Pension funds assess artificial-intelligence (AI) investment risk as a portfolio-wide exposure and governance problem, not as a question about whether one technology stock is overpriced. Trustees map direct and indirect exposure across public and private assets, test a severe-but-plausible AI downturn, challenge valuation and adoption assumptions, and examine liquidity, leverage, correlations, operational resilience and member outcomes.
The process also tests the people and systems behind each investment: data quality, model validation, explainability, cyber security, cloud and other third-party dependencies, regulatory compliance and human oversight. A fund can appear diversified while many managers own the same AI beneficiaries or depend on the same infrastructure providers, so look-through analysis and documented escalation rules are essential.

AI risk includes both the possibility that AI-related assets lose value and the chance that AI changes how other parts of the portfolio behave. Trustees therefore examine market, credit, liquidity, operational, legal, conduct and member-outcome risks together.
| Exposure route | How it can appear | Questions for trustees |
|---|---|---|
| Direct public equity | Companies developing models, chips, software or data-centre equipment | What share of total scheme risk and benchmark weight depends on AI earnings? |
| Indirect public exposure | Semiconductors, cloud providers, utilities, energy, real estate and broad technology funds | Which holdings benefit from the same AI capital-spending cycle? |
| Private markets | Venture capital, growth equity, private credit, infrastructure and data-centre projects | How current are valuations, and how quickly could positions be sold? |
| Debt and financing links | Loans, structured credit or leveraged projects tied to AI infrastructure | Could collateral calls or refinancing stress force sales elsewhere? |
| Operational dependency | Common cloud, model, chip, energy, data or cybersecurity providers | Would one outage, breach or supplier failure affect several mandates? |
| Service-provider use of AI | Managers, administrators or advisers using AI for research, trading or member communications | Are outputs validated, explainable, monitored and subject to human override? |
How do trustees map hidden AI exposure across the portfolio?
They start with an AI exposure taxonomy and require look-through information from every manager, including pooled vehicles, private assets and debt. The objective is to identify economic dependence, not merely securities whose business descriptions contain the word “AI.”

- Define exposure consistently. Ask managers to state what they classify as direct AI revenue, AI-enabled revenue, infrastructure dependence and material use of AI in investment operations. Record the definition and its confidence level.
- Collect position-level and dependency data. Request current holdings, benchmark weights, private-asset valuations, financing terms, top customers and critical suppliers. A fund should know when several mandates rely on the same cloud, chip, energy or data-centre ecosystem.
- Reconcile duplicate economic bets. Aggregate repeated issuers, indices, look-through holdings and financing links. Two funds with different names can create the same exposure if they hold the same large-cap beneficiaries.
- Include default arrangements. The UK Pensions Regulator (TPR) says trustees should look through the whole portfolio and default arrangements, rather than limiting analysis to a specialist technology allocation.
- Set materiality thresholds. Document when an exposure is large enough to require committee review, a scenario test, manager engagement or a change in risk appetite. Thresholds should cover both market value and dependency concentration.
TPR’s press release of 22 October 2026 reported that global private AI investment rose 127.5% year on year in 2025. That figure does not predict returns, but it illustrates why private-market look-through and valuation discipline matter even for schemes without a named AI fund.
How is AI concentration risk measured?
Concentration is measured by combining holdings, factor sensitivities and shared dependencies. Trustees should examine what happens when AI-linked companies rise in market-capitalisation indices, when active managers repeat the same positions, and when supposedly unrelated assets respond to the same shock.

- Manager overlap: compare look-through holdings across mandates and identify repeated securities, suppliers and revenue drivers.
- Index drift: monitor how passive market-cap strategies become more concentrated as AI-linked companies appreciate.
- Private-market concentration: aggregate exposure to similar venture stages, data-centre projects, infrastructure borrowers and private-credit structures.
- Dependency concentration: map common cloud, model, chip, energy, data and cybersecurity providers, including providers used by external managers.
- Correlation under stress: estimate whether equity, credit, infrastructure and real-estate exposures become more correlated during an AI repricing.
A useful report shows both current weights and stressed contributions to loss. It should distinguish a holding that owns an AI company from a utility, landlord or lender whose cash flow depends on the same build-out.
How should pension funds stress-test an AI downturn?
TPR instructs trustees to test a severe but plausible market downturn in AI-related assets and compare losses, liquidity demands and correlation changes with existing stress tests. The test should follow the shock through funding, collateral, benefit payments and member behaviour rather than stopping at an equity-market loss.

- Set a baseline. Record current exposure, funding position, cash reserves, collateral arrangements, benefit outflows and existing stress-test results.
- Define scenarios. Use at least a base case, an adverse case and a severe-but-plausible case. Scenarios can combine delayed adoption, a regulation shock, supply bottlenecks, energy constraints, an infrastructure-investment reversal or a capex overshoot.
- Revalue public and private assets. Apply market shocks to listed holdings and explicitly test slower write-downs, stale prices and delayed exits in private assets.
- Trace second-round effects. Model credit losses, margin or collateral calls, leverage reductions, refinancing problems, forced sales and changes in currency or interest-rate exposures.
- Raise correlations. Test whether diversification fails because technology, utilities, real estate, infrastructure and credit respond to the same AI spending reversal.
- Measure scheme consequences. Report portfolio loss, liquidity need, funding-ratio change, collateral shortfall, benefit-payment capacity and defined-contribution member outcomes.
| Scenario trigger | What to measure |
|---|---|
| Adoption or productivity disappoints | Revenue revisions, equity drawdown, private valuation marks and funding impact |
| Regulatory or legal shock | Stranded projects, compliance costs, model-use restrictions and counterparty losses |
| Energy or chip bottleneck | Project delays, utility and infrastructure stress, working-capital needs and credit deterioration |
| Capex overshoot or investment reversal | Asset-price losses, refinancing pressure, collateral calls and forced-sale risk |
| Provider outage or cyber event | Trading interruption, data loss, liquidity access, operational recovery time and member-service disruption |
Scenario outputs should be compared with the scheme’s existing limits and escalation triggers. A result that is tolerable in isolation may be unacceptable when it arrives alongside a funding deficit or a period of heavy benefit payments.
How do trustees challenge AI valuations and market structure?
Trustees challenge the assumptions that connect AI spending to sustainable cash flow. They ask whether earnings, productivity and adoption expectations justify prices and test what happens if deployment is slower, energy is scarcer, regulation tighter or capital spending less profitable than forecast.
The Financial Stability Board’s assessment dated 14 November 2024 warns that AI can amplify third-party dependencies, market correlations, cyber risk, model risk, data-quality and governance weaknesses, as well as fraud and disinformation. It also identifies possible changes to market structure, macroeconomic conditions and energy use. These are reasons to test common exposures and provider concentration, not just the volatility of individual AI holdings.
- Require managers to separate observed revenue and cash flow from forecasts that assume rapid adoption.
- Ask how sensitive valuations are to lower utilisation, higher energy costs, chip shortages, licensing restrictions or a longer break-even period.
- Review whether financing is based on optimistic occupancy, pricing or productivity assumptions.
- Check for crowded trades, index feedback and liquidity that could disappear when many investors attempt to exit together.
- Document which assumptions are independently challenged and which are accepted as management estimates.
What should pension funds ask investment managers and counterparties?
Due diligence should cover the investment case and the controls supporting it. FINMA identifies model robustness, correctness, explainability and bias; data security, quality and availability; IT and cyber risks; third-party, legal and reputational risks. Those questions can be converted into a repeatable request for evidence.

| Human oversight | Override authority, segregation of duties, escalation routes and evidence that staff can reject an automated recommendation |
| Conduct and legal compliance | Compliance review, records of advice or decisions, privacy assessment, complaints handling and remediation plans |
Managers should explain how an incident would be reported to the trustee, how quickly affected positions or processes could be isolated, and whether the fund could continue operating if a model or provider became unavailable.
How do regulation and fiduciary duties apply to AI investing?
Delegating an AI-related task does not delegate accountability. Trustees remain responsible for oversight, assurance, testing and monitoring, even when an investment manager, adviser or administrator supplies the technology.

It highlights algorithmic bias, opaque decisions, overreliance, privacy and security. A trustee should therefore require evidence that a provider’s AI use is within its permissions, documented, supervised and consistent with client obligations.
The U.S. Treasury has recommended reviewing each AI use case for compliance with existing law before deployment and reassessing it periodically. Its Under Secretary for Domestic Finance, Nellie Liang, said the Treasury is engaging stakeholders to understand current uses, opportunities and associated risks in financial services. For a pension committee, that translates into a written use-case register, approval owner, legal review, monitoring evidence and a process for suspending a system when assumptions or controls fail.

How are operational resilience and member outcomes included?
AI assessment extends beyond asset prices. Trustees include cyber incidents, data leakage, model drift, vendor outages, fraud and AI-generated scams in their operational-resilience planning.
- Test whether administrators can process contributions, switches, payments and valuations if a critical vendor is offline.
- Require controls against synthetic instructions, impersonation and altered payment details.
- Monitor model drift after market changes, new data, software updates or changes in investment mandates.
- Define notification, containment and recovery responsibilities for each provider.
- For defined-contribution schemes, prepare plain-language communications explaining volatility, options and the risks of crystallising losses during a downturn.
Member communications are part of risk management because a sharp fall can prompt members to crystallise losses or abandon participation. Messages should be approved through the same governance process as other material investment communications.
How can committees compare portfolios or managers?
A comparison is meaningful only when every manager answers the same questions and supplies data on the same date. The following scorecard keeps direct exposure from overwhelming less visible but material risks.
| Comparison axis | Stronger position | Warning sign |
|---|---|---|
| Direct versus indirect exposure | Clear definitions and quantified look-through totals | Only named AI companies are counted |
| Public versus private assets | Timely marks, exit assumptions and liquidity analysis | Stale valuations or no sale-time estimate |
| Passive versus active concentration | Overlap, index drift and factor contributions reported | Managers claim diversification without look-through evidence |
| Liquidity and leverage | Collateral, redemption and refinancing stress tested | Loss estimates exclude forced sales or margin calls |
| Stress correlation | Cross-asset correlations rise in severe scenarios | Historical diversification assumed to persist |
| Third-party dependence | Provider maps, substitution plans and incident terms documented | Critical cloud or model providers are undisclosed |
| Model and data controls | Validation, provenance, bias testing and human override evidenced | Black-box outputs accepted without challenge |
| Cyber resilience | Tested recovery, access control and notification commitments | Policies exist but exercises and recovery results are absent |
| Regulatory and stewardship practice | Use cases, compliance reviews and escalation records maintained | Responsibility is assigned only to a vendor |
| Member outcomes | Downturn communications and behaviour effects modelled | Analysis ends at portfolio-level return |
What should an investment committee do on an ongoing basis?
A repeatable cycle prevents AI review from becoming a one-time thematic exercise.
Best Value
- Assign ownership. Name the trustee committee, risk function and executive owner for exposure data, scenarios, provider controls and member communications.
- Refresh the exposure map. Set a review cadence appropriate to the scheme and trigger an earlier review after major acquisitions, index changes, provider incidents, regulation or market moves.
- Re-run scenarios. Compare new losses, liquidity needs, leverage, collateral and correlation results with risk appetite and funding plans.
- Challenge managers. Record unanswered data requests, weak assumptions, control exceptions and remediation dates.
- Escalate breaches. Define thresholds for reducing exposure, pausing a mandate, increasing liquidity, seeking independent assurance or notifying members.
- Evidence decisions. Keep minutes showing the information considered, dissenting views, delegated actions and follow-up testing. TPR Executive Director of Market Oversight Ben Gunnee said schemes should maintain high standards of investment governance and manage risk over the short, medium and long term.
What are the most common assessment mistakes?
- Counting labels instead of economics: a fund may report little “AI” while owning data-centre landlords, chip suppliers or lenders exposed to the same cycle. Fix this with look-through and dependency mapping.
- Relying on historical correlations: diversification can fail when a common shock hits. Fix it by raising correlations in severe scenarios.
- Ignoring private-market lag: reported values may not adjust when public markets fall. Fix this with delayed-mark and exit-liquidity assumptions.
- Testing prices but not cash: a loss is manageable until collateral calls or benefit payments force sales. Include liquidity, leverage and funding metrics.
- Outsourcing accountability: a provider’s model is not a substitute for trustee oversight. Require assurance, human override, incident reporting and an exit plan.
- Leaving members out: behaviour can turn a market shock into a retirement-outcome shock. Prepare communications and decision support before a crisis.
Frequently Asked Questions
Can a broad market-index fund still create significant AI exposure?
Yes. Market-cap weighting can increase the index share of AI-linked companies after their prices rise, while other holdings may depend on the same capital-spending cycle. The relevant measure is the fund’s aggregated economic sensitivity, not whether its label says technology.
What should trustees do when a manager will not disclose proprietary model details?
Trustees do not necessarily need source code, but they should require independent validation, documented limitations, performance monitoring, human override and incident-notification rights. If those assurances are unavailable, record the information gap and treat it as a governance or mandate risk.

How can a defined-contribution scheme communicate an AI-related market fall?
Explain the event, the scheme’s long-term design and available member actions without predicting a recovery or encouraging rushed switching. Provide accessible channels for questions and coordinate messages with the administrator so transaction and scam controls remain effective.
When should an AI risk scenario be refreshed outside the normal review cycle?
Refresh it after a material provider outage, cyber incident, regulatory change, major index rebalance, rapid private-market fundraising or a change in the scheme’s liquidity needs. A trigger-based review can reveal new concentration before the next scheduled committee meeting.
