AI can support biological risk assessment by organizing evidence, extracting hazards and controls, checking whether required information is missing, comparing scenarios, and drafting records for review. It should not make or approve the final risk decision: qualified people must judge uncertainty, account for context-specific hazards, choose mitigations, and authorize the work.

The practical standard is bounded, documented assistance. Define what the AI is being asked to do, control the evidence it can use, test its performance for that task, protect sensitive information, and require human review before anyone acts on its output.

Can AI do a biosafety risk assessment?

AI can assist with parts of an assessment, but it should not be treated as an accountable biosafety decision-maker. It may help organize or check information; the assessment still depends on expert judgment about the agent, procedure, exposure routes, controls, uncertainty, and institutional setting.

The distinction matters because a fluent answer is not proof that a hazard was found, a source was interpreted correctly, or a proposed control is adequate. CDC’s Biosafety in Microbiological and Biomedical Laboratories (BMBL), 6th Edition, describes protocol-driven risk assessment as the foundation of safe laboratory operations and says: “Risk assessment requires careful judgment and is an important responsibility for directors and principal investigators (PI) of microbiological and biomedical laboratories.” The manual also says it is an advisory document recommending best practices, not a substitute for local review.

In January 2025, FDA draft guidance recommended assessing the credibility of AI-generated information in relation to a specific context of use when it supports regulatory decisions about drugs and biological products. That is a useful discipline beyond regulatory submissions: evaluate the tool for the particular task, users, inputs, outputs, and consequences involved, rather than calling a general-purpose model a validated risk assessor.

Which parts of the workflow can AI help with?

AI is most useful for bounded, reviewable tasks where its output can be checked against source material. It can help make a large assessment easier to inspect, but it cannot establish that the evidence is complete or decide what level of risk an institution should accept.

Task Potential AI assistance What a reviewer must still decide
Evidence organization Deduplicate literature, sort approved documents, and extract passages or structured fields. Whether the sources are authoritative, current, applicable, and sufficient.
Completeness checks Flag blank fields, missing citations, or absent discussion of a required topic. Whether a field is genuinely relevant and whether an apparent omission hides a substantive issue.
Scenario comparison Arrange stated assumptions, hazards, and proposed controls side by side. Whether scenarios are comparable and whether the assumptions reflect the planned work.
Record drafting Prepare a draft summary or review record from approved inputs. Whether the draft faithfully represents the evidence, uncertainty, dissent, and decision rationale.
Decision and authorization No independent decision role. Qualified people and the relevant institutional process make and approve the risk decision.

A useful output is not simply a risk label. It is a traceable aid that points a reviewer to the evidence and assumptions behind its suggestions. If a material claim cannot be traced to an approved source passage or document, it should be treated as unverified rather than silently incorporated into the assessment.

How should I use AI for biological risk assessment?

Put the tool inside an existing, documented workflow. The sequence below translates protocol-driven assessment and context-of-use evaluation into practical controls for AI-assisted work.

  1. Define the context of use. Write down the exact task: for example, triaging a set of approved papers, extracting agent characteristics, checking a checklist, comparing proposed controls, or drafting a record. Identify the intended users, permitted inputs, expected output, and who will review it. Do not use a broad instruction such as “assess the biological risk” as if it established a validated process.
  2. Set evidence boundaries. Specify which approved documents or versioned datasets the system may use. Preserve source passages and relevant dates, geography, and access permissions. Require a citation or document reference for each material factual claim, and make it possible for the reviewer to open and verify that source.
  3. Use a structured assessment record. Capture the agent hazards and procedure hazards, exposure routes, likelihood, consequences, existing controls, residual risk, uncertainty, and triggers for escalation. A structured form makes omissions more visible; it does not make the assessment correct by itself.
  4. Assign a narrow assistance task. Ask the system to extract fields, find duplicates, identify missing evidence, or flag inconsistent assumptions. Keep suggestions distinguishable from sourced facts and reviewer judgments. Avoid allowing a draft or score to flow directly into authorization.
  5. Require human review before action. A qualified biosafety professional, relevant subject-matter expert, and the institutional biosafety committee or equivalent should review the evidence, assumptions, controls, and proposed conclusion as appropriate to the work and local governance process.
  6. Validate and monitor the tool. Test it on representative historical cases before relying on it. Record false positives and false negatives, examine errors that could conceal hazards, and track model or version changes. Repeat validation when the task, agent, procedure, or regulatory environment changes.
  7. Secure the information. Use least-privilege access, retention limits, audit logs, and an environment approved for the information involved. Establish rules against sending controlled pathogen, sequence, or institutional information to unapproved services.
  8. Document the decision and uncertainty. Keep sourced facts, AI-generated suggestions, reviewer judgments, unresolved questions, dissent, and the rationale for the final decision distinguishable in the record.

What information should a useful assessment capture?

A structured record helps the reviewer see what was considered and what remains uncertain. CDC’s BMBL emphasizes protocol-driven assessment; its approach is not reducible to a model-generated score or a generic checklist.

The AI may populate a field from a cited passage or flag a field for attention. It cannot establish that the field’s contents are adequate for the specific protocol. Reviewers should be able to distinguish “the source states this” from “the model inferred this” and from “the institution decided this.”

What human review is required for AI-assisted dual-use research assessment?

Human review should match the risks and governance requirements of the work; AI output should not bypass institutional biosafety processes. The people responsible for the work and the appropriate biosafety experts or committees remain accountable for examining the evidence and deciding what may proceed.

NIH states that biosafety and biosecurity oversight applies to research using AI-enabled tools. It encourages institutional oversight for in-silico work that could directly enable the design of pathogens with enhanced pandemic potential or novel biological agents or toxins. This makes it especially important not to treat a computational workflow as outside oversight merely because it does not begin at a bench.

CDC’s BMBL assigns responsibility across laboratory directors, principal investigators, biosafety professionals, subject-matter experts, and institutional biosafety committees. Which roles participate in a particular review depends on the work and the institution’s procedures; the AI tool does not replace any required role. WHO’s responsible-use framework likewise describes a six-step approach, risk-assessment checklists, and review mechanisms for governing dual-use research and mitigating biorisks. Those are governance structures that an AI tool may help populate or cross-check, not decisions that it can make on an institution’s behalf.

WHO’s 2026 implementation update describes BRIET as a web-based self-assessment tool that maps stakeholders, identifies strengths and gaps, assesses risks, prioritizes actions, and generates tailored recommendations. Its function illustrates a useful boundary: structured tools can support a process, but recommendations still belong within governance and review. WHO’s 2026 ethics report also says AI-related health research can create novel risks and calls for strengthened ethics review and oversight, including for research conducted with AI tools.

How should an AI risk-assessment tool be validated?

Validation must be specific to the intended task and context. There is no general accuracy percentage, universal benchmark, or identified universal regulatory approval for AI biological-risk assessment that can stand in for that work.

Test representative cases, not just easy examples

Use historical cases representative of the intended use, including cases with incomplete or conflicting evidence and cases where a missed hazard would matter. Have qualified reviewers establish the reference judgments and compare the tool’s outputs with them. The goal is not merely to count agreement: inspect what the tool missed, what it invented, and whether its errors could mislead a reviewer.

Track false positives and false negatives

Record when the tool flags a problem that reviewers do not substantiate and when it fails to flag an issue reviewers identify. Both kinds of error affect the workflow: false positives can create unnecessary escalation or noise, while false negatives can conceal a hazard. Give particular attention to omissions, unsupported source claims, and unjustified confidence.

Check traceability and reproducibility

For each material output, reviewers should be able to see which approved evidence informed it and reproduce the relevant assessment inputs. Keep records of the model or tool version and the information used, so a later reviewer can understand how the draft was produced. If a tool cannot provide an auditable basis for a consequential claim, do not treat that claim as established.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Revalidate when the use changes

Revisit validation when the model or version changes, when the task expands, when the agent or procedure changes, or when the regulatory environment changes. A tool tested for literature triage has not thereby been validated to recommend controls or make a go/no-go decision. FDA’s January 2025 draft guidance’s central practical lesson is to tie credibility assessment to the particular context of use.

What can go wrong when AI is used in biological risk assessment?

AI may hallucinate sources, omit low-frequency hazards, inherit bias from incomplete training data, overstate confidence, and encourage automation bias. It can also expose confidential research or make dual-use information easier to operationalize. Each failure mode calls for a different control; a disclaimer alone is not enough.

  • Fabricated or misrepresented evidence: require source links or document references and have reviewers verify the cited passage, not just the citation label.
  • Omitted hazards: compare the output against the structured assessment and expert review; do not infer that an unmentioned hazard was considered and ruled out.
  • Biased or incomplete evidence: document the input set and its limits so reviewers can identify gaps in coverage.
  • Overconfidence and automation bias: label AI suggestions as suggestions, retain independent human judgment, and ensure the workflow does not make approval the default.
  • Disclosure or misuse risk: constrain access to sensitive data, use approved secure environments, and assess whether the tool or its outputs could expose or operationalize dual-use information.

For these reasons, an AI tool should not independently assign containment levels, approve experiments, certify regulatory compliance, authorize work with pathogens or toxins, or issue the final go/no-go decision. Those are decisions requiring accountable human and institutional review.

What controls keep biological risk data safe when using AI?

Protect data before entering it into a system, not only after an output is generated. The institution should decide which information is allowed in which environment and who can access the resulting records.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Apply least-privilege access so users and systems receive only the data needed for the assigned task.
  • Set retention limits and understand how input and output records are stored and handled in the approved environment.
  • Maintain audit logs sufficient to show who used the tool and what information contributed to a consequential draft or recommendation.
  • Keep controlled pathogen, sequence, and institutional information out of unapproved services.
  • Review outputs as well as prompts: a summary or comparison may itself reveal sensitive or dual-use information.
  • Document permissions and approved evidence sources, including limits on reuse or disclosure.

These controls reduce exposure risk but do not establish that an AI-generated assessment is scientifically sound. Information security and biosafety review are separate requirements that must both be addressed.

How should teams compare AI tools for this work?

Compare tools against the actual use case and the consequences of error, rather than selecting one by general claims about capability. A tool suitable for organizing a document set may be unsuitable for a task whose output could affect authorization or containment decisions.

Evaluation area Question for the review team
Context-of-use fit Has the tool been evaluated for this specific task, user group, input type, and intended output?
Evidence traceability Can each material claim be checked against an approved passage or document?
Validation quality Were representative cases used, and were consequential false negatives examined?
Uncertainty handling Does the output expose gaps and assumptions, or present uncertain inferences as facts?
Reviewer workflow Can experts inspect, correct, reject, and document suggestions before any action?
Data security Can the tool be used within the institution’s access, retention, and information-handling rules?
Auditability and reproducibility Can the team record the relevant inputs, tool version, output, and reviewer changes?
Institutional integration Does the workflow preserve existing biosafety and ethics review rather than bypassing it?
Error consequences Does evaluation consider the cost of missed hazards as well as unnecessary escalation?

What should the final AI-assisted record say?

The record should make clear what the AI did and what humans decided. Someone reviewing it later should not have to guess whether a statement came from a source, a model inference, or an expert judgment.

  • State the defined task and the materials the tool was permitted to use.
  • Preserve citations or document references for material claims and retain the source passages needed to verify them.
  • Separate AI-generated suggestions from sourced facts and reviewer conclusions.
  • Record uncertainties, unresolved questions, dissent, and any escalation triggers.
  • Identify the human review and institutional decision process applied before action.
  • Record the tool or model version and validation status relevant to the task.

CDC’s BMBL captures the right balance in its foreword: “The core principle of this document is protocol-driven risk assessment.” AI can help teams make that process more organized and auditable; the protocol, evidence, and accountable review remain central.

Frequently Asked Questions

Can I use a general chatbot to assess a biological hazard?

A general chatbot may help with a narrowly defined, low-consequence information task if its sources and outputs are checked. Its fluent response does not demonstrate that it has been validated for hazard assessment, and sensitive information should not be entered unless the service is approved for that data.

Does AI-assisted in-silico research need biosafety oversight?

NIH says biosafety and biosecurity oversight applies to research using AI-enabled tools and encourages institutional oversight for in-silico work that could directly enable design of certain high-consequence or novel biological agents. Whether a particular activity requires review should be determined through the applicable institutional process.

Is there a standard accuracy score for AI biological risk assessment?

No authoritative general accuracy percentage or universal benchmark is established for this use. Teams need to evaluate a tool against representative cases and the specific task they intend to use it for.

What is BRIET?

WHO describes BRIET as a web-based self-assessment tool that helps map stakeholders, identify strengths and gaps, assess risks, prioritize actions, and generate tailored recommendations. It is a structured support for implementation, not an automated substitute for institutional governance.
