For a registered works contractor in India, a reliable GST checklist starts with a separate, traceable file for each contract. That file should connect the customer contract and work records to sales invoices, supplier bills, payments, input tax credit (ITC), reimbursements and return reconciliations. Complete records make it easier to support tax positions and answer questions about what was supplied, received, used and claimed.

This guide covers the core records and controls for invoices, ITC, reimbursements and audit preparation. It does not settle a contractor’s registration status, reverse-charge treatment, e-invoicing applicability, return frequency or deadlines: those can depend on current rules, notifications and the contractor’s facts.

What records should a works contractor keep for each contract?

Keep one contract-level record set that makes the financial and operational trail understandable without relying on memory or searching across unrelated files. The CGST accounts rules require records including customer and supplier names and addresses, descriptions and values of goods or services received and used, quantities where applicable, and payments received. The contract file should bring those records together with the documents that support them.

Build the contract file around the work

  • Customer and contract: customer name, address and GSTIN if registered; the signed contract or work order; and a unique internal contract or job code.
  • Work performed: the service description and supporting work-completion, measurement or other site records. Keep the records that explain the work billed and its allocation to that contract.
  • Purchases and inputs: supplier names and addresses, purchase invoices, delivery challans, goods-receipt notes, subcontractor bills, and descriptions, values and quantities of goods or services received and used where applicable.
  • Money received: payments received and their dates, linked to the contract and the corresponding sales documents.
  • Document trail: tax invoices, credit notes, debit notes and delivery challans, indexed so each can be connected to the customer, supplier and contract it relates to.

Keep enough detail to distinguish materials or services bought for one job from those bought for another. Where a purchase or cost supports more than one contract, document the allocation method used in the business records; the available data does not prescribe a particular allocation formula.

Adams Sales Order Book, 2-Part, Carbonless, White/Canary, 4-3/16 x 7-3/16 Inches, 50 Sets per Book (DC4705)
  • QUALITY INVOICES: Adams Order books provide a professional invoice or customer receipt; a great way to create and maintain a professional image for small businesses and service providers
  • 50 TWO-PART CARBONLESS FORMS: Customers get the perforated white top copy; retain the canary and pink copies for your records
  • WRAP-AROUND COVER: Fold the back cover between sets to keep invoices neat and legible
  • ROOM FOR CUSTOMIZATION: A blank space at top leaves room for your company stamp; a big savings over custom-printed forms
  • CONSECUTIVELY NUMBERED: Large 6-digit numbers in the upper right hand corner help you thumb through orders quickly

Use consistent identifiers

Assign each contract a stable job code and use it in the accounting record, supplier-document capture, reimbursement claim and site documentation wherever practical. Maintain an invoice and document register with document type, number, date, party, value, tax details where relevant, contract code and file location. A consistent index makes it possible to move from a return figure to the underlying invoice and then to evidence of receipt or work performed.

Electronic records may be maintained and authenticated digitally under the CGST accounts rules. The system should preserve readable records and their links to the contract rather than merely storing scans in an unindexed folder. Set access and backup practices that suit the business, and verify that the chosen process meets applicable current requirements.

What should a GST works-contract invoice contain?

A service invoice should identify the supplier and recipient, carry a unique serial number for the financial year, state its date and describe the service and its value and tax details. Include GSTINs where applicable, the relevant HSN or service accounting code (SAC), and place-of-supply information where required.

Pre-issue invoice checklist

  1. Confirm the parties. Check the customer’s name, address and GSTIN if registered, along with the supplier details shown on the invoice.
  2. Control the number. Assign a unique serial number for the financial year and record it in the invoice register. Use a numbering control that helps prevent duplicate or unexplained gaps.
  3. Describe the supply. State the service description and the applicable HSN or SAC. Make the description specific enough to connect the invoice to the contract and work records.
  4. Show value and tax. Record the taxable value, applicable tax rate and tax amount, with other required tax details for the transaction.
  5. Check place-of-supply details. Include them where required for the transaction, and retain the contract and supporting records used to prepare the invoice.
  6. Link the work evidence. File the signed completion or measurement support, where relevant, with the invoice or record a clear route to it.
  7. Check timing. CBIC states that a service invoice is generally issued within 30 days of the date of supply of service. Confirm the applicable rule for the particular supply and any relevant exception rather than treating the general period as universal.

A complete invoice is part of a wider evidence chain. The invoice register should connect the document to the customer and contract; the work file should support what was supplied; and the return reconciliation should account for the invoice, related credit or debit notes, and relevant receipts or advances.

How should contractors support input tax credit?

Support each ITC claim with an eligible document, evidence relevant to receipt and use, and a reconciliation to the contractor’s books and return data. Rule 36 lists documentary bases that include compliant supplier invoices, qualifying invoices under section 31, debit notes, import documents and Input Service Distributor (ISD) documents.

XKDOUS 2 Pack Invoice Books, 2-Part Carbonless Receipt Books | 50 Sets Per Book, 5-9/16" x 8-7/16" 2-Part Carbonless Invoice Receipt Book for Small Business Sales Records
  • Two-Part Carbonless Invoice Book: Each invoice book has 50 sets of invoices, each with a white/light yellow section, with the yellow section retained in the invoice book to maintain detailed records.
  • Consecutively Numbered: Enlarged red 6-digit numbers in the upper right corner of each invoice receipt book help you quickly navigate through your orders.
  • Wraparound Divider Flap: A thick folded cardboard divider is integrated into the back of each invoice book for use between each two-part sales order to prevent the written content from rubbing off on subsequent copies of the invoice, resulting in wasted invoices.
  • 2 Packs/50 Sets (100 Sets Total): Each invoice book provides 50 sequentially numbered carbonless sets of 2 invoice books for long-term use.
  • Customizable Space: Each invoice book for small business has space at the top to add a company seal or sticker.

Check each claim before it is relied on

  • Confirm the document type. Record which eligible document supports the claim, such as a supplier invoice, debit note, import document or ISD document, and retain it with the relevant accounting entry.
  • Match key fields. Compare the supplier GSTIN, invoice number and date, taxable value and tax amount across the document, books and available portal data.
  • Support receipt and use. Link the document to evidence that the goods or services were received and to the works contract or other business use recorded by the contractor.
  • Track adjustments separately. Keep reversals, blocked credits and credit-note adjustments identifiable rather than burying them in a net ITC figure.
  • Reconcile before filing. Investigate differences between books and return or portal information, record the resolution, and retain the explanation with the relevant period’s working papers.

A supplier invoice by itself may not explain how a cost relates to the contractor’s work. A receipt record, delivery challan, goods-receipt note, subcontractor bill or site record can help connect the purchase to the contract. Keep the supporting record appropriate to the transaction; do not assume every type of purchase needs the same evidence.

ITC eligibility is not established solely by naming a cost “materials,” “site expense” or “reimbursement.” The contractor should check the applicable rules and the facts of the transaction, including whether a credit is blocked or needs adjustment. The checklist helps organize evidence; it is not a substitute for determining eligibility under the law.

How should employee and site-expense reimbursements be recorded?

Classify a reimbursement by the underlying purchase and supply, not by the label on the claim or the payment. Keep the original supplier invoice, payment proof, employee or site-expense claim, approval and contract allocation together, then assess the supplier and the applicable tax treatment.

Reimbursement record sequence

  1. Identify the purchaser and recipient. Record who bought the good or service, who supplied it and who received it. Preserve the supplier invoice showing the underlying transaction.
  2. Capture payment and claim evidence. Retain payment proof, the employee or site-expense claim, supporting receipts and the approval record.
  3. Assign the job code. Link the expense to the relevant works contract or explain the allocation if it relates to multiple jobs.
  4. Check the supplier’s status and the rule. Determine whether the supplier is registered and whether a notified reverse-charge rule applies to the particular supply.
  5. Record the accounting and tax treatment. Keep the reasoning with the claim and underlying document so it can be reviewed alongside the return reconciliation.

CBIC’s Sectoral FAQs state: “Re-imbursement is an expense in the course or furtherance of business and if the same is against a taxable supply taken from an unregistered supplier, RCM will apply.” This flags a specific unregistered-supplier scenario; it does not mean every reimbursement automatically attracts reverse charge. The actual treatment depends on the underlying facts and applicable rules.

For unusual arrangements, such as a payment where it is unclear who received the supply or whether the contractor acted as an intermediary, obtain a fact-specific review. A “reimbursement” description alone does not establish the tax result.

What should contractors reconcile before filing returns?

Reconcile sales, purchases and ITC to the underlying documents before filing, and retain the working papers with the filed return acknowledgement and payment records. The aim is to make every reported amount traceable to its source and to preserve a clear explanation for differences.

Outward supplies and receipts

  • Match outward invoices to the invoice register and contract records.
  • Account for credit notes, debit notes, advances and receipts in the reconciliation.
  • Investigate missing, duplicate or corrected documents and retain the explanation and supporting record.

Inward supplies and ITC

  • Match inward invoices and other eligible documents to the books and available portal data.
  • Connect the claimed credit to receipt and use evidence where relevant.
  • Keep reversals, blocked credits and credit-note adjustments separately identifiable and reconcile them to the filed position.

Keep the filing trail together

Maintain the filed return acknowledgements, payment challans, ledgers, reconciliation workings and relevant correspondence together by tax period. Check the GST portal for the taxpayer’s current GSTR-1, GSTR-3B, annual-return and any applicable statement due dates. The deadlines and filing requirements can vary by taxpayer profile and extensions; no fixed calendar applies to every contractor.

How can a contractor prepare for a GST audit?

Prepare continuously by maintaining contract-level records and period-by-period reconciliations, rather than assembling an explanation only after receiving a question. CBIC audit rules cover books, returns, turnover, exemptions and deductions, tax rates, ITC availed or utilised, refunds and related issues.

Keep an audit-ready index

For each contract and tax period, make it easy to retrieve the contract, customer invoices, work-completion or measurement support, supplier bills, receipt records, reimbursement claims, return reconciliation and payment evidence. An index should help a reviewer follow a reported amount from the return to the books, then to the document and the underlying work or purchase.

Document differences and judgments

When a reconciliation identifies a difference, keep a concise explanation of what it is, how it was investigated and how it was treated. Retain relevant correspondence and the supporting calculation. For a tax treatment that depends on a specific arrangement, preserve the facts considered and the advice or review relied on; this is more useful than a bare ledger description.

Should a contractor use a manual register, spreadsheet or accounting system?

The right workflow depends on transaction volume, the number of contracts and how well the process supports retrieval and reconciliation. The legal recordkeeping rules establish what needs to be kept; they do not prescribe one particular tool.

Workflow What to evaluate Potential trade-off
Manual invoice book and registers Financial-year numbering control, document storage, contract/job references and retrieval. A paper record can provide continuity, but separate portal filing and reliable links to electronic return workings still need to be managed.
Spreadsheet-based records Number controls, contract-level tracking, document links, access permissions, backup and reconciliation checks. Can be adapted to a contractor’s workflow, but consistent entry and change control depend on how it is maintained.
GST accounting or invoicing software Supplier-invoice capture, ITC reconciliation, reimbursement approvals, return export, audit retrieval, permissions and backup. Capabilities and portal integration vary by product; confirm that the system supports the records and controls the business actually needs.

Whichever approach is selected, test it against a real contract from start to finish: can staff find the customer invoice, relevant purchase documents, receipt or work evidence, reimbursement approvals and return reconciliation from the job code? A GST tax invoice book may be a manual continuity aid, but it does not replace required portal filing or electronic controls where applicable.

What is the Invoice Management System and what should contractors do about it?

A Ministry of Finance release dated 9 September 2024 described an Invoice Management System (IMS) through which taxpayers can accept, reject or keep invoices pending for ITC, with the stated aim of improving reconciliation. The same release said recommendations require implementation through law, notifications or system changes, so the release alone does not establish the current operational position for a taxpayer.

Contractors should check current GST portal guidance and applicable notifications before changing their ITC workflow on the basis of the release. In any invoice-management process, maintain a way to compare supplier documents, books and portal data, and record how differences or pending items are resolved.
