GST registration and GST enrolment are not interchangeable. Registration makes you a GST taxpayer and is required when the law says your business must register. Enrolment is a portal identifier used in certain marketplace reports for an unregistered supplier; the available official material does not show that it creates a GSTIN or overrides a registration obligation.
This guide applies to India’s CGST framework as checked on 25 October 2026. Your result depends on aggregate turnover, state, goods or services, intra-State or inter-State supply, the marketplace operator’s statutory role and current notifications. Use the thresholds below as a starting point, not as a personal legal determination.

What GST registration means
GST registration is the taxpayer status created through the GST registration process. A seller who is liable under the CGST framework must apply rather than choosing an informal marketplace identifier. The registration decision is governed principally by the threshold rule in section 22 and compulsory-registration categories in section 24 of the CGST Act. Read the CBIC-hosted Act text, including sections 22–25, at CBIC’s CGST Act text.
Registration is therefore a legal status, not merely an onboarding field. Once registered, the seller enters the GST taxpayer system and must follow the obligations that apply to the relevant registration, supplies and returns. The precise compliance package can change with the seller’s facts and later amendments, so do not infer every filing or tax-invoice detail from the word “registered” alone.

What marketplace enrolment means
GST Portal material uses an enrolment number to identify an unregistered supplier in the operator’s GSTR-8 reporting. The GSTR-8 manual instructs an operator to enter the “Enrolment no. of supplier” when reporting supplies made by an unregistered supplier. A GSTN functionality compilation also describes a supplier user-ID route for unregistered persons using an electronic commerce operator (GSTN functionality compilation, April 2023–March 2024).
That evidence supports a narrow practical distinction: enrolment is an identifier used for a particular portal and marketplace-reporting arrangement. It is not described as a GSTIN, and the material does not establish that it generally substitutes for registration. The official pages retrieved do not set out a complete, current checklist covering every turnover limit, state, supply type, geography or marketplace condition for this route.

Use aggregate turnover as a baseline
Section 22 of the CBIC-hosted Act text states a general registration threshold of ₹20 lakh in a financial year and ₹10 lakh for specified special-category states. Those figures are the statutory baseline presented in that source. They are not a promise that a seller below the relevant figure is exempt, because section 24 and notifications can require registration independently of section 22.

Calculate the figure using the legal concept of aggregate turnover, not simply the sales visible in one marketplace dashboard. The scope of the calculation, supplies made through other channels, the state connected with the business and any applicable exemptions or notifications can change the result. Confirm the current state-specific position before relying on a threshold.
Why “under ₹20 lakh” is not a complete answer
A small seller can be below the baseline and still fall into a compulsory-registration category. Conversely, a threshold question can depend on whether the marketplace is performing the statutory role that triggers a special rule. The CBIC’s sectoral FAQ includes the search questions “Does a trader who has turnover of less than 20 lakh and are selling on ecommerce websites, have to register for GST?” and “Whether a person supplying goods or services through e-commerce operator would be entitled to threshold exemption?” Review that context at CBIC’s Sectoral FAQs: Registration, then check later amendments and notifications because the FAQ may predate them.
Compulsory-registration triggers that can change the result
Inter-State taxable supplies
The retrieved section 24 text includes inter-State taxable supplies among categories that can require registration notwithstanding the ordinary section 22 threshold. A seller should therefore identify where the supply is treated as taking place and whether it is taxable before relying on a turnover-based answer. “I am below the threshold” is not enough if another compulsory category applies.

Supplies through an electronic commerce operator
Section 24 also includes specified supplies made through an electronic commerce operator that is required to collect tax at source. The marketplace’s role matters: not every website relationship should be treated as identical, and the legal test is tied to the operator’s statutory position and the nature of the supply. The CBIC FAQ discusses this marketplace issue and an exception for some service suppliers, but that FAQ must be checked against current law.
Goods, services and later notifications
The result can differ between goods and services, and between intra-State and inter-State transactions. Notifications can alter thresholds, exceptions or implementation by state. Because the official material available here does not provide an exhaustive 2026 matrix, do not publish or act on a universal rule such as “all marketplace sellers must register” or “no seller below ₹20 lakh needs registration.”
Registration versus enrolment: side-by-side
| Issue | GST registration | Marketplace enrolment |
|---|---|---|
| Legal status | GST taxpayer registration when liability applies. | Identifier used for certain unregistered suppliers in marketplace reporting. |
| Identifier | Registration produces the seller’s GST registration record and GSTIN process. | Enrolment number or supplier user ID; the cited material does not describe it as a GSTIN. |
| Who may need it | Anyone meeting section 22 liability or a section 24 compulsory category, subject to current notifications. | Only sellers who fit the current, specific unregistered-supplier arrangement accepted by the portal and marketplace; complete limits are not stated in the cited portal material. |
| Effect of turnover | ₹20 lakh general baseline and ₹10 lakh for specified special-category states are stated in section 22, but exceptions can control. | Not stated as a general threshold exemption. Enrolment must not be used to avoid a registration duty. |
| Marketplace reporting | The operator can report a registered supplier using the details required by its current workflow. | GSTR-8 specifically provides an “Enrolment no. of supplier” field for supplies made by an unregistered supplier. |
| Access to taxpayer process | Seller applies through the GST Portal’s normal-taxpayer registration route when liable. | Portal functionality describes an unregistered-person user-ID route; it does not establish universal eligibility for every seller. |
| Ongoing obligations | Registration places the seller in the applicable GST compliance regime; duties depend on the seller’s supplies and current rules. | The cited material establishes identification and reporting functionality, not a complete substitute compliance regime. |
| What can change the answer | Turnover, state, supply type, inter-State status, operator’s section 52 role, exemptions and notifications. | Current notification, marketplace onboarding rules, state implementation, supply restrictions and the seller’s continued eligibility. |
A practical decision workflow for a small seller
- Map every selling channel. List marketplace sales, your own website, social-commerce orders, wholesale transactions and any other supplies made under the same business identity. Do not judge liability from one platform’s sales report.
- Identify the state and supply type. Record the state connected with the business, whether each supply is goods or services, and whether transactions are intra-State or inter-State. These facts feed both the threshold and compulsory-registration analysis.
- Estimate aggregate turnover for the financial year. Compare the result with the ₹20 lakh general baseline or ₹10 lakh baseline for a specified special-category state as stated in section 22. Keep the statutory qualification with the number: exemptions, notifications and the legal scope of aggregate turnover may alter the calculation.
- Test section 24 categories. Ask whether you make inter-State taxable supplies or a specified supply through an electronic commerce operator required to collect tax at source. If yes, do not stop at the threshold test.
- Confirm the operator’s role. Ask the marketplace whether it is acting in the statutory role relevant to tax collection and what seller category it will report. “Marketplace” is a commercial description; the legal trigger depends on the operator’s role and the supply.
- Separate registration from enrolment. If any registration trigger applies, start a registration application. Consider enrolment only if the portal and marketplace confirm that the current unregistered-supplier arrangement covers your exact facts.
- Save the evidence. Keep turnover workings, state and supply records, marketplace communications, notification references and the date on which you checked the rules. This makes a later change in turnover or law easier to reassess.

- Open the GST Portal and choose Services, then Registration, then New Registration.
- Select the applicable state and district, and enter the legal name exactly as it appears against the PAN.
- Provide the PAN, email address and mobile number requested by the form. The guide identifies PAN as mandatory.
- Continue to the application form and complete the requested business and promoter details, uploading the documents and information the current portal asks for.
- Complete the portal’s authentication stages and submit the application using the method displayed for your case.
- Record the acknowledgement and monitor the application through the portal. The guide describes the process, but it does not promise one universal processing time; avoid advertising a fixed approval deadline.
Registration is not complete merely because a marketplace asks for a tax field or because an application has been started. Use the status and registration details issued through the GST process, and update the marketplace with the information it currently requires.

How to treat the enrolment route
What the portal evidence confirms
The GSTR-8 workflow confirms that an operator can report supplies made by an unregistered supplier by entering an enrolment number. The functionality compilation confirms that GSTN has described a user-ID facility for unregistered persons supplying through an electronic commerce operator. These are operational signals that a narrow enrolment path exists in the portal ecosystem.
What it does not confirm
The cited material does not establish a complete current rulebook for who qualifies. It does not, by itself, establish a universal turnover cap, permitted states, eligible goods, eligible services, inter-State permissions, validity period, tax treatment or every marketplace’s onboarding condition. It also does not say that an enrolment number overrides section 22 or section 24.

Questions to obtain before relying on enrolment
- Which current notification, rule or portal instruction authorises the arrangement?
- Does it apply in the seller’s state on the intended start date?
- Are the proposed goods or services and the intra-State or inter-State route covered?
- Does the seller remain below a stated turnover or other eligibility limit?
- What identifier will the marketplace report in GSTR-8, and is it distinct from a GSTIN?
- What event requires the seller to move from enrolment to full registration?
- What records, invoices, returns or tax-collection steps remain the seller’s responsibility?
Get these answers from the current GST Portal instructions and the marketplace before listing products. If the answers are incomplete or conflict with a registration trigger, treat registration—not enrolment—as the safer legal route and obtain fact-specific professional advice.
Worked examples
Example 1: Low turnover, intra-State goods
A seller has ₹8 lakh in projected annual sales, sells goods within one state and has no identified compulsory-registration trigger. The seller is below the ₹20 lakh general baseline stated in section 22, but that fact alone does not prove eligibility for enrolment or exemption. The seller should still check the state, supply classification, operator’s statutory role and current notifications, then ask the marketplace whether its unregistered-supplier facility is available.

A seller projects ₹24 lakh in aggregate turnover in a state to which the ₹20 lakh baseline applies. The threshold test points toward registration, subject to the legal calculation and any applicable notification. An enrolment number should not be presented as an alternative simply because the marketplace offers an enrolment field.
Example 3: Inter-State taxable sales below the threshold
A seller remains below the ordinary threshold but begins making inter-State taxable supplies. Because the section 24 material includes inter-State taxable supplies among compulsory categories, the seller must analyse registration independently of the turnover figure.
Example 4: Services through a marketplace
A service provider sells through an electronic commerce operator and is below the baseline. The CBIC FAQ discusses an exception for some service suppliers, but the FAQ may predate later changes. The provider must verify the current statutory text, notifications, operator role and service-specific conditions before relying on an exception or an enrolment route.
Common mistakes and how to correct them
- Mistake: “Below ₹20 lakh means no GST.” Correct it by testing section 24 categories, state rules, supply type and notifications.
- Mistake: Treating an enrolment number as a GSTIN. Correct it by using the terms separately in contracts, invoices and marketplace support tickets; enrolment is an unregistered-supplier identifier in the cited workflow.
- Mistake: Assuming every marketplace has the same legal status. Correct it by asking whether the operator is required to collect tax at source and how it classifies the seller’s supplies.
- Mistake: Relying on an old FAQ without checking amendments. Correct it by reading the current Act, notifications and portal instructions on the date you start or change selling activity.
- Mistake: Applying only after the marketplace blocks a listing. Correct it by testing liability before launch and retaining the calculation and evidence used.
- Mistake: Assuming an application acknowledgement equals approval. Correct it by monitoring the portal status and using the issued registration details only when the registration process has produced them.
- Mistake: Treating an unverified portal option as a legal exemption. Correct it by obtaining the current eligibility conditions and the marketplace’s written onboarding requirements.
Before you list or expand: a verification checklist
- Write down the jurisdiction, state and the date of the rule check.
- Prepare an aggregate-turnover calculation covering all relevant supplies, not only one platform.
- Classify each proposed supply as goods or services and intra-State or inter-State.
- Read sections 22–25 in the current CBIC-hosted Act text and check later amendments or notifications.
- Confirm whether the operator has the section 52 tax-collection role relevant to the transaction.
- Ask the marketplace whether it supports an unregistered-supplier enrolment route for your exact state, supply and channel.
- Keep enrolment credentials and registration credentials distinct in your records.
- Recheck the position when turnover, state, product mix, service model or marketplace changes.
Bottom line
Choose GST registration when the threshold or a compulsory category makes you liable. Treat enrolment as a limited reporting and onboarding identifier for an unregistered supplier, not as a general replacement for registration. For a seller below the baseline, the correct next step is a documented check of state, supply type, inter-State status, marketplace tax-collection role and current notifications—not an automatic “no GST” conclusion.
