HEC’s generative AI policy can work as a national baseline, but the framework alone cannot ensure consistent practice across Pakistani universities. It sets shared principles and expects each higher-education institution to turn them into usable rules, assessments, training and safeguards. Whether it succeeds will depend on that implementation—and on whether universities support responsible use rather than relying on blanket bans or automated detection.

What does HEC’s generative AI policy ask universities to do?

HEC’s framework takes a principles-first approach: it aims to protect academic integrity while enabling productive use of generative AI as a professional tool. It defines generative AI broadly, covering systems that create text, images, audio or code, and names examples including ChatGPT-5, Claude, Gemini and DeepSeek. Because the framework is technology-agnostic, it is not tied to one product or a single list of approved tools.

That flexibility is useful as products change, but it also leaves important operational decisions to each higher-education institution (HEI). Universities have to determine what forms of assistance are acceptable, how students and researchers should disclose use, how instructors should assess learning, and what processes apply when misuse is suspected. A national statement of principles is not, by itself, a uniform campus rulebook.

HEC’s earlier draft says an experts committee was assigned on 6 July 2023 to develop a fair and ethical framework. It recommends reviewing the policy preferably every year, or sooner when needed, because both the technology and academic context evolve. In practice, that review schedule matters: a rule that names a particular tool or assumes a fixed set of capabilities can become outdated quickly.

Why might implementation have momentum now?

Two 2026 policy measures create a route from broad principles to curriculum and teaching, although neither establishes that universities have already delivered the changes. The Associated Press of Pakistan reported on 19 February 2026 that HEC notified a three-credit-hour AI course for every undergraduate and postgraduate degree programme from the 2026 academic session. Institutions may place it as an elective, an interdisciplinary subject or a supporting subject.

Separately, a Planning Ministry directive dated 16 June 2026 called for a comprehensive review of university programmes and for skills including AI literacy, digital skills, data analytics, critical thinking, entrepreneurship, financial literacy, climate literacy and problem-solving to be incorporated across degree programmes. The directive makes AI part of a broader curriculum discussion rather than treating it solely as a matter of policing academic misconduct.

These measures could reinforce the HEC framework if course content helps students understand how to use AI critically and instructors learn to design assessments for a world in which such tools are available. But a directive is not evidence of completed implementation or improved learning. Universities still need qualified instructors, learning resources, timetable space, revised assessment practices and reliable student access. Without these, a required course can exist on paper while offering little practical preparation.

What would a working university policy look like?

A useful campus policy should translate HEC’s principles into instructions that students and staff can apply before they submit work—not only into penalties after an allegation. The University of South Asia policy provides an example of a Pakistani institution setting out coverage for students, mentors, researchers, faculty and staff, and identifying prohibited uses tied to academic integrity and HEC requirements.

Define permitted, restricted and prohibited uses

Rules should distinguish kinds of assistance instead of treating all AI use as equivalent. For example, a university might permit brainstorming or language support in some assignments, restrict AI-generated drafting unless an instructor allows and the user discloses it, and prohibit fabrication, impersonation or presenting generated work as one’s own. These are examples of categories an institution can define; the framework does not make every example a universal rule for every course.

That distinction gives students a practical way to comply and instructors a consistent basis for explaining expectations. A policy should also make clear that an assignment-specific instruction can be stricter than general campus guidance when the learning objective requires independent work. If permission depends on the course or task, the rule should be visible in the assignment instructions, not left to guesswork.

Design assessments to show learning

Assessment should make it possible to see what a student understands and can do, rather than assuming that a finished submission alone reveals the process behind it. HEC’s emphasis on academic integrity, fairness and explainability supports assessment approaches such as oral questioning, drafts, process evidence, in-class work and discipline-specific tasks. These approaches can complement one another; no single format suits every subject or learning goal.

Assessment redesign is more demanding than adding a warning about AI to a syllabus. Instructors need time to set clear learning outcomes, explain which forms of assistance are allowed and decide what evidence of a student’s reasoning is appropriate. Universities should plan for that workload rather than making individual faculty members responsible for solving the issue on their own.

Make disclosure straightforward

Students and researchers need a simple way to record when and how they used generative AI. A policy can specify what information is relevant—such as the task supported and the type of assistance—and provide a consistent format for reporting it. The exact disclosure requirements should be set by the institution and, where appropriate, the course or research process; the framework delegates detailed rules to HEIs.

Clear disclosure expectations can help separate permitted assistance from concealed substitution of a tool for the work being assessed. They should also be proportionate: an institution should tell users what must be recorded rather than expecting them to infer the standard after submission.

Train staff and students in practical AI literacy

Students need more than access to a tool. Useful instruction includes how to prompt responsibly, check generated claims against reliable sources, cite or disclose assistance as required, and recognize privacy risks. Faculty training should address assignment design, output verification and how to explain course-level rules. The 2026 AI course requirement offers a possible place to build some of this literacy, while the Planning Ministry’s directive calls for related digital and critical-thinking skills across programmes.

AI literacy should include the limits of generated output as well as its uses. A student who can produce a fluent answer but cannot verify it, explain its reasoning or identify unsupported claims has not demonstrated the same competence as one who can evaluate and defend the work.

Protect private data and provide due process

HEIs should prohibit uploading confidential student, patient, research or examination data to AI tools unless there is a lawful and institutionally approved basis for doing so. HEC’s stated concerns include data privacy, informed consent, transparency, fairness, accessibility and explainability. A workable policy should say who can approve sensitive uses and what safeguards apply, rather than leaving individual students or staff to make that decision without guidance.

When a university alleges misuse, it should offer an appeal route and consider evidence in context. A detector score alone should not be treated as proof of misconduct: the framework’s concerns about fairness and explainability point toward decisions grounded in assessable evidence and due process. Universities also need to consider whether rules or enforcement have unequal effects on students with different levels of connectivity, access to paid tools or English-language support.

Set a review cycle and publish indicators

HEC’s earlier draft recommends policy review preferably every year or sooner as needed. Universities can make that cycle meaningful by publishing indicators such as staff training completion, assignment redesign, documented disclosures, student access, and misconduct decisions that are upheld or overturned on appeal. Indicators do not prove that learning improved, but they make implementation more visible and give institutions a basis for revising rules.

Where is the policy most likely to fall short?

The largest risk is uneven implementation. Since HEC gives HEIs discretion to develop context-appropriate policies, a university with the staff and resources to train instructors, revise assessments and review privacy may be able to put the framework into practice more fully than one that publishes a brief prohibition with little support. A shared national baseline can coexist with very different student experiences.

Faculty workload is a likely bottleneck. Redesigning assignments, developing course rules, checking work fairly and responding to questions all take time. If institutions do not provide training and practical support, responsibility may fall unevenly on individual instructors, producing conflicting instructions across courses. Students can then face uncertainty about what is permitted even within one university.

The AI course requirement also carries a delivery risk. A three-credit-hour requirement does not guarantee coherent content, qualified teaching or a meaningful place in every programme. The choice to offer the course as an elective, interdisciplinary subject or supporting subject may allow institutions to fit it into different curricula, but students’ exposure and the connection to their discipline will depend on how each university implements it.

Access is another concern. Students with stronger connectivity, paid tools or more English-language support may receive advantages unless universities address access and teach critical evaluation. A policy that focuses only on whether AI use is allowed can miss whether students have equitable opportunities to learn and comply.

How can students and faculty judge whether it is working?

Look beyond whether a university has published a policy. The practical test is whether its rules are clear, consistently applied and supported by teaching and fair procedures. Students can check the policy alongside their course instructions; faculty can use the same questions to identify gaps that need institutional attention.

  1. Are allowed and prohibited uses clear? The rules should distinguish permitted assistance from restricted or prohibited conduct and explain when course-level instructions apply.
  2. Do assessments let students demonstrate learning? Look for methods that make reasoning, process or subject understanding visible, rather than a policy that depends entirely on policing final text.
  3. Is there practical AI-literacy support? Check whether students and instructors are taught verification, disclosure, privacy and responsible use—not simply told to comply.
  4. Are privacy, fairness and accountability addressed? Policies should explain how sensitive information is handled, how concerns are assessed and how students can challenge a decision.
  5. Does the institution review and report implementation? A scheduled review and published indicators make it possible to see whether the policy is being maintained and where further changes are needed.

The available sources establish HEC’s framework, the curriculum directives and an institutional example, but they do not report a national before-and-after evaluation of impact. Claims that the policy has already improved learning or reduced misconduct would therefore go beyond what is established. Transparent indicators and periodic independent review would give students, faculty and policymakers a stronger basis for judging results over time.

Will the HEC policy work?

It can, if universities treat it as an implementation framework rather than a finished enforcement manual. Its principles support responsible use and AI literacy, while its reliance on institutional rules makes campus-level execution decisive. The 2026 curriculum measures create momentum, but their success will depend on teaching capacity, equitable access, sound assessment, privacy protection, fair handling of allegations and regular review. Publication is a starting point; consistent practice is the measure that matters.

Frequently Asked Questions

Does HEC’s framework set one AI rule for every course in Pakistan?

No single course-level rule is established by the framework described here. Its technology-agnostic approach leaves HEIs to create policies that fit their educational mission, so students should consult both university guidance and the instructions for the specific assignment.

Can a student ask an instructor to clarify an AI-use rule before submitting work?

Yes. If a course instruction does not say whether a particular kind of help is allowed, asking before using it is safer than relying on an assumption. Universities can reduce avoidable disputes by putting assignment-specific expectations in writing.

Does the 2026 AI course requirement guarantee that every graduate will be proficient with AI?

A course requirement establishes a curriculum expectation, not a demonstrated proficiency outcome. The cited announcements do not report completion rates, common learning outcomes or a national assessment of student skills.

What should a university do when its AI policy conflicts with an assignment instruction?

The policy should explain how general institutional rules and course-specific requirements fit together, while the instructor should state the assignment rule clearly. If the documents appear inconsistent, students should seek clarification from the instructor or the university office responsible for academic policy before submitting.
