AI decision support for air traffic controllers combines operational data, detects developing conflicts or hazards, forecasts traffic, and can suggest candidate routes. The controller remains responsible for interpreting the result and issuing any operational instruction. In practice, the label “AI” covers several different capabilities, and some advanced tools use deterministic automation rather than machine learning.
The important questions are what a particular system does, which data it trusts, how it explains uncertainty, and whether a controller can assess, change, reject, or override its output. A tool may be an alert, a prediction, or a planning aid—not an autonomous air-traffic controller.

It is software that helps a controller make a decision by processing information faster or across a wider set of variables than a person could conveniently examine at once. Depending on its design, the software may identify a possible loss of separation, forecast congestion, predict how a flight will develop, or offer one or more candidate trajectories.
“Decision support” is deliberately different from “decision making.” The system presents evidence or options; the controller checks them against the live traffic picture, procedures, weather, communications, and constraints. The controller then decides whether to issue an instruction, modify a plan, wait, or take another action.

ICAO papers describe conflict detection and resolution, trajectory prediction, and controller decision support as potential applications of AI in air traffic management. Those papers are policy and technology discussions, not proof that every control center has deployed those capabilities or that they have produced a universal safety or capacity gain.
How does the support loop work?
A controller-facing system normally follows a continuous loop rather than producing a single answer. Each stage has to remain understandable and usable when traffic, weather, or data quality changes.

- Collect operational information. Inputs can include flight plans and profiles, surveillance tracks, weather, airspace status, and other constraints. The FAA describes aeronautical information as safety-critical; better digital feeds can provide inputs to automated decision support and filtered information for system users.
- Detect or predict a situation. Algorithms look for patterns, estimate future positions, identify risk areas, or project congestion. A warning may concern a conflict that is developing, while a forecast may indicate that a sector or route will become difficult to manage later.
- Generate an output. The output might be an alert, a risk score, a visualization, or a proposed route or trajectory. A recommendation is not useful if the controller cannot see its assumptions, timing, or limits.
- Present the result in context. The interface should show the relevant traffic and constraints rather than forcing the user to interpret an isolated number. FAA human-factors guidance emphasizes interface design, user training, teamwork, appropriate trust, and a clear way to intervene when the automation is wrong.
- Assess and act. The controller compares the suggestion with current conditions and procedures, coordinates as required, and issues an operational instruction when appropriate. The software does not remove the need for professional judgment.
- Monitor and recover. Traffic and data continue changing after an alert or proposal. The system must make its status visible and support a degraded or manual process if a feed becomes stale, a sensor is lost, or the tool itself fails.
What data does a controller decision-support tool use?
The data mix depends on the function and the airspace in which the tool operates. A conflict detector needs sufficiently current tracks and flight intent; a trajectory planner also needs route restrictions, aircraft performance assumptions, and the latest airspace configuration.
- Flight information: filed plans, cleared routes, aircraft identity, altitude, speed, and profile information.
- Surveillance: current and predicted positions from the surveillance sources available to the control unit.
- Weather: conditions and forecasts that can alter routes, performance, visibility, or sector workload.
- Airspace and operational constraints: sector boundaries, temporary restrictions, reserved airspace, runway or flow limitations, and applicable procedures.
- System status and data quality: timestamps, missing feeds, stale values, or other indicators that affect confidence in an output.
The FAA’s treatment of aeronautical information matters here because a sophisticated model cannot compensate for an incorrect or delayed input. A system should show enough provenance and freshness information for the controller to judge whether an alert still applies.
How does the software identify a conflict or propose a trajectory?
There are two broad approaches. Machine-learning methods can learn patterns from large data sets and estimate likely trajectories, congestion, or risk. Conventional automation can apply explicit rules, mathematical models, and search procedures to calculate the same kinds of options without being “AI.” The distinction matters when explaining results and validating behavior.
Detection and forecasting
A detector compares predicted aircraft positions and timing with separation requirements and other constraints. A forecasting function may look farther ahead for a developing conflict, a demand spike, or a weather-related concentration of traffic. The result is an aid to attention management: it tells the controller where to look and what may happen, not what must happen.
Candidate resolution
A planning tool can generate alternatives such as a heading, altitude, speed, or reroute that appears to resolve a projected problem. The controller still checks whether the option is compatible with aircraft capability, adjacent sectors, coordination, weather, and the latest clearances. A visually attractive proposal can be operationally unsuitable if one of those conditions is missing from the model.
Uncertainty and timing
Predictions become less certain as the time horizon grows or as intent and surveillance quality decline. A useful display therefore needs to communicate the relevant time window and confidence or data-quality limitations instead of presenting every forecast as a fact. The exact method for communicating uncertainty is system-specific; no single display convention is established by the sources described here.

How are alerts and recommendations presented to controllers?
Presentation determines whether automation improves attention or competes with it. An alert should identify the aircraft or traffic relationship involved, the time or condition that triggered it, and the information needed to investigate. A proposed trajectory should be distinguishable from an instruction that has already been cleared.
Controllers also need a way to test a change before committing it, where the system supports trial planning. They must be able to accept, edit, reject, or ignore an output without losing the wider traffic picture. Status indicators should make clear whether the system is operating normally, using degraded inputs, or unavailable.
FAA decision-support design guidance links these interface choices to training, teamwork, trust, and intervention. The goal is neither automatic acceptance nor reflexive rejection. It is appropriate trust: relying on the tool when its inputs and behavior are suitable, and challenging it when the situation falls outside its assumptions.
Does AI replace air traffic controllers?
No. In the decision-support model described by FAA, ICAO, and EUROCONTROL materials, the controller remains part of the operational decision and communication chain. Automation can reduce some searching and calculation, but it does not automatically assume responsibility for clearances or for reconciling conflicting information.
EUROCONTROL’s human-automation discussion quotes IFATCA President and Chief Executive Officer Helena Sjöström Falk: “Technologies should be designed with the user in mind and in cooperation with controllers, enhancing their capabilities rather than replacing them.” ICAO human-performance guidance makes a similar point: “Introducing automated systems does not mean that humans are no longer relevant.”
That does not mean every future system will have the same division of labor. It means that a reader should not infer autonomous authority merely from the word AI. Authority, intervention rights, certification, and operating limits must be established for the particular system and jurisdiction.

What is the difference between AI and deterministic automation?
An automated tool follows a defined computational process; an AI-labelled tool may use machine learning or other pattern-recognition techniques. Both can support a controller, and both can be safety-critical. Calling software “automated” does not establish that it uses AI, while calling it “AI” does not establish that it is allowed to make tactical decisions.
EUROCONTROL’s LORD example at Maastricht Upper Area Control Centre illustrates the distinction. Its ARGOS server computes candidate trajectories from flight and surveillance data with a deterministic model that emulates controller strategies. The article notes that some trajectory-analysis components could use machine learning, but AI and machine learning are not used in tactical decision and execution phases because the team cites explainability concerns.

The example shows that a useful, advanced planning aid can be highly automated without being an AI decision-maker.
What benefits can AI decision support provide?
Potential benefits come from helping people examine more information and anticipate developments earlier. ICAO materials identify several plausible uses:
Free tools Windows power users keep installed
One-click scans. No signup required.
- Finding patterns across large operational data sets that are difficult to review manually.
- Highlighting a conflict or risk area before it becomes urgent.
- Forecasting traffic demand, congestion, or the effects of weather and airspace constraints.
- Offering candidate trajectories so a controller can compare alternatives.
- Filtering information so the user sees operationally relevant items instead of every available data point.
These are potential capabilities, not a general measured result. The sources available here do not provide a quantified, system-wide causal estimate showing that AI has improved safety, capacity, delay, or workload across air-traffic environments. Any benefit claim should identify the specific tool, deployment, operating conditions, and evidence behind it.
What are the human-factors risks and limits?
Automation changes the controller’s job as well as the amount of work. A tool may reduce routine searching while increasing the need to monitor its status, interpret exceptions, and recover when it fails. ICAO guidance warns that automation can reduce workload in some phases but increase it in dynamic situations.
- Situation-awareness shifts: attention can move toward the decision-support display and away from other cues in the traffic picture.
- Over-reliance: a confident-looking recommendation may be accepted without enough independent checking.
- Under-reliance: poor explanations or repeated false alerts can cause useful warnings to be ignored.
- Skill degradation: reduced practice with manual tasks can make recovery harder if automation is unavailable.
- Coordination effects: a recommendation may affect adjacent sectors, teammates, or flight crews who do not see the same context.
- Data and model limits: stale surveillance, changed procedures, unusual traffic, or weather outside the model’s assumptions can invalidate an output.
FAA human-factors research examines reliance, acceptance, automation effects, and possible skill degradation. These concerns are reasons to design training and fallback procedures, not evidence that every automated aid is unsafe.
What did the FAA simulation show about decision support?
A 2002 FAA William J. Hughes Technical Center study used 16 certified professional controllers in simulated en-route conditions. It compared paper strips, electronic strips with conflict indication, and conflict-probe or trial-planning automation.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →The study found that traffic levels and automation affected situation awareness and workload, and that automation shifted data-controller attention toward the decision-support display. Its sample and simulated setting are important qualifications: it was not a population estimate, not a current system-wide workload measure, and not a direct test of contemporary machine-learning AI.
The useful lesson is about evaluation. Adding an alert or planning function can change what people notice and how they allocate attention. A modern assessment should therefore measure more than whether the algorithm finds conflicts; it should examine workload, awareness, reliance, intervention, and recovery under realistic traffic and failure conditions.

How should you compare two decision-support systems?
Comparing products by the word “AI” is not meaningful. Compare the operational function, evidence, and human-control arrangements instead.
| Comparison axis | Questions to ask |
|---|---|
| Function | Does it detect a conflict, forecast one, or propose a resolution? |
| Data | Which flight, surveillance, weather, and airspace inputs does it use, and how current and authoritative are they? |
| Explanation | Can the controller understand the factors behind an alert or trajectory? |
| Human control | Can the controller review, modify, reject, or override the output, with responsibility clearly assigned? |
| Situation awareness | Does the interface preserve the wider traffic picture or pull attention into a narrow display? |
| Resilience | What happens when data are stale, a sensor is lost, traffic is unexpected, or the tool fails? |
| Training | Are users trained both to operate the tool and to work without it in degraded modes? |
| Evidence | Are results from the actual operating environment, or only from a laboratory, simulation, or policy proposal? |
These questions reflect FAA design and intervention guidance, ICAO human-performance considerations, and the choices documented for LORD. The available sources do not provide a comparative evaluation of commercial vendors, so a vendor-neutral checklist is more reliable than a league table.
What governance is needed before wider AI use?
ICAO’s July 29, 2025 paper on responsible and strategic AI integration raises oversight, accountability, access, safety, and automation-dependency issues. Those questions sit alongside technical validation: an organization must know who is responsible for an output, how changes are controlled, what records are kept, and how the system behaves when evidence is incomplete.
ICAO’s October 19, 2024 paper on AI applications in air-traffic management describes possible innovations, but it does not by itself establish certification, approval, or deployment for a particular system. Likewise, a demonstration or research result should not be treated as a global operating standard.
Practical governance includes a defined human role, documented operating limits, data-quality monitoring, training for normal and degraded modes, and a process for reporting unexpected behavior. It also requires testing with controllers, because usability and workload effects cannot be inferred solely from model accuracy.
What should a controller or manager take away?
AI decision support is best understood as a human-plus-system loop. It gathers operational information, detects or predicts a situation, presents an alert or option, and leaves the controller to interpret and act while monitoring the result. Some systems will use machine learning; others, such as the documented tactical functions of LORD, use deterministic computation for explainability and control.
The decisive questions are therefore functional and operational: what does the tool know, how fresh is that knowledge, how does it show uncertainty, and what can the controller do when it is wrong? Potential efficiency and safety gains are credible use cases, but they must be demonstrated for the specific deployment rather than assumed from the AI label.
Frequently asked questions
Can an AI system issue an air-traffic clearance on its own?
The materials described here focus on decision support, in which the controller assesses the output and issues instructions as appropriate. They do not establish a universal rule for every jurisdiction or future system, so autonomous clearance authority should never be inferred from a product description alone.
Best Value
Why might a deterministic tool be preferred to machine learning?
A deterministic model can make its calculation path easier to inspect and explain, which may matter in tactical operations. EUROCONTROL’s LORD example explicitly keeps AI and machine learning out of tactical decision and execution because of explainability concerns, while still using automated trajectory computation.
How can controllers avoid trusting an alert too much?
Training should cover the tool’s assumptions, data-quality indicators, known failure modes, and the procedure for independent checking. Interfaces that expose context and make intervention easy support appropriate trust better than systems that present unexplained scores.
