IT-services firms usually price generative-AI work in stages rather than with one universal rate. When requirements and data are uncertain, they start with time-and-materials or cost-plus billing. A narrowly defined pilot can use a fixed milestone fee; a production system usually combines implementation milestones with a monthly managed-service charge, cloud and model consumption, and support. Outcome-based fees are possible only when the business result, baseline, measurement period and attribution rules are agreed in the contract.
Public prices are uncommon. In Gigabit’s 2026 review of 122 AI-service firms, half published no price. Among firms that did disclose figures, the median advertised entry price was $12,000 for a pilot, proof of concept or MVP and $20,000 for a production agent or feature. Those figures are directional starting points, not quotes for a complete deployment.

What pricing models do IT-services firms use for generative-AI projects?
Most providers combine several models over the project life cycle. The right structure depends on how clearly the deliverable is defined, how ready the client’s data is and who will carry the risk of changing requirements or usage costs.
Time-and-materials or cost-plus
Time-and-materials billing charges for the hours or days of the assigned team, often with separate pass-through costs for cloud, model APIs and third-party software. Cost-plus adds an agreed margin to labor and other eligible expenses. These approaches are common during discovery, data remediation and complex integration because neither side can reliably specify every task in advance.
#1 Best Overall
Ask for a role-by-role staffing plan, estimated effort, rate basis, assumptions about utilization and a not-to-exceed cap. Without those details, an apparently low rate can conceal a large staffing requirement. Gartner analysts Jaideep Thyagarajan and Sundar Viswanathan warned on 28 October 2024 that “Costs associated with GenAI services can rapidly escalate due to extreme vendor dependencies, poor internal expertise and ad hoc sourcing decisions.”
Fixed-price milestones
A fixed fee works when the scope can be tested objectively. A pilot statement of work might specify a connector to one approved data source, a particular model or API class, a defined evaluation set, security tasks and an acceptance test. Payment is then tied to deliverables such as an architecture review, working prototype, evaluation report and handover.

Fixed price does not mean unlimited work. The contract should list integration boundaries, data formats, response-time targets, excluded features and a change-order process. Gartner’s 19 January 2024 pricing-model abstract notes that “Historical pricing methods such as fixed price or time and materials remain popular for tech service providers.”
Hybrid implementation and managed service
Production programs normally shift to a hybrid structure: milestone payments cover engineering and deployment, followed by a recurring fee for monitoring, prompt or retrieval changes, incident response, evaluation and release management. Model calls, cloud compute, storage and specialist licenses may be passed through at cost, marked up, or included within a usage allowance. The contract must state which treatment applies.
Outcome or value-linked pricing
An outcome component can be a bonus, a risk-share or a fee adjustment tied to an agreed result such as shorter handling time or higher automated resolution. It is not a substitute for defining the technical work. The parties need a baseline, measurement window, attribution method, exclusions, a cap on the variable payment and audit rights. TSIA identifies measuring and communicating customer outcomes as the main obstacle to value-based pricing. Cost-plus and per-user methods remain primary for technology products and services, according to TSIA’s 11 April 2025 analysis. Avasant reported in February 2025 that fixed-price and hybrid models still dominate while output- and outcome-based models gain momentum.
How much does a generative-AI pilot or production project cost?
There is no reliable universal rate card. Public disclosure is the exception, particularly among large consultancies, so published medians should be treated as lower-bound signals from firms willing to advertise rather than as market averages.
Rank #2
| Project type | Published figure | What the figure does and does not establish |
|---|---|---|
| Pilot, proof of concept or MVP | $12,000 median entry price | Gigabit’s 2026 median among 22 of 122 reviewed firms that published a figure. It is an advertised starting point, not a complete production budget. |
| Production agent or feature | $20,000 median entry price | Gigabit’s 2026 median among 30 firms that published a figure. Integrations can make the actual project materially more expensive. |
| Large IT and consulting firms | Price not stated | None of the 13 large firms in Gigabit’s sample published an AI-service price. |
| Regional role day-rates | Not established | No directly comparable public GenAI role day-rate dataset was identified, so proposals should not be benchmarked against an invented regional rate. |
Gigabit found that 50% of the 122 firms published no price, 23% published a fixed or “from” price, and 27% published only ranges, minimums or hourly rates. A pilot quote and a production quote are different economic objects: production adds reliability engineering, identity controls, observability, operations, support and change management.
Market expectations also vary. In a 2025 Thomson Reuters Institute survey, 46% of professional-services respondents expected GenAI rates to stay the same, 27% expected rates to increase somewhat and 5% expected a significant increase. The remaining respondents did not select those increase or unchanged categories, so the figures should not be read as a complete forecast of all firms.
Which work items should appear in a generative-AI quote?
A credible proposal makes each cost driver visible instead of hiding it inside a single “AI implementation” line.
Discovery and readiness
Early work should inventory data sources, classify sensitive information, select and rank use cases, map the current architecture and identify security, privacy and governance requirements. A capped diagnostic or fixed workshop limits exposure while those unknowns are resolved. The deliverable should include a recommended scope, dependencies, a risk register and a decision about whether the proposed use case is feasible.
Data preparation and retrieval
Quotes should identify which repositories will be connected, who owns access, how documents will be cleaned and chunked, how metadata and permissions will be preserved, and who will maintain indexes. If the provider assumes that the client supplies clean, consistently formatted data, that assumption belongs in the exclusions. Remediation, labeling and migration can consume more effort than prompt design.
Model, API and infrastructure choices
Specify the model family or an approved substitution policy, context limits, embedding or reranking services, hosting region, environment count and expected request volume. State whether token, API, GPU, storage and observability charges are included, passed through at cost or billed with a margin. A cheaper implementation fee can be offset by uncapped consumption.
Rank #3
Integration and engineering
List every system to be connected, including identity providers, ticketing tools, customer records, document stores and workflow engines. Define whether the firm is building read-only retrieval, write-back actions, approval steps or asynchronous jobs. Integration complexity is a principal reason a published entry price can diverge from a delivered system.
Security, privacy and governance
Price threat modeling, secrets management, role-based access, tenant isolation, logging, retention, red-team testing, regulatory reviews and incident procedures explicitly. Clarify whether the client or provider supplies compliance evidence, legal review and data-processing agreements. Governance work should include model and prompt versioning, approval gates and a process for disabling a risky capability.

Evaluation, quality and acceptance
A proposal should name the test set, quality dimensions, target thresholds and failure-handling process. Useful measures can include grounded-answer accuracy, citation correctness, refusal behavior, latency, cost per task and escalation rate. Acceptance should depend on those agreed tests rather than a subjective demonstration.
People, geography and staffing mix
Request the planned mix of architects, data engineers, application developers, security specialists, evaluators, project managers and support staff. Delivery geography and onshore, nearshore or offshore allocation affect both price and coordination. Everest Group’s 2024 PriceBook covers about 65 IT, BPO and consulting roles across those geographies and highlights staffing mix, shoring mix and technology-skill premiums as cost dimensions. It is a framework for comparing labor assumptions, not a published GenAI day-rate table.
Change management and adoption
Training, workflow redesign, communications, policy updates and user support should have their own tasks and acceptance criteria. An agent that works technically but is not adopted can fail its business objective; do not assume adoption work is included because a prototype has been delivered.
How should a firm structure the project from discovery to production?
Use a staged commercial plan so that each decision is made with better information than the last.
- Run a bounded readiness phase. Commission a capped diagnostic or fixed workshop covering data inventory, use-case selection, architecture, security and governance. Require a written scope, risks, dependencies and a recommendation to proceed, pause or change direction.
- Define the pilot contract. Specify deliverables, model and API assumptions, integration boundaries, the evaluation set, acceptance thresholds, environments, handover materials and the fixed milestone price. Include an allowance or approval gate for changes rather than an open-ended promise.
- Re-estimate production separately. Convert the validated design into work packages for engineering, pipelines, retrieval or tool integration, identity and security controls, observability, evaluation, deployment and change management. Use milestone payments and explicit change control.
- Agree the run service before launch. Set the monthly managed-service fee, support hours, incident priorities, service levels, release cadence, monitoring responsibilities and consumption pass-through. Identify who pays model, cloud and third-party licensing charges.
- Add an outcome mechanism only after baselining. Record the pre-launch level, measurement method, observation window, attribution rules, exclusions, cap and audit process. Keep the technical fee payable for delivered work so that a disputed business result does not interrupt essential operations.
How can buyers compare two AI-services proposals fairly?
Normalize both proposals to the same scope and commercial assumptions before comparing totals. A low headline number may exclude the data work, security controls or operating costs that another provider included.
| Comparison area | Questions to ask |
|---|---|
| Scope completeness | Which use cases, systems, environments, user groups and deliverables are included? What is explicitly excluded? |
| Assumptions | What data quality, access, volume, model availability and client staffing assumptions must hold? |
| Staffing and geography | Which roles are assigned, at what effort, and from which delivery locations? What happens if a named specialist is unavailable? |
| Security and regulation | Are threat modeling, privacy reviews, access controls, audit logs, testing and compliance evidence priced? |
| Model and infrastructure | Are token, API, cloud, GPU, storage and third-party license charges included, capped or passed through? Is there a substitution policy? |
| Acceptance and warranty | What test set and thresholds determine acceptance? How long is defect correction included after handover? |
| Change control | What triggers a change order, what rates apply, and who approves additional work? |
| Operations and service levels | What monitoring, incident response, support hours, uptime or latency commitments are covered by the recurring fee? |
| Outcome design | Is the baseline measurable, is attribution realistic, are exclusions and a payment cap stated, and can results be audited? |
| Ownership and exit | Who owns prompts, evaluation sets, code, indexes and fine-tuning artifacts? Can data and configurations be exported at termination? |
What costs are commonly missed?
Buyers often budget for a demonstration and discover later that production requires a different cost envelope. Typical omissions include cleaning permissioned data, building connectors, implementing single sign-on, separating development and production environments, creating evaluation datasets, tuning retrieval, logging prompts and outputs, handling model upgrades, training users and staffing an on-call rotation.
Another omission is the commercial treatment of variable usage. Ask for a scenario table showing expected and high-volume requests, context size, storage growth and any minimum commitments. Require notice before a provider changes a model, region or third-party dependency that changes cost or data handling.
Thomson Reuters found that there is no single industry-wide policy for passing GenAI costs through to clients. The proposal therefore needs a line-by-line answer: which expenses the firm absorbs, which it passes through case by case and which it allocates across a client base.

- A single “AI project” price with no deliverables, assumptions or acceptance tests.
- A pilot described as production-ready without reliability, security, support and rollback work.
- Unlimited usage language with no model, cloud or token allowance.
- Outcome fees tied to revenue or savings without a baseline, attribution method or audit right.
- Named technology components that can be substituted without notice or price protection.
- No ownership, data-export or termination provisions.
- Rates that look low because critical data, integration or governance tasks are placed in exclusions.
Fix these issues by issuing a common statement of work to every bidder, requiring a assumptions-and-exclusions schedule, and scoring technical scope separately from price. Ask finalists to reprice the same option set rather than negotiating from incomparable totals.
How should outcome-based pricing be negotiated?
Start with a metric the provider can influence and the client can verify. For a service desk agent, that might be the proportion of eligible requests resolved without human intervention, provided the baseline, eligibility rules, quality threshold and escalation behavior are fixed. Define the measurement window, data source, treatment of outages and model changes, and a maximum bonus or penalty.
Best Value
Separate controllable delivery obligations from business variables outside the provider’s control. A supplier can commit to evaluation performance, response time and incident handling even when a sales uplift or productivity gain depends on staffing, demand or policy changes. Include a review point so the metric can be recalibrated only by mutual written agreement.
What does a sound procurement process look like?
- Write a neutral use-case brief with current process, users, data sources, risk classification and success measures.
- Ask every bidder to return the same cost breakdown for discovery, pilot, production and run phases.
- Require separate totals for labor, pass-through consumption, third-party licenses, travel, taxes and optional work.
- Score proposals on scope, security, evidence, staffing, ownership and operations before applying price.
- Use a paid discovery or capped workshop when requirements are genuinely unknown, then hold a stage-gate decision.
- Record the selected assumptions in the contract and keep a change log from the first sprint.
What does the market evidence say about value measurement?
Price transparency is weak, and value measurement is uneven. Thomson Reuters reported that only 38% of firms that measure GenAI return on investment also actively measure client satisfaction. A buyer should therefore request both operational metrics and user or customer measures, not accept an ROI claim based only on model usage or hours of vendor work.

The practical conclusion is to compare complete economic models, not advertised entry prices. A well-scoped $12,000 pilot can be useful for learning, while a production service with integrations, controls and support may require a substantially different budget. The contract should make that transition visible before the pilot starts.
Frequently Asked Questions
Should I ask an AI-services firm for an hourly rate?
Yes, but treat it as one input rather than the project price. Request the role mix, estimated effort, utilization assumptions and a cap, then compare the resulting work packages with a fixed-milestone alternative.
Who normally pays for model and cloud usage?
There is no uniform industry policy. The provider may absorb usage within an allowance, pass it through at cost, or add a margin, so require each treatment and any volume thresholds to be written into the proposal.
Can a pilot contract guarantee production readiness?
Usually not without defining production requirements up front. A pilot can validate a use case and test quality, but reliability, access controls, observability, support and change management need separate acceptance criteria and budget.
