Small businesses registered for GST in India may use any invoice layout, but every tax invoice must contain the particulars prescribed by Rule 46 of the CGST Rules. You must number invoices consecutively for each financial year, show the correct HSN or SAC, values, tax rates and amounts, recipient and place-of-supply details where applicable, and sign the document. Goods invoices are issued by removal or delivery; service invoices generally must be issued within 30 days. Sales below ₹200 have a narrow two-condition exception, while exempt and composition taxpayers issue bills of supply instead. An unregistered business cannot issue a GST tax invoice or collect GST. E-invoicing is a separate, turnover-based reporting obligation; the ₹10 crore threshold began on 1 October 2022 and must be checked against current notifications before applying it in 2026.

What must a GST tax invoice contain?

Rule 46 does not prescribe a single visual template. It does prescribe the information needed to identify the supplier, recipient, supply, taxable value and tax. A paper form, spreadsheet or accounting application is acceptable when it captures every field that applies to that transaction.

Rule 46 invoice checklist

  • Supplier identity: legal name, registered address and GSTIN.
  • Invoice number: a consecutive serial number that is unique for the financial year. A series may use letters, numerals, hyphens and slashes, provided the sequence remains controlled and unique.
  • Date of issue: the date on which the invoice is issued.
  • Recipient details: a registered recipient’s name, address and GSTIN or UIN.
  • Unregistered recipient at higher value: when a taxable supply to an unregistered person is ₹50,000 or more, include the recipient’s name and address, delivery address, State name and State code.
  • Classification: the HSN code for goods or the Accounting Code of Services (SAC).
  • Description: a clear description of the goods or services supplied.
  • Goods quantity: quantity and unit, or the applicable Unique Quantity Code.
  • Values: total value and taxable value after discount or abatement.
  • Tax: the applicable CGST, SGST, IGST, UTGST or cess rate and the corresponding amount.
  • Place of supply: State name for an inter-State supply.
  • Delivery address: show it when it differs from the place of supply.
  • Reverse charge: indicate whether the recipient is liable to pay tax under reverse charge.
  • Authentication: the supplier’s signature or digital signature, or that of an authorised representative.

Not every field applies to every transaction. For example, a service invoice normally has no goods quantity, while a domestic intra-State sale does not require the inter-State place-of-supply entry. The CBIC’s invoice flier explains that only applicable fields need to be filled; that flexibility does not remove the underlying content requirements.

Can I use my own invoice format?

Yes. CBIC states that there is no prescribed invoice format. You can design your own printout, spreadsheet or software template, as long as the applicable Rule 46 particulars are present, legible and tied to a controlled numbering series.

Except for standard USB webcams (which use USB data only), they are not compatible with HDMI/DisplayPort cables, video-capable USB-C hubs, or docking stations with video output.
  • Convert USB-A Ports to USB-C: Designed to connect USB-C earphones, cables, flash drives, card readers, and other USB-C accessories to standard USB-A ports. Plug-and-play with no drivers or software required.
  • Aluminum Alloy Housing: Built with a sturdy aluminum alloy shell that aids in heat dissipation and protects against daily wear and scratches. Designed to maintain a stable and secure connection.
  • Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
  • 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.

Design choices that prevent omissions

  • Keep the supplier’s legal name, address and GSTIN in a fixed header rather than typing them manually for every invoice.
  • Use separate columns for item description, HSN or SAC, quantity, unit, unit price, discount, taxable value, tax rate and tax amount.
  • Provide a dedicated place-of-supply field and a reverse-charge yes/no field so staff do not bury either detail in free text.
  • Reserve space for the recipient’s GSTIN or UIN and, for an unregistered customer at ₹50,000 or more, the State and delivery information required by Rule 46.
  • Lock or validate the invoice-number sequence. Rules require invoice serial numbers issued during a tax period to be furnished electronically through the Common Portal in FORM GSTR-1, so a duplicate or skipped sequence creates avoidable reconciliation work.

A professional layout is useful, but appearance is not the compliance test. A simple document with all applicable fields is safer than an attractive template that omits HSN/SAC, place of supply or the reverse-charge indication.

When do I issue a GST invoice for goods?

For taxable goods, issue the invoice on or before the time the goods are removed or delivered, depending on how the supply takes place.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Goods transaction Invoice deadline
Supply involves movement of goods On or before removal of the goods.
Supply does not involve movement On or before delivery or making the goods available to the recipient.

The date cannot be postponed merely because the customer has not yet paid. Coordinate dispatch, delivery and invoicing so the document exists by the applicable event. If a customer requests an invoice earlier, issuing it earlier is possible, but the mandatory particulars and tax treatment must still be correct.

When do I issue a GST invoice for services?

For taxable services, issue the invoice within 30 days from the date of supply of the service. A 45-day period applies under the stated rule to specified insurers, banking companies, financial institutions and non-banking financial companies (NBFCs).

Supplier category Normal period in the cited rule
Most taxable service suppliers Within 30 days of the date of supply.
Specified insurers, banks, financial institutions and NBFCs Within 45 days of the date of supply.

Small businesses should document the date they treat as the date of supply in their billing workflow, because that date starts the 30-day clock. The 45-day concession is limited to the categories named in the rule; it is not a general extension available to every company that offers credit terms.

Do I need an invoice for a sale under ₹200?

Sometimes, but the exception has two conditions. A registered person may omit an individual invoice for a supply below ₹200 only when the recipient is unregistered and the recipient does not ask for an invoice.

  1. Check that the recipient is not registered under GST.
  2. Confirm that the recipient has not requested an invoice.
  3. If both conditions hold, record those qualifying supplies and issue one consolidated invoice at the close of the day.
  4. If the customer asks for an invoice, issue it regardless of the amount.

The ₹200 figure comes from CBIC FAQ guidance. It is a per-supply exception, not permission to ignore invoicing for a day’s sales or to combine transactions across several days. Your daily consolidated document should still identify the supplies and calculate the applicable tax correctly.

When should I issue a bill of supply instead of a tax invoice?

Issue a bill of supply when the supplier is making an exempt supply or is paying tax under the Composition Scheme. A bill of supply is not a tax invoice and must not show a tax rate or tax amount, because GST cannot be collected on that document.

Supplier or supply status Document Tax rate and tax amount shown?
Registered supplier making a taxable supply under the regular scheme Tax invoice Yes, with the applicable rate and amount.
Supplier of exempt goods or services Bill of supply No.
Person paying tax under the Composition Scheme Bill of supply No.

Label the document clearly. Calling a bill of supply a tax invoice, or adding a GST line to it, can mislead the customer about whether tax was collected.

Can an unregistered small business issue a GST tax invoice?

No. An unregistered person cannot issue a GST tax invoice and cannot collect an amount as GST. Do not add a GST line simply because a customer requests one. Registration status is the boundary: the invoice document must reflect whether the supplier is registered and entitled to charge GST.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If your business is not registered, keep your commercial billing separate from GST tax invoices and do not represent the amount collected as GST. If registration becomes applicable or you voluntarily register, update templates and numbering controls before charging tax.

How should I control invoice numbers and records?

Use a consecutive, unique series for each financial year. The permitted characters include letters, numerals, hyphen and slash, so a business can use a readable pattern such as a branch or channel prefix, provided the resulting serial numbers remain unique and consecutive within the year.

Practical control procedure

  1. Choose the series before the financial year starts and document who can issue numbers.
  2. Prevent two users, branches or devices from generating the same number.
  3. Record cancelled or voided numbers rather than silently reusing them.
  4. At each tax period, reconcile issued serials with the serial numbers furnished electronically in GSTR-1.
  5. Keep the underlying invoices, supporting delivery or service records and correction documents together so the numbering trail can be explained during reconciliation or an audit.

The rule’s financial-year wording means the series may reset for a new financial year, but the new series must still be distinguishable and controlled. Your accounting system should display the financial year in reports even if the printed serial itself uses a shorter format.

Does my small business need e-invoicing?

E-invoicing is a separate electronic-reporting requirement, not a replacement for the Rule 46 fields. CBIC Notification 17/2022-Central Tax, dated 1 August 2022, implemented e-invoicing for taxpayers whose aggregate turnover exceeded ₹10 crore from 1 October 2022.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Dated threshold note: The ₹10 crore figure and 1 October 2022 start date are historical references to Notification 17/2022. Later notifications can change turnover thresholds, exclusions or reporting timelines. Before deciding that your business is inside or outside the mandate in the 2026 financial year, check the current GST and e-invoice portal instructions and the notifications applicable to your turnover and business type.

Do not infer eligibility from a single month’s sales. The cited threshold is based on aggregate turnover, and the relevant definition, financial-year calculation and exclusions must be checked against current rules. Even where e-invoicing is not mandated, your ordinary GST invoice still needs the applicable Rule 46 information and must be reported through the normal return process.

Which invoicing method works for a small business?

Paper, spreadsheets and dedicated billing software can all work. The right choice depends on transaction volume, number of users, tax complexity and how reliably the method preserves the numbering and reporting trail.

Capability Paper form Spreadsheet Billing or accounting software
Mandatory-field completeness Manual checklist; omissions are easy. Template can include fields, but users may overwrite them. Validation and locked templates can reduce omissions.
Unique series and financial-year reset Requires a physical register and disciplined allocation. Works if one controlled file or numbering authority is used. Can automate sequencing and permissions; configuration still needs review.
HSN/SAC and tax calculations Calculated manually. Formulas can calculate, but changes and rounding need checking. Usually supported through configured tax tables; verify rates and classifications.
Inter-State place of supply Must be written on each applicable invoice. Can be a required field or dropdown. Can be enforced from customer and shipping data.
Bills of supply and credit/debit notes Separate templates and registers are needed. Separate controlled sheets or templates are needed. Often available as document types, subject to correct setup.
GSTR-1 data export No automatic export. Requires formatting and upload preparation. May export structured data; confirm it matches the portal’s current format.
Record retention and audit trail Physical storage and manual retrieval. Version control and backups are essential. Access logs and backups can help, but depend on the product and settings.
Cost and setup effort Low setup cost, high manual effort. Low to moderate setup cost; controls require design. Higher setup or subscription effort, potentially lower repetitive work.

These are operational trade-offs, not approvals or endorsements by CBIC. Whichever method you choose, test it with an intra-State sale, an inter-State sale, a service, a bill of supply and a low-value daily consolidation before using it for live billing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What should I check before sending an invoice?

  1. Confirm the supplier’s GSTIN, legal name and address are correct.
  2. Confirm the invoice number is the next unused number in the financial-year series.
  3. Check the issue date against the goods or service deadline.
  4. Verify recipient registration status and capture GSTIN/UIN or the required unregistered-recipient details.
  5. Check HSN/SAC, description, quantity and unit for goods.
  6. Recalculate discount, taxable value, tax rate and tax amount.
  7. Confirm intra-State versus inter-State treatment and enter the State name for place of supply when required.
  8. Add a different delivery address, if applicable, and mark reverse charge correctly.
  9. Sign or digitally sign the invoice through the authorised supplier or representative.
  10. Store the final invoice and supporting records in a way that allows the number to be reconciled to GSTR-1.

What are the most common compliance mistakes?

  • Assuming a blank template is compliant: no prescribed format means layout freedom, not freedom to omit Rule 46 fields.
  • Using the ₹200 exception without checking both conditions: it fails if the recipient is registered or asks for an invoice.
  • Charging GST while unregistered: registration is required before issuing a GST tax invoice or collecting GST.
  • Using a tax invoice for exempt or composition supplies: those transactions require a bill of supply without a tax rate or amount.
  • Missing the place-of-supply State: inter-State invoices need it, and an unregistered recipient at ₹50,000 or more has additional State and delivery details.
  • Reusing numbers: duplicate or uncontrolled serials make GSTR-1 reporting and audit reconciliation difficult.
  • Treating the old e-invoice threshold as permanent: the ₹10 crore rule is tied to a dated notification and must be checked against current portal guidance.

Frequently Asked Questions

Do I have to print every possible Rule 46 field on every invoice?

No. CBIC’s flier says only fields that apply to the transaction need to be filled. Your template should still make applicable fields visible rather than hiding them in an unlabelled notes area.

Can I keep one invoice series for several branches?

You can use a shared series only if your controls prevent duplicate numbers and preserve a consecutive, unique sequence for the financial year. If branches issue documents independently, separate prefixes or a central numbering authority can make that control easier.

Is an e-invoice threshold the same as the GST registration threshold?

No. E-invoicing and registration are separate decisions governed by different rules. The ₹10 crore figure cited for e-invoicing comes from a dated 2022 notification, so check current notifications rather than using it as a registration test.

What should I do when my billing system cannot export GSTR-1 data?

Keep a structured register containing every required invoice number and transaction field, then prepare the portal-compatible return data from that register. Reconcile the uploaded serial numbers with your issued series each tax period so omissions or duplicates are found before filing.
