Rockstar gets music into Grand Theft Auto’s radio stations through two linked jobs: curating a soundtrack for each fictional station and clearing the rights to the chosen recordings. The public evidence shows a deliberate, collaborative search rather than a label’s automatic playlist. It also shows that a familiar recording can involve separate interests in the underlying composition and in the particular sound recording. GTA IV’s credits, for example, list Queen’s “One Vision” as published by EMI Music Publishing and used courtesy of Hollywood Records / EMI U.K. (GTA IV credits). Rockstar has not published a universal fee, contract term or clearance template, so those details should not be guessed.
What does licensing music for a GTA radio station actually involve?

That wording matters: selection is an editorial decision shaped by setting, tone and player experience before it becomes a legal and production task.
How does Rockstar choose songs for each station?
Rockstar’s music staff and other collaborators search broadly, listen together and debate how a track serves a particular station and city. A song can be attractive on its own yet fail to fit the station’s imagined audience, era, pacing or humor. Conversely, a less obvious track may be valuable because it gives the station a distinctive texture.

The process is not limited to songs already offered by record companies. Pavlovich’s account describes discovery and discussion across a large pool of music. For GTA V, he estimated that roughly 1,500 tracks were licensed during development, with about one quarter making the final cut. That is his reported development estimate, not an official inventory of every track considered or a rule Rockstar applies to later games.
Selection can also involve game-specific edits. Musician James Curd said he sent songs to the music supervisor and that the Greenskeepers track “Vagabond” was not originally written for GTA. At the supervisor’s request, the lyric “New York City” was changed to “Liberty City,” the fictional setting of GTA IV (Curd interview). That is a documented example of adaptation for a game context, not evidence that every contributor rewrites lyrics or that every song is commissioned for the series.

Two core rights interests usually need to be distinguished in plain language:
- The musical work: the composition—melody, lyrics and arrangement as protected by copyright—whose owners or administrators are often publishers and songwriters.
- The sound recording: the specific recorded performance that players hear, commonly controlled or licensed by a record label, artist-owned company or another recording owner.
A performer may be prominent on a track without controlling either interest. Conversely, one company can control a composition while another controls the master recording. Does Rockstar pay artists or record labels?
Rights holders are paid or otherwise compensated under private agreements, but the supplied public sources do not disclose Rockstar’s rates, royalty splits, advances, territories, term lengths or renewal clauses. A performer’s approval alone may not clear a commercially released master if a label or another owner controls that recording, and a label’s approval may not settle the publishing side.

The safest conclusion is procedural rather than financial: Rockstar’s legal and music teams contact the relevant owners and negotiate permissions appropriate to the intended use. The GTA IV credits show how those parties can be named publicly after clearance, while the absence of contract terms means no reliable “price per song” can be calculated from the credits.
How large was the GTA IV clearance effort?
A contemporary Billboard report said Pavlovich’s team contacted more than 2,000 entities across four continents over roughly 18 months while working on the GTA IV soundtrack (Billboard, 2008 PDF). This is useful scale for that particular project: a large rights-outreach campaign involving many owners and territories. It is not a current per-game standard, a count of songs, or proof that every later GTA title required the same number of contacts.
The distinction between entities and tracks is important. One recording can involve multiple songwriters, publishers, labels and administrators, while one rights holder may control many recordings. Therefore, a large contact figure cannot be converted into a universal number of licenses or a predictable budget.
What happens after a song is selected?
Once a track is approved creatively and the necessary permissions are in place, production teams still have to integrate it into the station. That includes supplying the correct master, preparing station sequencing and presentation, recording or commissioning spoken links where applicable, and creating accurate credits. The public manuals and interviews do not describe Rockstar’s internal software or approval checklist, so those implementation details should not be presented as confirmed company policy.

Why were songs removed from GTA IV?
Rockstar has documented a specific licensing-driven update. Its support notice said music changes affecting Grand Theft Auto IV, The Lost and Damned, The Ballad of Gay Tony and Episodes from Liberty City would occur on April 26, 2018, with much of Vladivostok FM affected and replacement music planned (Rockstar Support notice).

The notice establishes that at least some GTA music permissions were no longer available for those releases under the conditions Rockstar needed. It does not establish a universal ten-year license, a fixed expiration period for every song, or the reason for each individual track’s removal. Contract terms can differ by recording, territory, edition and use, and those terms are not published in the support article.
This is why footage, screenshots and player memories can disagree with a current installation. An older build, an unupdated disc or archival video may show a station lineup that a later update changed. The date in Rockstar’s notice is the reliable anchor for this documented case; it should not be generalized into a forecast for every GTA title.

Is the GTA V soundtrack the same thing as its radio playlist?
No. A separately sold soundtrack is a curated product, not proof that it contains every song that can play on every in-game station. Rockstar’s 2014 announcement for a limited-edition GTA V box set described six records across three volumes: The Original Music, The Score and The Soundtrack (Rockstar Newswire). The announcement also said fewer than 5,000 sets were produced worldwide.
A three-disc CD box set was another documented physical format. These releases can be valuable for collectors and can preserve named selections, but neither the research nor Rockstar’s announcement supports claiming that either format includes the complete radio catalogue, remains in print, or has a particular 2026 price. The original score, licensed radio recordings and a commercial soundtrack release are related but distinct categories.
How is Self Radio different from Rockstar’s licensed stations?
Self Radio is a player-controlled PC feature, not a shortcut around Rockstar’s clearance work. Rockstar’s support instructions allow PC players to place their own non-DRM MP3, WMA or M4A files in GTA V’s PC User Music folder and use the game’s Self Radio station (Self Radio instructions).
The built-in stations contain music Rockstar selected and licensed for the game’s distribution. Self Radio instead plays files the player already has permission to use on their own computer. It is PC-only according to the cited support documentation, and adding a file to the folder does not grant the player a license to redistribute that recording or make it part of Rockstar’s official soundtrack.

What are the practical ways to hear GTA music?

Choosing among these options depends on the goal. The in-game station preserves the scripted station identity; physical media offers a fixed collector’s selection; Self Radio provides personal control but uses the player’s own files rather than Rockstar’s cleared catalogue.
What can and cannot be inferred from GTA credits?
Credits can confirm who was publicly identified as a publisher, label, recording source, artist or courtesy provider for a release. They can also reveal that multiple organizations were involved in one recording. They cannot, by themselves, establish the fee Rockstar paid, the exact rights granted, the license’s expiration date, or whether the same permission covers trailers, online play and future ports.
They also do not prove that every song in a station was negotiated in an identical way. Some tracks may have different ownership histories, publisher administrators or label arrangements. A credit line is evidence of attribution and release documentation; it is not a complete contract summary.

- Find candidate recordings. Staff listen, research and discuss a broad pool of music rather than accepting an automatic label feed.
- Map ownership. The team identifies composition publishers and songwriters as well as the owner or licensor of the specific master recording.
- Seek permissions. Rockstar negotiates the rights needed for the planned game release and uses. Public sources do not disclose a standard fee or term.
- Adapt when appropriate. A contributor may make a game-specific change, as with the “Liberty City” lyric example, but this is not universal.

How should readers interpret claims about GTA music licenses?
Look for a primary credit list or Rockstar support notice before accepting a claim about a specific game. Treat reported figures as estimates tied to the source and project: the 2,000-plus entities figure belongs to the 2008 GTA IV reporting, while the roughly 1,500-track and one-quarter-final-cut figures are Pavlovich’s account of GTA V development.

Frequently Asked Questions
Can an artist approve a GTA song without the record label’s approval?
Not necessarily. The person who performed or wrote a song may not control the master recording or the publishing rights, so Rockstar may need separate permissions from a label, publisher, administrator or another owner. A public credit line can show those separate parties even when the artist is the best-known name.
Why can an old GTA video have a song that is missing from my copy?
Videos may have been captured before a later music update, or from a release that had a different catalogue state. Rockstar’s April 26, 2018 notice documents this kind of change for GTA IV and its episodes, so an archival clip is not proof that the same track remains in every current installation.
Does buying a GTA soundtrack give me the complete radio stations?
