India’s fintech market is raising more money through fewer deals. Tracxn data reported by Business Standard shows funding reached $2.2 billion in January–September 2026, up from about $1.9 billion in the comparable 2025 period, even as the number of rounds fell 41% to 153. Five deals worth at least $100 million supplied about $1.1 billion of that total. At the same time, India’s Digital Personal Data Protection (DPDP) framework is making data governance, security controls and third-party oversight a larger operating expense. The squeeze is most acute for early-stage companies that lack proven revenue, credit performance and formal controls, although the available evidence does not isolate DPDP as the sole cause of any funding change.
Why are fintech startups raising fewer rounds even though total funding is up?
The headline change is concentration, not a broad-based recovery. Indian fintech companies closed 153 funding rounds in January–September 2026, compared with 260 in the same period of 2025, while total capital rose to $2.2 billion from $1.9 billion.

|---|---|---|---|
| Funding rounds | 260 | 153 | Fewer companies received capital |
| Total funding | About $1.9 billion | $2.2 billion | More dollars went to selected recipients |
| Rounds of $100 million or more | Not stated | Five rounds | About $1.1 billion, nearly half of the period’s funding |
The five large rounds explain why the average deal size rose while fundraising became harder for the wider market. Tracxn co-founder Neha Singh described this as “a broader, global flight to quality,” with capital moving toward companies that can demonstrate durable operations rather than only rapid user or transaction growth.
Business Standard attributes the shift to tighter Reserve Bank of India (RBI) regulation, closer scrutiny of credit risk, higher compliance costs and investor pressure for profitability. These factors overlap, so the data does not establish that DPDP alone caused the decline in round counts.

Which fintechs are investors favoring now?
Investors are distinguishing between businesses that can show controlled risk and governance and those still relying on forward-looking growth claims.
| Investment question | More attractive profile | Higher-friction profile |
|---|---|---|
| Stage and maturity | Established company with operating history | Early-stage company with limited evidence |
| Business model | Visible route to profitability and repeatable revenue | Growth claims without demonstrated economics |
| Credit risk | Secured or demonstrably controlled exposure | Higher-risk unsecured lending |
| Governance | Documented controls, ownership and auditability | Informal processes and unclear accountability |
This does not mean seed-stage fintechs cannot raise money. It means they must supply evidence that previously might have been deferred: portfolio performance, loss monitoring, board reporting, vendor controls and a credible plan to absorb regulatory costs.

The DPDP Act assigns primary responsibility according to who decides why and how personal data is processed. A Data Fiduciary is the person that “determines the purpose and means of processing of personal data.” A Data Processor handles data on the fiduciary’s behalf.
In a bank–fintech arrangement, outsourcing processing does not automatically remove the contracting or regulated entity’s accountability. Fintechs therefore need to clarify, for each product and data flow, whether they are acting as a fiduciary, a processor or in another contractual role. That allocation affects contracts, security budgets, audit rights and the evidence investors and banking partners will request.

Some fintech cost advantages historically came from faster acquisition, extensive data use and lighter governance overhead than banks or non-bank finance companies. DPDP requirements narrow that gap by making internal controls, processor supervision and documented decision-making part of normal operations. No source in the available evidence quantifies a separate DPDP discount to valuations or funding.
Which controls become operational expenses?
MeitY’s explanation of the 2025 rules describes safeguards that require people, systems and ongoing testing:
- Encryption and other protection for personal data.
- Access controls that limit staff and vendors to necessary permissions.
- Monitoring for unauthorised access and maintaining usable logs.
- Backups and recovery arrangements.
- Contracts that impose security duties on Data Processors.
- Prompt notification to affected Data Principals after a qualifying incident.
- Detailed information to the Data Protection Board generally within 72 hours, unless a longer period is permitted.
These are recurring governance costs rather than a one-time legal exercise. They can include security engineering, privacy operations, contract reviews, independent testing and incident exercises.
Will DPDP compliance costs hurt early-stage fintechs more than established players?
Usually, the burden is proportionally heavier for a young company because fixed costs are spread over fewer customers and less revenue. An established fintech may already have security staff, audit routines, vendor-management teams and board reporting; a small company may need to build each capability while still proving product-market fit.

Scale does not eliminate the obligation. A large company with complex processors or broad data use may face more data-mapping, access-review and incident-response work. The practical funding advantage goes to firms that can show controls are designed, tested and owned—not simply to firms with the largest headcount.
What are banks and the RBI expecting from fintech partners?
The RBI’s FY25 banking report recorded nearly 500 interactions with fintechs, including 12 Finteract and 10 Finquiry editions. The engagement signals a more structured relationship between supervisors, banks and technology companies rather than a retreat from innovation.

Draft data-governance expectations described in the reporting call for a framework aligned with risk management, board oversight and controls for data risks arising from third-party arrangements. A prospective partner can therefore expect questions about who approves data uses, how access is reviewed, how processors are monitored, how incidents are escalated and whether the board receives meaningful metrics.
Why do reported bank data exposures raise the stakes?
Business Standard reported that roughly 1 TB of Bank of Baroda customer information was placed on the dark web. It also reported that a preliminary review of about 375,000 State Bank of India records found 3,897 containing personal information. These are reported incidents and preliminary findings, not independently adjudicated conclusions.

The significance for fintechs is ecosystem risk. A weakness at a processor, integration partner or shared service can damage a bank’s customers and reputation even when the bank did not operate the affected system. Acronis executive Rajesh Chhabra said defenders need telemetry correlated across identities, endpoints, networks, cloud environments and user behaviour to detect and interrupt attacks. Forrester analyst Pushpa Marwal emphasised timely, clear customer guidance because exposed contact, address, birth-date or loan information can support phishing, impersonation and social engineering.
How should a fintech prepare for funding and data scrutiny?
- Map every data decision. Record what personal data each product uses, why it is needed, retention periods and whether the company determines the purpose and means of processing.
- Assign accountable owners. Give named executives and board committees responsibility for privacy, security, vendor risk and incident escalation.
- Test core safeguards. Verify encryption, least-privilege access, unauthorised-access monitoring, backups and restoration rather than treating policy documents as proof.
- Harden processor contracts. Define permitted processing, security duties, audit cooperation, subcontractor controls, breach escalation and data return or deletion.
- rehearse the clock. Run an incident exercise that can identify affected people, deliver prompt notices and assemble detailed information for the Data Protection Board within the generally applicable 72-hour window.
- Build an evidence room. Keep current data maps, access reviews, processor registers, security-test results, incident logs, board minutes and remediation records ready for investors and regulated partners.
- Report risk in business terms. Pair growth metrics with credit losses, control coverage, unresolved findings, recovery-test results and a forecast of compliance spending.
What does this funding shift mean for India’s fintech market?
Capital is still available, but it is being rationed toward companies that can prove business-model resilience, credit discipline, profitability potential and governance. DPDP compliance reinforces that selection process by turning data stewardship and processor oversight into visible operating requirements. Founders should treat privacy and security evidence as part of the financing case, not as paperwork to complete after a round closes.

Frequently Asked Questions
Does the DPDP Act set a single deadline for notifying customers after every incident?
Not in the material described here. MeitY’s explanation calls for prompt notification to affected Data Principals, while the generally stated 72-hour requirement concerns detailed information to the Data Protection Board unless a longer period is permitted.

What should founders put in an investor data room to demonstrate governance?
Useful evidence includes a current data inventory, processor and subcontractor register, access-review records, security-test results, backup-restoration exercises, incident logs and board-level risk reporting. These documents show that controls operate in practice rather than existing only as policies.
Does a large funding round prove that a fintech is low risk?
No. The 2026 figures show that a handful of large rounds can lift total funding even while most companies face fewer opportunities. Investors still need to assess credit quality, profitability path, governance and exposure to third-party failures.
Why can exposed loan or contact data be dangerous even when passwords are unchanged?
Contact details, addresses, birth dates and loan information can make phishing and impersonation messages look credible. Customers should verify outreach through official channels and treat unsolicited requests for credentials, payments or one-time codes as suspicious.
