Is there an official Complete Edition of God of War Ragnarök?

Digital Deluxe is listed as a PS4-and-PS5 package, which can remove some cross-generation uncertainty. Nevertheless, check the store page attached to your account and territory, because product rights and upgrade pricing are not permanent global constants.
Is the PC version the same as the console editions?
