Before moving a COBOL application to the cloud, assess the whole business workload—not just its source code. Define what belongs to the application, inventory its programs and runtime, map data and dependencies, validate findings with the people who operate it, and document business, operational, and control requirements. That evidence helps you choose a migration path and sequence the work; it does not mean the application must be rewritten.
What does a COBOL cloud migration assessment cover?
A useful assessment builds an evidence-based picture of how a business system works, what it depends on, and what constraints a move would need to respect. A COBOL workload may include batch jobs, online transactions, databases, files, shared components, schedules, interfaces, operators, and business procedures as well as programs.

How should I scope the application and assign ownership?
Start by defining the business capability and the boundary of the workload. A name in a portfolio or a source repository rarely tells you on its own which jobs, databases, interfaces, and operating procedures must be considered together.
Identify the people who can validate the picture
Record a business owner, technical owner, and the teams responsible for operations, data, security, and support. Include users and subject-matter experts who understand transaction behavior and business rules. AWS describes a top-down portfolio assessment built around workshops and interviews with application owners, business users, and technical and business experts (AWS Cloud Operations Blog).

Define the application boundary in terms that teams can check. Capture the business capability, programs, regions or environments, online transactions, batch streams, databases, files, interfaces, and adjacent systems included in the assessment. Note what is excluded and why. If ownership or scope is disputed, record that as an open question rather than silently choosing a boundary.
Make the boundary usable for later planning: if two components share data, a schedule, or a critical interface, note whether the assessment treats them as one migration unit or as connected units whose order must be managed.
What should I inventory before migrating a COBOL application?
Build an inventory of the assets and the environment in which they execute. Capture both active and apparently inactive components; an asset that has not run recently may still matter to month-end, year-end, recovery, or another infrequent business process.
| Inventory area | What to record | Why it matters |
|---|---|---|
| Language and runtime | COBOL dialects and versions where known; compiler and runtime; operating environment; transaction monitor; middleware. | These details help establish compatibility and identify platform-specific assumptions. |
| Programs and shared assets | Programs, copybooks, shared components, utilities, source repositories, and known missing or duplicate assets. | Shared logic and incomplete inventories can affect buildability, testing, and migration grouping. |
| Execution footprint | Batch jobs, job streams, schedules, online transactions, workload patterns, and active or inactive status. | Execution order and infrequent workloads can determine sequencing and the evidence needed to validate behavior. |
| Build and release | Build process, deployment process, release history, and how teams reproduce a known-good build. | A migration plan needs a credible way to build, change, and test the application. |
| Data and integration | Database engines and versions, files and data sets, transfers, interfaces, external systems, and ownership. | Data and connected systems often create dependencies that constrain what can move and when. |
Automated analysis can help enumerate code, technologies, and workload patterns. AWS describes code analysis that can measure lines of code and cyclomatic complexity while identifying dependencies and inventory gaps; those measurements are clues to investigate, not a complete measure of business risk (AWS Migration & Modernization Blog). AWS guidance also highlights the need to understand inventory and workload patterns, including inactive jobs and transactions (AWS Cloud Operations Blog).

How do I map dependencies and data flows?
Map both technical connections and the flows that support business processing. A dependency map should show how programs call shared components, how jobs are sequenced, how transactions reach services or data stores, and how information enters or leaves the workload.
Trace the paths through the system
- Record program calls and shared components, including copybooks and other common assets.
- Document batch job predecessors and successors, schedules, and the data passed between steps.
- Trace online transaction paths and the systems or databases each path touches.
- Identify inbound and outbound interfaces, file transfers, external systems, and operational handoffs.
- Mark shared databases and files, including other applications that read or update them.
Microsoft recommends automated discovery alongside workload-owner interviews, central documentation of dependencies, and database inventory. It warns that tools may miss undocumented dependencies, making owner validation important (Microsoft Learn: Assess your workloads for cloud migration). Google Cloud documents that its Mainframe Assessment Tool groups assets into migration units based on call and data dependencies and user configuration (Google Cloud Mainframe Assessment Tool overview).
Validate the map with operators and subject-matter experts
Compare tool findings with job schedules, operational runbooks, incident knowledge, and what owners know about real processing. Ask whether an interface is still used, whether a job runs only on a specific business date, and what happens when a transfer is delayed or a downstream system is unavailable. Record disagreements and unknowns explicitly. A diagram that looks complete but omits a manual handoff or undocumented feed is not a dependable basis for sequencing migration work.
Inventory data as a first-class dependency
For each store or file family, note its engine or format, version where known, hosting model, volume, owner, retention expectations, quality concerns, and the applications that share it. Describe the direction and timing of data flows, not just the endpoint names. Identify target-platform compatibility questions and any business rules that depend on current data behavior.
Microsoft calls for identifying databases and mapping inbound and outbound dependencies; IBM’s migration guidance likewise emphasizes data flows and business rules (Microsoft Learn; IBM Think: Legacy code migration). Shared data can mean that an apparently separate application cannot be moved independently without a deliberate interface or synchronization plan.
How should I assess code complexity and changeability?
Code measures can help prioritize investigation, but they cannot tell you by themselves how much business risk a change carries. Pair automated metrics with evidence about architecture, documentation, dependencies, and whether teams can build and test the workload consistently.

Capture the COBOL and platform variants present, code volume and organization, available complexity indicators, duplicated or missing components, documentation quality, and coupling to shared services or data. Note whether source control contains the assets needed for a reproducible build and whether the current test process can verify important business outcomes.
Where a tool reports lines of code or cyclomatic complexity, preserve the scope and method behind the measurement. Use the results to locate highly connected, poorly documented, or difficult-to-test areas for review. Do not turn a metric into a ranking of business importance or a prediction of migration effort without corroborating evidence.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteWhich operational and business facts change the migration risk?
Operational requirements determine how much disruption is acceptable and what a successful migration must prove. Gather service expectations and actual workload behavior alongside source and dependency findings.
- Workload: transaction and batch volumes, peak periods, business-calendar patterns, and maintenance windows.
- Service needs: performance and availability requirements, service-level commitments, and recovery objectives.
- Operational history: incidents, failures, known workarounds, support arrangements, and release or change history.
- Business consequences: the impact of an outage, late processing, or an incorrect result.
- Evidence quality: available runbooks, monitoring records, test coverage, and documentation of expected behavior.
AWS’s readiness guidance includes technical complexity, application health, support level, data volumes, service-level agreements, incidents, and documentation as assessment considerations (AWS Cloud Operations Blog). These facts shape test scope and migration sequencing: a heavily used service with tight recovery requirements needs different validation and cutover planning than a low-frequency job with a wide maintenance window.
What security, compliance, and control requirements should I check?
Ask the organization’s legal, security, records, and risk owners to identify the requirements that actually apply to this system. Do not infer a jurisdiction-specific legal obligation from a cloud architecture or a generic checklist.
Capture applicable data-residency and privacy expectations; audit and retention requirements; access control and segregation of duties; encryption expectations; and recovery or continuity controls. Record who confirmed each requirement and what evidence or policy supports it. If applicability is unresolved, list it as a decision dependency for the target-state design.

This keeps compliance assessment grounded in the system’s real geography, data, and organizational obligations. General migration guidance identifies regulatory and compliance requirements as considerations, but does not determine which laws govern a particular application.
Which migration approach fits the assessed workload?
Choose a candidate path for each workload or migration unit using its condition, business urgency, disruption tolerance, target capabilities, and dependencies. Rehosting, replatforming, refactoring, encapsulating or integrating, replacing, and retaining parts of a system are options to evaluate—not steps every application must follow.
| Approach | What to consider during assessment | Questions to resolve |
|---|---|---|
| Rehost | Whether the application can move with little meaningful code change and whether the target can support its runtime and operating needs. | What platform compatibility, data, and operational work remains even if code changes are limited? |
| Replatform | Whether deliberate, limited changes can make the workload fit the target environment while preserving most application behavior. | Which components must change, and how will teams validate performance, recovery, and interfaces? |
| Refactor or modernize | Whether business goals justify broader code or architecture change and whether the organization can support the needed skills and testing. | Which business rules must be preserved, and what phased validation reduces change risk? |
| Encapsulate or integrate | Whether a workload can expose or consume capabilities through interfaces while some existing components remain in place. | Are interface ownership, data consistency, and ongoing operations clear across the boundary? |
| Replace or retain | Whether a capability is better served by another system, or whether a component should remain where it is for now. | What is the business case, transition path, and dependency impact of replacing or retaining it? |
IBM characterizes rehosting as a move with little meaningful code change and replatforming as making limited, deliberate changes; it also discusses strategic refactoring (IBM Think: What Is COBOL Modernization?; IBM Think: Legacy code migration). These are descriptions of available patterns, not evidence that one is inherently lower risk. AWS describes replatform and automated refactoring paths, while Microsoft documents one route from COBOL to C# and .NET; that route is an example, not a universal destination (AWS Migration & Modernization Blog; Microsoft Learn: Rehost mainframe applications to Azure with Raincode compilers).
Compare candidate paths against the same practical criteria:
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →- How much code and architecture change is required, and how much existing business logic can remain intact?
- How soon must the workload leave its current environment, and what disruption can the business tolerate?
- What do code condition, data dependencies, and target-platform compatibility imply for the work?
- How will the path affect performance, availability, recovery, security controls, and operating responsibilities?
- Are the skills, test evidence, and ongoing support needed for the path available?
How do I turn the assessment into a migration decision?
For every proposed migration unit, create a decision record that another team can review and challenge. Tie the recommendation to evidence, separate confirmed facts from assumptions, and make unresolved questions visible before the unit is scheduled.
- Define the unit: list the included programs, jobs, transactions, data stores, interfaces, environments, and any related components planned to move together.
- Name the owners: identify business, technical, operational, and data contacts who can approve findings and support validation.
- Attach evidence: point to inventory, dependency maps, schedules, interviews, code analysis, operational records, and control-owner decisions used to form the assessment.
- Record constraints: document data flows, shared dependencies, service needs, business-calendar limits, recovery expectations, and target-state requirements.
- State the candidate path: explain why a migration pattern appears suitable and what conditions could change that recommendation.
- Plan validation and order: specify what must be tested, which dependencies must move first or together, and what evidence is needed before cutover.
- List unknowns and risks: assign owners and next actions for unverified dependencies, compatibility questions, missing documentation, or disputed scope.
Google Cloud documents automatic grouping into sequenced migratable units using call and data dependencies plus user configuration (Google Cloud Mainframe Assessment Tool overview). Automated grouping can inform the decision record, but the owners still need to verify that the units reflect actual operations and acceptable business sequencing.

What assessment tools and timelines can I rely on?
Official tools and guidance can accelerate inventory and dependency discovery, but their documented capabilities should be treated as vendor descriptions. Verify current support and limitations for the estate being assessed; the reviewed official materials do not establish a comparable independent accuracy score.
| Resource | Documented role | Practical qualification |
|---|---|---|
| Google Cloud Mainframe Assessment Tool | Codebase scanning, technology-stack and dependency assessment, and grouping assets into sequenced migratable units. | Google says supported-language analysis varies; verify current language support and limitations against the application before relying on results. |
| AWS mainframe modernization assessment guidance | Portfolio discovery and code analysis covering inventory, dependencies, complexity, inactive workload patterns, and modernization readiness. | Use reported metrics and inventory as evidence to validate, not as a complete measure of business risk. |
| Microsoft Azure assessment guidance | Automated discovery, owner interviews, central dependency documentation, and database inventory. | Microsoft cautions that automated tooling may miss undocumented dependencies. |
| IBM guidance and services | Migration-pattern guidance and service descriptions that include code tracing, business-rules extraction, and documentation. | Confirm the scope and deliverables of any specific engagement; service descriptions do not establish a result for a particular application. |
AWS authors gave a possible duration of 8–16 weeks for a portfolio assessment in a November 21, 2022 article, depending on mainframe size, code base, and application count (AWS Cloud Operations Blog). That is a qualified estimate from that source, not a current universal timeline or a promise for an individual workload. AWS documentation also says its Mainframe Modernization Managed Runtime Environment experience is no longer open to new customers and points to the Self-Managed Experience for similar capabilities; confirm current eligibility and product details directly in the AWS Prescriptive Guidance before making a product-dependent plan.
A defensible assessment is complete enough to explain what the workload does, what it relies on, how it must operate, which constraints govern it, and why a proposed path and sequence are plausible. Where evidence is missing, the right output is a named question with an owner and a validation action—not false certainty about a cloud migration plan.
Frequently Asked Questions
Can I assess just one COBOL application instead of the whole mainframe portfolio?
Yes, provided the boundary includes the connected jobs, data, interfaces, and operational responsibilities that make the application work. If a shared platform component or data store is outside the assessment, document that dependency and identify who will assess its impact.
How do I know whether a dependency is truly unused?
A lack of recent activity in a scan is not proof that an asset can be retired; it may run on a rare business date or support a recovery procedure. Check operational schedules and records with the owners responsible for those events before treating it as inactive.
What should I do when the technical owner and business owner disagree about scope?
Record the competing scope interpretations, the affected assets, and the decision-maker who can resolve them. Keep migration sequencing provisional for components whose inclusion or ownership is still disputed.
