Yes, an iPhone keyboard with “Allow Full Access” enabled can have the capability to send keystrokes and other input events to a server. That setting does not prove that a particular keyboard collects or transmits what you type. By default, Apple’s custom-keyboard extension sandbox blocks network access; open access requires both a request from the keyboard’s developer and your approval in Settings.
What “Allow Full Access” actually changes
A third-party keyboard is an app extension running in its own process, rather than an unrestricted part of iOS. Apple documents two conditions for open access: the developer sets the RequestsOpenAccess Boolean in the keyboard extension’s configuration, and the user enables “Allow Full Access” for that keyboard in Settings. If the developer does not request it, or the user leaves the switch off, the keyboard remains in its restricted configuration. Developers can check the current state with UIInputViewController.hasFullAccess. See Apple’s custom keyboard open-access guidance and RequestsOpenAccess API reference.

“Full access” is best understood as a capability boundary, not as evidence of a keyboard’s behavior. The permission makes certain operations possible; it does not establish that the developer collects every keystroke, sends data to a server, or uses any particular feature.

| Capability | Full access off | Full access on |
|---|---|---|
| Network transmission | Network access is disabled by the keyboard’s default sandbox, so it cannot send keystrokes to a server through that configuration. | The keyboard can transmit keystrokes and other input events for server-side processing. |
| Files and shared storage | The keyboard is confined to its own sandbox container and has read-only access to the containing app’s shared containers; it cannot write to the shared group container. | The keyboard and containing app can use a shared container. |
| Contacts and Location Services | Open-access capabilities are unavailable. Apple separately documents limited lexicon behavior, including certain contact names, for autocomplete. | Contacts and Location Services may be accessed with the user’s permission; full access alone does not grant those permissions. |
| Other services | The expanded capabilities associated with open access are unavailable. | Apple describes possibilities involving iCloud and, in conjunction with the containing app, Game Center and in-app purchases. These are possibilities, not proof that a keyboard uses them. |
Apple says that with RequestsOpenAccess set to false, or when the user disallows full access in Settings, users know keystrokes go only to the app currently using the keyboard. The restricted setup does not mean a keyboard can never handle text locally; it means the extension lacks the network and shared-container capabilities associated with open access. Apple describes these boundaries in its open-access documentation.

Can a keyboard send what you type over the internet?
It depends on its access configuration. A keyboard with open access can send keystrokes and other input events to a server, for example to support server-side processing or more complex analysis. A keyboard operating without open access has no network access under Apple’s documented default sandbox. The setting alone cannot tell you whether a particular app actually transmits input; that depends on its implementation and data practices.
When deciding whether to enable the switch, look at the keyboard’s own privacy disclosures and consider what feature requires open access. If the explanation does not make the benefit and use of your data clear, you cannot infer from the permission prompt alone what will be collected, how long it will be retained, or which services receive it.

What Apple’s guidance says about handling keyboard data
Apple directs developers to use user data only for purposes apparent to users, explain the benefit when using additional data, transmit it securely, and avoid storing keystroke or voice data longer than needed to return text or provide features explained to the user. Its guidance also cautions against using Location Services in the background or sending location to servers for purposes that are not obvious to the user. These principles are in Apple’s guidance for configuring open access.
For Contacts, distinguish limited keyboard lexicon behavior from broad address-book access. Apple documents UILexicon access for autocomplete, including common words, text shortcuts, and certain names from Contacts. Access to Contacts as a resource is a separate capability and requires user permission; “Allow Full Access” by itself is not permission to read the entire address book. Apple’s interface guidance describes the lexicon behavior in its custom keyboard documentation.

When iOS does not use a third-party keyboard
Custom keyboards do not appear in every text field. Apple says secure text fields always show the system keyboard, temporarily removing an active custom keyboard. Its Human Interface Guidelines also specify that custom keyboards are not used in phone number fields. These are platform-level limits, separate from the privacy practices of any keyboard app. See Apple’s custom keyboard interface guidance and Human Interface Guidelines for keyboards.

For developers, requesting open access should follow a concrete user-facing need, not be treated as a default. Consider whether the feature can work on-device, what input leaves the phone if it cannot, why it is needed, and how long it is retained. Make the feature benefit and data handling clear before the user is asked to enable access, and check that the containing app and any included SDKs follow the same stated purpose.

Apple’s App Review Guidelines place responsibility on apps to use appropriate safeguards for user information and prevent unauthorized use, disclosure, or access. Because the guidelines are live and can change, developers preparing a submission should confirm the current requirements and applicable developer agreement at that time.
