AI infrastructure spending creates lasting economic value only when deployed capacity is used, businesses and customers gain measurable benefits, productivity improves after full costs are counted, and those gains exceed the resources and risks required. Data-center construction, chip purchases, and hyperscaler budgets show the scale of investment, not its return. A defensible assessment therefore follows a chain: capital committed, capacity connected, workloads run, organizations adopting AI, firm and worker outcomes, aggregate productivity, and the distribution of electricity, grid, financing, import, and consumer costs. The Federal Reserve’s July 2026 monitoring framework finds limited signs of broad-based transformation in aggregate output and labor data so far, so current evidence supports disciplined monitoring rather than a claim that an AI productivity boom is already proven.
What does “lasting economic value” mean in AI infrastructure?
Lasting value means that AI infrastructure produces durable economic benefits after accounting for the capital, electricity, imported equipment, financing, grid upgrades, and risks needed to build and operate it. A project can be technically impressive or profitable for its owner without creating large net gains for the wider economy.

Use five tests:
- Additional capacity: Is new computing capacity actually built, connected, equipped, and available?
- Effective use: Are customers and internal teams running productive workloads rather than leaving capacity idle or reserving it for future demand?
- Measured benefits: Do firms, workers, and customers experience higher output, better quality, lower costs, or new services?
- Persistence and scale: Do benefits survive beyond a launch period and appear in productivity, employment, and industry data?
- Net contribution: Do domestic benefits exceed resource costs, imports, public subsidies, financing burdens, and costs shifted to other electricity users?
The Federal Reserve framework by Paul E. Soto, Mason Thieu, and Jeffrey S. Allen organizes monitoring around capabilities and costs, firm investment and adoption, and productivity and labor. Its purpose is to distinguish investment-led growth from transformation that reaches the labor market and aggregate productivity.
Which indicators should be measured first?
Start with a dashboard that separates spending, physical capability, use, outcomes, and costs. No single indicator can establish a lasting return.

| Layer | Useful measures | What it can show | What it cannot prove |
|---|---|---|---|
| Investment | Company property-and-equipment spending; data-center construction; national-accounts computer and equipment investment | How much capital is being committed | How much is AI-specific, productive, or domestically retained |
| Capacity | Buildings completed; power secured; servers installed; network connection; accelerator availability | Whether capability exists in physical form | Whether anyone is using it efficiently |
| Utilization | Connected and equipped capacity, workload volume, occupancy, booked versus delivered capacity, inference and training activity | Whether installed assets are doing work | Whether workloads create net economic value |
| Adoption | Share of firms using AI, frequency of use, functions covered, redesign of processes, customer uptake | Whether capability reaches organizations | Whether adoption raises measured productivity |
| Outcomes | Revenue, unit cost, quality, error rates, delivery time, firm productivity, labor productivity, total-factor productivity, employment and job mix | Observed effects on producers and workers | Whether AI caused every change, especially during economic shocks |
| Net costs and distribution | Imported equipment, electricity, generation and grid investment, financing, subsidies, tariffs, connection charges, consumer bills | Who pays and how much domestic value remains | A universal result across regions with different grids and tariff rules |
Keep planned, announced, under-construction, connected, and operating capacity in separate columns. Mixing those stages turns a pipeline into an apparent output.
How should AI infrastructure investment be measured?
Triangulate several investment series because each captures a different slice of the buildout and each has classification problems.
Company capital expenditure
Public-company property-and-equipment spending is timely, but it is a broad proxy. It includes ordinary servers, offices, networking, and other non-AI investment. More leasing can also make company capex understate infrastructure purchased by lessors or cloud partners. Compare disclosures across firms only after checking whether they own, lease, or finance the assets.
Data-center construction
Construction starts and completed floor space indicate structures being added. Construction usually leads equipment installation, so it is an early signal rather than proof of available computing. Structures are also not the dominant source of data-center value: a finished shell can sit without power, servers, networking, or customers.
National-accounts computer and equipment spending
Computer and equipment investment provides a macroeconomic cross-check, but it also includes non-AI purchases. Use it to test whether company reports align with broader investment data, not as an AI-only total.
Adjusting for leases and imports
Record ownership, leasing, and financing separately. A cloud customer’s payment may support productive use even when the customer owns no server. Conversely, a country can report large gross investment while much of the equipment is imported, leaving a smaller domestic value-added contribution. Gross spending is therefore not the same as domestic GDP impact.

How can you tell whether capacity is being used?
Require evidence at each operational gate: connected power, installed equipment, usable network capacity, workloads, and paying or internally accountable users.
- Verify the physical project: Confirm the site, building status, contracted power, cooling system, network links, and equipment delivery.
- Separate energization from operation: A building can have a grid connection while servers await installation, testing, or software configuration.
- Measure effective capacity: Track usable accelerator-hours or equivalent capacity, not only nameplate megawatts or announced chip counts.
- Check workload evidence: Look for sustained training, inference, storage, and network activity, with utilization reported over time rather than at a peak.
- Match supply to users: Identify contracts, internal business units, or customers and distinguish reservations from delivered workloads.
- Test economics: Compare realized revenue or documented operating savings with energy, maintenance, staffing, depreciation, financing, and congestion costs.
Capacity can be deliberately held in reserve, so low short-term utilization is not automatically failure. The assessment should state whether underuse is a temporary commissioning phase, a resilience buffer, or evidence that demand and supply were misjudged.
How should business adoption and customer benefits be tested?
Adoption matters only when it changes a process or product in a way that can be measured. Count active use by function and time period, then connect it to an operational baseline.
What to collect from firms
- Which functions use AI: software, customer service, design, logistics, research, administration, or other work.
- How often systems are used and whether use is embedded in a standard workflow.
- Human review, error correction, security controls, and the cost of inference, data preparation, and integration.
- Before-and-after measures such as cycle time, throughput, defect rate, service level, revenue per employee, or cost per transaction.
- Changes in staffing, skills, hours, wages, contractors, and the mix of tasks assigned to people and machines.
How to avoid misleading adoption statistics
A survey response that a company “uses AI” does not reveal intensity, quality, or value. Distinguish experiments from production systems, licenses from active users, and generated output from accepted output. A tool that speeds drafting but adds review work may have little net benefit; a smaller deployment that removes a bottleneck may have a large one.
Customer-side evidence
Track retention, repeat usage, willingness to pay, delivery time, reliability, and quality complaints. Free features and promotional pricing can create high usage without covering infrastructure costs. Benefits should be measured at the price and service level customers actually receive.
Which productivity and labor outcomes indicate durable value?
Use firm-level evidence first, then test whether gains appear in aggregate productivity and labor data. The lag from capability to adoption and from adoption to measured output can be substantial.

Firm-level measures
Compare treated operations with a credible baseline, such as similar teams that adopted later or processes not exposed to the system. Useful outcomes include output per hour, total cost per unit, quality-adjusted output, downtime, inventory turns, and time to complete a task. Document the implementation cost and whether gains persist after novelty fades.
Aggregate measures
Monitor labor productivity and total-factor productivity (TFP), employment, hours, wages, occupational composition, business formation, and reallocation between industries. TFP estimates are sensitive to how capital, labor quality, utilization, and intangible investment are measured. A rise in output during strong demand does not by itself identify an AI effect.
Interpreting the OECD estimate
An OECD 2024 model estimates that AI could add approximately 0.25–0.6 percentage points to annual aggregate TFP growth over a ten-year horizon. This is a conditional, model-based range built from micro-level performance evidence, AI exposure, adoption assumptions, and a multi-sector general-equilibrium framework. It is not an observed causal return on infrastructure spending today.
Labor-market signals
Look for changes in employment, hours, wages, vacancies, training, and task composition by occupation and industry. Productivity gains can raise demand for complementary workers, reduce some tasks, or do both. Early aggregate data may miss reallocation, and employment can remain strong while the composition of work changes.
How should electricity, grid, and financing costs enter the calculation?
Count the full system cost, not just a server purchase. Include electricity, backup generation, cooling, transmission and distribution upgrades, connection deposits, land, water where relevant, operations, financing, and eventual replacement or decommissioning.
What the IEA energy figures do—and do not—say
| IEA figure | Status and qualification | Proper interpretation |
|---|---|---|
| 415 TWh in 2024, about 1.5% of global electricity consumption | Reported 2025 estimate; global data-center electricity use | Scale of energy consumed, not economic return |
| 485 TWh in 2025, rising to 950 TWh in 2030, about 3% of global demand in 2030 | IEA 2026 central projection; AI-focused consumption is expected to grow faster | Expected demand under stated assumptions, not value produced |
| More than USD 700 billion of hyperscaler capex in 2026 | IEA 2026 forecast, mostly for new data centers | Planned spending scale, not utilization or return |
The IEA reports global data-center electricity consumption grew about 12% per year from 2017 to 2024. Treat all projections as conditional and time-sensitive.

Who pays for new grid capacity?
Data-center load can arrive gradually as buildings, servers, and workloads come online, making both timing and magnitude uncertain. If new generation or grid investment is recovered from all users, other consumers’ bills may rise. If facilities use existing capacity and pay their allocated share, they can help spread fixed costs. The result depends on local tariffs, congestion, connection rules, and project contracts.
Risk-allocation checks
- Minimum-payment or take-or-pay commitments if a facility uses less power than planned.
- Long-term electricity contracts and who bears price, curtailment, and termination risk.
- Exit fees, collateral, and phased connection milestones.
- Whether network upgrades are dedicated to the project or socialized across ratepayers.
- Financing rates, refinancing exposure, and the effect of delays on carrying costs.
How do imports and domestic value added change the verdict?
Separate gross investment from domestic contribution. Servers, accelerators, memory, networking gear, and specialized power equipment may be imported. The domestic economy can still gain through construction, engineering, operations, software, wages, taxes, and downstream services, but the import share reduces the initial domestic value added.
For each project or region, estimate:
- Imported equipment and software payments.
- Domestic construction, installation, maintenance, and operating payroll.
- Local tax receipts and public support.
- Energy purchases and the portion paid to local generators or utilities.
- Downstream production enabled by the infrastructure.
Do not count the same activity twice. A cloud provider’s revenue, a customer’s software savings, and a supplier’s equipment sale may represent linked transactions rather than three independent gains.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What comparison framework works for companies, regions, and projects?
Use identical definitions and a stated time horizon. Comparisons become unreliable when one participant reports announced megawatts and another reports connected, utilized capacity.

| Comparison question | Required disclosure |
|---|---|
| What spending is included? | Owned capex, leased assets, construction, equipment, software, and financing treatment |
| How real is capacity? | Announced, permitted, under construction, powered, equipped, connected, and utilized stages |
| Who adopted it? | Active customers or business units, workloads, duration, and production status |
| What benefits appeared? | Baseline and post-adoption output, quality, cost, revenue, service, and labor measures |
| What is the time horizon? | Commissioning period, one-year operating period, and longer-term persistence |
| What is domestic? | Imported equipment, local value added, taxes, jobs, and downstream activity |
| Who bears system costs? | Electricity, grid upgrades, connection charges, financing, subsidies, and consumer exposure |
Geography is material. Two identical facilities can have different net value because one uses spare grid capacity while the other triggers expensive transmission and generation upgrades.
What are the most common analytical mistakes?
Avoid these shortcuts when interpreting headlines or investment announcements.
Best Value
- Equating spending with returns: Capital expenditure is an input, not an outcome.
- Counting announcements as capacity: Pipelines can be canceled, delayed, or downsized.
- Using nameplate power as utilization: Megawatts do not reveal workload volume or economic output.
- Treating all capex as AI: Corporate equipment budgets contain ordinary IT and other investment.
- Ignoring leases: Ownership-based measures can miss assets funded by lessors.
- Calling an energy forecast a benefit: Electricity demand measures resource use, not value created.
- Ignoring imports: Gross investment can overstate domestic GDP contribution.
- Claiming causality from correlation: Demand cycles, management changes, and complementary investments can affect productivity simultaneously.
- Overgeneralizing one site: Tariffs, grid constraints, labor markets, and customer mixes differ by location.
- Double-counting gains: Supplier revenue and customer savings can be two views of one transaction.
How can an analyst run a repeatable assessment?
Use a dated scorecard and update it as projects move from plans to operations.
- Define the boundary: Choose the company, region, project, or national economy and the evaluation period.
- Classify project stage: Label every asset announced, permitted, under construction, connected, equipped, utilized, or retired.
- Build the investment ledger: Reconcile company capex, construction data, national-accounts equipment spending, leases, and imports.
- Measure effective use: Record usable capacity, workload hours, occupancy, customers, and production status.
- Collect outcome baselines: Capture pre-adoption output, cost, quality, delivery, labor, and customer metrics.
- Estimate net effects: Subtract energy, grid, financing, staffing, maintenance, integration, and public-support costs.
- Test persistence: Recheck benefits after commissioning, after a full operating year, and over the longer horizon relevant to the investment.
- Run scenarios: Stress utilization, electricity prices, connection delays, equipment life, adoption rates, and productivity gains.
- Report distribution: State who receives benefits and who pays costs, including other electricity consumers and workers affected by task changes.
- Publish uncertainty: Mark observed data, company guidance, forecasts, and modeled estimates separately.
A simple project model can compare the present value of incremental operating benefits with the present value of capital, energy, grid, financing, labor, and decommissioning costs. Use sensitivity ranges rather than a single precise return when utilization, prices, or adoption are uncertain.
What does the evidence show as of 2026?
The evidence supports rapid investment and expanding capability, but not a demonstrated economy-wide transformation. The Federal Reserve’s July 17, 2026 note says aggregate output and labor-market data show limited signs of broad-based transformation so far, while emphasizing imperfect investment proxies and difficult attribution to AI.
The OECD range is a forward-looking model estimate; the IEA electricity numbers include a 2024 observation and 2025–2030 projections; and the more than USD 700 billion hyperscaler capex figure is a 2026 forecast. These figures establish scale and possible future effects, not realized returns. The appropriate conclusion is to monitor the full chain from investment to use, adoption, productivity, labor, and net domestic value.
What is the practical verdict?
Call AI infrastructure economically durable only when operating data show sustained utilization, verified adoption, measurable firm or customer gains, improving productivity or valuable new output, and costs allocated transparently. Until those links are demonstrated, describe the buildout as investment-led capacity expansion with uncertain economy-wide returns—not proof of an AI productivity boom.
Frequently Asked Questions
How long should an AI infrastructure project be monitored before judging its value?
Use at least three checkpoints: commissioning, a full operating year, and a longer horizon matching the asset’s financing and depreciation. Early data can understate value while systems are being integrated, but a project that remains underused after stable operations needs a different explanation than one still ramping.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Should public subsidies be included when calculating AI infrastructure returns?
Yes. Report private returns and total economic returns separately, then show grants, tax credits, guaranteed loans, discounted power, and publicly funded grid work. A project can be attractive to its owner while delivering a lower or negative return after public costs are included.
How can productivity gains be separated from ordinary business improvement?
Use a documented baseline and a comparison group or staggered rollout where possible. Control for demand, staffing, process redesign, and other technology investments, and report the remaining estimate with uncertainty rather than presenting it as an exact AI effect.
What data should regulators request from large data-center projects?
Request staged capacity data, actual load profiles, utilization, connection dates, contracted and delivered power, cost-sharing terms, incentives, and customer or production measures. Standard definitions make it possible to compare projects without treating announcements or nameplate capacity as output.
