AI can help insurers and public agencies spot patterns, review documents and prioritize suspicious insurance activity, but the available evidence does not show that it has broadly reduced insurance fraud. Systems can flag claims or applications for investigation; a score or alert is not proof that fraud occurred. Examples from South Korea, Europe, the United Kingdom, the United States and Australia show what these tools are being used for—and why adoption should not be confused with demonstrated success.

How does AI detect insurance fraud?

AI fraud detection is a way to sift through information and identify records or patterns that merit closer examination. Depending on the task, a system may compare data across claims, generate a risk score, estimate vehicle damage from photographs, or extract text from paper documents. Those functions can help an investigator decide where to look; they do not, by themselves, establish that a person made a fraudulent claim.

In supervised machine learning, a model is trained using examples that have already been labelled. It learns associations in that data and can produce a prediction or score for new cases. The output depends on the data and task: a model trained to estimate a repair cost is not automatically a fraud detector, and a document-reading tool does not necessarily verify that a document is genuine.

AI is also only one part of insurance technology. The National Association of Insurance Commissioners (NAIC) lists underwriting, pricing, claims handling and fraud detection among insurers’ uses of AI. A tool used in one of those workflows may support a decision without making it, and its deployment is not evidence that it has improved fraud outcomes.

What can AI analyze in an insurance workflow?

Insurance fraud tools can work with several kinds of information, but the task and the evidence differ by system. South Korea’s Financial Services Commission (FSC) describes a range of specific applications, including some in operation and others that were planned or under development as of its 2026 release.

Patterns across records

The FSC says planned work on a Korean insurance-sector platform includes AI analysis of insurance-fraud patterns and the development of risk indices, including indicators of possible collusion. The aim is to support prevention and investigation by helping identify relationships or activity that warrant review. The release describes platform upgrades and expanded information-sharing as planned or under consideration; it should not be read as proof that a completed nationwide system already delivers those capabilities.

Cross-record analysis can raise issues beyond model accuracy. Bringing together information held by insurers or public agencies requires attention to the legal basis for sharing it, privacy protections and access controls. The FSC describes improving information-sharing and centralizing relevant suspected-fraud information as part of the work, subject to legal and privacy considerations.

Vehicle-damage photographs

South Korea’s Insurance Development Institute uses AI image recognition to estimate vehicle repair costs from photographs of damage, according to the FSC. That is a cost-estimation use, not the same as proving a claim is fraudulent. The FSC also said that comparing photographs taken by field staff with images submitted by repair shops was in development. The distinction matters: an estimate or image mismatch can provide a lead, but it still needs interpretation in the context of the claim.

Documents: extraction is not authentication

Optical character recognition (OCR) turns text in paper records or images into digital data that can be searched or processed. Korea’s FSC cites OCR as part of its anti-fraud work and discusses checking original documents to detect alterations. These are separate tasks: OCR can extract what a document appears to say, while authenticity checks ask whether the document or its contents have been changed or misrepresented. A readable scan is not, on its own, a verified original.

Machine learning and generative AI are not interchangeable

The European Insurance and Occupational Pensions Authority (EIOPA) distinguishes supervised, traditional machine learning from generative AI. A supervised model trained on pre-labelled examples can generate a prediction or score; generative AI produces new outputs that may need human validation. EIOPA’s discussion concerns insurance uses broadly and does not establish that generative AI outperforms fraud investigators or that it has improved fraud detection results.

Can AI spot a fake insurance claim?

It can help identify suspicious features or inconsistencies, but the sources do not support treating an algorithmic flag as a finding of fraud. An alert tells an insurer or agency that a case may deserve attention. Determining what happened requires investigation and, where a decision affects a consumer, compliance with the applicable law and oversight.

A suspicious score could reflect a pattern associated with past cases, a discrepancy between records, or an image that differs from what a system expects. Such signals can help focus limited investigative capacity, but they can also require explanation and checking. NAIC emphasizes that human professionals continue to review information and exercise judgment. It states: “Human oversight remains an important part of insurance decision-making.”

False positives matter because an innocent claimant may be delayed, asked for more information or otherwise affected by a review. The sources do not provide a comparable false-positive rate for the systems discussed, nor a common benchmark for how accurately different tools identify fraud. A responsible assessment therefore has to ask not only whether a system generates alerts, but how those alerts are investigated, how errors are corrected and what recourse a consumer has.

How widespread is AI use in insurance?

EIOPA’s 2025 publication, citing its 2024 Digitalisation report, says 50% of European non-life insurers and 24% of European life insurers were already using AI in 2024. The reported areas included pricing and underwriting, fraud detection, or claims management. These figures indicate reported adoption across several functions; they do not mean that those shares of insurers used AI specifically for fraud detection, or that adoption reduced fraud.

The distinction between use and effectiveness applies to public-sector programs as well. Australia’s National Audit Office (ANAO) examined a Department of Health AI-enabled model used to identify potential Medicare provider fraud and non-compliance from July 2024 to December 2025. Its 2026 audit characterized arrangements for using AI in health-provider compliance as partly effective and identified opportunities to improve assurance and risk management. That is a specific audit of a public-program model, not a measure of private insurers’ performance or an industry-wide fraud trend.

To show that AI is improving outcomes, adoption figures would need to be paired with evidence about results: for example, how many alerts lead to substantiated cases, whether losses prevented exceed the costs of investigation and error, and how the system performs across different groups and claim types. The reviewed sources do not provide a common, independently audited outcome measure that answers those questions across the industry.

Is AI winning the war against insurance fraud?

“Winning” goes beyond what the available figures establish. Official and industry sources document AI applications, adoption and plans, but they do not demonstrate that AI has caused a broad decline in insurance fraud. Detected cases and amounts are useful signals, but they are not a direct count of all fraud—and a rise in detected fraud could reflect changes in detection, reporting or underlying activity.

Three recent figures illustrate why the measurements should stay separate:

Jurisdiction and measure Reported figure What it measures
South Korea, 2025 data, reported by the FSC in 2026 KRW 1.1571 trillion Detected private insurance fraud in 2025
South Korea, FSC estimate published in 2026 About KRW 9 trillion Estimated total private insurance fraud, extrapolated from an Insurance Research Institute estimate for 2023 and increases in detected amounts over the following two years
United Kingdom, ABI figures published in 2026 £1.34 billion Fraudulent claims detected in 2025, across the ABI’s reported general-insurance scope

The Korean KRW 9 trillion figure is an estimate, not an observed total for 2025. The UK figure is a detected amount; the Association of British Insurers (ABI) also reported 93,900 detected cases in 2025, down 2.7% from the previous year. The detected amount rose 14% from £1.18 billion in 2024. None of these figures isolates the effect of AI, and differences in jurisdiction, insurance scope and method mean they should not be combined into a single global trend.

  • Please Note: To reach 10Gbps speed, keep the cable under 3.3 ft. For USB A Male to USB C adapters, try flipping the USB C connector. USB C Male to USB A adapters support bidirectional 10Gbps transfer within 3.3 ft

The ABI’s Mark Allen, its Head of Fraud and Financial Crime, said: “Insurance fraud is not a victimless crime and those who commit it increase the cost of premiums for honest customers.” That describes a potential consequence of fraud; it does not show how much any particular AI system has reduced premiums or losses.

What rules and safeguards apply when AI flags a consumer?

AI use does not remove an insurer’s responsibility to follow insurance and consumer-protection laws. NAIC says insurers remain responsible for compliance, including requirements related to fairness, accuracy and avoiding unfair discrimination, and expects human professionals to exercise judgment. Its guidance is a U.S. insurance-regulatory perspective; rules and enforcement depend on the applicable jurisdiction.

A March 2025 bulletin from Wisconsin’s insurance commissioner makes the point explicitly for that state: decisions or actions affecting consumers that are made or supported by advanced analytical and computational technologies, including AI systems, must comply with applicable insurance laws and regulations. The bulletin specifically includes unfair trade practices and unfair discrimination. It is a jurisdiction-specific statement, not a claim that the same rule or enforcement process applies identically everywhere.

When evaluating a system or an insurer’s use of one, the important questions are practical as well as technical:

  • What is the system meant to do? Separate a cost estimate, document extraction, risk score and fraud finding; they answer different questions.
  • What information does it use? Understand the provenance, relevance and permitted use of the records, images or other data in the workflow.
  • Who reviews an alert? Identify how qualified staff assess the evidence and what happens when the model’s signal conflicts with other information.
  • How are errors and unequal effects checked? Ask whether performance, fairness and accuracy are monitored, and whether affected consumers can challenge or correct information.
  • Are outcomes independently assessed? A system’s existence, number of alerts or adoption rate is not a substitute for evidence that it produces better decisions without disproportionate harm.

What should count as evidence that AI is working?

A credible evaluation needs to follow cases beyond the moment an algorithm flags them. The relevant question is not simply how many claims look unusual to a model, but whether the process leads to reliable, legally supportable findings and better outcomes than the alternative. A high alert count could mean a useful screening tool—or an inefficient queue of cases for investigators to clear.

Useful evidence would identify the line of insurance and fraud type covered, the system’s inputs and role in the workflow, the time period studied and the way success was defined. It would distinguish suspected cases from substantiated fraud, explain false positives and missed cases, and report how human review and consumer recourse work. It would also assess privacy, fairness and whether the system continues to perform as data and fraud tactics change.

The reviewed sources do not provide a comparable cross-vendor benchmark or a measured industry-wide winner. South Korea’s examples show concrete uses and planned infrastructure; EIOPA provides adoption data; the ANAO documents a public model’s operation and weaknesses in assurance. Each answers a different question. Taken together, they show why AI is becoming part of fraud operations, but not that the technology has won the fight.

Frequently Asked Questions

Does AI detect insurance fraud automatically?

The sources describe AI as supporting identification, prioritization and analysis, not as a replacement for an investigation. A system may surface a case for review, but a finding about fraud must rest on evidence and the applicable process.

Does generative AI make insurance fraud detection more accurate?

The cited EIOPA material distinguishes generative AI from supervised machine learning and notes that generated outputs may need human validation. It does not establish that generative AI improves fraud detection accuracy.

Why can the amount of detected insurance fraud go up when detection tools improve?

Detected amounts reflect what is found and reported as well as what may be happening, so improved screening could contribute to a higher detected total without showing that underlying fraud increased. The figures cited here do not isolate how much any AI system contributed.

Do insurance fraud statistics include every fraudulent claim?

Detected totals cover cases that were identified, not all activity that may have occurred. Some estimates attempt to account for undetected fraud, but their methods and years differ from direct counts and should be identified as estimates.
