Religious ethics, secular philosophy, and human-rights frameworks often recommend similar safeguards for artificial intelligence—respect for human dignity, prevention of harm, fairness, privacy, and human responsibility—but they justify those safeguards differently and make them effective through different institutions. Religious ethics draws on revelation, sacred duties, stewardship, and communal discernment. Secular philosophy tests AI through duties, consequences, autonomy, justice, virtue, or care. Human-rights frameworks turn protections into public obligations, rights claims, oversight procedures, and possible remedies. The practical answer for policymakers is not to select one vocabulary and discard the others: use religious and philosophical reasoning to clarify purposes and limits, then use rights-based law and institutions to make decisions reviewable and enforceable.

What is the main difference between religious, secular, and human-rights approaches to AI?

The central difference is the basis of authority and the route from a moral idea to a decision. A religious analysis may ask whether an AI purpose is lawful, beneficial, honest, and consistent with duties toward God, people, community, and creation. A secular philosopher may ask whether the same purpose respects persons as ends, produces acceptable consequences, or expresses virtues such as justice and practical wisdom. A human-rights review asks whether the system interferes with a protected right, whether that interference is lawful, necessary and proportionate, and whether affected people can challenge it and obtain a remedy.

These approaches can converge on a ban on deceptive manipulation or a requirement for human oversight while disagreeing about why the rule matters, which interests take priority, and who has authority to settle a dispute. A moral reason and a governance mechanism are not the same thing: stewardship, treating people as ends, and equality are reasons; an audit, regulator, court, impact assessment, or complaint process is a mechanism.

How do the three frameworks compare across the issues policymakers face?

Comparison axis Religious ethics Secular philosophy Human-rights frameworks
Source of authority Revelation, sacred texts, jurisprudence, tradition, theological anthropology, and communal discernment Reasoned moral argument about duty, consequences, autonomy, justice, virtue, or care International rights instruments, constitutional principles, public law, and duties of states
View of the person A bearer of dignity and moral responsibility, embedded in relationships and communities, often with stewardship obligations An autonomous or relational moral agent whose duties, welfare, interests, or character matter A rights-holder entitled to dignity, equality, privacy, expression, participation, and remedy
Typical AI question Is the purpose lawful and beneficial? Does the use deceive, oppress, profane, or weaken human responsibility? Can the policy be universalized? Does it respect persons? What outcomes, duties, or virtues are involved? Is the system lawful, necessary, proportionate, non-discriminatory, transparent enough to challenge, and accountable?
Institutional form Religious authorities, scholars, communities, declarations, resolutions, fatwas, and pastoral guidance Philosophical argument, professional ethics, institutional deliberation, and policy theory Treaties, legislation, regulators, courts, impact assessments, audits, complaints, and remedies
Main strength Rich accounts of meaning, purpose, vulnerability, solidarity, and limits on domination Tools for exposing assumptions and testing reasons across different cases A common public language with procedural duties and reviewable claims
Main limitation Traditions are internally plural and may not resolve contested policy questions uniformly There is no single secular theory, and translating theory into policy remains contested Rights can conflict and some instruments are voluntary or weakly enforced

How do religious ethics traditions approach artificial intelligence?

Religious ethics does not produce one global position. The most accurate method is to identify the tradition, institution, document, and date, then state what that source does and does not claim. The examples below are influential institutional contributions, not votes of every believer.

What does the Rome Call for AI Ethics say?

The Pontifical Academy for Life’s Rome Call for AI Ethics (2020) says AI should serve the whole human family, respect every person’s inherent dignity, include vulnerable people, and protect natural environments. Its six named principles are transparency, inclusion, accountability, impartiality, reliability, and security and privacy. The call uses the broad human-rights proposition that “All human beings are born free and equal in dignity and rights,” while placing that proposition inside a Catholic account of human worth, solidarity, and responsibility.

For an AI project, this approach makes the purpose morally significant before technical performance is considered. A highly accurate system can still fail if it excludes vulnerable groups, encourages domination, or damages the natural world. Transparency and accountability are therefore not merely compliance features; they support the human relationships and responsibilities that make a technology legitimate.

What does the Islamic jurisprudential approach illustrate?

The International Islamic Fiqh Academy’s Resolution No. 258 (2025) treats development and use of AI as presumptively permissible, or ibāhah, subject to ethical and legal conditions. The resolution’s formulation is: “The default ruling regarding the development and use of artificial intelligence is permissibility (ibāhah), subject to the following ethical and legal conditions.” Those conditions include a lawful purpose, benefit and prevention of harm, no abuse of beliefs or religious symbols, protection of information and rights, security, honesty, documentation, and transparency.

This is a jurisprudential method rather than a blanket approval. The initial presumption can be displaced by the purpose, effects, or manner of use. A model built for a lawful public benefit may require different controls from one used to deceive, exploit private information, or manipulate religious symbols. The resolution also shows how religious reasoning can operate through recognizable governance requirements such as documentation and information security.

What questions are Jewish AI ethics materials raising?

Tzohar’s Jewish-ethics collection, accessed in 2026, presents live questions rather than a single ruling for Judaism. It examines whether AI can imitate rabbinic rulings, whether an AI system may be assigned moral responsibility in decisions about human life, and how to treat digital recreations of deceased people. These questions connect technical design to halakhic authority, responsibility, the value of human life, and the status of representations of the dead.

The collection is best read as evidence of an active interpretive process. It demonstrates why “what does religion think about AI?” is too broad: different authorities may use different sources, apply different methods, and reach different conclusions as new cases arise.

Do different religions agree on AI?

They overlap on several safeguards but do not speak with one voice. Dignity, protection of vulnerable people, honesty, privacy, accountability, and limits on harm appear in multiple religious and secular documents, yet their meanings can be tied to different accounts of creation, moral agency, community, law, and the good life.

The Muslim World League reported in September 2026 that sessions involving religious participation sought a shared religious perspective on AI ethics for possible contribution to United Nations-level policy. That activity indicates ongoing interreligious and international dialogue, not a settled doctrine. Policymakers should therefore cite the particular institution and text rather than claim that “religion” or “the faithful” have adopted one position.

Overlap also does not remove hard disagreements. Traditions and public institutions may diverge over abortion, pervasive surveillance, autonomous weapons, ownership of data, effects on work, or whether an AI system could ever be a person. A statement of shared principles should identify those unresolved questions instead of implying consensus.

What does secular philosophy add to AI ethics?

Secular philosophy is a family of competing normative theories, not a value-free default. Its value is that it makes the reasons behind a policy explicit and tests whether they are consistent. Three lenses are especially useful when examining an AI decision.

What does consequentialism ask?

Consequentialism evaluates an action or policy by its effects, such as aggregate benefits and harms. For an automated health-triage tool, a consequentialist analysis would examine lives saved, errors, distribution of risks, and foreseeable downstream effects. It must still specify whose welfare counts, how severe harms are weighed, and how uncertainty is handled; “better overall results” is not a complete metric by itself.

What does Kantian deontology ask?

Kantian ethics is deontological: rightness is grounded in duty rather than primarily in the goodness of outcomes or the character of the decision-maker. Applied to AI, it asks whether the guiding rule could be willed as a universal rule and whether people are treated as ends rather than merely as means.

The practical consequence is that responsibility remains with the people and institutions that shape deployment. Designers, testers, users, funders, policymakers, educators, beneficiaries, and those affected by a system all influence the conditions under which it operates. Saying “the algorithm made the decision” cannot erase those human duties, and current AI systems are not thereby made moral agents.

What do virtue and care ethics ask?

Virtue ethics examines the character and habits a technology encourages: honesty or deception, courage or avoidance, justice or indifference. Care ethics focuses on relationships, dependency, unequal vulnerability, and the institutions that sustain or neglect care. These lenses can reveal harms that a narrow accuracy or efficiency calculation misses, such as replacing a needed human relationship with a system that leaves a dependent person isolated.

Because these theories can conflict, a secular ethics review should state which theory is doing the work. A policy that maximizes aggregate welfare may still violate a duty not to deceive; a rule that protects autonomy may need to be modified when a person is highly dependent on another’s care. Naming the conflict makes the eventual compromise more accountable.

What does a human-rights framework add to AI ethics?

Human-rights frameworks connect moral concerns to public duties, procedures, and remedies. They ask who is affected, which right is implicated, whether an interference is lawful, necessary and proportionate, whether discrimination occurs, and whether people can obtain an explanation, participate in a decision, appeal, and seek a remedy.

What is the status of UNESCO’s AI recommendation?

UNESCO adopted its Recommendation on the Ethics of Artificial Intelligence on 23 November 2021. It is a voluntary standard-setting instrument for member states and AI actors, not a treaty that automatically creates enforceable claims in every country. It asks governments to align AI governance with international law and human rights and grounds the recommendation in human dignity, human rights, gender equality, social and economic justice, well-being, diversity, inclusion, and environmental protection.

Its operational principles include proportionality and do no harm; safety and security; privacy and data protection; multi-stakeholder governance; responsibility and accountability; transparency and explainability; human oversight; sustainability; awareness and literacy; and fairness and non-discrimination. UNESCO states that “The protection of human rights and dignity is the cornerstone of the Recommendation” and that “AI systems should not displace ultimate human responsibility and accountability.”

How does freedom of expression fit into the analysis?

Office of the United Nations High Commissioner for Human Rights guidance from 2018 examines AI technologies through existing freedom-of-expression law. It highlights how opaque systems can threaten autonomy and agency and says states and companies must build rights considerations into design, development, and deployment. The rights question is therefore not limited to content moderation: ranking, recommendation, profiling, and automated decisions can shape whether people can speak, receive information, and participate in public life.

Where do these frameworks overlap, and where do they conflict?

The strongest overlap is a rejection of unaccountable power. Religious documents, philosophical arguments, and rights instruments can all support privacy, non-discrimination, safety, human oversight, and a duty to prevent foreseeable harm. They also reject the idea that technical capability alone supplies permission.

Conflict usually appears when priorities or definitions differ. A religious authority may treat a purpose as impermissible even when projected outcomes are beneficial. A consequentialist may accept a limited restriction if it prevents greater harm, while a deontologist may reject it as a violation of a side-constraint. A rights analysis may require proportionality and remedy even when a company’s internal ethics board considers a system socially valuable. Rights themselves can conflict—for example, privacy and public safety—so the framework requires interpretation rather than a mechanical checklist.

Which framework should policymakers use?

Policymakers should use a layered process. Religious and philosophical reasoning can widen the account of human purpose and expose assumptions; human-rights law can provide a common baseline, procedures, and remedies. A practical review can proceed as follows.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Define the purpose and affected people. State what the system is for, who may benefit, who may bear risks, and which vulnerable groups could be excluded.
  2. Map the moral reasons. Record relevant religious or community commitments where the policy affects those communities, then test the proposal through consequences, duties, autonomy, justice, virtue, and care.
  3. Identify rights and legal powers. List privacy, equality, expression, participation, due process, labor, health, or other rights that may be implicated. Check the governing law and the authority for collecting data or making the decision.
  4. Test necessity and proportionality. Ask whether a less intrusive method could achieve the same legitimate aim, whether the expected benefits justify the interference, and whether safeguards reduce residual risk.
  5. Assign responsibility. Name the designer, deployer, funder, public authority, and human decision-maker responsible for each stage. Do not assign responsibility to the model itself.
  6. Build contestability. Provide understandable notice, channels for questions and appeals, human review where stakes are high, audit records, security controls, and a route to correction or compensation.
  7. Reassess after deployment. Monitor disparate effects, new uses, security incidents, environmental costs, and evidence that people are changing their behavior because of the system. Stop or redesign the system when controls fail.

This process separates a moral justification from an enforcement tool. A declaration can articulate dignity or stewardship; an impact assessment, regulator, court, or complaint process can determine whether a particular deployment met that standard.

How can organizations avoid common mistakes when combining the frameworks?

  • Do not generalize from one tradition. Name the institution, document, date, and scope of a religious position.
  • Do not present secular ethics as neutral. Identify whether the analysis relies on outcomes, duties, autonomy, justice, virtue, or care.
  • Do not confuse a voluntary recommendation with binding law. UNESCO’s recommendation can guide policy even where domestic legislation must supply enforceability.
  • Do not stop at principles. Pair each principle with an owner, evidence requirement, review point, and remedy.
  • Do not treat agreement on words as agreement on policy. “Dignity,” “fairness,” and “privacy” can conceal different thresholds and exceptions.
  • Do not let opacity transfer blame to software. Keep a record of human choices about data, objectives, thresholds, deployment, and overrides.

What should a reader remember about AI ethics frameworks?

Religious ethics supplies accounts of purpose, sacred or communal obligations, vulnerability, and stewardship. Secular philosophy supplies competing tests for duties, outcomes, autonomy, character, and care. Human-rights frameworks supply a public language of rights, proportionality, accountability, oversight, participation, and remedy. Their overlap is valuable, but their differences remain important whenever a real system affects liberty, livelihood, health, belief, privacy, or democratic participation.

Frequently Asked Questions

Can a religious ethical argument be used in a secular AI regulation?

Yes, but it normally must be translated into reasons that people with different beliefs can evaluate, such as preventing coercion, protecting vulnerable people, or preserving equal civic status. The religious source can remain part of the public deliberation without becoming the sole legal authority.

Does an AI system ever become morally responsible for its decisions?

A system can be causally involved without possessing the kind of agency required for moral blame or praise. Responsibility should be allocated to the people and organizations that choose objectives, data, deployment conditions, monitoring, and responses to known failures.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Why can two policies that both claim to protect dignity reach different results?

They may use different accounts of dignity—for example, individual autonomy, relational belonging, sanctity of life, or equal civic standing. They may also disagree about whose risks count, what evidence is sufficient, or when a limitation is proportionate.

What should an AI ethics committee record when members disagree?

It should preserve the competing reasons, the assumptions behind each framework, the evidence considered, unresolved rights conflicts, and who has authority to decide. Recording dissent makes later review possible and prevents a single majority vote from hiding serious ethical or legal objections.
