AI data centers use far more power per rack than conventional server rooms, and that electricity becomes heat that must be removed continuously. Servers and accelerators account for about 60% of modern data-center electricity, while cooling, pumps, fans, networking, storage and power equipment consume the rest. Water can be used directly in evaporative cooling or indirectly when power plants and semiconductor factories consume water. The right cooling design depends on rack density, climate, grid capacity, local water stress, reliability requirements and cost—not on a single industry-wide formula.
Why do AI data centers use so much electricity?
AI training and inference run on servers fitted with high-performance accelerators, usually GPUs or similar chips. These processors perform many calculations in parallel, but they draw substantial power and are often deployed in tightly packed racks. More chips per rack raise the electrical load and concentrate the resulting heat in a smaller space.

The balance runs networking and storage hardware, uninterruptible power supplies, transformers, lighting, fans, pumps, chillers and control systems. Even a facility with efficient servers therefore has a sizeable non-IT load.
AI increases demand in two ways. Training runs large accelerator clusters for days or weeks, while inference serves user requests continuously and can require thousands of accelerators at high utilization. Rapid deployment of these systems increases both total electricity consumption and the cooling capacity required at each site.

How much electricity do data centers consume now, and how fast is it growing?
Global figures vary slightly with the accounting boundary and estimate used. The IEA reported about 415 terawatt-hours (TWh) of data-center electricity consumption in 2024, equal to approximately 1.5% of global electricity use. In its forward-looking base case, the IEA uses a 2024 starting point of about 460 TWh and projects demand above 1,000 TWh in 2030; the difference between the two 2024 values reflects the specific series and coverage used, so they should not be treated as a single exact meter reading.
In the United States, Lawrence Berkeley National Laboratory modeled data centers at 11.8% of national electricity use in 2030, with a scenario range of 9.5% to 15.3%. That is a modeled share, not a guaranteed outcome: construction schedules, chip availability, efficiency improvements, electricity prices and grid constraints can move the result toward either end.

How does water enter an AI data center’s footprint?
Water accounting has two distinct boundaries. Direct water is used at the facility, mainly for evaporative cooling and humidification. Indirect water is associated with generating the electricity that powers the site and manufacturing semiconductor chips. A site WUE number normally covers direct operational water; it does not automatically include water consumed by power plants or chip factories.
The IEA estimates that an average 100-megawatt U.S. hyperscale data center consumes around 2 million liters of water per day in total, with more than 60% of that amount indirect. The figure is an average estimate, not a specification for every 100 MW facility. Local generation mix, cooling equipment, weather and chip supply chains can produce very different results.
At global scale, the IEA estimated data-center water consumption at about 560 billion liters in 2023 and projects approximately 1,200 billion liters in 2030 in its base case. These are consumption figures—the portion not returned to the source, often because it evaporates. Withdrawal means the volume taken from a river, aquifer or utility system; some withdrawn water can be discharged back, so withdrawal and consumption are not interchangeable.

Why is there no reliable “water per AI prompt” number?
A prompt’s water intensity changes with the model, response length, hardware utilization, data-center location, weather, cooling design, electricity source and the accounting boundary. A calculation that counts only on-site evaporation will be much lower than one that also allocates water used to generate electricity and manufacture chips. Facility-level measurements are therefore more defensible than a universal per-prompt claim.

Why must AI data centers remove heat continuously?
Nearly all electricity entering a processor eventually becomes heat. If that heat remains near a chip, its temperature rises, causing throttling, errors, shortened component life or an emergency shutdown. Cooling systems move heat from the silicon to a room, a liquid loop and finally the outdoor environment or a heat-reuse customer.
AI racks make the problem harder because they can place many high-power accelerators in a small footprint. A room designed for modest rack loads may have enough airflow volume but still lack the heat-transfer surface, electrical capacity or chilled-water flow needed for an AI cluster. Cooling is thus a reliability system, not a comfort feature.
Which cooling methods do AI data centers use?
No method wins on every site. Air systems avoid liquid plumbing but become difficult at high rack densities; evaporative systems can reduce compressor electricity while consuming water; dry systems save water but can draw more electricity during hot weather. Liquid systems carry heat more effectively, but they add specialized equipment and maintenance.
| Method | How it removes heat | Water profile | Strengths and limits |
|---|---|---|---|
| Air cooling | Fans and computer-room air handlers move air across heatsinks. | Little direct water when paired with dry heat rejection; humidification can add use. | Familiar and effective at lower densities; fan power and room airflow become limiting as AI racks get denser. |
| Evaporative cooling | Evaporation lowers the temperature of air or a coolant. | Consumes water through evaporation and may require treatment or blowdown. | Can reduce compressor electricity; performance and water demand depend on climate and local availability. |
| Economizers | Airside, waterside or refrigerant economizers use favorable outdoor conditions to reduce compressor operation. | Depends on the associated heat-rejection system. | Cuts mechanical cooling hours when outdoor conditions are suitable; benefits vary by climate. |
| Dry coolers and air-cooled chillers | Closed loops reject heat directly to ambient air. | Little or no routine evaporation. | Reduces direct water use, but may need more electrical or mechanical capacity on hot days. |
| Direct-to-chip liquid cooling | Coolant flows through cold plates attached to high-power chips, then transfers heat to a facility loop. | Can operate in a closed loop with minimal evaporation. | High heat-transfer performance for dense racks; requires liquid distribution, leak controls and compatible servers. |
| Rear-door heat exchangers | A liquid-cooled door captures hot exhaust while most server components remain air cooled. | Usually limited to the facility loop; evaporation depends on the heat-rejection plant. | Hybrid transition between room air cooling and full chip-level liquid cooling. |
| Immersion cooling | Servers or components sit in a dielectric fluid that absorbs heat. | Can avoid routine evaporative cooling water. | Captures a very high share of heat and may enable heat reuse, but needs compatible hardware, fluid management and specialized maintenance. |
When does an AI rack need liquid cooling?
Rack density is the practical trigger. ASHRAE’s 2026 AI Data Center Energy Performance Framework recommends liquid architectures for approximately 50–100 kilowatt and higher racks, while retaining air cooling for lower-density areas. A mixed facility can therefore use air in general-purpose rooms and direct-to-chip or rear-door systems in thermally segmented AI zones.

Liquid cooling does not automatically mean higher water consumption. A closed-loop design can recirculate coolant while a dry cooler rejects heat to air. Conversely, a liquid loop connected to an evaporative tower can still consume substantial water. The heat-rejection equipment and its operating boundary determine the water result.
What do PUE, WUE, WUI and CUE measure?
Efficiency metrics are useful only when their boundaries, period and operating conditions match. Compare the same reporting scope and avoid treating a single metric as a complete environmental scorecard.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors| Metric | Definition | What a lower or higher value indicates |
|---|---|---|
| PUE (Power Usage Effectiveness) | Total facility energy divided by IT-equipment energy. | Lower means less facility overhead for each unit of IT energy. |
| WUE (Water Usage Effectiveness) | Annual liters used for cooling and humidification divided by annual IT-equipment kilowatt-hours. | Lower means less direct operational water per unit of IT energy. |
| WUI (Water Usage Impact) | A water measure that adds local water-stress context to consumption intensity. | Reveals whether the same liters-per-kWh burden a water-scarce or water-abundant location differently. |
| CUE (Carbon Usage Effectiveness) | Relates emissions to IT work or IT energy. | Shows the effect of the electricity mix and other emissions sources; a low PUE does not guarantee low carbon. |
When comparing designs, examine rack density, climate, water stress, electricity mix, reliability requirements, capital cost, operating cost and heat-reuse potential alongside PUE and WUE. A dry cooler may lower water use while increasing electricity demand in heat waves. An evaporative tower may cut compressor power while consuming more water. Direct-to-chip cooling can reduce room-cooling work and evaporation, but it requires liquid infrastructure.

What do Microsoft’s data-center figures show?
Microsoft reports a global PUE of 1.17 and WUE of 0.27 liters per kilowatt-hour for its owned and controlled facilities in fiscal year 2025. Its fiscal-year 2024 figures were PUE 1.16 and WUE 0.30 L/kWh. Microsoft also reports that approximately 90% of its owned fleet used low- to zero-water cooling systems in 2025.
Those are fleet-level figures within Microsoft’s reporting boundary, not universal industry averages. A company’s PUE and WUE can reflect a particular mix of climates, workloads, facility ages and accounting rules, so they should not be ranked against another operator without matching those conditions.
Microsoft says its 2024 AI-optimized design uses a closed-loop, direct-to-chip system that recirculates coolant and avoids operational cooling-water evaporation:
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.“This chip-level cooling solution delivers precise zonal temperature control without water evaporation by recirculating water through a closed-loop, direct-to-chip cooling system.”

How should a new AI data center choose a power and cooling design?
Engineering teams can make the trade-offs explicit with a staged evaluation rather than selecting a technology by name.
Best Value
- Characterize the workload. Record accelerator type, expected utilization, training duration, inference traffic, power draw and target rack density. A 20 kW rack and a 100 kW rack have different cooling architectures.
- Map the local climate and water context. Check outdoor temperatures, humidity, seasonal extremes, utility water availability and local water stress. These conditions determine how often economizers work and how much a dry or evaporative system will cost to operate.
- Set electrical and reliability limits. Size substations, backup generation, UPS equipment and cooling pumps together. A cooling system that saves water but exceeds the site’s electrical or backup capacity is not a workable design.
- Choose thermal zones. Keep lower-density equipment on efficient air cooling where practical, and reserve direct-to-chip, rear-door or immersion systems for dense AI areas. Physical separation simplifies controls and maintenance.
- Define the water boundary before setting targets. Report direct site water separately from indirect water tied to electricity and manufacturing. Track both withdrawal and consumption so a low consumption figure does not hide a large source withdrawal.
- Model hot-weather and failure cases. Test heat waves, loss of an air handler, pump failure, reduced water availability and simultaneous peak compute. Include the electricity penalty of dry cooling and the water penalty of evaporation in the same model.
- Plan monitoring and heat reuse. Measure PUE, WUE, local water-stress impact and carbon performance continuously. Where a nearby customer can use the temperature and volume of rejected heat, evaluate heat reuse without compromising redundancy.
Does AI use more water than ordinary computing?
AI commonly creates greater water pressure per unit of floor space because accelerator racks are denser and need more heat removal. However, there is no fixed AI-to-conventional water ratio. A conventional workload in an evaporative facility may consume more direct water than an AI cluster in a closed-loop, dry-cooled building, while the AI cluster can still have higher indirect water from its electricity and chip supply chain.
The meaningful comparison is therefore workload- and facility-specific: use the same time period, IT-energy denominator, cooling boundary, climate and water-stress context. Avoid comparing a site WUE value with an estimate that includes power-plant water.
What can reduce power and water use without sacrificing reliability?
- Use economizers, optimized airflow, containment and appropriate temperature setpoints to reduce unnecessary compressor and fan work; ASHRAE identifies these controls as part of efficient operation.
- Match cooling technology to density instead of overcooling an entire room for a small high-power zone.
- Use closed-loop direct-to-chip or rear-door systems where they reduce room-level cooling work and operational evaporation.
- Select dry heat rejection when local water scarcity outweighs the extra electricity required during hot conditions.
- Monitor WUE together with WUI, PUE and CUE so an apparent gain in one metric does not shift impacts to a stressed water basin or a carbon-intensive grid.
- Evaluate heat reuse when a dependable nearby demand exists; reuse potential depends on the temperature, timing and reliability of the recovered heat.
- Maintain redundancy, leak detection, filtration and service procedures. An efficient cooling loop that is difficult to repair can reduce availability and erase its operational benefit.
What should readers remember about AI data-center resource use?
AI’s resource footprint is a system result. Electricity demand comes mostly from servers and accelerators, while cooling and other facility equipment add overhead. Water can be direct or indirect, and the same liquid-cooling label can describe either a nearly closed loop or a system connected to evaporative heat rejection. Meaningful comparisons state the boundary, date, climate, rack density, electricity mix and local water conditions before quoting a number.
Frequently Asked Questions
Can renewable electricity eliminate an AI data center’s water footprint?
No. Cleaner electricity can reduce operational carbon, but water is still associated with cooling and with producing electricity and semiconductor hardware. A renewable contract also does not by itself reveal whether the site uses direct evaporative water.
Why can two facilities with the same PUE have different environmental impacts?
PUE covers facility energy overhead, not where electricity comes from or how scarce local water is. Two sites with identical PUE can therefore differ in carbon emissions, indirect water use, direct water consumption and heat-reuse opportunities.
Is a closed-loop cooling system maintenance-free?
No. Recirculating systems still need pumps, filtration, controls, leak detection and planned service. Their advantage is avoiding routine cooling-water evaporation, not eliminating mechanical or operational requirements.
Can waste heat from AI servers always be reused?
Only when a nearby user can accept the available heat at the required temperature and schedule. Distance, seasonal demand, redundancy and the need to keep the data center operating during a heat-reuse outage determine whether reuse is practical.
