Hormuz war risk pushes crude shipping costs sevenfold, squeezing refiners’ margins, Goldman Sachs says

Crude freight rates have risen to more than $20 per barrel from about $3 a year earlier, a roughly sevenfold jump reported by Goldman Sachs amid renewed security risks around the Strait of Hormuz. That is a transportation-cost increase, not a sevenfold rise in the benchmark price of crude oil. The higher delivered cost can reduce refiners’ net margins, encourage purchases from nearer suppliers and, in some cases, be passed through to fuel buyers.

What exactly rose sevenfold?

The comparison concerns the reported global average crude freight rate: above $20 per barrel in October 2026 versus $3 per barrel one year earlier. The Economic Times, citing an October Goldman Sachs analysis, described the move as sevenfold. Because the current figure is stated as “above” $20, the exact multiple cannot be calculated more precisely from the report.

Freight is the charge for moving crude by tanker. Most crude benchmarks do not include that transportation expense, so the freight surge should not be read as an equivalent increase in Brent, Dubai or another benchmark price. It raises the cost of crude delivered to a refinery instead.

Why are tanker costs so high?

Goldman Sachs’ reported breakdown assigns the year-over-year increase to several interacting disruptions. The figures below are the bank’s reported contribution estimates, not universal surcharges applied identically to every cargo.

Reported component Contribution per barrel What it represents
Hormuz war-risk premium $7 Extra compensation and insurance-related risk for voyages crossing the Strait of Hormuz
Ship-to-ship transfers $4 Additional handling when cargoes are transferred outside the Persian Gulf
Higher maritime fuel prices $4 More expensive bunker fuel used to operate tankers
Inefficient tanker allocation and diversions $3 Longer routes and vessels positioned less efficiently as operators avoid danger
Restrictions on Iranian tankers $2 Reduced availability or usable capacity linked to limits affecting Iran’s tanker fleet
Total reported increase $20 Matches the reported move from roughly $3 to above $20 per barrel

Goldman Sachs also put global maritime fuel-oil prices at nearly $50 per barrel, or about 70% higher year over year, according to the same secondary report. The available reporting does not provide the original note’s freight-index methodology, sample construction or underlying observations.

How does Hormuz security risk feed into freight rates?

The Strait of Hormuz is a narrow route used by major Gulf exporters. When owners, insurers and crews perceive a greater chance of attack, they can demand a risk premium, reroute, slow operations or arrange more complex transfers. Each response consumes tanker capacity or adds time and fuel, lifting the price paid to secure a voyage.

Associated Press reporting on October 22 said Iran reported that seven tankers had been attacked or damaged overnight; AP presented that number as an Iranian account, not an independently confirmed total. The report also described operators moving Gulf oil at night through a U.S.-protected lane near Oman’s coast. Such precautions illustrate why ships may cost more to operate even when the cargo itself and the nominal voyage distance are unchanged.

Earlier reporting by S&P Global, published June 16, 2026, cited brokerage BRS saying war-risk insurance could deter smaller clean-product tankers more than crude carriers. Product tankers often have lower freight rates, making a large insurance bill harder to absorb. That observation predates the October freight estimate and should not be treated as an October insurance-price quote.

Which refiners are most exposed?

Refiners that rely on distant imported crude face the largest delivered-cost shock because freight represents a bigger share of what they pay. Goldman Sachs specifically identified Asian refiners as vulnerable when they depend on supplies traveling long distances. A refinery with access to nearby producers, pipelines or short sea routes has more ability to substitute away from an expensive voyage.

The reported analysis says refiners may respond by accepting lower net margins, reducing crude demand or switching toward closer suppliers. Distant producers may have to offer discounts to keep their barrels competitive after freight is added. These are possible market responses; the reports do not quantify margin losses at named refineries or show how much cost was passed to consumers.

What does the freight shock mean for fuel prices and crude trade?

Higher freight raises the delivered cost before crude enters a refinery. A company may absorb part of that increase, seek cheaper grades or routes, reduce throughput, or raise wholesale product prices where competition and regulation allow. The outcome depends on refinery configuration, inventories, local fuel demand, exchange rates and the availability of alternative suppliers.

Trade flows can therefore change even if benchmark crude prices move little. Cargoes may travel to destinations where the netback remains attractive, while ships are held for security checks, diverted around hazards or used for ship-to-ship transfers. Those changes tighten effective tanker supply and can keep freight elevated after an initial security incident.

What is still unknown about Goldman Sachs’ estimate?

The original October 2026 Goldman Sachs research note was not publicly located in the available reporting. Secondary accounts do not establish the precise index used, the observation window beyond the year-over-year comparison, or how each cost component was calculated. The quoted statements should therefore be attributed to Goldman Sachs as reproduced by The Economic Times/ANI and Bloomberg, rather than presented as independently measured charges.

How should readers interpret the “sevenfold” headline?

Read it as a warning about transport economics: a reported average freight charge above $20 per barrel compared with $3 a year earlier. It does not mean crude oil became seven times more valuable, nor that every tanker or route costs exactly $20 per barrel. The practical question for a refiner is the delivered cost of each available barrel after freight, insurance, fuel and delay risk are included.

Frequently Asked Questions

Does a $20-per-barrel freight rate mean gasoline prices will rise by $20 per barrel?

No. Freight is only one input into a refinery’s delivered crude cost, and the pass-through to gasoline depends on refining margins, inventories, taxes, competition and local demand. The available reports do not quantify a consumer-price increase.

Why can a nearby crude supplier become more attractive even if its oil is more expensive?

A nearby barrel may have a higher headline sale price but require much less tanker time, insurance and fuel. Once those delivery costs are added, its landed price can be lower than a discounted cargo from a distant supplier.

Are all tankers paying the same Hormuz war-risk premium?

No. Exposure varies by vessel, cargo, insurer, route, security arrangement and whether the ship crosses the strait. The $7 figure is Goldman Sachs’ reported aggregate contribution estimate, not a quoted invoice for every voyage.

What could bring crude freight rates back down?

A sustained reduction in attack risk, restored insurance capacity, fewer diversions and more efficient tanker positioning would remove pressure from freight. The cited reports do not provide a timetable for those conditions.
