Cloud computing is a way to obtain computing resources over a network instead of owning and operating every underlying server, storage system and software component yourself. The important choice is not a brand or a single “cloud”; it is how much of the technology stack your organization wants to manage. Infrastructure as a Service (IaaS) leaves you with substantial control and operational work, Platform as a Service (PaaS) shifts more of the platform to the provider, and Software as a Service (SaaS) delivers a finished application. Public, private, community and hybrid describe how an environment is provisioned and shared, which is a separate decision.

This guide explains the models in plain English, shows where responsibility and security remain with the customer, and gives you a practical framework for evaluating control, workload fit, skills, integration and cost in 2026.

What is cloud computing?

Cloud computing is on-demand network access to a shared pool of configurable resources such as networks, servers, storage, applications and services. Those resources can be provisioned and released quickly, with limited management effort or direct interaction with the provider. That is the formal definition in NIST Special Publication 800-145, originally published in September 2011.

In practical terms, you consume computing capabilities as services. A provider operates some combination of data centres, hardware, virtualization, operating systems, runtimes and applications; you configure and use the portion exposed by the service. Capacity can be allocated when needed and released when it is no longer required, rather than purchased solely for a peak that may occur a few times a year.

  • Read Before You Buy — No Video Output: These adapters support charging and USB 2.0 data transfer, but cannot transmit video signals. Except for standard USB webcams (which use USB data only), they are not compatible with HDMI/DisplayPort cables, video-capable USB-C hubs, or docking stations with video output.
  • Convert USB-A Ports to USB-C: Designed to connect USB-C earphones, cables, flash drives, card readers, and other USB-C accessories to standard USB-A ports. Plug-and-play with no drivers or software required.
  • Aluminum Alloy Housing: Built with a sturdy aluminum alloy shell that aids in heat dissipation and protects against daily wear and scratches. Designed to maintain a stable and secure connection.
  • Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
  • 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.

“The cloud” is therefore not one product, location or ownership model. The same organization can use a hosted business application, a managed database, virtual machines and event-driven functions at the same time. Each service can place the boundary between provider and customer at a different layer.

What is the difference between IaaS, PaaS and SaaS?

IaaS gives you the most control and the most operational responsibility; PaaS manages more of the application platform; SaaS provides a complete application. The categories are a useful starting point, but a real product may combine them or expose controls that do not fit a perfect box.

Model Provider generally operates Customer generally manages Typical use
Infrastructure as a Service (IaaS) Physical data-centre facilities, servers, storage hardware, networking and virtualization Operating system, patches, middleware, applications, data, identity settings and network controls you configure Custom systems that need operating-system or network-level control
Platform as a Service (PaaS) Infrastructure plus the operating system, runtime and much of the application platform Application code, data, configuration, identities and application-level security Building and deploying software without maintaining the underlying platform
Software as a Service (SaaS) Infrastructure, platform and the finished application User accounts, permissions, configuration, data governance and the way the application is used Using a complete business or productivity application through a browser or client

The provider-customer boundary is not identical across vendors or services. A managed database, for example, may remove operating-system maintenance while still requiring you to configure network access, encryption choices, retention and user permissions. Read the responsibility documentation for the exact service rather than assuming that its marketing label answers every security question. Google Cloud’s comparison explains the category differences and their limits at cloud.google.com/learn/paas-vs-iaas-vs-saas; Microsoft provides a parallel overview at azure.microsoft.com/en-us/resources/cloud-computing-dictionary/what-are-iaas-paas-and-saas.

When does IaaS make sense?

IaaS is appropriate when an application needs a particular operating system, custom networking, specialized agents or software that cannot run on a constrained managed platform. You can choose virtual-machine sizes, disk types, network topology and installed software. That flexibility means your team must also plan patching, hardening, backups, monitoring, scaling and recovery for those layers.

A virtual machine is not “maintenance-free” because it runs in a provider data centre. For example, the Amazon EC2 responsibility example assigns customers responsibility for guest operating-system updates and security patches, application software and security-group configuration. Treat that as an illustration of an IaaS boundary, not a universal chart for every provider.

When does PaaS make sense?

PaaS is useful when developers want to concentrate on application code and data while the provider maintains the operating system, runtime and deployment machinery. Standard build, deployment, scaling and observability integrations can shorten delivery time and reduce routine platform work.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The trade-off is constraint and dependency. Your code must fit the supported languages, runtime versions, networking model and persistence options. A platform change, regional limitation or discontinued runtime can require redesign, so record supported versions and export paths before committing a critical workload.

When does SaaS make sense?

SaaS is the most complete service arrangement: the provider operates the application and customers normally access it through a browser, mobile app or thin client. It is often the right starting point when the requirement is a business capability—such as collaboration, accounting or customer support—rather than a need to build and operate a unique application.

SaaS reduces infrastructure and application maintenance, but it does not remove governance. Your administrators still decide who can sign in, which roles they receive, what data may be entered, how long records are retained and whether exports and backups meet your requirements. Service availability, data location, integration interfaces and exit terms deserve review before sensitive information is uploaded.

What are CaaS and FaaS, and where do they fit?

Containers as a Service (CaaS) supplies managed resources for deploying containerized applications. It can be close to IaaS when you manage clusters and networking yourself, or closer to PaaS when the provider abstracts most cluster operations. You still need to understand image security, secrets, identity, network policies and data persistence.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Function as a Service (FaaS), commonly called a serverless function model, runs small pieces of code in response to events or requests. The provider handles much of the server provisioning and often scales executions automatically. You remain responsible for function code, dependencies, permissions, input validation, observability and the way state is stored. Execution limits, startup latency, event-delivery behavior and per-invocation billing can influence design.

These labels describe patterns rather than a mandatory hierarchy. A single system may use containers for a long-running API, managed database services for persistence and functions for asynchronous jobs. Evaluate each component by the control you need and the work you are prepared to operate.

What are the four cloud deployment models?

Deployment models answer how an environment is provisioned and shared; service models answer what capability is delivered and which layers you manage. NIST identifies public, private, community and hybrid cloud in its Cloud Computing project materials.

Deployment model Plain-English meaning Questions to ask
Public cloud Provider-operated resources are offered to multiple customers, with logical isolation between environments. What isolation, region, identity controls, service-level commitments and exit mechanisms apply?
Private cloud A cloud environment is dedicated to one organization, whether operated on its premises or by a provider. Who owns operations, capacity and upgrades, and does the environment deliver self-service and elasticity rather than simply being a virtualized data centre?
Community cloud Infrastructure is shared by organizations with common requirements, such as policy, mission or compliance needs. Who defines the shared controls, and how are costs, governance and changes agreed?
Hybrid cloud Two or more distinct environments are connected so applications or data can work across them. How will identities, networking, data movement, monitoring, resilience and consistent policy work across boundaries?

You can combine these choices. An organization might use SaaS in a public cloud, run a regulated application on a private environment, and connect both through a hybrid architecture. The U.S. General Services Administration Cloud Basics guidance states that no single service-model and deployment-model combination is fundamentally best for every consumer; requirements determine the appropriate mix.

What characteristics make a service “cloud”?

NIST describes five essential characteristics. They help distinguish a cloud service from a conventional hosted installation, although a product does not become suitable merely by using the word “cloud.”

  • On-demand self-service: authorized users can provision capabilities, such as storage or compute time, without waiting for a provider employee to perform each request.
  • Broad network access: capabilities are reachable over networks through standard mechanisms and from appropriate client types.
  • Resource pooling: provider resources serve multiple customers using a multi-tenant or pooled model, with location and hardware details abstracted to the customer to varying degrees.
  • Rapid elasticity: capacity can expand or contract quickly in response to demand. “Automatic” scaling still requires correct thresholds, quotas and application design.
  • Measured service: usage is monitored, controlled and reported. Measurement enables pay-for-use arrangements, but it does not guarantee a simple or predictable invoice.

The definitions and characteristics are set out by NIST SP 800-145. The measured-service characteristic means consumption can be observed and billed; data transfer, storage retention, idle resources, support plans and minimum commitments can still make costs complex.

Who is responsible for security in the cloud?

Security is shared. The provider secures the facilities and the layers it operates; the customer secures data, identities and configurations within the chosen service. The exact boundary changes with the service, configuration, integrations and regulatory obligations. The UK National Cyber Security Centre explains this in its shared-responsibility guidance.

Customer duties that remain common

  • Identity and access: enforce multi-factor authentication where available, apply least privilege, remove stale accounts and protect privileged credentials.
  • Data governance: classify information, select appropriate regions, define retention and deletion, and understand provider access and legal-process terms.
  • Configuration: set network rules, storage permissions, encryption options, logging and backup policies. A secure default cannot compensate for an accidentally public storage bucket or an over-permissive role.
  • Application security: patch code and dependencies you control, validate inputs, manage secrets and test recovery.
  • Monitoring and response: collect relevant logs, establish alert ownership and rehearse how access, data exposure or service failure will be handled.

Moving from IaaS to PaaS or SaaS generally transfers more infrastructure operations to the provider, but it does not transfer accountability for your business decisions. The NCSC advises identifying application components that could be replaced by managed services—including storage, identity and access management, data-flow controls, logging and monitoring—and recommends SaaS when it meets the need. That is a security recommendation, not a rule that every workload should become SaaS. Read the NCSC’s service and deployment guidance at ncsc.gov.uk/collection/cloud/understanding-cloud-services/service-and-deployment-models.

How should you choose a cloud service model?

Start with the outcome and the controls you genuinely need, then choose the lowest-management option that satisfies them. Use this sequence for a new workload or a migration review.

  1. Define the workload. Write down whether you need a complete application, a place to deploy code, or raw compute and networking. List integrations, data types, latency expectations, availability targets and peak-demand patterns.
  2. Set the control boundary. Decide whether you need operating-system access, custom kernel or network settings, a particular runtime, or only application configuration. Eliminate models that cannot expose a required control.
  3. Map operational work. For each candidate, list who patches, scales, monitors, backs up, restores and troubleshoots every layer. Include after-hours ownership and skills, not only the initial deployment.
  4. Assess security and compliance. Verify identity integration, encryption, audit logs, data location, retention, incident notification, vulnerability management and evidence needed by your regulators or customers.
  5. Check integration and portability. Confirm APIs, network connectivity, data export, authentication standards and migration paths. Identify proprietary interfaces that would make a later move expensive.
  6. Model real usage costs. Estimate compute, storage, requests, data transfer, backups, support, licenses and idle capacity for the regions and usage pattern you expect. Use current provider calculators and service terms; there is no reliable generic “cloud is cheaper” percentage.
  7. Test a representative slice. Build a small proof of concept using realistic data volume and access patterns. Measure deployment effort, observability, failure recovery and operating procedures, not just whether the demo works.
  8. Document the decision. Record why the model fits, which duties remain internal, what assumptions affect cost, and what event would trigger a re-evaluation.

How do control, effort and cost change across models?

The trade-off is best understood as a continuum rather than a winner-takes-all ranking.

Decision factor IaaS PaaS SaaS
Control over operating system and network Highest among the three Limited to the platform’s exposed settings Usually limited to application and administrator settings
Customer maintenance Highest: operating system, middleware and application layers Mostly code, data and configuration Mostly users, data, permissions and configuration
Customization Broad, subject to provider infrastructure limits Bound by supported runtimes and services Bound by product features, extensions and APIs
Scaling responsibility Customer designs and operates scaling, unless separate managed tools are used Platform often supplies scaling features; customer configures and tests them Provider scales the application service, while the customer manages plans, quotas and usage
Cost visibility Many metered resources and network paths to track Platform, execution, storage and request charges to model Subscription, user, feature, storage, usage and integration charges to verify

These are tendencies, not contractual promises. A heavily managed IaaS architecture can transfer work to additional services, while a SaaS product may expose complex configuration and integration responsibilities. Compare the actual service description and contract.

What does cloud computing cost?

No current, comparable price can be stated for “the cloud” as a whole. Bills depend on provider, region, service edition, resource size, runtime, storage class, requests, data transfer, support and taxes. A workload that runs continuously can have a different cost profile from one that is bursty, and a design that is inexpensive in one region may cost more in another.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Build an estimate from measured assumptions:

  • hours or executions per month and expected peak concurrency;
  • stored data, snapshots, replicas, retention and restore volume;
  • requests, transactions and outbound data transfer;
  • number of users, seats or environments for SaaS;
  • monitoring, security, backup and support services;
  • one-time migration, refactoring, training and exit costs.

Put budgets and alerts in place before production use. Review idle test environments, unattached disks, oversized instances, excessive log retention and cross-region traffic. A low unit price can still produce a large invoice when an application makes many requests or moves substantial data.

What are the most common cloud mistakes?

Assuming the provider manages everything

A provider’s physical security does not secure your identities or permissions. Maintain an explicit responsibility matrix for every service and configuration.

Choosing the highest-control option by default

Operating virtual machines may be unnecessary for a standard business capability and can create patching and availability work. First check whether a managed platform or complete application meets the requirement.

Confusing elasticity with resilience

Automatic capacity changes do not guarantee that an application survives a regional outage, corrupt data or a failed dependency. Define backups, restore tests, redundancy and an incident plan separately.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ignoring exit and portability

Export a sample of data, identify proprietary APIs and estimate the time and bandwidth needed to move. Portability requirements should influence architecture before the first production record is stored.

Underestimating integration work

Identity federation, network routing, data synchronization, logging and compliance evidence often consume more effort than the initial deployment. Include them in the proof of concept and project plan.

What should an evaluation checklist contain?

Before approving a service, ask the provider and your own team for concrete answers:

  • Which exact components are operated by the provider, and which must we patch or configure?
  • Where will data and backups reside, and can locations be restricted?
  • How are administrators authenticated, authorized and audited?
  • Which logs, metrics and alerts are available, and how long can they be retained?
  • What are the service’s quotas, maintenance process, availability commitments and support escalation paths?
  • How are data exports performed, in what format, and with what fees or limits?
  • What happens if a runtime version, feature or service is retired?
  • Which costs are recurring, usage-based, regional or triggered by data transfer?
  • Can the service connect to existing systems without weakening identity or network controls?
  • Who owns recovery decisions, and has a restore or failover procedure been tested?

Is there one best cloud model?

No. The appropriate combination depends on requirements, constraints and skills. A company may use SaaS for a standard process, PaaS for a custom customer portal and IaaS for a legacy application that needs operating-system control. The GSA’s Cloud Basics guidance makes the same central point: no service and deployment combination is inherently superior for every consumer.

Frequently Asked Questions

Can cloud applications work when the internet connection is down?

Most externally hosted services require a working network path to the provider, although some applications cache limited data or offer offline modes. If offline operation is essential, document which functions must continue locally and how changes will synchronize after connectivity returns.

Is serverless the same thing as Software as a Service?

No. Serverless functions are a way to run application code without managing servers directly, while SaaS is a finished application consumed by end users. A SaaS product may use functions internally, but customers normally do not deploy its individual functions.

How can a small organization control unexpected cloud spending?

Set account- or project-level budgets, alerts and quota limits before launching workloads. Tag resources by owner, environment and purpose, then review usage reports for idle capacity, storage growth and outbound transfer rather than relying only on monthly invoices.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can an organization change from IaaS to PaaS later?

Often, but the effort depends on how tightly the application relies on operating-system features, custom networking or provider-specific interfaces. Keep application configuration separate from infrastructure, automate deployments and test data-export procedures to preserve options.

What evidence should a provider supply during a security review?

Ask for current independent assurance reports or certifications relevant to your obligations, details of incident notification, subcontractor information, data-location commitments and descriptions of identity, logging and encryption controls. Confirm that the evidence covers the exact service and region you plan to use.
