AI data centers are pushing contract manufacturers toward complete infrastructure systems—not just circuit-board assembly—while clean-energy manufacturing is expanding unevenly amid significant overcapacity risks. Cloud customers increasingly want one supplier to integrate compute, networking, racks, electrical distribution, transformers, and liquid cooling. Manufacturers are responding with new factories, reorganized business segments, and proposed joint ventures. Clean-energy projects still require enormous volumes of equipment, but factory capacity in solar, batteries, wind, and electric vehicles can grow faster than actual deployment. The result is a split market: AI infrastructure has a strong near-term pull for integrated manufacturing, while clean-energy suppliers must manage policy changes, permitting delays, trade barriers, geography, and the possibility that announced capacity will exceed demand.
How are AI data centers affecting contract manufacturers?
AI data centers are changing the contract-manufacturing brief from “build this electronic assembly” to “deliver a tested infrastructure module that works at rack and facility scale.” Training and inference systems require dense compute, high-speed networking, very large power feeds, and advanced thermal management. A manufacturer may therefore be responsible for assembling servers, installing them in racks, connecting network fabrics, integrating power-distribution equipment, and validating liquid-cooling loops before shipment.

This broader scope matters because the value and risk move up the supply chain. A failed board can be replaced; an incorrectly integrated rack can delay an entire data-hall deployment. Customers consequently favor suppliers that can coordinate mechanical, electrical, software-test, logistics, and service operations across multiple sites. Public company disclosures show this positioning, but they do not provide a consistent measure of revenue attributable specifically to AI. Cloud infrastructure, conventional enterprise computing, and other end markets often share the same factories and reporting segments.
Why rack-level integration is becoming central
AI accelerators draw far more power per rack than many earlier general-purpose deployments. That changes the manufacturing unit: the rack, power shelf, busbar, cooling manifold, and monitoring equipment are engineered as a system. Contract manufacturers that can perform burn-in testing, cable and coolant routing, firmware validation, and factory acceptance testing can become part of the customer’s deployment schedule rather than a commodity component vendor.

What “AI demand” does and does not prove
When a company announces an AI factory or a cloud-infrastructure segment, it demonstrates strategic intent and expected customer demand. It does not prove that a facility is complete, that production has reached its target rate, or that the resulting sales are all AI-related. Treat announced investment, operating capacity, backlog, and recognized revenue as separate evidence categories.
What are contract manufacturers building for AI infrastructure?
The AI manufacturing stack spans several linked product groups. A supplier’s opportunity depends on which of these it can design, source, assemble, test, and service.
The Tool Desk
Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Compute and networking systems
Manufacturers assemble accelerator servers, host CPUs, memory, storage, network switches, optical or copper interconnects, and the chassis that hold them. The work includes component traceability, firmware loading, thermal validation, and diagnostic testing. Networking is not an add-on: distributed AI training requires predictable bandwidth and low-latency links across many servers.
Rack integration
Rack integration combines servers with shelves, power distribution, cabling, management controllers, and cooling hardware. It can include full-rack testing under simulated workloads, which catches vibration, power-quality, and thermal problems before equipment reaches a data center. Standardized rack designs also let cloud operators deploy capacity faster when a manufacturer can ship a validated assembly instead of loose equipment.
Electrical infrastructure
Power-dense deployments require switchgear, transformers, rectifiers, busways, power shelves, and monitoring systems at facility, row, rack, and board levels. Flex’s fiscal 2026 description of its Cloud and Power Infrastructure segment specifically includes electrical systems serving those levels. This is a wider remit than traditional electronics manufacturing and brings contract manufacturers into the electrical-equipment supply chain.
Advanced cooling and energy management
Air cooling alone is often insufficient for the highest-density AI racks. Liquid-cooling systems use cold plates, manifolds, pumps, heat exchangers, leak detection, and facility-water interfaces. Manufacturers must control cleanliness, pressure testing, materials compatibility, and field-replaceable service procedures. Energy-management software and sensors connect cooling and power systems to the data-center operator’s monitoring platform.

Which investments and partnerships show the shift?
Recent announcements illustrate different levels of commitment. The figures below should be read as planned or proposed activity unless the status column says otherwise.
| Company or collaboration | Scope | Timing or scale stated | What the announcement establishes |
|---|---|---|---|
| Jabil | US manufacturing for cloud and AI data-center infrastructure | $500 million planned over several years; a new site was expected to be operational by mid-2026 | Planned investment and intended capacity; the cited announcement does not verify final spending or whether the mid-2026 milestone was met |
| Flex | Integrated compute systems, liquid cooling, and electrical systems | Reported in fiscal 2026 as the Cloud and Power Infrastructure segment | A formal reporting segment; it also serves industrial, automotive, energy, and healthcare customers |
| Foxconn and Schneider Electric | Compute platforms, AI-rack integration, manufacturing, power, cooling, and energy management | June 2026 announcement said production would begin later in 2026 | A collaboration and intended start date; the release itself does not confirm that production began |
| Jabil and Adani Enterprises | Proposed 50:50 India venture for racks, servers, storage, networking, power distribution, liquid cooling, and transformers | October 2026 non-binding MoU; multi-gigawatt capacity described as an expectation | A conditional proposal subject to definitive agreements, approvals, and customary conditions |
Jabil’s June 17, 2025 announcement framed domestic production as both an economic and national-security priority. Executive vice president Matt Crowley said, “To secure America’s future in artificial intelligence, it’s crucial that we build the hardware that powers AI innovation right here at home.” That is a company position, not an independent forecast, and the investment amount remains a plan rather than a verified expenditure.
How mature are AI and clean-energy manufacturing projects?
Comparing projects requires a common vocabulary. A factory already shipping product is materially different from an announcement, even when both carry a gigawatt or dollar figure.
| Project stage | Meaning for a buyer or analyst | Main uncertainty |
|---|---|---|
| Operating | Facility is producing at least some commercial output | Actual utilization, yield, and product mix |
| Operating capacity not yet online | Installed or reported capacity that has not reached full availability | Commissioning schedule and ramp rate |
| Under construction | Physical work has begun | Financing, equipment delivery, labor, and permitting can still delay completion |
| Announced before construction | Company has disclosed an intended project | Final investment decision, site approvals, customer orders, and funding |
| Proposed and conditional | Project depends on agreements or regulatory approvals | It may be changed, delayed, or cancelled before any capacity exists |
The Jabil–Adani arrangement belongs in the last category because it is a non-binding memorandum of understanding. A multi-gigawatt aspiration should not be added to current operating capacity or treated as an order book. The same discipline applies to any clean-energy factory pipeline.

Clean-energy projects create substantial manufacturing demand, but supply and deployment do not rise in lockstep. The International Energy Agency (IEA) reported that global investment in manufacturing capacity for solar photovoltaic, wind, batteries, electric vehicles, electrolysers, and heat pumps fell from nearly USD 220 billion in 2023 to below USD 200 billion in 2024. The IEA estimated a further decline in 2025, driven largely by weaker solar-PV and wind manufacturing investment in China.
At the same time, the IEA says project pipelines contracted across most of those technologies from 2024 onward because completed or cancelled projects outnumbered newly announced capacity. Existing factories, especially for solar PV and batteries, already create a substantial supply overhang relative to current demand. In the IEA’s Stated Policies Scenario, investment needed to keep pace with demand over the next decade is around 40% of the 2023 historic peak. That is a scenario estimate for clean-energy manufacturing, not a forecast of all industrial investment.

Solar and batteries face the clearest overcapacity pressure
The Clean Investment Monitor’s global 2025 assessment found manufacturing capacity for solar, wind, batteries, and electric vehicles comfortably exceeded demand in 2025. If announced projects proceed, it expects the imbalance to intensify by 2030 without faster demand-side policy. Solar and batteries show the strongest prospective overcapacity; wind outcomes vary more by component and by assumptions about deployment.
Trade and geography can change the outcome
Trade remains important to meeting clean-energy demand even as governments apply tariffs and duties. A factory can be technically competitive yet struggle if imported inputs face a new levy, if local-content rules change, or if a project is located far from transmission, ports, skilled labor, or customers. Geographic diversification can improve resilience, but duplicating capacity in several regions can also worsen oversupply.

The Clean Investment Monitor’s October 2026 US supply-chain assessment found manufacturing capacity expanded across several components from the first quarter of 2025 through the third quarter of 2026. Its longer-term projections weakened for some technologies after policy and permitting changes. The assessment compares operating and announced capacity with 2025 deployment and modeled deployment for 2030–2035; those are different measures and should not be collapsed into one total.
The American Clean Power Association (ACP) reports that clean-power manufacturing contributes $31 billion to US gross domestic product annually and supports 216,000 American jobs. Its 2026 report page also cites 70 new manufacturing facilities coming online in 2025 and more than 825 facilities across the United States. These are ACP industry-association estimates; definitions and methodology matter when comparing them with government or company data.
Capacity expansion can therefore coexist with weaker demand expectations. A policy change may encourage a company to complete a factory already under construction while reducing the number of projects developers expect to build later. For contract manufacturers, the practical question is not simply how many facilities were announced, but how much product customers are likely to order, when, and at what utilization rate.
How do AI and clean-energy manufacturing demand differ?
| Dimension | AI data-center infrastructure | Clean-energy equipment |
|---|---|---|
| Typical product scope | Compute, networking, rack integration, power delivery, transformers, and liquid cooling | Solar PV, wind, batteries, electric vehicles, electrolysers, heat pumps, and related components |
| Demand signal | Cloud and data-center deployment plans, segment reporting, customer programs, and planned factory investment | Modeled deployment, project pipelines, policy support, auctions, and equipment orders |
| Current supply concern | Ability to scale integrated systems, power equipment, and cooling quickly | Overcapacity, particularly in solar PV and batteries |
| Key geographic issues | Grid connection, high-voltage equipment, domestic manufacturing goals, and data-center siting | Tariffs, local-content rules, permitting, transmission, ports, and regional demand |
| Evidence caution | Public filings rarely isolate AI revenue from broader cloud or infrastructure sales | Announced capacity, operating capacity, production, and final deployment are separate metrics |
The distinction explains why a manufacturer can report strong AI-related positioning while reducing exposure to a clean-energy product line, or vice versa. A diversified factory may use the same automation and test capabilities for several markets, so company-wide growth cannot automatically be assigned to AI.

What should procurement teams examine before awarding work?
Buyers evaluating a contract manufacturer should test both technical capability and the credibility of the capacity plan.
- Define the deliverable: specify whether the supplier is building boards, servers, complete racks, power systems, cooling loops, or a tested combination.
- Verify production status: request evidence of operating lines, commissioning dates, qualification builds, and demonstrated yield rather than relying on an announcement headline.
- Check component dependencies: map accelerators, memory, networking silicon, transformers, pumps, heat exchangers, and other constrained inputs.
- Set acceptance tests: include electrical-load testing, thermal performance, leak checks, firmware validation, burn-in, and documentation requirements.
- Review geographic exposure: identify where each major component is made and how tariffs, export controls, local-content rules, or port disruptions could affect delivery.
- Plan volume flexibility: use staged purchase commitments or capacity reservations when demand forecasts are uncertain, especially for clean-energy components exposed to oversupply.
- Separate capacity from availability: ask how much announced capacity is online, staffed, qualified, and allocated to the customer’s product.
What are the main risks for manufacturers?
Overbuilding ahead of demand
Large factories carry depreciation, labor, and working-capital costs even when customer orders slow. The risk is most visible in solar and batteries, where global capacity already exceeds near-term demand in the Clean Investment Monitor’s assessment. AI suppliers face a different version of the problem if a customer changes accelerator architecture or rack design before a new line reaches full utilization.
Permitting and grid delays
Data-center and clean-energy factories both depend on timely power and construction approvals. A project can have financing and equipment orders yet remain unable to ship because the building, substation, water system, or environmental permit is incomplete. Announced “online” dates should therefore be treated as targets until commissioning is documented.
Technology and design churn
AI systems evolve quickly: accelerator generations, networking speeds, rack power levels, and cooling architectures can change within a factory’s planning cycle. Manufacturers need modular tooling, programmable test equipment, and engineering teams capable of redesign without scrapping an entire line.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Policy and trade volatility
Tariffs, duties, tax-credit rules, export controls, and domestic-content requirements can alter sourcing economics after a facility is approved. Clean-energy projects are particularly exposed because their business cases often depend on incentives and long-lived deployment forecasts. Diversifying suppliers helps, but it can increase cost and duplicate capacity.
How can contract manufacturers position themselves for both markets?
The strongest strategy is to build reusable capabilities while keeping end-market assumptions explicit. High-mix automation, robotics, digital work instructions, traceability, and process optimization can serve AI racks, battery systems, power electronics, and industrial equipment. Jabil cited automation, robotics, and process optimization when describing its US expansion, but those capabilities are not proof of a particular revenue outcome.
Best Value
Manufacturers should organize planning around product families and project maturity. An operating AI rack line may justify dedicated tooling and inventory, while a proposed clean-energy venture may warrant only engineering resources until permits, customer commitments, and financing are secured. Reporting should distinguish revenue, backlog, capacity, and pipeline by end market wherever customers permit that disclosure.
Partnerships can fill gaps in power, cooling, or software expertise. The Foxconn–Schneider Electric collaboration demonstrates the logic of combining compute manufacturing with electrical and energy-management capabilities, while the proposed Jabil–Adani venture illustrates the geographic-localization approach. Neither announcement, by itself, demonstrates completed production or commercial scale.
What is the outlook for contract manufacturing?
AI infrastructure is creating a strong pull for suppliers that can integrate compute, networking, power, and cooling into validated systems. Clean-energy manufacturing remains strategically important, but its economics are more cyclical and policy-sensitive because factory capacity can outrun deployment. The winners will be manufacturers that prove operational output, maintain flexible lines, secure critical components, and avoid treating every announcement as guaranteed demand.
For customers and investors, the most reliable signal is the combination of an operating facility, qualified products, disclosed orders or segment growth, and a realistic utilization plan. Planned investments and proposed ventures are useful indicators of direction, not substitutes for production and revenue evidence.
Frequently Asked Questions
Is announced manufacturing capacity the same as operating capacity?
No. An announcement may describe an intended site or a future expansion, while operating capacity requires a commissioned line that can produce qualified commercial output. Construction, equipment installation, staffing, customer qualification, and permitting can all delay the point at which capacity is usable.
Why is AI revenue difficult to separate from cloud infrastructure revenue?
Manufacturers often use the same facilities, suppliers, and engineering teams for AI systems, conventional servers, networking, and other digital infrastructure. Unless a company reports end-market revenue at a finer level, an AI-related segment should be treated as a broader infrastructure indicator rather than a pure AI sales figure.
Can clean-energy factories be full while projects still face equipment shortages?
Yes. Surplus capacity in one component or region can coexist with shortages in another component, location, or quality grade. Transport constraints, trade duties, project timing, and technology differences can prevent nominal global capacity from serving a specific deployment.
What should a buyer ask a contract manufacturer about a new AI rack program?
Ask for the line’s current qualification status, demonstrated rack-level test results, power and cooling specifications, critical-component lead times, and a ramp plan tied to purchase orders. Also require a contingency plan for accelerator, networking, transformer, or coolant-supply changes.
