy that has no business purpose.

Classification Examples Action
Approved public asset Product images, documentation, or a deliberately published software download Document the owner and audience; move delivery behind a controlled CDN or application layer where possible
Public by configuration error Internal report, database export, or backup exposed by a broad policy or ACL Contain immediately, preserve evidence, notify the owner and incident team, then remove the grant
Public sensitive data Credentials, personal data, private keys, regulated records, or confidential contracts Follow the incident-response plan, rotate secrets, assess notification duties, and investigate access
Unowned or obsolete copy Old build artifact, test upload, or abandoned staging export Find a responsible owner, preserve required evidence, then quarantine and delete under policy

Ask four questions for every object: Who owns it? Who should be able to read it? Which application depends on its current URL? What is the most restrictive delivery method that still meets that requirement? Record the answer rather than inferring intent from a filename.

How do I contain and remove public access without breaking a website?

Contain first, then remove the narrowest grant that caused the exposure. Test an approved workload after each change and keep a rollback plan based on the evidence you captured.

What is the safe remediation sequence?

  1. Temporarily block new anonymous access. Use the provider’s public-access prevention control at the smallest scope that stops the incident. If the exposure is widespread or actively exploited, use the account or organization control while owners review exceptions.
  2. Identify the effective grant. Re-evaluate bucket or container policies, object ACLs, inherited permissions, website settings, and signed-link rules. Remove or narrow the statement, ACL entry, or setting that grants anonymous access; do not rely on a prevention switch as a substitute for cleaning the policy.
  3. Protect legitimate delivery. Replace direct storage URLs with an authenticated origin connection from a CDN or application. Restrict origin reads to that delivery service and keep administrative access separate.
  4. Revoke or replace bearer links. Shorten or invalidate signed URLs where the provider supports revocation, rotate signing keys if they may have leaked, and update applications that embedded old links.
  5. Quarantine or delete only after approval. Preserve the object and metadata if it may be evidence or is subject to retention. Then follow the owner’s deletion, legal-hold, and backup-erasure procedures.
  6. Check copies and caches. Repeat the fix for versions, snapshots, replication targets, CDN distributions, alternate hostnames, and recovery stores.

How do I remediate an S3 exposure?

Enable S3 Block Public Access at the account or bucket level, then review and remove the public bucket-policy statements and object ACL grants. If an application needs public delivery, use a CDN distribution with an origin access control or presigned URLs rather than exposing the bucket directly. Confirm that the website endpoint is no longer an alternate unauthenticated route and that any custom domain points only to the controlled delivery layer.

How do I remediate a Google Cloud Storage exposure?

After checking the inventory for approved public dependencies, enforce Public Access Prevention at the bucket or organization scope. Remove IAM or ACL grants to allUsers and allAuthenticatedUsers, and update managed-folder policies where they create inherited access. Google documents that enforcement can take up to 10 minutes; plan a second verification after that interval. Cached objects can remain available until their Cache-Control lifetime expires, so change the cache policy or invalidate the edge response where appropriate.

How do I remediate an Azure Blob Storage exposure?

Set allowBlobPublicAccess=false, convert anonymous containers to private, and replace broad sharing with explicit SAS-based access whose scope and expiry match the use case. Disable the $web static-website endpoint when it is unused. For a public site that must remain online, Microsoft recommends Azure Front Door with a restricted origin, web-application firewall, rate limiting, and logging rather than direct anonymous access to the storage account.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What does a controlled public-delivery design look like?

Component Recommended boundary Reason
Storage origin Private; readable only by the delivery service or application identity Prevents users from bypassing policy through a native storage URL
CDN or application Public endpoint with TLS, access rules, rate limits, and request logging Provides a revocable, observable interface for approved content
Signed access Short-lived, least-privilege token limited to the required object or operation Reduces the impact of a copied link
Cache policy Explicit Cache-Control lifetime and an invalidation procedure Defines how quickly a change reaches edge and browser caches

Can I tell whether anyone downloaded an exposed object?

Sometimes, but the answer depends on which logs were enabled while the object was public. A successful permission change does not prove that nobody read the file, and an absence of a storage log is not proof of an absence of access.

What evidence is available in S3?

CloudTrail can record the request, source IP address, actor, time, and related details for applicable S3 events. S3 server-access logging provides more granular request records, but it is best-effort and can arrive later. Correlate those records with CDN, web-server, identity, threat-intelligence, and downstream application logs. Preserve the original log files and their time zone so investigators can build a reliable timeline.

What evidence is available in Google Cloud Storage?

Cloud Audit Logs enable Admin Activity logging by default, but Data Access logs for reads and writes must be explicitly enabled. Google warns that Cloud Audit Logs do not track access to public objects, so a publicly readable object may have no corresponding read event. Use CDN logs, web-server logs, object telemetry, threat-intelligence indicators, and downstream incident evidence where available, and state the resulting uncertainty plainly.

What if the necessary logs were not enabled?

Document the blind spot, the period affected, and the controls that were absent. Look for copies in browser or proxy logs, download counters, customer reports, malware or credential-use indicators, and unusual downstream activity. You can estimate exposure and identify evidence of access, but you cannot honestly certify that no one downloaded the file when the relevant requests were never recorded.

How do I verify that the exposure is actually fixed?

Verify from an unauthenticated network and then inspect the control plane for residual paths. A console showing “private” is not enough if an alternate endpoint or cache still serves the object.

  1. Test representative URLs without credentials. Use a private browser session or a network where no cloud identity is present. Test the native object URL, website endpoint, custom domain, CDN hostname, and any documented download link.
  2. Confirm the intended response. A sensitive object should return denial or a controlled application response, not the file body. An approved public asset should be served only through the documented delivery path.
  3. Recalculate effective permissions. Re-check IAM policy evaluation, ACLs, inherited folder or container settings, account-level public-access blocks, and network rules.
  4. Check time-dependent paths. Confirm signed-URL expiry, key rotation, CDN invalidation, Cache-Control behavior, DNS aliases, and browser or proxy caches. For Google Cloud Public Access Prevention, allow up to 10 minutes for enforcement before treating a test as final.
  5. Inspect retained copies. Test object versions, snapshots, soft-deleted items, backups, replication targets, and recovery portals under the same unauthenticated assumptions.
  6. Ask the owner to run a functional test. Verify that the approved website, application, feed, or customer workflow still works through the controlled route and fails when someone tries to bypass it.
  7. Record the result. Save timestamps, request URLs, response status, headers relevant to caching, screenshots or command output, and the identity that approved closure.

How do I stop a bucket or container from becoming public again?

Make public exposure difficult to create, easy to detect, and attributable to a change owner. One emergency switch is not a durable control.

Set preventive guardrails

  • Use least-privilege roles and separate sensitive, internal, and approved-public data into different resources.
  • Apply organization- or account-level public-access prevention where it is compatible with documented exceptions.
  • Require peer review or automated policy checks for bucket, container, ACL, website, CDN-origin, and network changes.
  • Prefer identity-based access and short-lived signed links over permanent anonymous grants.
  • Define retention, versioning, soft-delete, replication, and backup policies so old copies receive the same sensitivity treatment as current objects.

Detect and alert continuously

  • Maintain an inventory of buckets, containers, objects or prefixes, owners, classifications, endpoints, and public principals.
  • Alert on policy or ACL changes, public-access prevention being disabled, static-website activation, new anonymous principals, and signing-key changes.
  • Enable CloudTrail or equivalent audit trails, storage access logs where appropriate, CDN logs, and the provider’s data-discovery or asset-inventory service.
  • Use detective controls such as AWS Config’s s3-bucket-logging-enabled rule and equivalent checks in other clouds.
  • Run scheduled unauthenticated probes against approved public URLs and sensitive-resource canaries.

Protect the audit trail

Send logs to a separate account or project with restricted deletion, define a retention period that meets incident-response and compliance needs, and test that responders can retrieve records. Amazon Web Services’ Well-Architected guidance states: “You should inventory what data is publicly accessible, and create a plan to reduce the amount of publicly available data over time.” Treat that inventory as an operational control with an owner and review date, not as a one-time spreadsheet.

How do the major cloud providers compare for public-file auditing?

The providers expose similar risks but differ in control scope, logging defaults, and cache behavior. Use the differences below to choose the checks your runbook must perform.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Comparison area Amazon S3 Google Cloud Storage Azure Blob Storage
Public-access prevention scope Block Public Access at account or bucket level Public Access Prevention at bucket or organization scope allowBlobPublicAccess at account level plus container anonymous-access settings
Policy and ACL model Bucket policies and object ACLs can both matter; legacy ACLs require review IAM, managed-folder policies, and object ACLs where applicable Account and container anonymous settings, RBAC or policy, and SAS tokens
Inventory and discovery S3 Inventory, policy inspection, and CloudTrail event review Cloud Asset Inventory, IAM inspection, managed-folder review, and ACL checks where applicable Account/container inspection, network review, and endpoint discovery; the exact inventory service depends on the deployment
Read-log defaults and blind spots CloudTrail coverage varies by event; server-access logs are best-effort and delayed Admin Activity is on by default; Data Access reads and writes require explicit enablement; public-object reads are not tracked by Cloud Audit Logs Use enabled storage, CDN, application, and platform diagnostic logs; coverage depends on configuration
Controlled public delivery CloudFront with origin access control or presigned URLs Private origin behind an approved CDN or application with narrowly scoped signed access Azure Front Door with a restricted origin, WAF, rate limiting, and logging
Cache and enforcement considerations Check CDN and browser caches after changing origin permissions Enforcement can take up to 10 minutes; cached objects can persist for their Cache-Control lifetime Check CDN caches, static-website endpoints, and SAS expiry after changing account or container settings
Recovery copies Versions, replicas, and backups may retain separate policies Object generations, soft-delete or retention features, and replicas require separate review Snapshots, soft-deleted blobs, versions, and backups can remain reachable through other paths

The table is a planning aid, not a substitute for an effective-permission test. Provider features and defaults can vary by account configuration, region, API version, and date, so record the settings you actually observed.

Frequently Asked Questions

Will changing a bucket to private invalidate every signed URL that was already issued?

Not necessarily. A signed URL may continue to work until its expiry if the signing key, token policy, and origin permission still allow it; some public-access controls also do not revoke an already cached response. Revoke or rotate the relevant signing mechanism, replace exposed links, and test old URLs from an unauthenticated session.

How can I remove a file from a CDN after fixing the storage origin?

Use the CDN’s documented purge or invalidation operation for the exact path, then wait for edge propagation and test from more than one network. If no purge is available, set an appropriate cache lifetime and wait for expiry while ensuring the origin rejects new anonymous requests.

How long should cloud-storage audit evidence be retained?

Use the longer of your incident-response, legal-hold, contractual, and regulatory requirements, and document the rule in the case record. Retention is only useful if the evidence store prevents unauthorized alteration and deletion and if responders can retrieve the records in a readable format.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What should I do if the exposed file contained a credential or private key?

Treat the exposure as a security incident: revoke or rotate the credential immediately, preserve the original object and logs, and investigate where the secret may have been copied. Restricting the file alone cannot invalidate a key that an attacker may already have downloaded.
