Generative AI and traditional decision-support software solve different parts of government work. Generative AI creates, summarizes, retrieves, or transforms largely unstructured material, while conventional decision-support systems apply defined data, rules, calculations, models, or workflows to structured inputs. Neither category is automatically better. Choose by mission, consequence of error, data sensitivity, review requirements, auditability, security, integration, and the supplier lifecycle; many agencies will use both in a controlled workflow.
Adoption is rising but the available figures are limited in scope: the U.S. Government Accountability Office (GAO) counted 571 reported AI use cases in 2023 and 1,110 in 2024 across 11 selected federal agencies, while reported generative-AI use cases rose from 32 to 282. Those inventory counts do not show that the systems worked or that one technology outperformed the other.

What is the practical difference between generative AI and traditional decision-support software?
Generative AI produces new text, code, images, summaries, classifications, or other content from prompts and retrieved information. Its output is probabilistic: the same request can produce different wording, and a fluent answer can still contain an unsupported statement. Traditional decision-support software is usually designed around known data structures, explicit business rules, statistical or operational models, and repeatable workflows. It calculates, ranks, flags, forecasts, or routes cases according to those programmed elements.
In an agency, that distinction changes what must be controlled. A generative system needs controls around prompts, source retrieval, model behavior, privacy, intellectual property, human review, and changes made by the provider. A conventional system needs controls around data quality, rule and model assumptions, thresholds, source-system interfaces, versioning, and the decision path. Both need access control, security engineering, records management, testing, and accountable owners.

Generative AI is best at content-heavy work
- Drafting a plain-language response from approved policy material.
- Summarizing long filings, inspection notes, meeting records, or case files for a staff member.
- Retrieving passages from a document collection and presenting them in a conversational format.
- Transforming text, such as converting a technical notice into an accessible explanation or a structured data entry draft.
These uses can save reading and drafting time, but the generated result is not itself proof that a fact is correct. The agency must define what sources may be used, what a reviewer must check, and what records show how the result was produced.
Traditional decision support is best at repeatable analytical work
- Applying eligibility criteria consistently to structured application fields.
- Calculating benefits, inspection scores, risk indicators, or budget scenarios from controlled data.
- Applying a validated forecast or optimization model with documented assumptions.
- Routing work through approvals, notices, escalations, and service-level rules.
These systems are easier to make deterministic, but determinism does not make them automatically correct. Incorrect source data, outdated rules, inappropriate thresholds, or a model that does not fit a population can produce repeatable errors.
Why a combined workflow is common
An agency might use a conventional system to calculate an eligibility result, then use generative AI to draft a notice that cites the applicable rule. A reviewer can inspect the calculation, confirm the source, edit the draft, and release the communication. Keeping the authoritative decision in the auditable rules or model layer while using generation for assistance can reduce the risk of treating a plausible paragraph as the decision itself.
How much is federal agency adoption growing?
GAO’s GAO-25-107653 report, published July 29, 2025, reviewed inventories from 11 selected federal agencies and analyzed challenges reported by 12 selected agencies. Across the 11 inventories, reported AI use cases increased from 571 in 2023 to 1,110 in 2024. Reported generative-AI use cases increased from 32 to 282 over the same period.
Those numbers have three important limits. They are counts of reported use cases, not a census of every federal, state, or local agency. They do not identify the systems’ accuracy, cost, safety, or public-service outcomes, and they do not constitute a head-to-head comparison between generative and conventional software. GAO also described management challenges including policy compliance and keeping pace with rapidly changing technology.
Which approach fits a particular agency task?
Evaluate the work, not the marketing label. The following questions synthesize the decision concerns identified in GAO, NIST secure-development guidance, and federal acquisition policy; they are an agency evaluation framework, not an official scoring system.

Use generative AI when the bottleneck is information handling
If employees spend most of their time locating passages, comparing documents, or preparing a first draft, generation may be appropriate as an assistive layer. Set a permitted-source boundary and require a person to verify material facts before the output affects a case, payment, enforcement action, safety decision, or public communication.
Use conventional decision support when the decision logic must be explicit
If a result depends on statutory criteria, a formula, a threshold, or a validated predictive model, retain an implementation in which those elements can be inspected and tested. A conversational interface may help users navigate that system, but it should not silently replace the authoritative calculation.
Use both when content and computation are separate stages
Separate the authoritative data and calculation path from optional generation. For example, a rules engine can determine a benefit amount, a document-retrieval component can provide the governing text, and a generative model can draft a notice that a trained employee approves. Define which component is allowed to make a determination and which is only allowed to assist.
What should an agency do before selecting a technology?
A short, documented evaluation prevents a technology label from deciding the architecture. Use this sequence for a new system or a significant change to an existing one.
Recommended Free Tools
- Describe the mission task and decision owner. Record the user, the affected public or employee, the inputs, the action that follows, and whether the output is advisory, administrative, or determinative.
- Classify the information. Identify personally identifiable information, protected records, law-enforcement or security information, confidential business data, and information subject to records-retention or disclosure rules. State whether each element may be sent to an external service.
- Set an error-impact tier. Describe the harm from a wrong answer, missed case, delayed service, disclosure, or inconsistent treatment. High-impact work needs stronger validation, separation of duties, and human approval than low-risk drafting.
- Specify the evidence a user must see. For generation, require citations or links to approved source passages where feasible. For conventional software, require the input values, rule or model version, calculation, and exception path needed to reconstruct the result.
- Test representative and difficult cases. Include incomplete records, unusual names or formats, conflicting documents, boundary values, language variation, and changes in policy. Define pass/fail criteria before comparing vendors or prototypes.
- Map the integration and authority boundaries. Identify systems of record, identity and access services, logging, notification channels, and the component that has permission to write or change an official record.
- Plan the operating model. Assign an accountable product owner, security and privacy reviewers, records-management responsibility, frontline training, incident response, monitoring, and a process for suspending the system.
- Write procurement and exit requirements. Cover data ownership and deletion, permitted secondary use, security updates, audit access, service levels, model or rule changes, subcontractors, portability, termination assistance, and protection against avoidable lock-in.
How do error, oversight, and auditability differ?
Generative systems require output verification
Generative output can be grammatically polished while being incomplete, fabricated, or based on an irrelevant passage. A reviewer should verify names, dates, amounts, legal references, eligibility statements, and any action recommendation against authoritative records. The interface should make it clear when text was generated, what sources were retrieved, and who approved the final version.
Conventional systems require input and logic validation
A deterministic result can be wrong because a source feed was stale, a field was mapped incorrectly, a threshold was changed without approval, or a model’s assumptions no longer fit. Maintain test data, change approvals, version identifiers, exception handling, and a way for a reviewer to see how the result was reached.

Human oversight must be specific, not ceremonial
“Human in the loop” is meaningful only when the person has enough time, information, authority, and training to reject or correct an output. Define when review is mandatory, what evidence the reviewer checks, how disagreement is resolved, and whether the system can proceed when review is unavailable.
What data, security, and integration questions matter?
For generative AI, ask whether prompts and uploaded files are retained, used to improve a shared model, transferred across jurisdictions, or exposed through logging and support channels. Establish tenant isolation, encryption, identity controls, retrieval permissions, content filtering, abuse monitoring, and a procedure for compromised credentials or unsafe output. Contract language should match the actual technical behavior rather than a generic confidentiality promise.
For traditional software, trace each field to its source system and document who may change mappings, formulas, rules, thresholds, and model parameters. Confirm that updates can be tested in a nonproduction environment, that failed integrations do not create silent decisions, and that access rights follow least privilege. Both architectures need vulnerability management, logging, backup and recovery, configuration control, and an accountable response to incidents.
What is the current federal policy and standards context?
Federal policy changed in April 2025. GAO reports that the Office of Management and Budget issued memoranda M-25-21 and M-25-22, replacing M-24-10 and M-24-18, respectively. M-25-21 addresses agency acceptable-use policies for generative AI; M-25-22 addresses responsible AI acquisition. Agencies should verify later amendments or superseding guidance before treating these memoranda as the current baseline.
The White House’s April 7, 2025 fact sheet characterized M-25-22 as supporting faster, competitive, responsible acquisition, including performance-based techniques and avoiding vendor lock-in. That is the administration’s policy framing, not independent evidence that acquisition outcomes improved.
For development and procurement teams, NIST announced SP 800-218A on July 26, 2024. It supplements the Secure Software Development Framework (SP 800-218, SSDF v1.1) with AI-specific practices and tasks across the software development life cycle. NIST intends it for model and system producers as well as acquirers, so an agency can use it to structure requirements, supplier evidence, testing, deployment, monitoring, and retirement for AI components.

These federal sources do not automatically govern a state, local, tribal, or non-U.S. agency. Such organizations should identify their own privacy, procurement, accessibility, records, security, and administrative-law requirements, while treating the federal material as a reference rather than a blanket legal conclusion.

Requirements for a generative-AI service
- Clear description of model, retrieval, hosting, subcontractors, geographic processing locations, and update practices.
- Rules for prompt, file, output, telemetry, and support-data retention and secondary use.
- Evidence of security controls, vulnerability handling, incident notification, access logging, and tenant isolation.
- Performance tests using agency-approved cases, including factuality, refusal behavior, source attribution, latency, and accessibility where relevant.
- Intellectual-property responsibilities for inputs and outputs, indemnity boundaries, and a process for handling contested content.
- Notice and approval rights for material model, safety-policy, interface, or subcontractor changes.
- Export, deletion, continuity, and termination assistance so the agency can preserve records and move to another service.
Requirements for conventional decision support
- Data dictionaries, source-system ownership, lineage, refresh schedules, validation rules, and reconciliation procedures.
- Documented formulas, model cards or equivalent technical records, assumptions, thresholds, and known limitations.
- Version control and approval for rule, model, configuration, and interface changes.
- Reproducible test cases, independent review for high-impact logic, exception handling, and user-visible explanations.
- Integration specifications, identity and authorization design, audit logs, backup, recovery, and decommissioning procedures.
- Licensing, maintenance, support, portability, and change-notification terms that preserve operational continuity.
Requirements for either category
Define measurable acceptance criteria tied to the mission rather than generic claims about “accuracy” or “intelligence.” Require the supplier to identify dependencies and subcontractors, provide security and privacy evidence appropriate to the risk, support agency audits, and cooperate with incident investigation. Make the responsible agency official—not the supplier—the owner of the policy decision and public accountability.
Where do agencies commonly go wrong?
Choosing a model before defining the decision
A request for “an AI solution” can conceal a document-search problem, a rules problem, or an integration problem. Start with the task, affected people, authoritative data, and decision authority; then select the smallest technology that meets those requirements.
Allowing generated text to become an unreviewed determination
A draft recommendation can gradually become an automatic denial, inspection priority, or enforcement rationale when staff trust the interface. Separate advisory content from the system that commits an official action, and enforce approval gates technically where the consequences warrant them.
Assuming a fixed rules engine is permanently objective
Rules and models encode choices about data, thresholds, exceptions, and timing. Revalidate them after statutory, operational, or population changes, and monitor for systematic errors in outcomes and appeals.
Ignoring vendor and model change
Cloud services, foundation models, retrieval indexes, dependencies, and security controls can change after acceptance. Contracts and operating procedures should require notice, testing, rollback or suspension, and a record of what changed and when.
Best Value
Measuring activity instead of mission results
Counting deployments, prompts, or use cases does not establish better service. Track the measures that matter for the task—such as processing time, error correction, missed cases, appeal outcomes, accessibility, privacy incidents, and staff workload—using a comparison method that can distinguish software effects from other changes.
Can an agency make a defensible choice without a head-to-head benchmark?
Yes. The cited federal material documents adoption, governance, acquisition, and development practices, but it does not provide a controlled comparison of generative AI and traditional decision-support software on cost, accuracy, or public-service outcomes. A defensible choice therefore rests on a documented use-case analysis, risk tier, acceptance test, oversight design, security review, and lifecycle plan rather than a claim that one category wins in general.

Frequently Asked Questions
Are GAO’s AI use-case counts a measure of agency success?
No. The figures are reported inventory counts from 11 selected agencies, not an evaluation of whether systems were accurate, cost-effective, safe, or beneficial. They also do not represent every federal agency or any state and local government.
Do the 2025 OMB AI memoranda automatically apply to state and local governments?
The cited memoranda are federal executive-branch guidance. State and local agencies must determine which of their own statutes, regulations, procurement rules, privacy obligations, and security standards apply; they may use the federal documents as references but should not assume federal coverage.
What evidence should an agency request before approving a generative-AI pilot?
Request a description of data flows and retention, representative test results, known failure modes, security and privacy controls, source-attribution behavior, human-review procedures, incident contacts, and a rollback or suspension plan. Require the pilot owner to define success and stop criteria before users begin testing.
