Responsible AI data-center development starts before a site is approved: communities need credible evidence about electricity demand, grid capacity, water, emissions, land use, costs and enforceable commitments. Global data-center electricity use was about 415 terawatt-hours (TWh) in 2024, roughly 1.5% of world electricity, and the International Energy Agency (IEA) projects about 945 TWh by 2030, with AI the most important growth driver. Those global totals do not show how sharply a large facility can affect a particular grid or neighborhood. A sound review therefore asks not only whether a project can be built, but what it will draw, who will pay for the infrastructure, how local impacts will be managed and what happens if the developer misses its promises.

How much electricity do AI data centers use?

The best available figures show a large and rapidly growing electricity demand, but they describe different geographies and years. The IEA estimates global data centers used about 415 TWh in 2024, or around 1.5% of world electricity, and projects consumption of about 945 TWh in 2030. In the United States, the Department of Energy (DOE) estimates data centers used 176 TWh in 2023, equal to 4.4% of U.S. electricity, and projects 325–580 TWh in 2028, or 6.7–12% of national electricity.

A terawatt-hour is one billion kilowatt-hours. These estimates refer to data centers overall, not solely to AI workloads. The IEA identifies AI as the most important driver of the projected global increase, but the figures do not mean every facility uses the same amount of electricity or that every forecast will be realized.

Measure Figure What it describes
Global data-center electricity use About 415 TWh in 2024 IEA estimate; around 1.5% of world electricity
Global data-center electricity use About 945 TWh by 2030 IEA projection; AI is the most important growth driver
U.S. data-center electricity use 176 TWh in 2023 DOE estimate; 4.4% of U.S. electricity
U.S. data-center electricity use 325–580 TWh by 2028 DOE projection; 6.7–12% of U.S. electricity

Forecast ranges matter. A local review should not treat a national projection as a precise forecast for one utility, nor assume a proposed facility will operate at its maximum load from its first day. Instead, the developer should provide a realistic, time-based load profile and explain how the estimate changes as the facility is built out. The community and utility need enough detail to test the proposed demand against the actual capacity and investment required at that location.

Why can a data center’s local effects be larger than its share of global electricity?

A global percentage is an average, not a description of where demand lands. AI-focused facilities are geographically concentrated, and the IEA reports that communities are raising concerns about affordability and environmental effects. A facility can be a modest fraction of worldwide electricity use and still be a major new customer for a particular utility or area.

The local question is therefore whether power can be supplied reliably, when it is needed, and with what upgrades—not simply whether the global grid has enough annual electricity. A project may require new connections or transmission work, while its generators, cooling systems, construction activity and land footprint can affect nearby residents. Whether those effects are acceptable depends on site conditions, the facility’s actual operating plan, cumulative industrial demand and the protections included in its approval.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

This is why a project should be evaluated as both a private development and a change to shared systems. The electricity bill alone cannot show who bears the costs of grid upgrades, whether other customers face affordability risks, or whether water and air impacts are acceptable during local stress periods.

What should a community ask before approving an AI data center?

Ask for a documented, reviewable account of the project’s expected demand, infrastructure needs, environmental effects and public obligations. Approval should be based on evidence that can be monitored after construction, not on general assurances about future clean energy or economic benefits.

  • Electricity and grid: What is the expected load by phase and hour? What interconnection study supports it? What transmission or distribution upgrades are necessary, and who pays for each?
  • Reliability: How will the facility respond to grid constraints or outages? What backup generation is planned, how often might it operate, and what emissions and noise controls apply?
  • Energy sourcing: What electricity contracts or generation resources will serve the load? Are clean-energy claims based on hourly matching or annual accounting? Can the facility reduce or shift demand when the grid is constrained?
  • Water and heat: What cooling technology will be used? How much water will be withdrawn and consumed in normal conditions and during drought? Is there a plan for waste heat, and does it have a viable local use?
  • Neighbors and land: What are the expected effects on noise, air quality, traffic, habitat and nearby land uses? Have cumulative impacts from other industrial loads been assessed?
  • Public costs and benefits: Which costs fall to the developer, ratepayers or taxpayers? What jobs and tax revenue are expected, and which community benefits are enforceable rather than aspirational?
  • Accountability: What information will be reported publicly, how often will performance be checked, and what remedies apply if actual demand or impacts exceed approved limits?

These questions should be answered with project-specific documents, not only broad industry averages. A useful application states assumptions, identifies uncertainty and makes the developer’s obligations measurable. Where a key detail remains unknown, the decision-maker should not silently treat the most favorable outcome as certain.

How should officials assess electricity demand and grid reliability?

Start with the interconnection study and a realistic load profile, then examine the upgrades and operating arrangements required to serve the facility. Annual energy totals alone are insufficient: the grid must also meet demand at the times the data center operates, and the proposal needs to explain how it behaves during constrained conditions.

Require a credible load profile

The developer should describe expected demand as the facility is built out and explain the assumptions behind its projected peak and typical use. Officials should ask what would cause actual demand to differ from the forecast, how quickly the load could rise, and how those changes will be disclosed. A phased plan can make it possible to compare each expansion with the infrastructure and conditions previously approved.

Review interconnection and upgrades

An interconnection assessment should identify whether existing capacity can serve the proposed load and what network work is needed. The review should separate project-specific equipment from broader grid improvements, identify schedules and responsible parties, and show the proposed allocation of costs. If upgrades are delayed or capacity is not available, the approval should explain what happens to construction or operation rather than assuming the grid will accommodate the project automatically.

Test backup and storage plans

Backup generators can affect air quality and noise when tested or used during outages; the proposal should specify their role and operating assumptions. Storage may help manage some operating needs, but its presence should not be treated as proof that the facility can operate without grid support. Ask for an assessment of storage capability, duration and intended use, along with the backup-generation plan and any demand-response capability.

Make cost allocation explicit

Before approval, the utility and developer should explain who funds the connection, transmission and other grid upgrades, and whether any costs could be passed to ratepayers or taxpayers. The relevant comparison is not only the total infrastructure bill, but the distribution of that bill and the risks if the project scales back, arrives late or uses more capacity than expected.

How can energy procurement reduce emissions without overstating clean-power claims?

Require transparent disclosure of electricity sourcing, emissions accounting and the facility’s ability to adjust demand. A statement that a company buys renewable energy does not, by itself, tell the community how closely that supply aligns with the facility’s electricity use throughout the day.

Officials can ask whether procurement is evaluated hourly or annually and what firm-generation contracts support reliable service when variable renewable output is unavailable. The point is not to prescribe one universal mix: proposals should be compared on reliability, lifecycle emissions and the degree to which clean electricity matches the load over time. Any claim should state its accounting method and boundaries clearly enough for independent review.

Demand response is another useful part of the plan. The developer should disclose whether and under what conditions it can reduce or shift electricity use when the system is under strain. A commitment is meaningful only if the operating limits, notice process, duration and verification method are clear.

In a DOE release published December 20, 2024, Energy Secretary Jennifer M. Granholm said, “We can meet this growth with clean energy.” That is an expression of possibility, not a guarantee that any specific project will be clean or that local infrastructure and impacts are resolved. Project approvals still need evidence about procurement, emissions, reliability and enforceable performance.

What water, cooling and heat impacts need to be disclosed?

Review the proposed cooling technology alongside expected water withdrawals and consumption, drought contingencies and local water stress. A water figure without a location and operating context cannot show whether a facility is compatible with the community’s supply conditions.

The application should distinguish water withdrawn from water consumed, describe expected use under normal operations, and explain what changes during drought or other supply constraints. Officials should also ask whether the proposal’s water assumptions account for phased growth and whether monitoring will be public. The decision should consider local conditions rather than rely on a generic claim that one cooling approach is efficient everywhere.

Waste heat may have potential uses, but it should be evaluated as an option rather than counted automatically as a community benefit. The developer should identify a feasible use, the parties involved and the conditions required to deliver it. If no practical use is established, approval terms should not treat an unbuilt heat-reuse concept as an achieved outcome.

How can communities protect neighbors and land during development?

Require the review to cover noise, backup-generator air emissions, traffic, habitat and cumulative impacts with other industrial loads. These effects are site-specific, so the proposal should identify affected locations, expected operating conditions and measures that can be checked after the facility opens.

Land-use review should consider the facility’s footprint and its relationship to surrounding uses, not just the parcel boundary. Construction and operating traffic should be addressed in the project plan. Noise and air-emissions conditions should cover routine testing as well as emergency operation where relevant, with monitoring or reporting methods suited to the commitments made.

Cumulative review matters because one project may arrive in an area that already hosts energy-intensive facilities or other industrial activity. Officials should ask whether combined loads and impacts change the assessment of grid needs, water stress, air quality or neighborhood conditions. A project’s isolated analysis is not a substitute for understanding its contribution to local totals.

What makes approval conditions enforceable?

Turn important promises into measurable conditions with reporting, monitoring and consequences for noncompliance. A permit should say what will be measured, how often results will be published, who verifies them and what happens when performance departs from the approved plan.

  1. Set a baseline and limits. Define the approved energy, water and other relevant operating assumptions, including how permitted phases may change.
  2. Specify public reporting. Identify the information to be disclosed, its schedule and the method for making monitoring results accessible.
  3. Define corrective action. State how the operator must respond when it misses an efficiency, energy, water or impact commitment.
  4. Include consequences and off-ramps. Explain what happens after repeated or material failures, and provide a way to revisit or revise permits as actual loads change.
  5. Plan for closure. Include decommissioning expectations so the community is not left with an abandoned site or unresolved obligations.

Conditions should track the issues that justify approval. A generic promise to cooperate is difficult to evaluate; a defined measurement and response process gives residents, regulators and the operator a common basis for checking performance. Revisions should be deliberate and transparent, particularly when the actual load or infrastructure requirements depart from the original application.

How should a community weigh jobs, tax revenue and its decision-making role?

Assess economic benefits alongside public costs and environmental effects, and distinguish projected benefits from commitments the community can enforce. The comparison should show who pays for infrastructure, what jobs and tax revenue are anticipated, and what terms guarantee benefits or provide remedies if expectations are not met.

Transparent hearings allow residents to examine assumptions before a decision is made. Community-benefit terms should be specific enough to identify responsible parties, deliverables and timelines; workforce plans should explain what employment commitments are actually being made. A grievance channel gives affected residents a defined way to raise problems after construction, but it should complement—not replace—monitoring and formal enforcement.

Decision-making power also requires access to information as the facility operates. If permits can be revisited when actual demand changes, officials can address meaningful differences between projections and performance rather than treating the original forecast as permanent. The process should make clear who can trigger a review and what evidence will be considered.

Is there one policy template that works for every AI data center?

No. Projects should be compared using common questions, but the appropriate conditions depend on the grid, local water constraints, land, neighbors, project design and public-cost allocation. A checklist can make review consistent without pretending that one permit or energy strategy fits every community.

Decision area Evidence to compare Approval question
Reliability Load profile, interconnection capacity, upgrades, backup and storage plans Can the facility be served reliably, and what happens if capacity is delayed or constrained?
Emissions Lifecycle emissions, electricity sourcing and hourly clean-energy matching Are claims tied to a clear accounting method and a credible operating plan?
Water Cooling approach, withdrawals, consumption and drought response Is the proposed use compatible with local water stress?
Neighborhood and land Noise, air quality, traffic, habitat and cumulative impacts Are likely effects understood and covered by monitorable conditions?
Costs and benefits Allocation among developer, ratepayers and taxpayers; jobs, tax revenue and community terms Are costs transparent and benefits specific enough to enforce?
Accountability Public reporting, monitoring, permit review and decommissioning Can the community verify performance and respond when commitments are missed?

The strongest decision is not necessarily unconditional approval or automatic rejection. It is a decision made with enough system and community evidence to understand the trade-offs, with obligations proportionate to the impacts and a clear path to respond if the project’s actual performance changes.

Frequently Asked Questions

Does the 2030 global electricity projection mean AI alone will use 945 TWh?

No. The IEA figure is a projection for data centers overall, with AI identified as the most important growth driver. It is not an estimate of AI workloads alone.

Can a data center promise to run on renewable energy all the time?

A claim needs an accounting method and details about when electricity is generated and consumed. Ask whether the proposal tracks matching hourly or only annually, and what firm supply supports operations when renewable output does not align with demand.

Who pays when a new data center requires grid upgrades?

That depends on the proposed cost allocation and applicable utility and regulatory decisions; the figures here do not establish a universal rule. A project review should identify which costs are assigned to the developer, ratepayers or taxpayers, including the risks if the project changes or does not fully proceed.

Why is water consumption different from water withdrawal?

Withdrawal describes water taken from a source, while consumption describes the portion not returned to that source in the same usable condition or timeframe. Both figures, their operating assumptions and a drought plan help officials assess local water effects.
