If someone is blackmailing, extorting, threatening, or harassing you because you develop a Steam game, do three things in parallel: refuse further payment or demands, preserve the original evidence, and report the conduct to Steam, local law enforcement, and the FBI’s Internet Crime Complaint Center (IC3). Call 911 (or your local emergency number) first if anyone faces immediate physical danger. Steam can act on account and content violations, while police and IC3 create the criminal-reporting record; one channel does not replace the others.
This guide uses the United States as the default and notes UK, Canadian, and Australian alternatives. It is practical reporting guidance, not legal advice.

What should I do first if a Steam developer is being blackmailed?
Do not pay, argue, threaten back, or send more source code, photographs, credentials, or personal information. Preserve the messages exactly as they arrived, then report the account and the crime through every channel involved.
- Get to safety. If there is an immediate threat of violence, swatting, a break-in, or danger to another person, call 911 in the United States (or your local emergency number). IC3 is not an emergency service.
- Stop increasing the attacker’s leverage. Do not comply with a demand to pay cryptocurrency, gift cards, a wire, or a “verification” fee. Do not send intimate images, a build, a password, or an alleged “proof of innocence.”
- Preserve before blocking. Save screenshots with usernames and timestamps, export chats, download email files with complete headers, and record profile and message URLs or IDs.
- Report in parallel. Use Steam’s profile report tool, make a local police report, submit an IC3 complaint, and report the same account or message on Discord, email, social media, Xbox, PlayStation, or any other service used.
The FBI’s Threat Intimidation Guide defines a threat broadly as a statement or indication of an intention to inflict pain, injury, damage, or other hostile action illegally. It specifically includes blackmail and other negative consequences used to force compliance. A demand to stop a review campaign, doxxing threat, leak, or mass-reporting attack can therefore be both a platform violation and evidence of a crime.

How do I preserve evidence without damaging it?
Keep an untouched original set and make working copies for reports. Cropped, annotated, or re-saved screenshots can omit information investigators need.
- Capture every message with the sender’s username, profile picture, date, time, and the surrounding conversation.
- Export complete chat histories where the service permits it. Keep the original export file.
- For email, save the original message or download it with full headers; also preserve the subject line, sender address, and routing information.
- Copy Steam profile URLs, Steam IDs, Discord user, server, and message IDs, social-media handles, and any phone numbers or email addresses.
- Record each demand: amount, currency, wallet address, bank details, gift-card numbers, payment deadline, and transaction hash or receipt.
- Write a dated timeline showing when contact began, what was threatened, what you answered, and which accounts were used.
- Make at least two copies, such as encrypted cloud storage and an external drive. Keep a separate inventory describing each file and its creation date.
IC3’s official FAQ says it does not accept attachments. Paste the most important message text and headers into the form, but retain the originals securely in case an investigating agency asks for them. Useful records include chat transcripts, web pages, cryptocurrency receipts, wire receipts, logs, and forensic images.

How do I report the offender on Steam?
Report from the offender’s Steam profile rather than opening a generic support ticket. Steam says a profile report is the better route for scammers, hijackers, and phishers.
- Open the offending user’s Steam profile.
- Select the … menu at the upper right.
- Choose Report Player.
- Select the category that best matches the conduct and then the specific violation.
- Write a short factual statement: identify the demand, threat, dates, and where the evidence is located. Do not include speculation or insults.
- Submit the report. You may block the account after evidence is preserved.
For harassment in reviews, profile comments, discussions, or other user-generated content, use the report controls on that content as well. Steam’s community rules prohibit insults and harassment, threats or encouragement of harm, trolling, discrimination, filter bypassing, and public accusations. Possible platform actions include content removal, warnings, bans, or feature cooldowns.
Steam reporting is especially important when the offender has a Steam account, but it is not a substitute for a police or IC3 report when there is a money demand, doxxing, a swatting threat, an intimate-image threat, or an interstate campaign.
What if the blackmailer says mass reports will get my Steam account banned?
Treat “you will be banned unless you pay or follow these instructions” as a known scam pattern. Steam states that it disregards automated or malicious reports and can lock accounts used to weaponize reporting.

Do not transfer the conversation to a supposed “Steam administrator,” click a recovery link, or disclose a login code. Report the originating profile and preserve the messages. If your account is actually restricted, use Steam’s normal support process; a stranger’s demand is not an official appeal channel.
When should I call local police?
Make a local police or sheriff’s report for any criminal threat, especially doxxing, swatting, stalking, extortion, threats to publish intimate images, or a danger to your home, employees, or family. Police can create a case number, make referrals, and explain state procedures such as an emergency protective order.
Bring an organized evidence folder, a one-page timeline, the exact demand, and copies of payment records. Ask whether a cybercrime, economic-crime, or specialized investigations unit handles the case. Before leaving, obtain the report or incident number and the officer or department contact information. A local report remains useful even when the offender, server, or payment provider is in another state or country.
If a federal crime is suggested—for example, a threat sent across state lines, organized criminal activity, or a threat from a foreign-government agent—the FBI guide points to a local FBI field office, 1-800-CALL-FBI (1-800-225-5324), or tips.fbi.gov. Not every report meets the FBI’s investigative threshold; local police remain the correct first responder for immediate safety.

How do I file an IC3 complaint for online extortion?
Use only the official ic3.gov address, typed into your browser. IC3 accepts reports from people outside the United States and from people reporting a subject in another country. File even when you are unsure whether the facts qualify; the report can contribute to intelligence and pattern analysis.
- Open ic3.gov directly and select File a Complaint. No account is required.
- Read the terms. The submission is encrypted, and knowingly false statements can have legal consequences.
- Enter your contact information, the offender’s identifiers, websites or platforms, known IP information, and your financial loss or attempted loss.
- Give a chronological, factual narrative. Quote the demand and explain why it is connected to your game, account, or development work.
- Paste key message text and email headers. IC3 does not accept uploaded evidence, so keep the originals in your secure evidence set.
- Submit and save the confirmation page immediately. IC3 displays a success message and warns that this is the only opportunity to retain a copy; it will not email you an electronic copy.
IC3 says it does not conduct investigations and cannot provide status updates: “You will not hear from the IC3.” The receiving agencies decide whether to investigate or prosecute. If you obtain significant new information, file a new complaint and explain that it supplements the earlier one; submitted complaints cannot be canceled.

For a time-sensitive issue after filing, contact local law enforcement directly. Do not wait for an IC3 callback.
What should I do if money has already been sent?
Contact the bank, card issuer, exchange, wire service, or gift-card company immediately and ask what recall, freeze, or fraud process is available. Then include every transaction identifier in the police and IC3 reports. Cryptocurrency and wires are often difficult to reverse, but speed can matter.
The FBI’s 2025 IC3 figures, as reported in its annual report, describe approximately $679 million frozen from $1.16 billion in attempted theft across 3,900 Recovery Asset Team incidents. That is not a promise that your payment can be recovered; it is a reason to contact the payment provider and report quickly.
Never pay a person who contacts you afterward claiming to be an FBI, IC3, police, or “recovery” agent. The FBI says IC3 has no social-media presence and does not recover funds through Facebook, Telegram, or similar services. A recovery fee, cryptocurrency deposit, or request for remote access is a second scam.
What if the threat involves intimate images or a minor?
Preserve the demand and report it, but do not forward or redistribute illegal images. If anyone depicted is under 18, report to the NCMEC CyberTipline; the US workflow routes child-exploitation reports to NCMEC rather than relying on IC3 alone. Take It Down can create a hash on the device so participating services can detect and remove an image without uploading the image itself.
For adults, StopNCII.org provides a similar hash-based process with participating platforms. After evidence is secured and reports are filed, block the blackmailer. Do not negotiate for deletion or send additional images.

How do I report harassment delivered through Discord or another platform?
Use each platform’s own trust-and-safety or abuse workflow in addition to Steam, police, and IC3. Preserve the user ID, message ID, server or group ID, timestamps, profile URL, and screenshots before blocking.
For Discord, submit a Trust & Safety report with those identifiers and the payment demand or threat. The same principle applies to Xbox, PlayStation, email, social networks, and private forums. Platform moderation can remove content or suspend accounts; it does not create the criminal case number that police can provide.
What reporting options exist outside the United States?
File with your home-country cybercrime authority and local police, and use IC3 as an additional international channel. Emergency numbers and evidence rules still follow your location.
- England, Wales, and Northern Ireland: Report Fraud or 0300 123 2040; call 999 for an emergency.
- Scotland: contact Police Scotland on 101, or 999 for an emergency.
- Canada: local police and the Canadian Anti-Fraud Centre (1-888-495-8501).
- Australia: report to Scamwatch and notify your bank or payment provider if funds moved.
Beware spoofed telephone numbers and lookalike reporting sites. Navigate by typing the agency’s known address rather than clicking a link in a direct message or advertisement.

Possibly, depending on state or national law. A local court may issue a temporary order covering electronic contact, comments, tags, or visits, and violating it can become a separate offense. Ask police, a victim advocate, or a local lawyer about the correct petition and required evidence; there is no universal federal “online protective order” form.
The Office for Victims of Crime directory can help locate victim services in the United States. If an investigation opens, an FBI victim specialist may also provide support.

Why are some Steam developers targeted by harassment campaigns?
Public controversy can turn into coordinated review brigades, pile-ons, or threats. Reporting in 2026 about mandatory Steam store-page disclosure of AI use described browser extensions and online campaigns that identify games using AI. That context may explain why a developer is being targeted, but it does not change the response: document the conduct, report the content and accounts, and escalate criminal threats to police and IC3.
What do current IC3 figures show about online extortion?
The Internet Crime Complaint Center recorded more than 86,000 extortion complaints and over $143 million in reported losses in 2024, according to its 2024 annual report. The same report counted nearly 55,000 sextortion complaints, a 59 percent increase from the previous year.
IC3’s 2025 annual report recorded 1,008,597 complaints and $20.9 billion in reported losses, up 26 percent from 2024. Those totals cover all cybercrime categories; they do not establish a 2025 extortion-only count. The figures show why a single developer’s report can be valuable even when no immediate callback follows.
What should I avoid after filing?
- Do not delete the conversation, factory-reset a device, or overwrite logs before making preserved copies.
- Do not publish the offender’s personal information in retaliation.
- Do not hire a social-media “recovery expert” who promises guaranteed arrests, refunds, or account reinstatement.
- Do not assume a Steam ban proves a criminal case has been opened.
- Do not wait for one agency to respond before filing the others.
Keep your case numbers, confirmation page, payment records, and evidence inventory together. Update your passwords and enable multifactor authentication from a clean device if the attacker may have obtained credentials, but preserve relevant logs before making extensive changes.
A compact reporting checklist
- Call 911 or your local emergency number for immediate danger.
- Refuse further payment or demands.
- Capture and export messages, headers, IDs, URLs, and payment details.
- Report the offender’s Steam profile and the specific review, comment, or message.
- File a local police report and keep the incident number.
- Submit a factual complaint at ic3.gov; save the on-screen confirmation.
- Report the same conduct on Discord or any other platform used.
- Use NCMEC or StopNCII when intimate images are involved, according to the person’s age.
- Contact banks and payment providers immediately if money moved.
- Ignore and report anyone offering paid IC3 or FBI “recovery” services.
Frequently Asked Questions
Will Steam tell me who reported my account or identify the blackmailer?
Usually not. Platform moderation may remove content or restrict an account without disclosing investigative details, and Steam is not required to reveal another user’s identity to you. Preserve the report confirmation and ask police about lawful requests for account records.
Can I file an IC3 complaint for someone else on my development team?
Yes. IC3 allows a person to file on another individual’s behalf. Clearly identify the victim, explain your relationship, and provide the victim’s contact information and the records you hold.
What if the offender is outside the United States?
File with your local police and national cybercrime authority as well as IC3. IC3 accepts international complaints, but cross-border investigation decisions belong to the agencies that receive and refer the report.
Should I announce the blackmail publicly to warn other developers?
A public warning can expose more personal information, alert the offender to your evidence, or trigger further pile-ons. Coordinate first with police, counsel, or a victim advocate, and redact identifiers if a safety-focused notice is necessary.
