A blockbuster console or PC game can cost hundreds of millions because its budget is essentially people multiplied by years, then enlarged by technology, outsourcing, worldwide launch work and marketing. A team of hundreds may work for three to five years before release, while contractors, testing, localization, platform support, advertising and post-launch services add further bills. McKinsey describes some AAA projects as requiring $200 million to $500 million over three to five years, with engineering and art accounting for much of the effort (McKinsey, 2026). That range applies to the upper end of PC and console development—not every game, and not a universal industry average.
What does a $200 million game budget actually cover?
The first question is accounting scope. “Budget” may mean internal development only, development plus marketing, or a broader launch and live-service investment. A $212 million development figure for Horizon Forbidden West, for example, is not automatically comparable with a figure that includes global advertising and launch operations.

| Reported figure | What it represents | Source and qualification |
|---|---|---|
| $200 million–$500 million | Development effort over three to five years | McKinsey analysis of high-end AAA games, 2026 |
| $50 million–$150 million, rising to $200 million or more | Earlier reported development range compared with games being greenlit for potential 2024–2025 release | Industry material summarized by the UK Competition and Markets Authority (CMA), 2023 |
| €150 million plus about €50 million | Pre-launch development plus launch marketing | Publisher submission quoted by the CMA; the public report does not identify the publisher |
| More than $80 million to almost $350 million | Development per title for major AAA franchises | Publisher-reported ranges summarized by the CMA |
| Up to $310 million | Marketing for some major releases | Publisher-reported range summarized by the CMA |
| About $110 million–almost $380 million | Combined development and marketing for some latest major releases | Publisher-reported range summarized by the CMA |
The CMA figures come from submitted industry material, not a census of every game. Its 2023 final report therefore shows the scale of selected major projects rather than a market-wide median.
Why is labor the largest underlying cost?
Game development is a large, multidisciplinary production. Programmers and engine engineers build systems; environment, character and technical artists create assets; designers specify rules and levels; writers and cinematic teams produce narrative; animators, audio staff and accessibility specialists refine the experience. Producers, build engineers, security staff, human-resources teams and office operations support the project even when they are not visible in the credits.

Every additional month extends salaries, benefits, contractor fees, equipment leases, software subscriptions, offices, management and quality assurance. This is why duration matters as much as headcount. Sony legal filings reported by Axios put Horizon Forbidden West at $212 million over five years with more than 300 full-time staff, while The Last of Us Part II was approximately $220 million with around 200 employees. Those are development figures tied to particular filings, not a typical staffing model for all games.
WIPO’s historical comparison illustrates the direction of travel: average team size grew from about 26 people in 1995 to approximately 94 in 2015. WIPO does not present the latter as a current AAA average; it is evidence that production has become more specialized and labor-intensive (WIPO, 2024).

A modern AAA title often combines high-fidelity rendering, vast explorable spaces, sophisticated animation, cinematic presentation, online services, accessibility features, multiple languages and support for several hardware configurations. A larger world means more art assets and streaming technology; realistic characters require detailed models, motion capture, facial animation, shaders and extensive performance work.
Cross-platform releases multiply the engineering matrix. Teams must support different graphics APIs, memory limits, processors, input devices, save systems, storefront requirements and certification rules. Online features add backend architecture, account services, anti-cheat systems, telemetry, security and server operations. WIPO identifies more complex development, technological advances, cross-platform playability and specialized skills as major drivers of rising costs.
Why do iteration and rework consume so much money?
Games are discovered through repeated design, art, engineering and testing cycles. A feature that seems small in a design document can affect code, levels, animation, dialogue, cinematics, tutorials, user-interface strings, localization and quality-assurance plans. If the change arrives late, completed work may need to be discarded or rebuilt.

Production planning therefore tracks schedules, resource allocation, feature creep, change requests, approvals, testing plans and postmortems. The Game Production Handbook, 3rd Edition by Heather Maxwell Chandler covers these mechanics alongside staffing, budgets, outsourcing, middleware, release and postproduction.

1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesWhy do publishers use so many external studios?
Outsourcing expands capacity but does not make work free. External teams may supply character and environment art, animation, engineering, ports, quality assurance, localization or customer support. Their contracts add vendor fees, project management, integration work and review cycles.
Annual franchises face especially intense content schedules. In the CMA report, Activision described the pressure this way:
“We have to make so much content for Call of Duty, that we can’t even lean on one lead studio anymore. Now we need almost 1.5 lead studios for each annual CoD. That kind of bandwidth pressure is forcing us to use outsourcers more and more. I don’t see that changing anytime soon.”
The point is not that every project needs that structure. It is that a major release may be a network of internal studios, specialist vendors and support partners rather than one team in one building.

How much can marketing add to the final bill?
Marketing can approach, match or exceed development spending for a globally marketed franchise. Campaigns may include trailers, media buying, launch events, influencer and creator programs, retail promotion, platform placement, public relations, localization of advertising and regional compliance work.
The CMA records an example of approximately €150 million in pre-launch development and roughly €50 million in launch marketing. Its publisher-reported ranges also include marketing as high as $310 million and combined development-and-marketing costs from about $110 million to almost $380 million for some major releases. Always ask whether a quoted number is development-only, marketing-only or combined; otherwise two apparently similar budgets may measure different things.
Why does a global release multiply production work?
A worldwide launch requires more than translating menus. Text, subtitles, voice recording, legal notices, accessibility features and customer-support materials must be prepared for multiple languages. Each territory has ratings systems, consumer rules, storefront metadata and sometimes different platform or network requirements.
Testing expands with every supported platform, language and configuration. Certification teams check crashes, save behavior, account flows, parental controls, purchases, networking and accessibility. Publishers also coordinate manufacturing or retail logistics where physical editions are sold, plus digital storefront scheduling across regions.
What makes a live-service or online game different?
An online or live-service title carries obligations beyond launch. The publisher may need dedicated servers, account infrastructure, moderation, anti-cheat updates, customer support, seasonal content, patches, events and security response. Those costs can continue for years and may be budgeted separately from the initial game.

The same distinction applies to expansions and downloadable content. A headline development figure may cover the base game but exclude later story packs, new modes, platform ports or ongoing operations. Readers should treat “lifetime cost” as a separate measure unless the publisher explicitly defines it.
Why are publishers willing to risk hundreds of millions?
A high-budget game is a concentrated financial bet: most costs arrive before sales are known, while a title’s popularity is unpredictable. WIPO describes video-game production as inherently risky for that reason. Publishers still approve large projects when a recognized franchise, platform strategy, expected audience, long sales tail or recurring online revenue appears capable of supporting the investment.
Scale can also be defensive. A publisher may need a major release to support a platform ecosystem, maintain a yearly franchise schedule or keep a large studio network employed. None of those motives guarantees success; they explain why the decision can be rational despite the exposure.
Why do game budgets keep rising?
Several forces reinforce one another:
- Larger teams: More specialized disciplines are needed for modern art, technology, narrative and accessibility.
- Longer schedules: Three to five years of payroll and overhead compounds quickly.
- Higher fidelity: Detailed assets, animation, rendering and cinematic production require more labor and iteration.
- More platforms: Each hardware target adds engineering, optimization and certification work.
- Global expectations: Localization, ratings, regional marketing and support are planned from the start.
- Content volume: Annual franchises and live services need a steady stream of new material.
- Risk management: More testing, accessibility work, security and online resilience are expected before launch.
McKinsey says AAA budgets often exceed $200 million and characterizes that level as an eightfold increase since 2000. That is McKinsey’s analysis of the upper tier, not evidence that every game has followed the same curve.

Use the following checklist before concluding that one game was more expensive:
Also popular on Amazon
- It can be a gift option
- Comes with secure packaging
- Helpful in various ways
- Identify the accounting boundary. Determine whether the number covers development, marketing, launch services or post-launch operations.
- Check the schedule. Note years in production and whether pre-production is included.
- Find the labor footprint. Look for full-time staff, contractors, co-development studios and vendors.
- Classify the product. A linear game, open-world game, multiplayer platform and annual franchise have different content demands.
- Count technical targets. Compare consoles, PC configurations, cloud or mobile versions, online infrastructure and accessibility commitments.
- Separate launch from lifetime spending. Expansions, seasons, servers and support may sit outside the original figure.
These categories are more informative than headline dollars alone. The CMA’s separate development and marketing ranges demonstrate how easily unlike totals can be compared by mistake.
Are hundreds of millions normal for every game?
No. The evidence concerns the upper end of AAA PC and console production. WIPO defines AAA games as high-quality, high-budget titles produced and distributed by major publishers; indie, mobile, casual and smaller premium games follow different economics. There is no single reliable industry-wide median or average in the cited figures, so “can reach” and “often exceeds” are more accurate than saying all games cost hundreds of millions.

It usually signals a stack of costs rather than one enormous invoice: several years of payroll for hundreds of specialists, external development, technology and hardware, repeated rework, multi-platform testing, localization, launch operations and a worldwide advertising campaign. A $300 million total may therefore contain a development component near the high end of reported ranges and a separate marketing component, or it may include additional services and post-launch commitments. The only safe interpretation comes from the publisher’s definition of the number.
Frequently Asked Questions
Are video-game budgets bigger than movie budgets?
Some AAA games have budgets comparable to or above major films, but the comparison depends on whether marketing is included and how long development lasts. A game can also continue incurring server, patch and expansion costs after release, unlike a film’s more concentrated production schedule.
How much does an open-world game cost to make?
The available figures do not establish a single open-world average. Scope, team size, years in production, target platforms, online features and whether marketing is counted matter more than the open-world label itself.
Why can a game take five years to finish?
Large projects move through pre-production, prototype work, full production, integration, optimization, certification and localization. Revisions between those stages can require entire systems or asset groups to be rebuilt, extending the schedule without producing a simple one-to-one increase in playable length.

Does a game’s price at launch reveal its budget?
No. Retail pricing is a revenue decision, while the budget reflects development, marketing and sometimes years of post-launch service. Sales volume, platform fees, regional pricing and ongoing content determine whether that price can recover the investment.
