HACCP is a preventive food-safety system: it helps a business identify significant hazards in its actual process, decide where control is essential, set limits, monitor them, respond to failures, and keep evidence that the system works. For a small business, that means replacing “we keep things clean” with a repeatable plan showing what can go wrong, who checks the controls, and what happens if one fails. A generic form can help organize the work, but a usable HACCP plan must fit the specific food, process, equipment, intended use, and applicable rules.

What is HACCP?

HACCP stands for Hazard Analysis and Critical Control Point. FDA and the National Advisory Committee on Microbiological Criteria for Foods describe it as “a systematic approach to the identification, evaluation, and control of food safety hazards.” In plain terms, it is a way to manage food-safety risks before they cause harm, rather than relying mainly on finished-product testing or general assurances about cleanliness.

A HACCP plan asks seven connected questions: What hazards could make this food unsafe? Where can the business prevent, eliminate, or reduce them? What measurable limit marks effective control? Who will check it, how, and when? What happens when the limit is missed? How will the business confirm the plan is scientifically sound and followed? What records will prove that?

The method is used across the food chain, including processing, retail, and food service, but the answers are not interchangeable from one operation to another. A refrigerated ready-to-eat food, a product that must be cooked, and a shelf-stable packaged item have different ingredients, processes, storage conditions, and intended uses. HACCP is therefore a process-specific management system, not a universal checklist or a guarantee that risk has been eliminated.

What are the seven principles of HACCP?

The seven principles move from understanding hazards to proving that controls are working. They are materially aligned in FDA guidance and the international Codex approach.

  1. Conduct a hazard analysis. Identify biological, chemical, and physical hazards at each relevant step, then decide which are significant enough to require control.
  2. Determine critical control points (CCPs). Identify steps where control is essential to prevent, eliminate, or reduce a significant hazard to an acceptable level.
  3. Establish critical limits. Define a measurable or otherwise objectively assessable boundary for control, such as an appropriate time, temperature, pH, water activity, or concentration.
  4. Establish monitoring procedures. Specify what will be measured or observed, who will do it, how often, by what method or instrument, and where the result will be recorded.
  5. Establish corrective actions. Decide in advance what to do when monitoring shows a critical limit was missed, including how to regain control and determine what happens to affected product.
  6. Establish verification procedures. Confirm that the plan is scientifically supported and that it is being followed and remains effective.
  7. Establish documentation and records. Keep evidence of monitoring, deviations, corrective actions, verification, and relevant plan changes.

The principles are a connected system. A limit without monitoring is only a written target; a failed check without a predetermined response leaves staff guessing; and records without review do not show management whether the controls remain effective.

What needs to be in place before writing a HACCP plan?

Start with prerequisite programs: the basic operating and sanitation conditions that reduce routine risks across the business. HACCP focuses attention on significant hazards requiring specific control; prerequisite programs provide the foundation that makes those controls practical.

Depending on the operation, the foundation can include cleaning and sanitation, personal hygiene, pest control, equipment maintenance, supplier approval and receiving checks, temperature control, allergen management, employee training, and clear recipes or process instructions. FDA examples also include vendor certification, buyer specifications, and training. These programs should be documented and carried out consistently rather than treated as background assumptions.

For example, a CCP monitoring form cannot compensate for staff who have not been instructed in the relevant procedure, an instrument that is not maintained, or a supplier control that does not address a known ingredient risk. Set the routine practices first, then use hazard analysis to decide which hazards need additional process-specific controls.

How do I make a HACCP plan for a small food business?

A small operation does not need a large committee, but it does need people with enough knowledge of the product and process to make sound decisions. One owner or manager can coordinate the work; Codex recommends a multidisciplinary approach and advises obtaining outside expertise when the necessary knowledge is not available on site. Define the scope first: a plan may cover one product, a product family, a process, or a particular operation.

  1. Describe the food and its intended use. Record ingredients and relevant safety characteristics, how the product is processed and packaged, its durability, storage and distribution conditions, and how it is expected to be used. Note whether it is ready-to-eat or requires cooking; refrigerated, frozen, or shelf-stable; and whether it is intended for consumers of concern. These details affect which hazards matter.
  2. Draw the process flow. Map the actual steps, such as receiving, storage, preparation, processing, cooling, packaging, transport, and service or sale. Keep it useful rather than architectural: its purpose is to show what happens to the food.
  3. Verify the flow on site. Walk through the real operation and compare it with the diagram. Correct missing steps or differences. A flow chart based on an assumed process may leave out a point where a hazard enters or where control is needed.
  4. Analyze hazards step by step. Consider biological, chemical, and physical hazards linked to raw materials, ingredients, handling, processing, intended use, and consumers. Decide which hazards are reasonably likely or significant enough to require control. If a significant hazard has no effective control in the process, the operation may need to redesign the process rather than simply add a form.
  5. Identify CCPs and set critical limits. A CCP is a step at which control is essential for a significant hazard. Select a limit that can be measured or objectively assessed and is appropriate to the exact product and process. Do not copy a number from a generic template without confirming its scientific and regulatory fit.
  6. Write monitoring instructions. For each CCP, specify the parameter or observation, method, instrument if relevant, frequency, responsible person, and record location. Staff should be able to tell from the instructions what to do during a normal run, not only what a completed form should look like.
  7. Predetermine corrective actions. State how to bring the process back under control, how to assess the cause, how to decide the disposition of potentially affected food, and what steps will prevent recurrence. Record what happened and who reviewed the response.
  8. Plan verification and recordkeeping. Decide who reviews monitoring records, how corrective actions are checked, how instruments are calibrated where relevant, and when the plan will be reassessed. Keep the records needed to show that monitoring and verification occurred.

What is a critical control point, and what is a critical limit?

A critical control point is a step where control is essential to prevent, eliminate, or reduce a significant food-safety hazard to an acceptable level. A critical limit is the measurable or otherwise objectively assessable boundary used to determine whether control at that CCP is being maintained.

Not every good practice is a CCP. Cleaning, supplier approval, staff hygiene, or allergen procedures may be essential prerequisite controls that apply broadly across operations. A CCP, by contrast, is tied to a specific significant hazard and a step at which losing control matters. The hazard analysis—not the desire to have a certain number of CCPs—should determine which steps qualify.

Limits may involve time, temperature, pH, water activity, concentration, or another validated criterion suited to the process. There is no safe universal number to insert for every food business: the right limit depends on the food, process, scientific basis, and applicable rules. If an operator cannot support a proposed limit, it should not be presented as validated merely because it appears on a purchased form or in an unrelated example.

What equipment do I need to monitor food safety?

Use equipment that measures the control parameters in the plan. A temperature-based CCP may require a suitable food thermometer, a defined method for taking readings, and calibration checks appropriate to the instrument and procedure. Other controls may require different measuring devices or visual and process observations; the plan should name the method rather than assume one instrument fits every hazard.

For a temperature reading, the record should capture the actual value, the time, the relevant product or lot, and the person responsible. A checked box alone is not enough when the plan calls for a numerical measurement. Instrument calibration is also important: if a device is inaccurate, repeated measurements may create a false impression that the process is within its limit. Keep relevant calibration evidence and address an out-of-calibration instrument under the business’s procedure.

Microbiological testing is seldom effective as routine CCP monitoring because results may arrive too late to control the process in real time. Physical, chemical, or visual checks are often more useful for immediate decisions; testing can support verification when appropriate. A thermometer measures one parameter. It does not perform the hazard analysis, establish or validate a critical limit, or make a generic plan suitable for a particular business.

What is the difference between monitoring, verification, and validation?

These terms describe different questions, and using them interchangeably can leave gaps in the plan.

  • Monitoring: Is this CCP within its critical limit right now? The designated person performs the planned observation or measurement at the stated frequency.
  • Verification: Is the system being carried out as written, and does it continue to work? Activities can include reviewing records, observing monitoring, checking calibration, confirming corrective actions, and periodically reviewing the plan.
  • Validation: Can the plan and its limits control the identified hazards when correctly implemented? Scientific and technical evidence supports that conclusion.

Verification is not a substitute for monitoring. A manager’s later review cannot recover a missed measurement, and a completed daily log does not by itself show that the limits are scientifically appropriate. FDA guidance emphasizes frequent plan review, confirmation that the plan is correctly followed, and review of CCP monitoring and corrective-action records rather than reliance on end-product testing alone.

What HACCP records should a small business keep?

Design forms or digital records around the actual hazards and controls in the plan. At a minimum, records should make it possible to reconstruct what was monitored, what happened when control failed, and how someone confirmed that the system was working.

Useful fields include:

  • Product, process, date, shift, lot, or batch identity.
  • The CCP and hazard being controlled, plus the applicable critical limit and monitoring frequency.
  • The actual measurement or observation, including time when relevant, and the name or initials of the person who monitored it.
  • Any deviation, immediate correction, product disposition, cause assessment, and action to prevent recurrence.
  • Verification activity and result, record reviewer, instrument calibration where relevant, and plan revision history.

Paper logs may be simple and accessible; digital records can be easier to search and may support alerts, but the format does not replace complete, accurate entries and review. Choose a system staff can use consistently and protect records from loss or untracked changes. USDA FSIS rules for covered establishments specify details such as actual monitoring values, dates, times, signatures or initials, corrective actions, verification results, product identity, and retention. Businesses outside that jurisdiction can use those as design considerations, but must confirm the records and retention requirements that apply to them.

Do small food businesses legally need a HACCP plan?

There is no single answer for every small food business: legal duties depend on the product category, facility type, jurisdiction, and market. FDA’s retail and food-service guidance presents voluntary HACCP implementation as one complete food-safety management system when combined with sanitation, training, and prerequisite programs. FSIS regulations, by contrast, impose detailed hazard-analysis and HACCP requirements on covered establishments when hazards are reasonably likely to occur.

Those are US examples, not a universal rule. Before relying on a voluntary framework or assuming that a written plan is sufficient, check the applicable federal regulator, state and local requirements, product category, facility status, and any export-market rules. Codex provides an international framework, but it does not replace the law governing a particular business. A plan or training document should not be described as legal certification unless the relevant authority actually recognizes it as such.

Can I use a generic HACCP template?

Yes—as a scaffold for organizing sections and records, not as a finished plan. A template cannot determine the hazards, CCPs, limits, monitoring methods, or corrective actions for a product and process it has never assessed.

Before adopting any template, replace each generic assumption with evidence from the actual ingredients, equipment, process flow, packaging, intended use, consumers, and distribution conditions. Confirm that each proposed limit applies to the exact process and is supported by a suitable scientific or regulatory basis. FDA says a HACCP system must be tailored to the establishment’s product, processing, and distribution conditions; Codex likewise applies the approach to each specific operation.

When should I review or change the plan?

Review the plan when the product, process, or any step changes, and reassess it periodically even when operations appear stable. Changes can alter hazards or make an existing control unreliable.

Make review triggers explicit. A new ingredient or supplier, changed recipe, new equipment, altered processing method, different packaging or shelf life, changed production volume, a new delivery method, different personnel, or a new intended use or consumer group should prompt a review. Also investigate whether repeated deviations, corrective actions, or verification findings show that the plan or its implementation needs adjustment. FSIS-covered establishments have specific reassessment duties, including at least annual reassessment; requirements outside that scope may differ.

After a change, confirm whether the hazard analysis, CCPs, limits, monitoring instructions, corrective actions, training, and records still match the operation. Update the controlled version of the plan and make sure affected staff use the revised procedure rather than an obsolete copy.

Frequently Asked Questions

Does HACCP mean I have to test every batch of food?

No. Routine end-product microbiological testing is often too slow to guide immediate CCP decisions. The plan generally relies on timely process measurements or observations, with testing used where appropriate as supporting verification rather than as a substitute for operational controls.

Can the owner be the only person responsible for HACCP?

A small business can have one owner or manager coordinate the plan, but the work still needs adequate product- and process-specific knowledge. If that expertise is not available onsite, Codex recommends obtaining outside expert advice.

What should I do if a monitoring record is missing?

Do not fill in a value from memory or mark an unmeasured check as passed. Follow the business’s deviation procedure, assess whether product safety can be established, document the gap and any disposition decision, and address why the record was missed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Does buying a thermometer or logbook make my business HACCP compliant?

No. Those tools can support monitoring and recordkeeping, but compliance depends on a suitable, product-specific hazard analysis, valid controls, staff following the plan, and meeting the rules that apply to the operation.
