For most businesses, the best starting point is the GSTN Matching Offline Tool or a controlled spreadsheet process; accounting software becomes more useful when reconciliation must stay inside the books, involve several reviewers, or produce repeatable correction workflows. There is no evidence-based invoice-count number at which software automatically becomes the right choice. The practical test is how often you reconcile, how many GST registrations and users are involved, how you handle exceptions, and whether your accounting records must be updated from the review.
Whatever tool you use, it is only a comparison aid. GSTR-2B is a read-only, auto-drafted input-tax-credit statement based on supplier and specified import information. You still have to reconcile it with your books, avoid claiming the same document twice, apply reversals where required, and deal with reverse-charge obligations under the current law.

What is GST invoice reconciliation, and why does the tool matter?
GST invoice reconciliation is the process of comparing your purchase register and accounting records with the invoice data reported through the GST system, especially the monthly GSTR-2B statement. The tool matters because the comparison is not just a search for identical invoice numbers: it must expose missing documents, changed values, period differences, duplicates and records that need a human decision.
GSTR-2B is an auto-drafted, static and read-only statement. It is built from information reported by suppliers and input-service distributors through filings such as GSTR-1, GSTR-1A, GSTR-5 and GSTR-6, together with specified import information. You cannot edit the statement to make it agree with your books; you investigate the underlying transaction or the supplier’s reporting instead.

The statement is generated monthly on the 14th of the succeeding month under the GSTN FAQ. Supplier filing cut-offs affect which documents appear in a particular period, so an invoice can be valid yet show in a later statement. Check the live GST Portal guidance for the applicable period because portal processes and cut-offs can change.
There are three distinct ways to perform the comparison:
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →- Your own spreadsheet: downloaded Excel or CSV files, formulas, filters, pivot tables or carefully controlled macros.
- The GSTN Matching Offline Tool: GSTN’s utility for loading GSTR-2B data and a purchase register, running a match, filtering and sorting the output, and exporting a CSV report.
- Accounting or ERP software: a workflow that connects the comparison to ledger records, supplier masters, approvals and correction entries. The exact functions depend on the product, edition, release and region.
A match result is evidence for review, not a tax conclusion. GSTN advises taxpayers to reconcile GSTR-2B to their own records and books, ensure that credit is not availed twice for one document, reverse credit when required and pay reverse-charge tax when applicable.
How do I reconcile GSTR-2B with my purchase register?
Use the same period definition and a stable document key for both datasets, then separate automatic matches from exceptions that require evidence. The sequence below works whether the comparison is done in a spreadsheet or in the official offline utility.
- Fix the reporting period. Identify the month of the GSTR-2B you are reviewing and the corresponding purchase-register cut-off. Record the download date and the GST registration (GSTIN) so later reviewers can reproduce the work.
- Download the statement. Obtain the GSTR-2B file from the GST Portal in the available Excel and/or JSON format after generation. Keep the original file unchanged as a read-only evidence copy.
- Export the purchase register. Include supplier GSTIN, supplier name, invoice or debit-note number, invoice date, taxable value, integrated/central/state GST amounts, cess where relevant, document type and accounting period. Add a source-record identifier if your ledger has one.
- Normalize fields before matching. Standardize invoice-number case, remove accidental spaces, use one date format, normalize GSTIN text and keep numeric tax fields at a consistent precision. Do not silently overwrite the original values; put normalized values in separate columns.
- Run the comparison. Start with supplier GSTIN plus document number and document type. Use invoice date and taxable value as secondary checks, and compare each tax component rather than only the total.
- Classify every exception. Separate missing-on-GSTN, missing-in-books, value or field mismatch, return-period difference, duplicate candidate and uncertain records. A single “unmatched” bucket hides different actions and creates avoidable follow-up.
- Review source documents. For a mismatch, inspect the invoice, credit or debit note, purchase order, goods-receipt evidence and supplier communication. Decide whether the accounting record, the supplier filing or the tax treatment needs correction.
- Document the decision. Record the reviewer, date, reason, supporting file and next action. Lock the reviewed row or use a status field so a later import does not erase the audit trail.
- Post only approved changes. A reconciliation report can identify a record to create or modify, but it does not by itself prove ITC eligibility. Follow your approval policy and current GST rules before posting or claiming credit.
What should a reliable matching key contain?
At minimum, use the supplier GSTIN, document number and document type. Invoice date and taxable value help distinguish two documents with similar numbers; tax amounts and the accounting period identify partial differences. Keep the original document number alongside a normalized key so a reviewer can trace the result back to the invoice exactly as received.
Can I reconcile GSTR-2B in Excel?
Yes. A spreadsheet can handle a disciplined, file-based comparison when the team can prepare consistent exports and review exceptions. It is not the same as the GSTN Matching Offline Tool: a workbook or macro is your own process, while the offline utility is GSTN-developed software with its documented input, filtering, sorting and CSV-output workflow.

A practical spreadsheet layout
| Sheet | Purpose | Recommended controls |
|---|---|---|
| Raw_GSTR2B | Unchanged data downloaded for the period | Protect the sheet; record file name, GSTIN and download date |
| Raw_Purchase_Register | Unchanged accounting export | Retain the ledger export and its reporting cut-off |
| Normalized | Cleaned keys and consistently formatted amounts | Use formulas or documented transformations; never replace raw values |
| Match_Result | Matched rows and exception status | Use controlled status values and a reviewer/date field |
| Action_Log | Follow-up, supplier contact and accounting decision | Link each action to the source invoice and evidence |
Use formulas or query steps that another person can inspect. A macro that changes data invisibly is difficult to audit; if automation is necessary, version the workbook, test it on a copy and preserve the input and output files for each period. Do not rely on color alone to communicate a decision because colors can be lost in exports.
Where spreadsheets work well
- A single team can download files on a predictable schedule.
- Reviewers are comfortable inspecting row-level differences.
- The accounting system does not offer a suitable integration or the business wants a low-commitment starting point.
- The process needs a transparent, offline working copy for a defined period.
Where spreadsheets become risky
- Several GST registrations or entities are mixed in one workbook without a strict GSTIN field.
- Different staff use different invoice-number cleaning rules.
- Corrections are posted manually but the workbook does not record who approved them.
- Large recurring files cause slow calculations, broken formulas or accidental overwrites.
- Sensitive supplier and tax data is copied into uncontrolled personal folders or email attachments.
What does the GSTN Matching Offline Tool do?
The official utility is a middle ground between a hand-built workbook and an integrated accounting module. GSTN’s manual describes downloading GSTR-2B JSON, adding a profile in the tool, loading the purchase-register details, running the match, filtering and sorting results, and downloading the matching report as CSV. Matching is performed offline after the required data and tool have been downloaded.
Typical offline-tool workflow
- Download the utility and its current instructions from the GST Portal, then verify the version and supported file formats before starting a period.
- Download GSTR-2B JSON for the selected GSTIN and month. Keep the portal file unchanged.
- Add the taxpayer profile in the Matching Tool, using the correct GSTIN and profile details.
- Prepare and add the purchase register in the format required by the utility. Validate required columns before importing.
- Run the matching process and wait for the result file to be generated.
- Filter and sort the results to isolate records that need investigation. Save filtered views or notes outside the raw input.
- Export the matching report as CSV and store it with the period’s source files and review log.
The tool gives you a reproducible comparison and an exportable result, but it does not turn a discrepancy into an automatic permission to claim ITC. Keep the accounting review and legal checks separate from the mechanical match.
What types of mismatch should I investigate?
Different discrepancy categories call for different evidence and follow-up. Vendor documentation illustrates the categories below; your chosen system may use different labels, so map them to a common internal status list.
Free tools Windows power users keep installed
One-click scans. No signup required.
| Category | What it usually means | First review action |
|---|---|---|
| Missing in GSTN / books-only | The purchase register contains a document that is not in the selected GSTR-2B. | Check supplier filing status, the document period and whether the purchase belongs to another GSTIN or period. |
| Missing in books / portal-only | GSTR-2B contains a document not found in the accounting records. | Search the ledger, expense or inventory records; investigate duplicate or unauthorized documents. |
| Partially matched or value mismatch | Key identifiers align but taxable value or one or more tax components differ. | Compare the original invoice, amendments, credit notes and rounding treatment. |
| Invoice-detail mismatch | Number, date, supplier GSTIN or document type differs between files. | Check transcription, supplier amendments and whether the two records refer to different documents. |
| Return-period mismatch | The document appears in a different GSTR-2B period from the accounting period. | Review the supplier’s filing date and the period in which the document entered the statement. |
| Duplicate candidate | Two rows may represent the same invoice or duplicate accounting entry. | Compare the source invoice, line details and payment or receipt evidence before retaining one claim. |
| Uncertain | The available fields do not establish a safe automatic result. | Require a human decision and record the reason rather than forcing a match. |
Do not treat “portal-only” as proof that the purchase is invalid, or “books-only” as proof that the supplier failed. Each status is a prompt to verify facts and the applicable GST treatment.
How does accounting software handle reconciliation?
Accounting and ERP products can place reconciliation beside the ledger, supplier master and approval workflow. Documented examples show that software may categorize exceptions and allow users to create, modify or match records, but feature coverage differs by product, edition, release and region.

TallyPrime example
TallyPrime documentation describes a GSTR-2B Reconciliation report with categories such as reconciled, unreconciled, mismatched, books-only, portal-only, return-period mismatch and uncertain transactions. It also describes review and update workflows for mismatches, period differences and portal-only records. Confirm the current release and your company’s tax configuration before relying on a particular screen or action.
Zoho ERP example
Zoho’s ERP help documentation describes fetching GSTR-2B data and classifying records as missing in GSTN, missing in the ERP, partially matched, matched or reconciled. It documents actions to create or modify a record. The workflow still requires an authorized user to verify the source invoice and approve any accounting or tax consequence.

SAP Digital Compliance for India example
SAP documents purchase-register uploads, supplier invoice data in GSTR-2A, GSTR-2B and IMS formats, reconciliation and reporting. Its cited service notice says the Neo environment for this service will no longer be available after December 31, 2027. Treat that date as a product-availability detail to recheck in the current SAP documentation before selecting an architecture.
These examples demonstrate possible workflow patterns, not a complete market survey or an endorsement. Ask a vendor to show the exact import format, matching rules, exception statuses, approval controls, export options and data-retention terms for the edition you would actually deploy.
What is the difference between a spreadsheet, the offline tool and accounting software?
The main difference is where the data is prepared, how exceptions are managed and whether the result can update the books. The sources do not establish a universal volume threshold, speed advantage, accuracy percentage or total-cost comparison.
| Decision axis | Spreadsheet or GSTN offline utility | Accounting or ERP software |
|---|---|---|
| Data workflow | Download the statement, prepare the purchase-register data and compare files. The official utility accepts the documented data inputs and exports CSV results. | Vendor examples describe processing GST data alongside accounting records; exact fetching and integration vary. |
| Exception review | Filters, sorts and formulas support investigation, but categories and controls are designed by the user unless using the GSTN utility’s documented functions. | Products may provide named categories such as portal-only, books-only, partially matched and return-period mismatch. |
| Correction workflow | Highlights records to investigate; approved changes must be made separately in the books or tax process. | Some products document actions to create, modify or match accounting records, subject to permissions and review. |
| Repeatability | Depends on disciplined templates, version control and staff consistency. | Can keep recurring work in one system, but setup, mapping and release changes must be maintained. |
| Offline use | The GSTN utility works offline after downloads; a spreadsheet can also be operated locally. | Availability depends on the product’s architecture, connectivity and configured integrations. |
| Security and privacy | Local files must be protected with access controls, secure storage and controlled sharing. | Evaluate how the exact product stores, fetches, accesses and retains tax and supplier data; the cited vendor pages do not provide comparable security terms. |
| Cost evidence | GSTN publishes the utility; its manual does not establish your total operating cost. | Compare current plan scope, implementation, support and recurring fees directly; no comparable prices are established here. |
Should I choose a spreadsheet or accounting software?
Choose based on the work your team must control, not on an unsupported invoice-count rule. A spreadsheet or the official utility is a reasonable starting point when file preparation and exception review are manageable and the team can preserve an audit trail.

A spreadsheet or offline utility is usually a better fit when
- You reconcile a limited number of GST registrations and can assign a named reviewer.
- Your accounting system cannot import GSTR-2B data reliably.
- You need an offline, inspectable file for a particular period.
- The team can maintain consistent keys, statuses, evidence links and versioned outputs.
Evaluate accounting software when
- Reconciliation must be performed repeatedly by several operational users.
- Exceptions need approval, assignment, aging and a documented correction path.
- The business wants matched results connected to supplier, purchase and ledger records.
- Multiple registrations or entities make manual file consolidation a control risk.
- The implementation cost and vendor controls are justified by the required workflow, not by a presumed speed claim.
Questions to ask before buying or configuring
- Which GSTR-2B formats and periods can the product import, and how are amended documents handled?
- Can it distinguish portal-only, books-only, partial, period and uncertain cases?
- Does a “match” merely label a row, or can it create or modify a ledger entry?
- Which actions require approval, and can the system preserve the original source data?
- How are GSTINs, user roles, exports, retention and backups managed?
- Which functions are included in your edition, region and current release?
How can I keep reconciliation accurate and auditable?
Controls matter more than the brand of tool. Use a short, repeatable checklist for every period:
- Keep immutable copies of the downloaded GSTR-2B and purchase-register exports.
- Record GSTIN, period, download date, tool or software version and reviewer.
- Separate raw, normalized, matched and action data.
- Use controlled status values and require a reason for every unresolved exception.
- Prevent duplicate claims by checking document identity across periods and ledgers.
- Restrict access to tax and supplier data and avoid uncontrolled email or personal storage.
- Reconcile after approved corrections and preserve the previous result rather than overwriting it.
- Review reverse-charge transactions and credit reversals under the current rules, even when the row appears matched.
A clean match report is not a substitute for invoice validity, receipt of supply, supplier compliance or any other condition that applies to ITC. Keep those legal and documentary tests in the tax review checklist.
What does e-invoicing change?
The National Informatics Centre describes GST e-invoicing as electronic authentication of B2B invoices through GSTN’s Invoice Registration Portal. It says invoice information is transferred to the GST Portal and the e-way bill portal in real time, reducing manual entry for downstream return and e-way-bill processes.
That data flow can reduce rekeying and improve the information available to downstream systems, but it does not remove reconciliation. Your accounting record can still contain a wrong GSTIN, amount, period, duplicate or ineligible transaction, and the applicable ITC statement remains the document against which you review reported data.
What should I do when the result does not make sense?
The same invoice appears twice
Compare supplier GSTIN, document number, date, taxable value, tax components and source files. Check whether one row is a duplicate import, a credit or debit note, or a genuine separate document before deleting or claiming anything.
An invoice is in the purchase register but not this GSTR-2B
Confirm that the supplier used the correct GSTIN and document details, then check the supplier’s filing timing and the next statement period. Keep the document in an exception queue; do not alter the read-only statement or assume the invoice is permanently absent.
Best Value
An invoice is portal-only
Search the ledger, expense, inventory and document-management records using both the original and normalized invoice number. If it is not yours, investigate supplier reporting or an incorrect GSTIN before posting a purchase or claiming credit.
Amounts differ slightly
Compare taxable value and each tax component, then inspect rounding, amendments, credit notes and data-type conversions. Record the accepted explanation and approval rather than changing one side simply to force a match.
The software’s categories do not match the team’s terminology
Create an internal mapping from the product’s labels to your control statuses, such as books-only, portal-only, partial, period difference and uncertain. Keep the mapping with the procedure so staff do not interpret the same status differently in different months.
What is the bottom line for a GST reconciliation tool?
Start with a controlled data and review process. The GSTN Matching Offline Tool provides an official, offline comparison baseline; a spreadsheet can extend that process when its inputs, formulas and audit trail are governed; accounting software is worth evaluating when integrated records, recurring exceptions and multi-user approvals are central to the work. None of these tools decides ITC eligibility on its own, and no cited source supports a universal invoice-count switch point.
Frequently Asked Questions
Can I use a spreadsheet macro for GSTR-2B matching?
Yes, but treat the macro as part of your internal control system rather than as an official GST utility. Keep a versioned copy of the code or workbook, test changes on duplicate files and preserve the raw inputs and generated report for each period.
Why can an invoice show in a later GSTR-2B period?
GSTR-2B reflects supplier reporting and portal cut-offs, so the supplier’s filing timing can determine which open statement contains the document. Compare the supplier’s filing details and the next statement rather than changing the invoice date in your books to match a portal period.
Does a matched invoice automatically qualify for input tax credit?
No. Matching confirms that selected fields agree between datasets; it does not establish every statutory or documentary condition for ITC. Your tax review still needs to consider the transaction facts, reversals, duplicate claims and reverse-charge treatment.
Is the GSTN Matching Offline Tool the same as an Excel template?
No. The GSTN utility is GSTN-developed software with documented JSON input, profile setup, matching, filters, sorting and CSV output. An Excel template or macro is a separate user-created process and should not be presented as GSTN-certified.
What should I verify before relying on a vendor reconciliation feature?
Check the exact edition, release, region and implementation scope. Ask for a demonstration of imports, exception categories, approval permissions, source-data retention and exports, because vendor documentation does not prove that every listed function exists in every plan.
