AI labs do not certify a model as universally “safe” with one exam. They run a lifecycle risk process: define the harms that matter for the model and its intended use, test dangerous capabilities and failure modes, have experts and red teams probe weaknesses, check whether safeguards reduce the remaining risk, and then decide whether to release, restrict, delay, change, or continue evaluating the system. Testing can occur before training, at training checkpoints, before deployment, and after release.

The result is a decision under uncertainty, not proof that a model is harmless. A model can perform well on documented evaluations while failing under a new prompt, tool connection, fine-tune, user population, or deployment environment. That is why serious frameworks tie test results to explicit thresholds, mitigations, decision-makers, and ongoing monitoring.

What does an AI safety evaluation actually measure?

An evaluation measures specific capabilities, behaviors, or risks under defined conditions. It does not answer the unlimited question “Is this model safe?” Instead, a lab asks narrower questions such as whether the system can materially assist cyber abuse, enable hazardous biological or chemical work, manipulate people at scale, evade human control, leak sensitive information, or undermine the security of the service that runs it.

The scope depends on the model, tools, access level, users, and plausible ways it could cause harm. OpenAI’s April 2025 Preparedness Framework, for example, prioritizes capabilities that are plausibly measurable, severe, novel, and potentially immediate or difficult to reverse. Its framework uses High and Critical capability levels, but those labels are OpenAI’s governance choices, not an industry-wide grading scale.

Broader risk-management approaches also include privacy, discrimination, reliability, misuse, and societal effects. NIST’s voluntary AI Risk Management Framework (AI RMF) is designed for risks to individuals, organizations, and society across design, development, use, and evaluation. It is a management framework, not a release certificate for any particular model.

When during development do labs test a model?

Testing is distributed across the model’s lifecycle because risks can appear before training is complete and can change after deployment.

Before training

UK government guidance recommends evaluating a predecessor or analogous model before training begins. These studies can reveal how a capability might scale, help a lab choose monitoring targets, and identify mitigations that should be designed into the training and deployment plan rather than added at the end.

During training and fine-tuning

Labs can test intermediate checkpoints and fine-tuned versions for dangerous capabilities, controllability, security weaknesses, and other defined harms. Checkpoint testing matters because a later training run may cross a capability threshold even when the final model has not yet been assembled. Tool use, system prompts, reinforcement learning, and fine-tuning can also change behavior enough to invalidate an earlier result.

Before deployment

Pre-deployment evaluation is usually the most extensive stage. It combines benchmark-style tests, adversarial prompting, abuse simulations, security review, red teaming, and expert investigation. UK guidance calls for external evaluation access where appropriate, particularly before deployment, so that important weaknesses are not assessed only by the organization building the system.

After release

Post-deployment evaluation checks whether real use, new attacks, model updates, or changed integrations make earlier conclusions obsolete. UK guidance recommends repeating evaluations at intervals and after notable changes. Possible responses include updated safeguards, stronger security controls, temporary access limits, rollback, or pausing further deployment.

What kinds of tests are used?

No single test covers every failure mode. Labs normally combine several methods, each revealing different evidence and blind spots.

Automated evaluations

Automated suites run repeatable prompts, scenarios, or tasks at a scale that would be impractical for a human team. They can measure whether a model follows harmful instructions, produces dangerous code, reveals restricted information, resists refusal bypasses, or exhibits other predefined behaviors. Automation supports frequent checkpoint and regression testing, but it is limited by the scenarios and scoring rules its designers created.

Capability evaluations

Capability evaluations ask what the model can do, not merely whether it says the right safety phrase. A lab may test planning, coding, scientific reasoning, tool use, autonomy, persistence, or the ability to complete a harmful workflow when given realistic access. OpenAI describes “capabilities reports” that assess whether a system has crossed a risk threshold.

Expert-led investigations

Experts conduct deep dives into domains where a benchmark may miss important context. They can examine multi-step interactions, unusual prompts, domain-specific consequences, and whether a model’s apparent refusal is easy to circumvent. OpenAI says it combines scalable automated evaluations with expert-led deep dives to check that automated measurements are testing the right things.

Red teaming

Red teams deliberately search for ways to make a model violate its intended safeguards. They may use adversarial prompts, role-play, prompt injection, tool abuse, chained requests, or combinations of individually harmless actions. UK guidance treats red teaming as a recurring lifecycle activity and supports access for independent external evaluators.

Security and controllability testing

Safety work also examines the surrounding system: model weights, APIs, plugins, data stores, monitoring, authentication, and incident response. Controllability tests ask whether operators can interrupt, constrain, update, or shut down a system when it behaves unexpectedly. A model that looks acceptable in a chat window may pose a different risk when connected to browsers, code execution, private databases, or autonomous task loops.

How do labs turn test results into a release decision?

Labs translate findings into thresholds, mitigations, residual-risk judgments, and an approval decision. A high score on one benchmark does not automatically require the same response in every deployment.

Set risk thresholds in advance

Governance frameworks can specify which capability or risk level triggers additional controls. OpenAI’s Preparedness Framework distinguishes High and Critical capability thresholds and associates them with safeguard commitments. UK guidance likewise recommends pre-specifying risk thresholds and linking each threshold to additional mitigations. Publishing the criteria in advance reduces the temptation to change the standard after seeing an inconvenient result.

Choose safeguards that match the failure

Safeguards may include refusal training, input and output filters, rate limits, identity checks, restricted tool permissions, human approval for consequential actions, monitoring, abuse detection, secure weight storage, and incident-response plans. The right control depends on whether the risk comes from the model’s raw capability, an attacker’s access, a system integration, or a failure to detect misuse.

Assess residual risk

After safeguards are applied, evaluators ask what risk remains and how confident they are in that estimate. This is not the same as claiming the risk is zero. Uncertainty may be substantial when tests have limited coverage, threat assumptions are changing, or a capability is difficult to measure reliably.

Assign authority for the final call

In OpenAI’s stated process, a Safety Advisory Group reviews whether safeguards sufficiently minimize severe risk and makes recommendations that can range from approving deployment to requesting more evaluation or stronger protections; leadership makes the final decision. Other organizations use different committees or authorities. Google DeepMind describes a Responsibility and Safety Council that reviews research, projects, and collaborations against its AI Principles, plus an AGI Safety Council focused on extreme risks. Its public responsibility page does not disclose a complete model-specific release-testing protocol.

What happens if a model fails a safety evaluation?

“Fail” can mean anything from a reproducible policy violation to an unresolved measurement gap, so the response is proportional to the finding. A lab may fix the model, add controls, narrow access, delay release, or stop a particular deployment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Investigate and reproduce the finding

Teams first determine whether the behavior is repeatable, under which prompts and tools it occurs, and whether it reflects the model, the evaluator, or the surrounding application. They may expand the test set, ask independent experts to reproduce it, and examine whether the issue appears in checkpoints or related models.

Mitigate or change the deployment

Possible mitigations include additional training, stronger classifiers, removing a tool, reducing autonomy, limiting users, requiring human review, or redesigning the product workflow. A model can be released in a less capable configuration while a higher-risk version remains withheld.

Pause, roll back, or continue monitoring

UK guidance recommends preparing to pause development or deployment when a threshold is reached without the agreed mitigations. After release, a lab may temporarily restrict access, roll back an update, or increase monitoring if new evidence shows that the original assessment no longer applies.

Can safety tests prove that an AI model is safe?

No. Evaluations provide evidence about selected risks under selected conditions; they cannot prove that every harmful behavior is absent. Coverage depends on prompts, tools, evaluators, threat models, model access, and the quality of the scoring method.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Tests can also become stale. A new model version, fine-tune, system prompt, tool connection, user population, or deployment context can change the risk profile. That is why lifecycle guidance calls for repeated testing and why a published pass should be read as a bounded result, not a permanent guarantee.

The field itself acknowledges these limits. A 2024 TIME report quoted METR policy director Chris Painter saying, “The evals are not ready,” and quoted NIST official Elham Tabassi saying, “I’m not going to pretend to say that we-NIST-have all of the answers.” Those comments describe an evolving methodology, not a claim that current evaluations are useless.

How do public approaches differ between AI labs and governments?

Public documents use different names and levels of detail, so comparisons should focus on what each framework actually specifies.

Comparison point OpenAI public frameworks UK government guidance NIST AI RMF Google DeepMind public responsibility materials
Risk scope Preparedness work emphasizes severe, plausible, measurable and potentially novel or irreversible capabilities; the Frontier Governance Framework discusses cyber, CBRN, manipulation and loss of control. Includes dangerous capabilities, controllability, societal harms and system security. Broad risks to people, organizations and society across the AI lifecycle. Reviews work against AI Principles and separately addresses extreme risks through an AGI Safety Council.
Methods Scalable automated evaluations plus expert-led deep dives and capabilities reports. Evaluations, red teaming, checkpoint testing and external evaluation. Risk-management guidance supported by testing, evaluation, verification and validation resources. Public page describes governance review, not a complete model-specific test protocol.
Thresholds and actions High and Critical capability levels trigger safeguard commitments and leadership decisions. Pre-specified thresholds should map to mitigations and possible pauses. Does not prescribe one release threshold for every model. Public materials do not state a universal numerical release threshold.
Lifecycle coverage Preparedness commitments cover development and deployment decisions. Explicitly spans before training, checkpoints, pre-deployment and post-deployment. Designed for design, development, use and evaluation. Describes review of research, projects and collaborations; detailed lifecycle timing is not fully disclosed.
Decision authority Safety Advisory Group recommends; OpenAI Leadership decides. Guidance for organizations to define their own governance and escalation. Organizations apply the framework voluntarily. Responsibility and Safety Council advises research and product teams; an AGI Safety Council addresses extreme risks.

What should readers look for in a credible safety claim?

A useful safety statement identifies the model version, tested configuration, date, threat scenarios, evaluation methods, known limitations, safeguards, and the authority that approved deployment. It should distinguish capability evidence from evidence that safeguards work in the intended product.

  • Specific scope: which harms and use cases were assessed, and which were not.
  • Lifecycle evidence: whether testing covered checkpoints, release candidates, and post-release changes.
  • Adversarial coverage: whether independent experts or external red teams tried to bypass controls.
  • Operational controls: what access limits, monitoring, human review, and incident procedures apply.
  • Uncertainty: what the evaluators cannot yet measure confidently.
  • Change management: how the lab will reassess the system after fine-tuning, new tools, or a changed deployment.

These details let readers judge whether a claim is a bounded assessment or an unsupported promise. They also explain why two labs can both say they evaluate safety while using different risk categories, thresholds, and decision structures.

Why is independent evaluation important?

Internal teams know the model and its controls best, but that familiarity can narrow the search for failure modes. External evaluators can bring different expertise, attack assumptions that internal tests share, and provide a check on whether reported safeguards work outside the builder’s preferred test setup. Independence does not make an evaluation infallible; it adds another perspective and can expose gaps in coverage.

Access itself is a practical issue. An external team may need a controlled interface, logging, rate limits, and enough capability to reproduce realistic misuse without receiving unrestricted model weights or sensitive user data. Good governance balances meaningful testing with security and privacy constraints.

What is the practical meaning of “safe enough to release”?

It means the responsible decision-makers judge the remaining risk acceptable for a particular configuration, audience, and deployment context, given the safeguards and uncertainty known at that time. It does not mean the model is harmless, permanently safe, or suitable for every use.

The most defensible process is therefore continuous: identify the risks, test them with automated and human methods, set thresholds, apply safeguards, document residual risk, assign a decision authority, and reassess whenever the model or its environment changes.

Frequently Asked Questions

How long does an AI safety evaluation take?

There is no universal schedule. Timing depends on model scale, risk scope, access to experts and external testers, the number of checkpoints, and whether serious findings require retraining or a new deployment design.

Who is allowed to see a model during red-team testing?

Labs may use internal specialists, contracted experts, academic teams, or other independent evaluators under controlled access. The interface, logging, rate limits and data-handling rules are normally tailored to the risk of the system being tested.

Are open-source models evaluated differently from closed models?

The underlying risk questions are similar, but release control differs. A closed provider can change access, tools and monitoring centrally, while an openly distributed model may require stronger documentation, user-side safeguards and attention to how downstream deployers alter the system.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What should a company do before connecting a model to internal tools?

Treat the integration as a new deployment, even if the base model was previously evaluated. Re-test permissions, prompt-injection resistance, data exposure, human approval points and rollback procedures in the exact tool environment you plan to use.
