Countries can reduce, but rarely eliminate, dependence on foreign AI by securing critical compute and sensitive workloads, diversifying chips and cloud suppliers, governing data locally, adapting open-weight models to national needs, and investing in skills and research. The practical goal is selective AI sovereignty: control over the decisions and capabilities that matter most, while using trusted international partners for components that are uneconomic to build domestically. Complete autarky is unrealistic because even national projects remain connected to global semiconductor, software, energy and cloud supply chains.

What does “AI sovereignty” mean for a country?

AI sovereignty is the ability to make and enforce critical choices about artificial-intelligence systems without being vulnerable to a single foreign supplier, jurisdiction or technical chokepoint. It does not require producing every chip, training a frontier model from scratch or banning foreign companies. It means a government can keep essential services operating, protect sensitive data, inspect and adapt important software, and switch suppliers when prices, export controls or geopolitical conditions change.

Dependence can occur at every layer of the stack:

  • Compute hardware: accelerator chips, servers, networking equipment and data-centre facilities.
  • Energy and physical infrastructure: electricity generation, grid connections, cooling, land and water.
  • Cloud platforms: rented capacity, application programming interfaces, storage and managed AI services.
  • Data: public records, language resources, metadata, industrial data and the legal permissions to use them.
  • Models and software: foundation models, operating tools, libraries, security updates and evaluation systems.
  • People and institutions: engineers, researchers, procurement officials, safety experts and organisations able to maintain systems.

Ownership of a model therefore provides only one part of sovereignty. A country may train a local model on a foreign cloud using foreign accelerators and foreign software, leaving several points of exposure unchanged.

Why is compute the first strategic bottleneck?

Training and operating advanced models require large quantities of specialised processors, data-centre capacity and reliable electricity. The OECD describes AI compute as a strategic asset and says national plans should assess capacity, effectiveness and resilience, including security, sovereignty and sustainability. A 2026 Center for a New American Security (CNAS) analysis estimates that 90% of the computing power needed to develop and deploy frontier AI is located in the United States and China.

That concentration affects more than frontier laboratories. If a country cannot obtain chips, reserve cloud capacity or keep electricity flowing, its universities, public agencies and companies may be unable to run models even when they own the data and software. Export controls, supplier outages, price increases or a sudden surge in demand can become national-service risks.

CNAS’s 2026 index illustrates how broad the challenge is. It tracks 184 sovereign-AI projects: 59% concern infrastructure, 32% models and 9% data. More than three-fifths of the projects disclose at least one foreign partner, and four-fifths of those projects involve a U.S. company. NVIDIA supplies GPUs for 45% of the tracked infrastructure projects. These figures do not show that partnerships are failures; they show that domestic projects often remain embedded in international supply chains.

How should a government build compute, chip and energy resilience?

The most robust approach is a portfolio rather than one national supercomputer or one preferred vendor.

1. Measure capacity, effectiveness and resilience

Begin with an inventory of publicly funded clusters, commercial data centres, cloud reservations, accelerator generations, networking, storage and grid connections. Capacity alone is insufficient: a large but poorly utilised cluster may deliver less useful work than a smaller, well-managed facility. Assess who can access the machines, what workloads they support, how quickly capacity can be replaced, and whether a disruption at one site would stop essential services.

2. Combine public, private and regional capacity

Use public research clusters for universities and safety testing, competitively procured cloud capacity for variable demand, and private investment for commercial workloads. Where a national market cannot support an efficient facility, regional compute-sharing agreements can provide redundancy and better utilisation. Access rules should reserve affordable capacity for universities, small and medium-sized enterprises and public agencies rather than allowing a few large firms to absorb all supply.

3. Support the parts of the hardware stack that create leverage

Domestic research can target accelerator design, server integration, networking, cooling and energy efficiency even when leading-edge chip fabrication remains abroad. Support should be judged by practical outcomes such as usable performance, energy consumed per workload, maintainability and supplier diversity, not by announcements of a facility that has not yet been deployed.

4. Make energy and permitting part of AI policy

Data-centre projects need predictable grid access, environmental permitting and cooling resources. A compute strategy that ignores electricity prices, transmission constraints or water availability can produce expensive capacity that cannot run at full utilisation. Energy-efficiency research and transparent reporting should accompany infrastructure subsidies.

How can public cloud procurement reduce foreign dependence?

Governments should treat cloud contracts as long-term infrastructure decisions, not ordinary software purchases. Procurement rules can require portability, interoperable interfaces, security controls, data-residency options and auditable service levels. Every critical deployment should have an exit plan that identifies how data, model weights, configurations and logs would move to another provider.

Avoiding a single-vendor stack is more important than choosing a nominally domestic supplier. A local data centre may still rely on foreign chips, server components, management software or support contracts. Domestic or regional providers can be prioritised for sensitive workloads, while foreign providers remain useful for burst capacity and specialised services. The contract should make that division explicit and prevent a temporary foreign service from becoming an irreplaceable dependency.

  • Require documented APIs and exportable data formats.
  • Separate storage, compute and model-serving contracts where feasible so one failure does not remove the entire service.
  • Set recovery, uptime and incident-reporting obligations that can be independently audited.
  • Prohibit technical or contractual terms that block migration to another compliant provider.
  • Test the exit plan periodically with a non-production workload.

What data policies create real national capability?

Data governance is an economic policy as well as a privacy issue. Public agencies, universities and companies need lawful ways to share high-quality data while protecting consent, confidentiality, intellectual property and national security. The United Nations Conference on Trade and Development (UNCTAD) recommends interoperable data and metadata standards, privacy protection and open-data mechanisms. It also warns that unrestricted reliance on international clouds can deepen dependency and inhibit domestic digital-service markets.

Build interoperable data foundations

Fund national catalogues that describe what data exists, who may use it and under which conditions. Common metadata makes datasets discoverable across ministries and research institutions. Language resources, digitised public records and sector-specific datasets should be maintained as reusable national assets rather than isolated projects.

Create controlled access instead of indiscriminate openness

Secure research sandboxes can let approved teams analyse sensitive information without copying raw records into uncontrolled environments. Governance should specify retention, deletion, audit and breach-notification requirements. Open data is valuable when it is documented and usable; publishing poorly structured or legally ambiguous data does not create a dependable training resource.

Keep data portable across providers

Store authoritative copies in formats that can be moved between domestic, regional and foreign clouds. This reduces the risk that a provider’s pricing or legal change will strand a government’s most valuable datasets.

Should countries train their own foundation models?

For most countries, adapting an open-weight model is more practical than attempting to reproduce a frontier model from scratch. CNAS reports that most countries pursuing model projects fine-tune open-weight models on local data to capture language, cultural and domain context at lower cost than frontier-model development.

Open weights can permit inspection, modification and local deployment where the licence allows it. They can support national-language assistants, public-sector search, medical or legal tools and industrial applications without paying for every request to a foreign API. Smaller models may also run on domestically available hardware, reducing both cost and exposure to scarce accelerators.

Open does not mean free, automatically secure or maintenance-free. A government still needs to examine licensing, training-data provenance, privacy, bias, cybersecurity and update responsibilities. Fine-tuned systems require evaluation, red-teaming, monitoring and a plan for responding to newly discovered vulnerabilities. Local adaptation may also inherit weaknesses from the underlying model.

Choose models by mission, not prestige

Define the required languages, latency, accuracy, safety controls and deployment location before selecting a model. A smaller model that can be audited and operated in a national facility may be more sovereign for a public service than a larger model available only through a foreign platform. Keep model weights, prompts, evaluation data and configuration under institutional control so another supplier can reproduce the service.

Invest in open software and evaluation

Interoperable tooling lowers switching costs between model vendors and cloud environments. Shared testing suites, red-team programmes and cybersecurity expertise help agencies distinguish a genuinely reliable system from a model that merely performs well in demonstrations.

Which skills and institutions must be built at home?

Infrastructure cannot create sovereignty if a country lacks people who can design, operate and challenge it. Workforce programmes should cover AI engineering, semiconductor design, systems administration, data stewardship, safety evaluation, cybersecurity and public-sector procurement. Affordable compute access gives researchers and smaller firms a route to experiment rather than concentrating innovation in a handful of contractors.

Universities, national laboratories and companies can share programmes, facilities and fellowships. Public agencies need technical staff who can write requirements, inspect vendor claims and manage model risk after deployment. Retaining talent also depends on giving researchers access to serious workloads and clear career paths, not only announcing short-term grants.

Canada’s 2026 strategy illustrates this broader approach. It links infrastructure under meaningful Canadian control with trusted partnerships, domestic champions and adoption. The strategy reports more than 150,000 Canadian innovators employed by more than 3,500 Canadian companies developing AI solutions. Its central principle is that “Prosperity and sovereignty in this era belong to nations that can leverage trust to adopt, build, and govern AI on their own terms.”

How can industrial policy create durable domestic capability?

Governments can use grants, tax credits, loans, challenge funds and predictable procurement to create demand for local or regional suppliers. Support should be tied to measurable outcomes: uptime, cost per workload, energy efficiency, domestic skills, security performance and the number of qualified suppliers. Periodic reviews are essential because subsidies can otherwise lock a country into inefficient technology.

Public procurement is especially powerful. A ministry that buys an interoperable service, publishes technical requirements and permits multiple compliant vendors gives local firms a reference customer without requiring the state to own every layer. Conversely, a contract that awards a large, closed system to one supplier may create dependence even if the supplier is headquartered domestically.

Why are international partnerships still necessary?

Trusted partnerships are part of resilience, not the opposite of sovereignty. Countries may need partners for advanced fabrication, critical minerals, specialised equipment, safety testing, research and additional compute. The objective is to gain bargaining power and continuity across several suppliers, not to replace one foreign dependency with another.

The World Economic Forum and Bain & Company forecast annual AI-infrastructure investment of $400 billion by 2030. That is a projection, not a guaranteed outcome, but it indicates the scale of capital and cross-border supply chains involved. Their 2026 paper argues for strategic investment, trusted partnerships and interoperable systems. The OECD likewise identifies international cooperation as a policy principle.

The European Commission’s 2026 package demonstrates a stack-wide approach, combining Chips Act 2.0, the Cloud and AI Development Act, an Open Source Strategy and an energy roadmap. Its sovereignty package is described as “a multi-pronged, comprehensive strategy” spanning chips, infrastructure, software, cloud and AI. Such coordination is difficult for a single country to reproduce economically, which is why regional arrangements can be decisive.

How should a country choose between domestic, regional and market-purchased capacity?

There is no universal answer. A country with limited capital may prioritise regional compute, open-weight models and strong portability rules. A large market with energy, engineering talent and sustained demand may justify domestic facilities. A small administration may buy most capacity from the market while keeping sensitive data, procurement leverage and emergency reserves under national or regional control.

Score each option against the same questions before committing:

  • Does it keep sensitive data and essential workloads under acceptable legal control?
  • Can services continue during export controls, sanctions, outages or a supplier dispute?
  • What are the total cost and time to deploy, including energy and maintenance?
  • Will universities, small businesses and public agencies receive affordable access?
  • How portable are data, models, applications and operational tools?
  • What local skills, suppliers and economic value will the option create?
  • Can security, safety and performance be independently verified?
  • Can capacity expand or contract as demand changes?

This framework prevents a politically attractive project from being judged only by its announced capacity or the location of its building.

What should governments measure to know whether dependence is falling?

Track operational indicators rather than counting strategies or press releases. Useful measures include the share of critical workloads that can run on more than one provider; the time required to migrate a representative application; the proportion of data held in portable formats; accelerator and cloud capacity available to public-interest users; supplier concentration; energy consumed per workload; and the number of qualified local engineers and evaluators.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Also distinguish announced strategy from deployed capacity. A national plan may establish procurement rules or funding without yet delivering a working cluster, model or data catalogue. Publishing progress, failures and independent evaluations makes it easier to correct an expensive project before it becomes a permanent dependency.

What does a realistic sovereignty strategy look like?

A credible plan secures the most consequential workloads first, keeps alternatives available and accepts interdependence where it lowers risk or cost. It may place sensitive government data on domestic or regional infrastructure, reserve diversified external capacity for surges, adapt open-weight models for local languages, and use international partnerships for hardware that cannot be produced competitively at home. Over time, the country gains more control over critical choices without pretending that global supply chains can be replaced overnight.

As CNAS puts it, “Building national data centers to escape reliance on U.S. cloud platforms does not eliminate dependence on American technology. It only shifts exposure from one layer of the U.S. tech stack to another.” Sovereignty is therefore best measured by continuity, choice and the ability to govern systems on national terms—not by total isolation.

Frequently Asked Questions

Can a small country achieve AI sovereignty without making its own chips?

Yes. It can concentrate on control of sensitive data, portable cloud contracts, regional compute access, open-weight model adaptation and domestic skills. Chip fabrication can remain an international partnership while the country diversifies suppliers and maintains alternatives for essential workloads.

Are open-weight AI models safe for government use?

They can be used safely only with licensing checks, privacy review, cybersecurity testing, red-teaming and ongoing monitoring. Open weights make inspection and local deployment possible, but they do not remove model bias, vulnerabilities or maintenance obligations.

What is the biggest mistake in building a national AI data centre?

Treating the building as proof of independence. A facility may still rely on foreign accelerators, servers, networking, cloud-management software, energy equipment and specialist support, so governments should assess the entire stack and maintain migration options.

How can governments stop cloud lock-in after a system is deployed?

Put portability, documented interfaces, exportable logs and an independently tested exit plan in the original contract. Separating storage, compute and model-serving services where practical also makes it easier to replace one supplier without rebuilding the whole application.

Should every country train a frontier model?

Usually not. Most national projects tracked by CNAS fine-tune open-weight models for local languages and sectors, which costs less than frontier-scale development. Frontier training may be justified only where a country has sustained demand, capital, energy, talent and a clear public-interest purpose.
