Diesel generators remain the practical default for most existing data centers. They have established fuel storage, automatic-transfer equipment, service networks and operating procedures, and typical installations can support 24–48 hours with on-site fuel. Hydrogen fuel cells are a credible lower-emission, quieter alternative when a site can secure hydrogen, meet specialized safety and permitting requirements, and maintain the necessary controls and technical skills. Neither technology replaces the UPS or batteries that carry the load while backup generation starts.

The right choice depends on outage duration, required redundancy, local air-quality rules, hydrogen availability, noise and space limits, refueling plans, and total project cost. A diesel plant usually wins on maturity and logistics; a fuel-cell plant can win on local emissions and noise where hydrogen delivery is dependable.

What is the practical answer for a data center?

For a conventional colocation or enterprise facility today, diesel is usually the lower-risk choice. It is supported by a mature supply chain, bulk tanks, automatic transfer switches, commissioning practices and technicians who already understand generator controls. Fuel cells become attractive when the site faces strict combustion-emission limits, severe noise constraints, limited local air permits, or a corporate requirement to reduce on-site exhaust.

A fuel-cell project is not automatically zero-carbon. A hydrogen fuel cell produces no combustion exhaust at the point of use, but the climate impact depends on how the hydrogen was made, compressed, transported and stored. Conversely, diesel emissions and permitting obligations vary by jurisdiction and by the engine’s certification. Compare the complete system rather than only the generator skid.

How do diesel generators and hydrogen fuel cells produce backup power?

Diesel generator sets

A diesel genset burns fuel in an internal-combustion engine coupled to an alternator. When the utility fails, controls start the engine, bring it to operating speed and close an automatic transfer switch. The diesel plant then supplies the critical buses until utility power returns or the fuel is exhausted. Bulk tanks, day tanks, pumps, filters, ventilation, exhaust treatment and fire protection are all part of the installation.

Diesel systems are commonly paired with an uninterruptible power supply (UPS) and batteries. The UPS carries the instantaneous load and smooths voltage and frequency while the engine starts and accepts load. The generator is not a substitute for that ride-through layer.

Hydrogen fuel-cell systems

A fuel cell converts the chemical energy of hydrogen and an oxidant into electricity through an electrochemical reaction, rather than burning the fuel. Water and heat are the principal point-of-use products for a system using pure hydrogen. A power-conditioning stage and switchgear deliver the required voltage and frequency to the data-center bus.

Fuel-cell modules can be installed in parallel for capacity and redundancy. Microsoft demonstrated a 3-megawatt hydrogen fuel-cell backup system in 2020, showing that the technology can reach data-center scale. The demonstration does not establish that every site can obtain hydrogen or that a particular commercial system will deliver the same performance.

Why both systems still need batteries

EPA analysis of data-center distributed generation notes that backup generators typically require about 10–30 seconds to pick up load. Batteries or a UPS must cover that interval, absorb short disturbances and provide a controlled transfer. Design the energy-storage duration, generator start sequence and transfer-switch logic as one system.

How reliable is each option during a utility outage?

Reliability comes from the complete power train, not just the prime mover. A properly maintained diesel plant has decades of field experience, standardized automatic-start controls and broad service coverage. Fuel cells can also be highly modular, but they add hydrogen-delivery, leak-detection and specialized maintenance dependencies.

Diesel reliability practices

Diesel operators normally exercise generators on a schedule and perform periodic load tests. Microsoft reported that its diesel generators were started monthly and load-tested annually; those intervals are an example of an operating program, not a universal regulatory requirement. Follow the engine manufacturer, local code and the facility’s risk assessment.

  • Keep starting batteries, chargers, coolant heaters and control power in a tested condition.
  • Sample stored fuel and manage water, sediment, microbial growth and degradation.
  • Run at an appropriate load during testing; prolonged low-load operation can cause wet stacking and poor combustion.
  • Verify automatic-transfer-switch operation, breaker interlocks and synchronization where multiple sets share a bus.
  • Maintain contracts for emergency response, parts and qualified technicians.

Fuel-cell reliability practices

Fuel-cell availability depends on module health, power electronics, hydrogen quality and the storage-and-delivery train. A site needs continuous pressure monitoring, leak detection, ventilation, emergency shutoff and procedures for isolating a failed module. Redundant modules can let the plant operate at reduced capacity while one module is serviced, but the redundancy must be engineered to the data center’s availability tier.

Hydrogen systems require personnel trained in gas safety and the applicable electrical, fire and pressure-vessel codes. A service organization familiar with the exact stack and balance-of-plant equipment is essential; generic generator support cannot be assumed.

How long can each system run during an outage?

Runtime is an inventory question. A diesel plant runs until its tanks are empty or fuel quality becomes unacceptable. A fuel-cell plant runs until usable hydrogen is depleted or delivery pressure falls below the system requirement. In both cases, add realistic reserve, transfer losses, maintenance outages and the time needed to arrange resupply.

Runtime factor Diesel generators Hydrogen fuel cells
Typical data-center arrangement NREL reports current backup commonly combines batteries with diesel sets rated around 2.5–3 MW. Modular systems can be paralleled; Microsoft demonstrated a 3 MW system in 2020.
On-site duration reference NREL reported common on-site backup durations of 24–48 hours. Actual duration is set by tank capacity, load and fuel reserve. No universal duration. It is set by hydrogen inventory, storage pressure, usable capacity, load and delivery access.
Refueling during a long outage Bulk diesel deliveries are widely available, subject to road access, regional shortages and emergency-priority arrangements. Requires a hydrogen supplier and compatible delivery equipment. Availability can be limited by geography and production pathway.
Fuel-quality concern Water, contamination, microbial growth, aging and low-load operation require sampling and treatment. Hydrogen purity, pressure regulation, leak control and storage integrity must be monitored.

Model the worst credible outage, not only the average interruption. Include blocked roads, weather, competing demand for fuel, delivery windows, generator derating, and the time required to test a resupplied system before placing it back on the critical bus.

Which option has lower emissions?

At the facility boundary, a hydrogen fuel cell supplied with hydrogen produces no combustion exhaust and generally emits fewer criteria pollutants than a diesel engine. That can simplify local air-quality compliance and eliminate engine noise and exhaust treatment. The result is not automatically a lower lifecycle climate footprint: hydrogen made with carbon-intensive electricity or natural gas can carry substantial upstream emissions, as can compression and transport.

Diesel engines emit nitrogen oxides, particulate matter, carbon monoxide and greenhouse gases. Limits, stack requirements, operating-hour restrictions and permitting differ by jurisdiction and by engine certification. Obtain the permit conditions for the actual site rather than relying on a generic emissions factor.

DOE reported a 50% efficiency status for fuel cells in 2015 and a 60% target for small direct-hydrogen systems in 2020. Those figures are program benchmarks, not a guaranteed net efficiency for a complete backup plant under every load. Parasitic loads, power-conversion losses and part-load operation affect the delivered result.

What are the noise, space and siting trade-offs?

Diesel installations need combustion-air paths, exhaust stacks, acoustic treatment, fuel tanks, spill controls and access for heavy maintenance. Engines and cooling equipment can be loud, which may require enclosures or additional setbacks from offices and residences.

Fuel-cell modules are generally quieter because they have no reciprocating engine, but the site still needs compressors or pressure-control equipment, cooling, switchgear, hydrogen storage, ventilation and safety zones. Hydrogen’s low molecular weight makes leak detection and dispersion analysis important. Setbacks, classified electrical areas, fire protection and emergency access can consume more space than the stack footprint alone suggests.

Compare the usable campus area, roof or yard loading, delivery routes, noise limits and neighboring property lines during concept design. Moving a tank farm or hydrogen storage area late in design can invalidate an otherwise adequate electrical layout.

What safety and permitting work is required?

Diesel

  • Obtain air permits and verify engine certification and operating-hour limits.
  • Design fuel tanks, piping, spill containment, fire separation and emergency shutoffs to local fire and environmental rules.
  • Provide exhaust routing, ventilation, carbon-monoxide protection and safe refueling access.
  • Document inspection, testing and fuel-management procedures.

Hydrogen

  • Complete a hydrogen hazard analysis covering storage, piping, pressure relief, leak detection, ventilation and ignition control.
  • Apply the electrical, building, fire and pressure-equipment codes adopted by the authority having jurisdiction.
  • Define setback distances, restricted areas, emergency isolation and first-responder access.
  • Qualify suppliers, delivery equipment and operators for the selected hydrogen pressure and purity.
  • Coordinate commissioning tests with the fire marshal, building officials, utility and insurer.

Permitting duration is site-specific. Begin code review and authority engagement before selecting equipment; a technically suitable package can still fail a schedule if the jurisdiction has no established approval path for the proposed hydrogen storage configuration.

Which option costs less?

DOE cost analysis identifies diesel as consistently among the lower-cost choices. Fuel cells can be competitive for shorter runtimes under some assumptions about incentives and storage, but no universal dollar-per-kilowatt or total-cost figure applies. Project size, redundancy, fuel pathway, permits, service contracts, land, electrical upgrades and required runtime can reverse the result.

Cost category Diesel questions Fuel-cell questions
Capital equipment Engine-generator sets, tanks, transfer gear, exhaust, cooling and acoustic treatment. Stacks or modules, power conditioning, hydrogen storage and delivery equipment, cooling and safety systems.
Fuel infrastructure Tank volume for the required hours, spill containment and truck access. On-site inventory, pressure management, delivery contracts, compression or vaporization and setbacks.
Operating cost Diesel price, testing fuel, oil and filter service, fuel treatment and emissions compliance. Hydrogen price and delivery, stack or module replacement, specialist service and electricity for auxiliaries.
Risk allowance Fuel contamination, supply interruptions, wet stacking and engine overhaul. Hydrogen scarcity, supplier concentration, permitting uncertainty and limited technician availability.

Use a site-specific life-cycle model with sensitivity cases for outage hours, fuel prices, carbon requirements, module replacement, delivery delays and incentives. Present capital, recurring operating, replacement and decommissioning costs separately so a low initial quote does not hide a high fuel or service burden.

How should a data center compare the two technologies?

Score both options against the same availability and compliance requirement. A useful decision record includes the following axes:

  1. Start and transfer: Verify start time, load-acceptance steps, UPS ride-through and black-start behavior.
  2. Runtime: Calculate required hours at the design load, reserve margin and degraded-load scenarios.
  3. Refueling: Confirm supplier capacity, delivery routes, emergency priority and storage replenishment time.
  4. Emissions: Compare permitted pollutants, greenhouse-gas accounting and operating-hour limits for the actual jurisdiction.
  5. Noise and footprint: Measure boundary noise, setbacks, tank or storage area and maintenance access.
  6. Safety and permits: Obtain written code interpretations and a realistic approval schedule.
  7. Maintenance: Identify trained staff, response times, spare parts and planned replacement intervals.
  8. Scalability: Check whether additional modules or generator sets can be added without taking the critical bus offline.
  9. Financial case: Model capital, fuel, service, compliance, replacement and outage-risk costs over the facility’s planning horizon.

Diesel generally scores highest for established logistics and serviceability. Fuel cells can score highest for local emissions, low noise and constrained air permits, but only when hydrogen supply and specialist support are demonstrably reliable.

What implementation sequence reduces project risk?

For a diesel plant

  1. Establish the critical load, UPS ride-through time, required redundancy and target runtime.
  2. Confirm air, fire, fuel-storage and noise requirements with the authority having jurisdiction.
  3. Size tanks and delivery access for the design outage plus reserve; document fuel-testing and treatment procedures.
  4. Integrate generator controls, automatic-transfer switches, paralleling gear, building management and emergency shutdowns.
  5. Commission at no load, stepped load and full design load; test loss of utility, transfer, resupply and return to utility.
  6. Set the exercise, inspection, fuel-sampling and annual load-bank schedule, then record corrective actions.

For a hydrogen fuel-cell plant

  1. Secure a hydrogen supply study covering production pathway, purity, pressure, delivery frequency, weather resilience and backup supplier.
  2. Complete hazard, dispersion, setback and fire-protection studies before fixing the equipment layout.
  3. Select modular capacity and redundancy so a module outage does not violate the facility’s availability target.
  4. Integrate leak detection, ventilation, emergency isolation, pressure relief, UPS, transfer controls and supervisory monitoring.
  5. Train operators and first responders; document normal, alarm, leak and emergency-shutdown procedures.
  6. Witness factory and site acceptance tests, including start, load acceptance, module isolation, hydrogen resupply and extended operation.

What can go wrong, and how is it corrected?

Symptom Likely cause Corrective action
Generator starts but the load does not transfer Transfer-switch interlock, control-power or breaker-communication fault. Check the control sequence, interlocks and breaker status under a controlled test; involve the switchgear and generator vendors.
Diesel output is unstable during testing Low-load wet stacking, fuel contamination, governor or maintenance issue. Sample and treat fuel, perform an appropriate load test and repair the engine-control fault before declaring availability.
Fuel-cell system trips on hydrogen alarm Leak, sensor fault, ventilation problem or pressure-regulation issue. Isolate the supply, evacuate or restrict the area per procedure, verify concentration and sensor health, and investigate the pressure boundary before restart.
Runtime estimate is shorter than planned Actual load exceeds the model, usable fuel is lower than nameplate inventory, or resupply is delayed. Recalculate with measured load and reserve, increase storage or delivery capacity, and test the emergency fuel plan.
Maintenance response is slow No local technicians or spare parts for the selected equipment. Negotiate response-time and parts commitments, stock critical spares and train on-site personnel.

When does each technology make the most sense?

Choose diesel when

  • The site needs 24–48 hours or more of assured autonomy and bulk diesel delivery is dependable.
  • Existing facilities already have tanks, transfer gear, permits and maintenance contracts.
  • Rapid deployment, predictable commissioning and broad service coverage outweigh local-emission concerns.
  • The jurisdiction permits the required generator operating hours and emissions controls.

Consider hydrogen fuel cells when

  • Combustion emissions or engine noise materially limit the site.
  • A dependable hydrogen supplier, storage design and emergency-delivery plan are available.
  • The owner can fund specialized engineering, permitting, training and service support.
  • Modular capacity, low local pollutants and a long-term low-carbon hydrogen strategy justify higher project complexity.

Many campuses will use a hybrid architecture: UPS batteries for instantaneous ride-through, diesel for established long-duration autonomy, and fuel cells or other low-emission generation where a specific load block or expansion phase benefits from them. The hybrid must still be analyzed for synchronization, protection, fuel logistics and common-mode failures.

What does the evidence say about maturity and future scale?

Diesel remains the mature reference technology. Paul Wang of Caterpillar described its role in a DOE H2IQ Hour transcript: “Today, that function is being performed by diesel gen sets, which are a very reliable way of producing backup power in the case of loss of grid power.” That statement reflects current industry practice, not a claim that diesel is best for every emissions or siting constraint.

Fuel-cell capability is advancing from pilot projects toward larger installations. DOE’s efficiency benchmarks and Microsoft’s 3 MW demonstration show technical progress, while NREL’s description of today’s typical 2.5–3 MW diesel systems and 24–48-hour storage illustrates the incumbent baseline. Availability of hydrogen, codes, suppliers and technicians will determine how quickly fuel cells become routine at more sites.

Frequently Asked Questions

Can a hydrogen fuel cell replace the UPS in a data center?

No. A fuel cell still needs time to start, condition power and transfer to the critical bus. Batteries or another UPS must carry the instantaneous load and bridge the roughly 10–30-second generator pickup interval identified in EPA data-center analysis.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Does using hydrogen make backup power carbon-free?

Not necessarily. Point-of-use electrochemical generation avoids combustion exhaust, but lifecycle emissions depend on hydrogen production, compression, transport and storage. Ask suppliers for a documented, location-specific emissions profile rather than treating the word “hydrogen” as a carbon-intensity guarantee.

What happens if hydrogen deliveries are interrupted during a prolonged outage?

The plant can run only on its usable on-site inventory. A credible design therefore specifies reserve hours, a second supply option where feasible, delivery access during severe weather and an emergency isolation and resupply procedure.

Are diesel generators allowed to run continuously during an outage?

Operating hours and emissions obligations are set by the local permit and applicable environmental rules. The owner must verify emergency-generator definitions, testing allowances, fuel-storage requirements and reporting duties for the actual jurisdiction before relying on a runtime plan.
