If you plan to sell goods on Amazon, Flipkart, Meesho, or other e-commerce marketplaces in India, do not assume the ordinary turnover threshold lets you stay unregistered. The official GST TCS FAQ says a person supplying goods through an e-commerce operator (ECO) that is required to collect tax at source is ordinarily required to register regardless of supply value. Narrow exceptions exist, but they are conditional: a limited intra-State waiver and an optional 2026 Rule 14B route for certain ECO-only sellers. Your sales geography, channels, and the way each marketplace handles the transaction determine which route may fit.

Do I need GST registration to sell on multiple marketplaces?

For goods sold through an ECO required to collect section 52 tax collected at source (TCS), registration is the default rule, regardless of turnover. That means the usual turnover threshold is not an automatic exemption for marketplace goods sellers. The GST Council has recorded a narrow waiver for qualifying unregistered sellers, but it is not a general exemption for every small seller or every marketplace sale.

Start by distinguishing your supply type and sales channels. The compulsory-registration treatment for goods and services differs; the rule described in the official TCS FAQ concerns goods supplied through an ECO. If you sell services, exempt goods, or a mix of taxable and exempt products, do not assume the goods rule answers every part of your case. The FAQ also excludes exempt supplies from TCS, but that fact alone does not establish that every other GST obligation is waived.

For a seller of goods, the practical decision usually comes down to three questions: will you sell across State or Union Territory (UT) borders, will you sell anywhere other than a qualifying ECO, and can you meet the conditions for one of the limited exceptions? If you want broad marketplace access, inter-State sales, or direct and wholesale channels as well, ordinary registration is the default route to evaluate.

Which registration route fits my business?

There are three possible routes in the material described by the GST Council and the 2026 Press Information Bureau (PIB) FAQ. They are not interchangeable: the waiver is narrow, Rule 14B is optional and restricted, and ordinary registration is the flexible default.

Route Geography and channels Registration and conditions What to verify
Ordinary GST registration Suitable to evaluate for inter-State sales, multi-State operations, non-ECO sales, or broad marketplace plans. Apply online using Form GST REG-01. Choose the relevant State/UT and provide applicant and principal-place particulars. State/UT registrations needed for the planned footprint, place-of-business evidence, and any authentication or verification required for the application.
Rule 14B simplified ECO registration For qualifying supplies of goods exclusively through ECOs required to collect TCS; non-ECO sales cannot be made under this registration. Optional. It requires home-State registration, ECO consent to the proposed warehouse address where used, authentication, and the specified recordkeeping. Final rule interpretation, the ₹2.5 lakh monthly eligibility wording in the 2026 PIB FAQ, the participating ECO’s consent, and the seller’s ability to comply with the restricted route.
Unregistered intra-State waiver Limited to qualifying intra-State supplies through qualifying ECOs, subject to prescribed conditions and the registration threshold. No GSTIN under this exception only if the seller meets all applicable conditions. Whether the waiver applies to the particular seller, goods, ECO, and portal enrolment; whether any planned sale crosses a State/UT border.

The GST Council’s record of the waiver is not permission to sell unregistered across India. Treat it as a narrow exception for qualifying intra-State activity, and confirm both the legal conditions and the marketplace’s ability to support the route before relying on it.

Can I use one GSTIN for Amazon, Flipkart, and Meesho?

The marketplace name is not the tax identity. Reconcile activity at GSTIN level: each marketplace account should be associated with the correct legal name and GSTIN for the relevant State/UT, and orders, returns, taxable supplies, and TCS need to be tracked against that GSTIN.

Do not confuse “one GSTIN for multiple platforms” with “one registration for every State.” The 2026 PIB FAQ says a single registration can be obtained against a PAN in a State/UT under the simplified scheme. The seller’s State/UT registration structure—not the number of marketplace accounts—drives the reporting model. The material does not establish a blanket rule that one GSTIN covers every State in which a seller may operate.

Before onboarding, make a list of every ECO you intend to use and map each marketplace’s sales to the GSTIN responsible for the supply. Match the marketplace’s legal-name, State/UT, product tax-classification, and invoice settings to the registration records. Separate registrations per platform are not the organizing principle; correct GSTIN assignment and accurate GSTIN-level reconciliation are.

When can I use the Rule 14B simplified route?

Rule 14B is an optional route for qualifying sellers who supply goods exclusively through ECOs required to collect TCS. The 2026 PIB FAQ says this registration cannot be used for non-ECO supplies. It can allow a qualifying seller to use an ECO warehouse in a State/UT where the seller has no physical presence as a principal or additional place of business, but only with ECO consent and compliance with the route’s other conditions.

Check eligibility before choosing a warehouse address

The PIB FAQ describes a ₹2.5 lakh-per-month figure in its eligibility conditions, but its wording refers in one place to input tax credit (ITC) and elsewhere to output tax liability. Because those descriptions do not clearly establish the same test, do not treat the figure as a settled eligibility rule without checking the final operative legal text and obtaining advice on how it applies to your facts.

The ECO must consent to use of its warehouse as a principal place of business (PPoB) or additional place of business (APoB), as applicable. The FAQ gives the ECO seven working days to decide whether to consent. A warehouse address is therefore not available simply because a marketplace stores or ships your products there; obtain and retain the required consent before relying on it in the application.

  • What You Get: Anker USB-C Hub (7-in-1), welcome guide, 18-month warranty, and our friendly customer service.

Know the route’s operating limits

  • Exclusive ECO supplies: The PIB FAQ states, “Registration under this scheme shall be used for supplying goods exclusively through ECO’s platform.” Do not use this registration for direct, wholesale, or other non-ECO supplies.
  • Authentication and verification: The application can proceed to home-State biometric Aadhaar authentication, photograph capture, and document verification. Physical verification may also apply, depending on the case.
  • Books and electronic data: Maintain the required books and electronic records at the home-State PPoB for each registration, as described by the FAQ.
  • Consent withdrawal: If an ECO withdraws consent, the seller must apply to amend the registration within 30 days after the withdrawal is intimated.

Choose this route only if its channel restriction and recordkeeping fit the business, not just because it may make an additional State/UT warehouse address possible. If you expect to add non-marketplace sales or need broader operating flexibility, assess ordinary registration instead.

Can I sell without GST if my turnover is below the threshold?

Sometimes, but not merely because turnover is low. The GST Council material records a waiver for certain unregistered persons supplying goods through qualifying ECOs up to the applicable registration threshold, subject to prescribed conditions. It is a constrained exception intended for qualifying intra-State supplies, not a general exemption for a seller listing on several marketplaces.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check the waiver against the actual transaction pattern: the goods, the ECO, the State/UT where the supply is made, the registration threshold, and any required enrolment or portal process. If a planned supply is inter-State, do not assume this intra-State waiver covers it. Confirm marketplace support as well; a legal exception is of little practical use if the intended ECO’s onboarding process cannot accommodate it.

Where those conditions are not clearly met, do not rely on the ordinary turnover threshold as a substitute for registration. Use the registration decision for the whole planned business—not only the first month’s sales or a single marketplace account.

How do I apply and prepare my marketplace accounts?

For ordinary registration, apply online through the GST system using Form GST REG-01. Before filing, settle the route and State/UT footprint; then assemble PAN-linked applicant details, principal-place particulars, and any documents or authentication the portal requires. Under Rule 14B, obtain ECO consent before relying on its warehouse address and prepare for the additional ECO and authentication steps.

  1. Classify what you will sell. Identify taxable goods, exempt goods, services, or a combination. The compulsory-registration treatment differs, so do not apply the goods-through-ECO rule indiscriminately to every line of business.
  2. Map the territory. List the home State/UT, any other States/UTs where you plan to operate, and whether orders will be supplied across State borders. Mark any sales planned outside an ECO.
  3. List the marketplaces and ECOs. Record each planned platform and whether the seller will use its ECO services. Do not treat the platform count as the number of registrations required.
  4. Select the route. Choose ordinary registration for broad flexibility; consider Rule 14B only if the exclusive-ECO restriction and other conditions fit; rely on the unregistered waiver only after checking every applicable condition.
  5. Prepare application details. Use PAN-linked applicant information, select the correct State/UT in the registration workflow, and assemble the particulars and proof for the principal place of business. For Rule 14B warehouse use, retain the ECO’s consent.
  6. Complete required authentication. Be ready for Aadhaar authentication, biometric authentication, photograph capture, document verification, or physical verification if required for your route or application.
  7. File and retain records. Submit Form GST REG-01 for ordinary registration, retain the acknowledgement and registration records, and keep the documents supporting the selected route. Follow the specific home-State recordkeeping conditions if using Rule 14B.
  8. Configure each seller account. After GSTIN issuance, enter the matching legal name, GSTIN, State/UT, product tax classification, and invoice settings on each marketplace account. Resolve mismatches before accepting orders under that account.
  9. Set up reconciliation from the start. Track orders, returns, fees, settlements, and TCS by GSTIN. Keep enough detail to connect the platform’s sales and settlement records to the relevant supplies and returns.

The CBIC Sectoral FAQ says supply can take place during the registration process and revised invoices can be issued in accordance with section 31(3) of the CGST Rules, 2017. That statement is not a blanket substitute for registration or a reason to ignore invoice requirements; if you have already begun supplying while an application is pending, confirm the applicable invoicing treatment for your circumstances.

How does TCS work when several marketplaces are involved?

Section 52 TCS applies to taxable supplies made through an ECO where that ECO collects the consideration. The official GST TCS FAQ says exempt supplies are excluded from TCS and returned supplies reduce the net taxable-supply calculation. It describes that calculation at GSTIN level, so a seller should reconcile marketplace data by registration rather than treating each platform’s gross order total as a standalone tax figure.

A transaction can involve more than one ECO, so the platform visible to the buyer is not always the ECO responsible for section 52 compliance. Circular No. 194/06/2023-GST clarifies the role by transaction structure:

  • If the supplier-side ECO is not itself the supplier, the supplier-side ECO that finally releases payment carries the section 52 compliance role.
  • If the supplier-side ECO is itself the supplier, the buyer-side ECO collects TCS when paying the supplier.

For reconciliation, connect the order, return, settlement, and TCS records to the appropriate GSTIN and transaction. This helps distinguish a returned supply from a completed taxable sale and makes it possible to identify which ECO performed the relevant compliance role in a multi-operator transaction.

Do not assume a current TCS percentage from an older FAQ. The legacy official FAQ records a total rate of 1%—0.5% CGST plus 0.5% SGST/UTGST for intra-State supplies, or 1% IGST. Later, the 53rd GST Council agenda recorded a recommendation and draft notification text to reduce the total rate to 0.5%. The effective rate as of October 30, 2026 was not confirmed in the available official material, so check the final operative notification before using a numerical rate in your books or pricing.

What should I verify before choosing a route?

Use this final decision check before filing or enabling listings. A route that works for one State, product, or channel may not cover the rest of the business.

  • Sales type: Are you selling goods, services, exempt supplies, or a mix, and have you considered the different registration treatment?
  • Geography: Are all intended supplies intra-State, or will any sale cross a State/UT border? Is the plan limited to one registration footprint or multiple States/UTs?
  • Channels: Will all goods sales under a simplified registration be through qualifying ECOs, or do you also plan direct or wholesale sales?
  • Waiver conditions: Can you establish that the seller, supplies, ECO, threshold, and enrolment meet the narrow intra-State waiver conditions?
  • Rule 14B conditions: Does the exclusive-ECO restriction fit? Is the relevant ECO willing to provide consent, and can you satisfy the authentication, verification, and recordkeeping requirements?
  • Data and invoicing: Can you match account details, invoices, returns, settlements, and TCS to the correct GSTIN?
  • Current compliance text: Have you confirmed the operative Rule 14B eligibility wording and the current section 52 TCS rate rather than relying on a FAQ or proposal that may not reflect the final legal position?

If any exception condition or rate is uncertain, do not infer eligibility from low turnover or from a marketplace’s willingness to onboard the account. Check the operative GST rules and notifications, and seek a GST practitioner’s advice where the answer depends on your State footprint, transaction structure, or eligibility under the simplified route.

Frequently Asked Questions

Can I start supplying while my GST registration application is pending?

The CBIC Sectoral FAQ says supply can take place during the registration process and revised invoices can be issued under section 31(3) of the CGST Rules, 2017. It does not remove the need to meet registration and invoicing obligations, so confirm how the provision applies to your application and transactions.

Does a marketplace warehouse automatically become my place of business?

No. For the Rule 14B route, the 2026 PIB FAQ describes use of an ECO warehouse as a principal or additional place of business where permitted, subject to ECO consent. A storage or fulfilment arrangement alone should not be treated as that consent.

Does the Rule 14B route cover services sold through a marketplace?

The 2026 PIB FAQ describes this simplified route for sellers supplying goods exclusively through qualifying ECOs. It does not establish that the same route applies to marketplace services; assess service supplies under their applicable registration rules separately.
