AI is not measured as a separate productivity input in today’s national accounts. Statistical agencies infer its effects from output, labour, capital, industry adoption and investment data, then use productivity decompositions or experimental thematic accounts to isolate activity associated with AI. The result is an evidence-based estimate, not a clean causal number: multifactor productivity (MFP) can include technology, management, learning and unmeasured labour-quality changes, while AI spending may be hidden in software, data, cloud services, research, training or organisational investment.

How do national accounts measure AI’s contribution to productivity?

The standard method starts with the same production framework used for any technology. An economy’s output is compared with the hours and skills of its workers and with the capital services supplied by equipment, structures, software and other assets. Analysts then ask whether industries that use or produce AI show changes in output or efficiency beyond what their measured inputs would predict.

This approach is indirect because the core national accounts classify transactions by products, industries and assets, not by technologies such as AI. A thematic account can rearrange those existing records to make AI-related production, investment and use more visible without replacing the underlying accounting system.

What is and is not directly observed

There is no dedicated U.S. national-accounts line item that records “AI productivity.” The Bureau of Economic Analysis (BEA) explains that current estimates must identify AI-related activity within categories such as software, computer and data services, research and development, information-technology equipment and related services. A thematic account can add detail, but it does not create a new observed transaction where the source data contain none.

Which productivity measures are used?

Most studies combine labour productivity with growth-accounting results. Labour productivity is output per hour worked. Its change can be separated into the contribution from more capital per hour—called capital deepening—and multifactor productivity, the part of output growth not explained by measured changes in labour and capital.

Capital deepening

If firms add servers, specialised chips, software or other productive assets, each worker may have more capital to work with. The resulting increase in output per hour is attributed to capital deepening, provided the asset is measured as capital and its services are estimated. This tells you that capital supplied more productive capacity; it does not by itself prove that AI caused the gain.

Multifactor productivity

MFP is a residual. It can capture technological progress and better production processes, but also improved management, learning by doing, economies of scale, changes in workplace organisation and labour-quality changes that the statistics fail to measure. Reading the entire MFP increase as “AI productivity” would therefore overstate what the data establish. The OECD’s Compendium of Productivity Indicators 2026 stresses that MFP is not an AI-specific measure.

Input quality and timing

Researchers also examine the composition of labour—education, experience and occupation—not just hours. During an AI rollout, a firm may spend heavily on training, workflow redesign and data preparation before output rises. If those intangible inputs are poorly measured, the early cost can depress measured productivity and the later benefit can appear with a delay.

Where does AI appear in existing economic accounts?

AI-related production and use are distributed across several industries and asset categories. The same purchase can have different statistical treatment depending on what is bought, who controls it and whether it provides services beyond the current period.

AI-related activity Typical national-accounts location Measurement issue
Model and application software Software investment or software-producing industries Custom systems, internally developed code and purchased licences may be recorded differently.
Databases and curated data Data or other intellectual-property products, where capitalised Creation, maintenance and valuation are difficult when data are generated as a by-product.
Research and development R&D investment and scientific or technical services R&D can support future production long before a marketable AI service appears.
Computers, accelerators and data-centre equipment ICT equipment and other fixed assets Rapid quality change requires careful price deflators and depreciation assumptions.
Cloud computing and model access Often an intermediate service purchase; sometimes linked to owned capital Economic ownership determines whether the user has an asset or is buying a current service.
Training and organisational redesign Labour input, intermediate spending or unrecorded organisational capital Existing accounts capture these costs unevenly, which can hide adoption effort.

The BEA’s thematic-account concept groups these pieces to show AI production, investment and use while keeping the core supply-and-use and income-and-expenditure identities intact. It is a presentation and measurement framework, not a new GDP total that can be added to published GDP.

When is AI spending investment, and when is it an operating expense?

The dividing line is the asset boundary and economic ownership. Spending that creates or acquires an asset expected to provide services over several periods can be fixed capital formation. A payment for a service consumed during the accounting period is intermediate consumption.

Software, data and internally developed systems

Purchased software, qualifying databases and certain R&D are generally treated as intellectual-property products when the purchaser obtains an asset. Internal development can be harder: staff time may be recorded as compensation, an intermediate cost or capital formation depending on the activity and the country’s implementation rules. Training and workflow changes often remain current expenses even when they are essential to obtaining future AI benefits.

Cloud services and ownership

Paying for access to a cloud-hosted model does not automatically give the customer an asset. The UK Office for National Statistics (ONS) notes that a cloud service can be intermediate consumption when the user does not economically own the underlying infrastructure or software. The supplier’s country may record the capital asset, while the customer records an imported or domestic service, depending on the contractual and ownership arrangements.

Cross-border production

Multinational firms can develop a model in one country, own the intellectual property in another and operate the computing infrastructure elsewhere. National accounts assign production and income according to residence and economic ownership, not simply the location of a server or the nationality of a user. This can make country comparisons diverge even when firms use similar systems.

How do researchers estimate an AI effect when the accounts do not isolate it?

Three approaches are commonly combined. Each answers a slightly different question and carries its own assumptions.

Industry adoption or exposure studies

Analysts compare productivity changes in industries, regions or firms with different levels of AI use or technical exposure. A positive association is consistent with an AI contribution, but adoption can be correlated with management quality, worker skills, demand conditions or earlier investment. Without a credible counterfactual, the result is not a definitive causal estimate.

Industry-account and growth-accounting models

Researchers can identify AI-producing industries, estimate their output and capital services, and propagate those estimates through input-output or supply-and-use tables. They may also estimate how AI services substitute for labour, complement workers or improve the quality of other inputs. The result depends on how AI products are defined, how prices and depreciation are measured, and how spillovers are allocated across industries.

Scenario and timing assumptions

Early estimates often require a date for when AI became economically pervasive. The BEA’s February 2026 Early Estimates of the Impact of AI Within BEA’s Industry Economic Accounts reports that findings are less robust under an alternative assumption about that timing. A model that places adoption earlier has more years in which output or MFP could respond; a later date shifts the estimated effect forward.

Comparison axis Question to ask
Attribution Is the estimate a direct measure of AI output, or an indirect association with adoption and productivity?
Spending treatment Are software, data, R&D, training and cloud payments capitalised or treated as current inputs?
Coverage Does the estimate include producers, users, hardware, services and organisational change?
Ownership Where are intellectual property, cloud infrastructure and resulting income economically owned?

Why is AI’s productivity effect so difficult to see?

The main obstacles are conceptual and statistical rather than a lack of interest in measuring AI.

  • Intangible investment is incomplete. Data preparation, training, process redesign and experimentation may create future productive capacity but are not consistently recorded as assets.
  • Benefits can lag costs. Employees need time to learn tools, redesign tasks and verify outputs. A productivity statistic can show the implementation cost before it shows the payoff.
  • Quality changes are hard to price. Computing hardware and software improve rapidly. If deflators do not fully adjust for quality, real investment and productivity growth can be mismeasured.
  • AI is a general-purpose technology. A model can improve another product or service without appearing as a separate AI sale. Its effect may be spread through many industries and supply chains.
  • Economic ownership crosses borders. Royalties, cloud infrastructure and remote services can place assets and income in different countries from the workers using them.
  • Data granularity is limited. Surveys and administrative records often identify an industry or expenditure category, not the specific technology used inside it.

Is AI showing up in current productivity statistics?

There are signals, but none can be read as an AI-attributable total. The OECD reported labour-productivity growth of 1.2% across the OECD in 2024, up from 0.6% in 2023. Its 2026 compendium says this pattern may be consistent with an AI-enhancing role, while emphasizing that the interpretation remains highly uncertain and does not establish causation.

The BEA’s early industry-account estimates likewise provide indirect evidence rather than a definitive national contribution. Their sensitivity to the assumed date of widespread adoption illustrates why a single headline percentage can change when reasonable modelling choices change.

In the United Kingdom, the ONS is developing an AI thematic account and explicitly says the experimental work is not official statistics. Its roadmap calls for scoping and data-landscape work through the first quarter of 2027, followed by planned experimental estimates of AI compute-service supply and its contribution to UK GDP for a reference year in current prices. That timetable is a plan and may change.

What will the 2025 System of National Accounts change?

The SNA 2025 expands treatment of intangible assets, notably data and other intellectual-property products. Better recognition of these assets should make AI-related investment easier to classify and compare, but it will not create a perfect causal AI measure. Countries still need source data, valuation methods, depreciation profiles and consistent implementation.

The OECD’s 2026 productivity compendium expects the earliest statistics with enough country coverage for comprehensive cross-country analysis in the early 2030s. That is a forecast, not a guaranteed release date; individual countries may publish experimental or partial results sooner.

The statistical definition of AI

The OECD’s 2025 compendium reports the SNA 2025 statistical definition as: “a computer program operating a system capable of recognition, reasoning, communication, and prediction, simulating human recognition, reasoning, and communication”. This definition is designed for statistical classification. It is narrower and more operational than broad policy definitions that may include social or institutional aspects of AI.

How should you read an AI productivity estimate?

Before accepting a number, check what it actually measures and what assumptions sit behind it.

  1. Identify the output concept. Is the estimate about GDP, value added, an industry’s sales, or output per hour?
  2. Separate input contributions. Determine how much comes from additional capital, more or better labour, and the MFP residual.
  3. Inspect the asset boundary. Check whether software, data, R&D, cloud services, training and organisational changes are included and how they are classified.
  4. Check ownership and geography. Confirm where the model, infrastructure and income are recorded, especially for cross-border services.
  5. Test sensitivity. Look for alternative adoption dates, deflators, depreciation rates and model specifications.
  6. Read the status label. “Experimental,” “indicative” or “not official statistics” signals that methods or source data are still being developed.
  7. Ask about the counterfactual. An association between adoption and productivity is not the same as evidence of what productivity would have been without AI.

What is a practical example of the accounting logic?

Suppose a manufacturer buys servers, licenses a model through a cloud provider, trains staff and redesigns its inspection line. The servers may enter fixed capital formation; the cloud subscription may be intermediate consumption if the manufacturer owns no underlying asset; staff training may remain a labour or current expense; and the redesigned process may be partly unrecorded organisational capital. If defect rates fall and output per hour rises, the measured result can appear through capital deepening, higher labour quality or MFP, but the accounts alone cannot assign every improvement to AI.

An analyst would therefore combine the firm’s expenditure and adoption information with industry accounts, compare similar producers, and test alternative assumptions about timing and asset treatment. The conclusion would normally be expressed as an estimated range or contribution under stated conditions, not as an observed AI line in GDP.

Which official publications explain the current methods?

  • BEA, Concepts and Challenges of Measuring Production of Artificial Intelligence in the U.S. Economy (January 2025), on existing classifications and thematic satellite accounts.
  • BEA, Early Estimates of the Impact of AI Within BEA’s Industry Economic Accounts (February 2026), on indirect estimates and timing sensitivity.
  • ONS, Measuring artificial intelligence in the UK economy using a thematic account (September 2026), on the UK framework, limitations and roadmap.
  • OECD, OECD Compendium of Productivity Indicators 2026 (June 2026), on decomposition, intangible investment, SNA 2025 and current indicators.
  • OECD, OECD Compendium of Productivity Indicators 2025 (June 2025), on the statistical definition of AI.
  • OECD, Investment: OECD Compendium of Productivity Indicators 2026 (June 2026), on asset classification and investment measurement.

The defensible interpretation today is that national accounts can estimate where AI-related activity and possible productivity gains are appearing, but they cannot yet isolate one universally accepted causal contribution. Better intangible-asset statistics and more detailed adoption data should narrow that uncertainty over time.

Frequently Asked Questions

Why can AI investment be missing from a company’s productivity numbers?

A company may spend on training, data cleaning, workflow redesign and experimentation without those activities being recorded as capital assets. The costs appear immediately, while the resulting efficiency gains may emerge months or years later, making the early productivity calculation look weak.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Does a cloud AI subscription count as investment?

Not automatically. If the customer only buys access to a hosted service and does not economically own the software or infrastructure, statistical agencies can record the payment as intermediate consumption; ownership and contract terms determine the treatment.

Can higher multifactor productivity prove that AI caused the increase?

No. MFP is a residual that also reflects management, learning, scale effects, technological changes unrelated to AI and unmeasured labour quality. AI adoption evidence can strengthen an attribution, but MFP alone is not an AI measure.

When will countries have comparable AI productivity statistics?

The OECD expects the first SNA 2025 statistics with broad country coverage for comprehensive comparisons in the early 2030s, although experimental national estimates may appear earlier. Release timing depends on each country’s implementation, source data and valuation methods.
